ELCOME TO <strong>the</strong> Spring edition <strong>of</strong> <strong>the</strong> Journal<br />
<strong>of</strong> <strong>International</strong> Policy Solutions! You may have<br />
noticed that it has been a year since our last issue.<br />
Our edi<strong>to</strong>rial board decided <strong>to</strong> adopt a once-a-year<br />
publication schedule in order <strong>to</strong> maximize <strong>the</strong> quality<br />
<strong>of</strong> our publication, and we hope you’ll appreciate <strong>the</strong> difference in <strong>the</strong><br />
depth <strong>of</strong> <strong>the</strong> articles and <strong>the</strong> pr<strong>of</strong>essionalism <strong>of</strong> <strong>the</strong> design.<br />
The past year has been exciting and tumultuous, both at <strong>the</strong> University<br />
<strong>of</strong> California, San Diego and throughout <strong>the</strong> world. From political<br />
upheaval in <strong>the</strong> Middle East <strong>to</strong> catastrophic natural disasters, <strong>the</strong>re is<br />
an acute need for well-reasoned, well-researched, and well-presented<br />
policies and solutions. As I prepare <strong>to</strong> graduate, I am inspired by <strong>the</strong><br />
intelligence and compassion <strong>of</strong> my peers at IR/PS. The future looks<br />
bright when <strong>the</strong>re are so many talented people thinking about how <strong>to</strong><br />
make <strong>the</strong> world a better place.<br />
This edition contains fascinating analysis and perspectives from<br />
around <strong>the</strong> world. Amanda M. Jones <strong>of</strong> <strong>the</strong> University <strong>of</strong> Michigan<br />
writes about <strong>the</strong> relationship between human trafficking, <strong>the</strong> Japanese<br />
commercial sex industry, and <strong>the</strong> yakuza organized-crime syndicate<br />
while providing pragmatic policy recommendations <strong>to</strong> <strong>the</strong><br />
Japanese government. Kate B. Wilkinson from <strong>the</strong> Elliott <strong>School</strong><br />
<strong>of</strong> <strong>International</strong> Affairs at George Washing<strong>to</strong>n University presents<br />
a fascinating account <strong>of</strong> Uzbekistan’s crackdown on religious activities<br />
and its effect on national security. Claudia V. Espinosa and Greg<br />
Lestikow <strong>of</strong> IR/PS explore Argentina’s foreign policy through various<br />
presidential administrations and weigh <strong>the</strong> Latin American nation’s<br />
chances for regional leadership. Finally, University <strong>of</strong> Montana law<br />
student Anna Saverud <strong>of</strong>fers a legal perspective on a U.S. statute that<br />
may be effective in addressing international environmental claims.<br />
Next year’s issue will be published by <strong>the</strong> IR/PS class <strong>of</strong> 2012 under<br />
<strong>the</strong> guidance <strong>of</strong> Edi<strong>to</strong>r in Chief Lis Best. Here’s wishing <strong>the</strong> new<br />
