1. INTRODUCTION
1.1 Introduction
This Rally will be run in compliance with the International Sporting Code and
its appendices, the 2011 FIA Regional Rally Championship Sporting
Regulations, the National Sporting Regulations which comply with the FIA
regulations and these Supplementary Regulations.
Modification, amendments and/or changes to these Supplementary
Regulations will be announced only by numbered and dated Bulletins (issued
by the organizer or the Stewards).
The 2011 FIA Regional Rally Championship Sporting Regulations can be
found at www.fia.com.

The event is held entirely on asphalt.

Two hours before the time of entrance of the first competition car. In the
service park, only the presence of one service vehicle per rally car with
the sticker provided by the Organizer at the administrative check is allowed.

Official language
The official language of the event will be Serbian.
All the documents, supplementary regulations and eventual bulletins will be
written in Serbian.
4. ENTRIES
3.1 Entry Procedure
Anybody wishing to take part in the Belgrade Rally must send the
attached entry form duly completed to the Rally Secretariat
before April 28, 2012 at 00:00 (to be approved by postal stamp).
Details concerning the co-driver can be sent in up to April 28, 2012
(administrative check). If this application is sent by fax, or E-mail the
original must reach the Organizers at the latest on April 28, 2012
(administrative check).
3.2 Number of Entrants Accepted and Classes
3.2.1 Maximum number of entrants is fixed at 40 vehicles.
3.2.2 Production cars (Group N) are split up into the following
number of cubic capacity classes:
- N1 class: up to 1400cc
+ R1A up to 1400cc
- N2 class: over 1400cc and up to 1600cc
+ R1B over 1400cc and up to 1600cc
- N3 class: over 1600cc and up to 2000cc
- N4 class: over 2000cc (including Super 2000 Rally Cars)
3.2.3 Touring cars (Group A) are split up into the following number of
cubic capacity classes:

- A5 class: up to 1400cc
- A6 class: over 1400cc and up to 1600cc (including Super 1600 Cars)
+ R2B over 1400cc and up to 1600cc
- A7 class: over 1600cc and up to 2000cc (excluding Kit car)
+ R2C over 1600cc and up to 2000cc
+ R3C over 1600cc and up to 2000cc
+ R3T up to 1600cc
+ R3D up to 2000cc (nominal)
3.2.4 Class 2:
- S2000-Rally: 1.6 T engine with a 30mm restrictor
- S2000-Rally: 2.0 Atmospheric
- Group R4
3.2.5 ADDITIONAL PROVISIONS
- Cars homologated as Kit cars, where the capacity is between
1400 and 1600 cc, may be accepted if they
also comply with Article 255-6.2 “Weight” of Appendix J.
- Two-wheel drive cars equipped with a supercharged diesel
engine with a nominal cylinder capacity of less than 2000 cm³ are accepted in
Groups A and N.
- For S1600 homologated cars, it will be possible to use lapsed
errata without any penalty.
3.3 Entry Fees
The entry fees are fixed as follows:
3.3.1 1.000,00 eur without the optional advertising proposed by the
Organizers
3.3.2 300,00 eur - with the optional advertising proposed by Organizers
for cars in class I and II.
3.3.3 500,00 eur - with the optional advertising proposed by Organizers
for cars in class III, IV and V including over 2000cc grp A cars.
3.4 Payment Details
The sum of the entry fee should be paid to the MM POWER bank
account 500 30 100-177 86 733 Erste bank.

A payment receipt must be sent to the Organizers together with the
completed application form.
3.5 Every correctly entered crew will receive from the Organizer:
- One Road Book;
- Competition numbers and rally plates for competing car;
- One "Service" plates for service vehicles;
- Passes for driver and co driver;
- Passes for two mechanics;
3.6 Refunds

Entry fees will be refunded in full to candidates whose entry has not
been accepted and in the case of the rally not taking place.
The Organizer will refund 50 % of the entry fee to those competitors
who, for reasons of “force majeure” (duly certified by their ASN), are
unable to start the rally.
5. INSURANCE
Description of insurance cover:
The entry fee includes the insurance premium, guaranteeing the
competitors cover for civil liability towards third parties, amounting up to €
30.000,00. The insurance cover will come into effect from the start of the
special stage and will cease at the end of each special stage of the rally or
at the moment of retirement, exclusion or disqualification. Upon the request
of entrants or drivers, and at their charge, the organizer will take out any
additional insurance, during the running of the rally.
Each member of the team must have a life insurance policy during the rally.
The organizer holds no responsibility to any damage towards competitors
or drivers. The competitors take part in the event at their own risk thus
bearing the sole responsibility regarding material and penal codes for any
damage caused.
Service vehicles, including those bearing special plates issued by the
organizer, may never be considered as official participants in the rally. They
are therefore not covered by the insurance policy of the event and remain
the sole responsibility of their owners.

6. ADVERTISING and IDENTIFICATION
5.1 All advertising must comply with the Law of Serbia. The advertising
of tobacco products and alcoholic beverages is forbidden in Serbia.
5.2 Organizer’s compulsory advertising will be placed on the door
numbers and the rally plates. Organizer’s optional advertising will be
placed as shown in the Appendix III.
5.3 Details concerning all Rally advertising will be published in a bulletin.
5.4 The Organizer reserves the exclusive right to place any kind of
advertising in the Rally Headquarters and along the route of the
Rally. All advertising activities must be agreed upon by the
Organizer.
5.5 Competition Numbers and Rally Plates
Competition numbers and rally plates supplied by the Organizers
must appear on the car, according to Appendix III, during the entire
rally.

7. TYRES
6.1 Tyres specified for use during the rally
There will be no special tyres used for this rally.
Tyres used for the rally must comply with the specifications given in
Article 53 of Sporting Regulations for FIA Regional Rally
Championships.
6.2 Tyres for use on reconnaissance
Tyres used for the reconnaissance must comply with the
specifications given in Article 22.2 of Sporting Regulations for FIA
Regional Rally Championships.
6.3 National laws or special requirements
There are no special laws and requirements for tyres in Republic of
Serbia. All laws are same like in other countries of EU.
8. FUEL
Fuel must comply with Appendix "J" Article 252.
8.1 Ordering procedure
There will be no ordering of fuel for this rally.
8.2 Closing date for ordering FIA fuel
There will be no ordering of fuel for this rally.
8.3 Distribution for non-priority drivers
There will be no ordering of fuel for this rally.
9. RECONNAISSANCE
9.1 Any kind of practice on the rally route is forbidden.
9.2 Reconnaissance is carried out under the conditions of the public
traffic. During the reconnaissance, the crews are to observe the
traffic regulations in force in Serbia. Unless otherwise indicated by a
traffic sign, the maximum speed limit in the urban areas is 50 km/h,
outside urban areas 80 km/h, and on highways - 120 km/h.
9.3 Headlight must be on at all times.
9.4 The use of radar detectors is forbidden.
9.5 Reconnaissance is forbidden for competition vehicles.
Reconnaissance is allowed with serial vehicles provided that they
follow the Law on Traffic Safety of Republic of Serbia.
9.6 The reconnaissance may only be carried out using series production
cars complying with the specifications given in Art. 14.3 of General
Prescriptions.
10.1 Documents to be Presented
10. ADMINISTRATIVE CHECKS

- Competition licenses of the entrant and both crew members;
- Driving licenses of both crew members;
- Medical certificates of both crew members;
- Registration document of the rally car;
- Insurance policy of the rally car;
- Life insurance policy of both crew members;
- Starting permission for foreign drivers.
10.2 Location
The administrative checks for all competitors will take place at EKO
ZONE Ada Huja Kart circuit on April 28, 2012 from 11:45 am to 4:45
pm.
11. SCRUTINEERING, SEALING and MARKING
11.1 Location
The scrutineers for all competitors will take place at EKO ZONE Ada
Huja Kart circuit on April 28, 2012 from 12:00 am to 5:00 pm.
Each crew must report to the scrutineers at time given in the
schedule published in the programme of Regulations (page 4).
11.2 Mud flaps
It is possible to fit transversal mud flaps in conformity with Appendix
"J" Article 252.7.7.
11.3 Windows/Nets
The windows must be certified for road use and in conformity with
Appendix "J" Article 253.11.
11.4 Driver’s safety equipment
The control of the driver’s helmets and equipment will take place at
scrutineering.
Helmets must be as listed in Technical list No. 25 of FIA Appendix "J".
It is compulsory for drivers and co-drivers to wear gloves (not
mandatory for co-drivers), underwear, socks, shoes and
homologated overalls, which comply with the FIA 8856-2000
Standard.
11.5 Noise level
At any time on the road sections, the noise level must be in
conformity with Appendix "J" Art.252, point 3.6.
11.6 Special national requirements
Cars must be presented to the scrutineers with rally plates,
competition numbers and optional advertising, if taken, affixed.
Any crew reporting late at scrutineering (according to the time
indicated in the entry confirmation) will be penalized as follows:
- Up to 30 min - 50,00 EUR
- 30 to 60 min - 100,00 EUR
- over 60 minutes - according to the decision of the Stewards of the
Meeting

11.7 Installation of Safety Tracking System
There will be instalation of Safety Tracking Devices during the
scrutineering. Crew/team must assure 12V near right side of Codriver
seat (by the B pillar) in the competing car.
12. FEATURES of the RALLY
12.1 Ceremonial start procedure and order
The Ceremonial start will take place on Saturday, April 28th 2012, at
20:01 hrs from Belgrade, Trg Republike.
It is compulsory for all the crews. They must appear with their
competition cars, wearing their overalls, in the starting area (non
Park fermé), 30 minutes before their starting time.
All cars will start according to the start list.
Any crew reporting late at Ceremonial start will be penalized with
200,00 EUR.
12.2. Finish procedure
The competitive elements of the rally will finish at the finish holding
area (TC 9C) IN.
12.3 Permitted early check-in
The crews are allowed to enter earlier (before their target time) into
TC 1 end TC 9C without being penalized.
12.4 Official time used during the rally
Official time throughout the entire rally will be the GPS time

14. PRIZES
13.1 Prize-Giving
Date: April 29, 2012
Time: 5:30 pm
Place: Finish podium in front of City Hall, Belgrade.
13.2 Prizes
Cups (driver and co-driver):

- For the 1st, 2nd and 3rd place in general classification;
- For the 1st, (N, A);
- For the 1 st in each class.
15. FINAL CHECKS and PROTESTS
15.1 Final Checks
Immediately after the finish podium, cars selected by the Stewards will be
taken for the final checks, which will be carried out at the City Hall parking
area. The final checks will start on April 29, 2012 at approximately 5:00
pm. Crews are obliged to observe the instructions of the Organizers. The
competitors are obliged to ensure that at least one representative of the
entrant and the relevant number f mechanics are present at the final
checks.
15.2 Protest fees
Every protest shall be in writing and accompanied by
a fee. This fee may only be returned if the protest is
upheld.
15.2.1 The sum of the protest fee is set to 500,00 €.
15.2.2 As for the protest involving clearly defined part of the
car (engine, transmission, steering, braking system,
electric installation, bodywork, etc.), the sum of
1.500,00 € is set.
15.2.3 Protests are not allowed against the whole car.
15.2.4 The expenses incurred by the work done on the car
and its transport shall be borne by the claimant in the
case the protest is unfounded, or by the competitor
against whom the protest is lodged, in the case it
isupheld.
15.2.5 If the protest is unfounded, and if the expenses
incurred due to the protest (scrutineering, transport,
etc.) are higher than the amount of the deposit, the
difference shall be borne by the claimant. Conversely,
if the expenses are less, the difference shall be
returned to the claimant.
15.3. Appeal fees
15.3.1 Sum of the national appeal fee (ASN) is set to 5.000,00 din.
15.3.2 Sum of the international appeal fee (FIA) is set to 6.000,00 €.

APPENDIX II - COMPETITORS' RELATIONS OFFICER
This Appendix II will be posted on the Official Notice Board at Rally
Headquarters.
Competitors’ relations officer informs the
competitors and plays a mediating role. He gives
appropriate answers to questions asked, provides
all necessary information or additional clarifications
in connection with the Special Regulations and
running of the rally. He has a position of a mediator
and his task is to avoid forwarding questions to
Stewards which could be solved satisfactorily with
a clear explanation (e.g. providing exact
information about established time with the help of
a timekeeper), except in cases of protests.
Competitors’ relations officer shall refrain from saying anything or taking
any action which might give rise to protests. This post is entrusted to Mr.
IGOR MARKOVIĆ who may attend sessions of the Stewards in order to
be informed about all brought decisions. Competitors’ relations officer must
be easily identified, so he shall do following:
1. Wear a conspicuous badge stating his position,
2. Be introduced to competitors at the drivers’ briefing and during
administrative check,
3. His photograph is herein enclosed.

- At finish of the Rally on April 29, 2012 from 3:30 pm to 6:00 pm
- At Rally Head Office on April 29, 2012 from 6:30 pm to 8:00 pm
