1. INTRODUCTION<br />
1.1 Introduction<br />
This Rally will be run in compliance with the International Sporting Code and<br />
its appendices, the 2011 FIA Regional Rally Championship Sporting<br />
Regulations, the National Sporting Regulations which comply with the FIA<br />
<strong>regulations</strong> and these Supplementary Regulations.<br />
Modification, amendments and/or changes to these Supplementary<br />
Regulations will be announced only by numbered and dated Bulletins (issued<br />
by the organizer or the Stewards).<br />
The 2011 FIA Regional Rally Championship Sporting Regulations can be<br />
found at www.fia.com.<br />
1.2 Road surface<br />
The event is held entirely on asphalt.<br />

The official language of the event will be Serbian.<br />
All the documents, supplementary <strong>regulations</strong> and eventual bulletins will be<br />
written in Serbian.<br />
4. ENTRIES<br />
3.1 Entry Procedure<br />
Anybody wishing to take part in the Belgrade Rally must send the<br />
attached entry form duly completed to the Rally Secretariat<br />
before April 28, 2012 at 00:00 (to be approved by postal stamp).<br />
Details concerning the co-driver can be sent in up to April 28, 2012<br />
(administrative check). If this application is sent by fax, or E-mail the<br />
original must reach the Organizers at the latest on April 28, 2012<br />
(administrative check).<br />
3.2 Number of Entrants Accepted and Classes<br />
3.2.1 Maximum number of entrants is fixed at 40 vehicles.<br />
3.2.2 Production cars (Group N) are split up into the following<br />
number of cubic capacity classes:<br />
- N1 class: up to 1400cc<br />
+ R1A up to 1400cc<br />
- N2 class: over 1400cc and up to 1600cc<br />
+ R1B over 1400cc and up to 1600cc<br />
- N3 class: over 1600cc and up to 2000cc<br />
- N4 class: over 2000cc (including Super 2000 Rally Cars)<br />
3.2.3 Touring cars (Group A) are split up into the following number of<br />
cubic capacity classes:<br />

- A5 class: up to 1400cc<br />
- A6 class: over 1400cc and up to 1600cc (including Super 1600 Cars)<br />
+ R2B over 1400cc and up to 1600cc<br />
- A7 class: over 1600cc and up to 2000cc (excluding Kit car)<br />
+ R2C over 1600cc and up to 2000cc<br />
+ R3C over 1600cc and up to 2000cc<br />
+ R3T up to 1600cc<br />
+ R3D up to 2000cc (nominal)<br />
3.2.4 Class 2:<br />
- S2000-Rally: 1.6 T engine with a 30mm restrictor<br />
- S2000-Rally: 2.0 Atmospheric<br />
- Group R4<br />
3.2.5 ADDITIONAL PROVISIONS<br />
- Cars homologated as Kit cars, where the capacity is between<br />
1400 and 1600 cc, may be accepted if they<br />
also comply with Article 255-6.2 “Weight” of Appendix J.<br />
- Two-wheel drive cars equipped with a supercharged diesel<br />
engine with a nominal cylinder capacity of less than 2000 cm³ are accepted in<br />
Groups A and N.<br />
- For S1600 homologated cars, it will be possible to use lapsed<br />
errata without any penalty.<br />
3.3 Entry Fees<br />
The entry fees are fixed as follows:<br />
3.3.1 1.000,00 eur without the optional advertising proposed by the<br />
Organizers<br />
3.3.2 300,00 eur - with the optional advertising proposed by Organizers<br />
for cars in class I and II.<br />
3.3.3 500,00 eur - with the optional advertising proposed by Organizers<br />
for cars in class III, IV and V including over 2000cc grp A cars.<br />
3.4 Payment Details<br />
The sum of the entry fee should be paid to the <strong>MM</strong> POWER bank<br />
account 500 30 100-177 86 733 Erste bank.<br />

A payment receipt must be sent to the Organizers together with the<br />
completed application form.<br />
3.5 Every correctly entered crew will receive from the Organizer:<br />
- One Road Book;<br />
- Competition numbers and rally plates for competing car;<br />
- One "Service" plates for service vehicles;<br />
- Passes for driver and co driver;<br />
- Passes for two mechanics;<br />
3.6 Refunds<br />

Entry fees will be refunded in full to candidates whose entry has not<br />
been accepted and in the case of the rally not taking place.<br />
The Organizer will refund 50 % of the entry fee to those competitors<br />
who, for reasons of “force majeure” (duly certified by their ASN), are<br />
unable to start the rally.<br />
5. INSURANCE<br />
Description of insurance cover:<br />
The entry fee includes the insurance premium, guaranteeing the<br />
competitors cover for civil liability towards third parties, amounting up to €<br />
30.000,00. The insurance cover will come into effect from the start of the<br />
special stage and will cease at the end of each special stage of the rally or<br />
at the moment of retirement, exclusion or disqualification. Upon the request<br />
of entrants or drivers, and at their charge, the organizer will take out any<br />
additional insurance, during the running of the rally.<br />
Each member of the team must have a life insurance policy during the rally.<br />
The organizer holds no responsibility to any damage towards competitors<br />
or drivers. The competitors take part in the event at their own risk thus<br />
bearing the sole responsibility regarding material and penal codes for any<br />
damage caused.<br />
Service vehicles, including those bearing special plates issued by the<br />
organizer, may never be considered as official participants in the rally. They<br />
are therefore not covered by the insurance policy of the event and remain<br />
the sole responsibility of their owners.<br />

6. ADVERTISING and IDENTIFICATION<br />
5.1 All advertising must comply with the Law of Serbia. The advertising<br />
of tobacco products and alcoholic beverages is forbidden in Serbia.<br />
5.2 Organizer’s compulsory advertising will be placed on the door<br />
numbers and the rally plates. Organizer’s optional advertising will be<br />
placed as shown in the Appendix III.<br />
5.3 Details concerning all Rally advertising will be published in a bulletin.<br />
5.4 The Organizer reserves the exclusive right to place any kind of<br />
advertising in the Rally Headquarters and along the route of the<br />
Rally. All advertising activities must be agreed upon by the<br />
Organizer.<br />
5.5 Competition Numbers and Rally Plates<br />
Competition numbers and rally plates supplied by the Organizers<br />
must appear on the car, according to Appendix III, during the entire<br />
rally.<br />

7. TYRES<br />
6.1 Tyres specified for use during the rally<br />
There will be no special tyres used for this rally.<br />
Tyres used for the rally must comply with the specifications given in<br />
Article 53 of Sporting Regulations for FIA Regional Rally<br />
Championships.<br />
6.2 Tyres for use on reconnaissance<br />
Tyres used for the reconnaissance must comply with the<br />
specifications given in Article 22.2 of Sporting Regulations for FIA<br />
Regional Rally Championships.<br />
6.3 National laws or special requirements<br />
There are no special laws and requirements for tyres in Republic of<br />
Serbia. All laws are same like in other countries of EU.<br />
8. FUEL<br />
Fuel must comply with Appendix "J" Article 252.<br />
8.1 Ordering procedure<br />
There will be no ordering of fuel for this rally.<br />
8.2 Closing date for ordering FIA fuel<br />
There will be no ordering of fuel for this rally.<br />
8.3 Distribution for non-priority drivers<br />
There will be no ordering of fuel for this rally.<br />
9. RECONNAISSANCE<br />
9.1 Any kind of practice on the rally route is forbidden.<br />
9.2 Reconnaissance is carried out under the conditions of the public<br />
traffic. During the reconnaissance, the crews are to observe the<br />
traffic <strong>regulations</strong> in force in Serbia. Unless otherwise indicated by a<br />
traffic sign, the maximum speed limit in the urban areas is 50 km/h,<br />
outside urban areas 80 km/h, and on highways - 120 km/h.<br />
9.3 Headlight must be on at all times.<br />
9.4 The use of radar detectors is forbidden.<br />
9.5 Reconnaissance is forbidden for competition vehicles.<br />
Reconnaissance is allowed with serial vehicles provided that they<br />
follow the Law on Traffic Safety of Republic of Serbia.<br />
9.6 The reconnaissance may only be carried out using series production<br />
cars complying with the specifications given in Art. 14.3 of General<br />
Prescriptions.<br />
10.1 Documents to be Presented<br />
10. ADMINISTRATIVE CHECKS<br />

- Competition licenses of the entrant and both crew members;<br />
- Driving licenses of both crew members;<br />
- Medical certificates of both crew members;<br />
- Registration document of the rally car;<br />
- Insurance policy of the rally car;<br />
- Life insurance policy of both crew members;<br />
- Starting permission for foreign drivers.<br />
10.2 Location<br />
The administrative checks for all competitors will take place at EKO<br />
ZONE Ada Huja Kart circuit on April 28, 2012 from 11:45 am to 4:45<br />
pm.<br />
11. SCRUTINEERING, SEALING and MARKING<br />
11.1 Location<br />
The scrutineers for all competitors will take place at EKO ZONE Ada<br />
Huja Kart circuit on April 28, 2012 from 12:00 am to 5:00 pm.<br />
Each crew must report to the scrutineers at time given in the<br />
schedule published in the programme of Regulations (page 4).<br />
11.2 Mud flaps<br />
It is possible to fit transversal mud flaps in conformity with Appendix<br />
"J" Article 252.7.7.<br />
11.3 Windows/Nets<br />
The windows must be certified for road use and in conformity with<br />
Appendix "J" Article 253.11.<br />
11.4 Driver’s safety equipment<br />
The control of the driver’s helmets and equipment will take place at<br />
scrutineering.<br />
Helmets must be as listed in Technical list No. 25 of FIA Appendix "J".<br />
It is compulsory for drivers and co-drivers to wear gloves (not<br />
mandatory for co-drivers), underwear, socks, shoes and<br />
homologated overalls, which comply with the FIA 8856-2000<br />
Standard.<br />
11.5 Noise level<br />
At any time on the road sections, the noise level must be in<br />
conformity with Appendix "J" Art.252, point 3.6.<br />
11.6 Special national requirements<br />
Cars must be presented to the scrutineers with rally plates,<br />
competition numbers and optional advertising, if taken, affixed.<br />
Any crew reporting late at scrutineering (according to the time<br />
indicated in the entry confirmation) will be penalized as follows:<br />
- Up to 30 min - 50,00 EUR<br />
- 30 to 60 min - 100,00 EUR<br />
- over 60 minutes - according to the decision of the Stewards of the<br />
Meeting<br />

11.7 Installation of Safety Tracking System<br />
There will be instalation of Safety Tracking Devices during the<br />
scrutineering. Crew/team must assure 12V near right side of Codriver<br />
seat (by the B pillar) in the competing car.<br />
12. FEATURES of the RALLY<br />
12.1 Ceremonial start procedure and order<br />
The Ceremonial start will take place on Saturday, April 28th 2012, at<br />
20:01 hrs from Belgrade, Trg Republike.<br />
It is compulsory for all the crews. They must appear with their<br />
competition cars, wearing their overalls, in the starting area (non<br />
Park fermé), 30 minutes before their starting time.<br />
All cars will start according to the start list.<br />
Any crew reporting late at Ceremonial start will be penalized with<br />
200,00 EUR.<br />
12.2. Finish procedure<br />
The competitive elements of the rally will finish at the finish holding<br />
area (TC 9C) IN.<br />
12.3 Permitted early check-in<br />
The crews are allowed to enter earlier (before their target time) into<br />
TC 1 end TC 9C without being penalized.<br />
12.4 Official time used during the rally<br />
Official time throughout the entire rally will be the GPS time<br />

14. PRIZES<br />
13.1 Prize-Giving<br />

Time: 5:30 pm<br />
Place: Finish podium in front of City Hall, Belgrade.<br />
13.2 Prizes<br />
Cups (driver and co-driver):<br />

- For the 1st, 2nd and 3rd place in general classification;<br />
- For the 1st, (N, A);<br />
- For the 1 st in each class.<br />
15. FINAL CHECKS and PROTESTS<br />
15.1 Final Checks<br />
Immediately after the finish podium, cars selected by the Stewards will be<br />
taken for the final checks, which will be carried out at the City Hall parking<br />
area. The final checks will start on April 29, 2012 at approximately 5:00<br />
pm. Crews are obliged to observe the instructions of the Organizers. The<br />
competitors are obliged to ensure that at least one representative of the<br />
entrant and the relevant number f mechanics are present at the final<br />
checks.<br />
15.2 Protest fees<br />
Every protest shall be in writing and accompanied by<br />
a fee. This fee may only be returned if the protest is<br />
upheld.<br />
15.2.1 The sum of the protest fee is set to 500,00 €.<br />
15.2.2 As for the protest involving clearly defined part of the<br />
car (engine, transmission, steering, braking system,<br />
electric installation, bodywork, etc.), the sum of<br />
1.500,00 € is set.<br />
15.2.3 Protests are not allowed against the whole car.<br />
15.2.4 The expenses incurred by the work done on the car<br />
and its transport shall be borne by the claimant in the<br />
case the protest is unfounded, or by the competitor<br />
against whom the protest is lodged, in the case it<br />
isupheld.<br />
15.2.5 If the protest is unfounded, and if the expenses<br />
incurred due to the protest (scrutineering, transport,<br />
etc.) are higher than the amount of the deposit, the<br />
difference shall be borne by the claimant. Conversely,<br />
if the expenses are less, the difference shall be<br />
returned to the claimant.<br />
15.3. Appeal fees<br />
15.3.1 Sum of the national appeal fee (ASN) is set to 5.000,00 din.<br />
15.3.2 Sum of the international appeal fee (FIA) is set to 6.000,00 €.<br />

APPENDIX II - COMPETITORS' RELATIONS OFFICER<br />
This Appendix II will be posted on the Official Notice Board at Rally<br />
Headquarters.<br />
Competitors’ relations officer informs the<br />
competitors and plays a mediating role. He gives<br />
appropriate answers to questions asked, provides<br />
all necessary information or additional clarifications<br />
in connection with the Special Regulations and<br />
running of the rally. He has a position of a mediator<br />
and his task is to avoid forwarding questions to<br />
Stewards which could be solved satisfactorily with<br />
a clear explanation (e.g. providing exact<br />
information about established time with the help of<br />
a timekeeper), except in cases of protests.<br />
Competitors’ relations officer shall refrain from saying anything or taking<br />
any action which might give rise to protests. This post is entrusted to Mr.<br />
IGOR MARKOVIĆ who may attend sessions of the Stewards in order to<br />
be informed about all brought decisions. Competitors’ relations officer must<br />
be easily identified, so he shall do following:<br />
1. Wear a conspicuous badge stating his position,<br />
2. Be introduced to competitors at the drivers’ briefing and during<br />
administrative check,<br />
3. His photograph is herein enclosed.<br />
