History
Aquatics at HFPD
During the 1980s and 1990s swimming
pool revenues covered the costs of
operating the pools
For the last several years the district has
been losing money operating the pools
Issues and challenges arise every year
regarding the operation
of two aging pools

History
Aquatics at HFPD
Park district has been able to find ways to keep
the pools operational and have absorbed the high
costs for many years
Every year the board and management have to
decide if we can afford the necessary repairs to
get the pools ready to open
Any reserves that were built up have been spent
over the last few years to keep the pools
operational and safe

Current Status
Dolphin Pool Maintenance

Pool leaks excessively, many cracks in
bottom, side walls and gutters
Sand washes into sump pump pit
Voids exist under pool and deck, but the size
and condition are unknown
Inadequate water flow, current equipment not
able to provide enough flow
Known cracks in pipes below the pool
Tot pool leaking at a fast pace—must be
constantly filled
Additional work needed to meet new federal
drainage laws

Current Status
Dolphin Pool Maintenance

Mechanical equipment old—many valves
inoperable or broken
Soil below the pool is eroding, causing
the basin to drop every year
Sinking pool causes more shifting
and cracking in pipes
Diving board pillars rusting
Needs new pool heater—old
heater can’t t keep up with
water loss

Current Status
Dolphin Pool Accessibility
Dolphin Lake Pool is not in compliance
with current Americans with Disabilities
Act (ADA) guidelines
Because of the age of the pool non-
compliance is grandfathered in
If any renovations are made,
the entire facility will have
to become ADA compliant

Lions Club Pool
Lions Pool is in better condition than
Dolphin Pool

The mechanical equipment is slightly newer
The piping and drainage systems were
reconfigured during the 1992 remodeling
Lions Pool is ADA compliant, with the
exception of a lift to aid swimmers with
disabilities into the pool

Recent Lions Repairs
2006:
• Concession stand, $960
• Pool heater, $17,000
2007:
• Backflow preventer, $1,850
• Replace section of return pipe, $8,000
2008:
• Inspect water slide integrity, $4,000
• Water slide & tower repairs, $16,000

Usage
Fall 2009 Survey Results
125 responses to survey of 600+ pool pass
holders conducted in September 2009
Which aquatic center do you use most often?
Dolphin 28% Lions 72%
What do you like most about Dolphin Pool?
Diving Boards 42%
Lap Lanes 10%
Baby Pool 9%
What do you like most about Lions Pool?
Water Slide 25%
Baby Pool 19%
Main Pool 18%
Concessions 13%
Sand Volleyball 10%

Summary
Attendance at both pools has declined over
the last 10 years
Pool pass sales have steadily declined over
the last 10 years
Labor, chemical and utility costs continue to
rise
Minor repairs are adding up to higher dollars
Major repairs are looming on the horizon

Options
Continue to repair both Dolphin and Lions
Pools—Funding not available
Add on to Lions Pool—Funding not
immediately available
Build new pool complex—Funding not
immediately available
Permanently close one pool

Conclusion
Due to continual decreases in
participation and revenues,
combined with increases in repairs
and expenses, the park district can
not afford to continue to maintain two
outdoor swimming complexes

What are the areas of savings
if close one pool?
Staff
Chemicals
Utilities
Repairs
Capital Improvements

Why Close Dolphin?
Dolphin is not on solid ground
Dolphin is not ADA accessible
Lions has more land for future expansion

What will happen to
Dolphin Pool if it closes?
Salvage everything possible for use at
Lions (May(
2010)
Seal off the locker rooms from the pool side
(June 2010)
Demolish the pool basin and infrastructure
(August 2010)
Demolish the concession stand building and
garage (August(
2010)
Level, grade and seed the area tapering
down to the lake (October(
2010)
(Estimated dates)

What to do with Dolphin
Continue to run Dolphin Clubhouse as
programmable space and rental facility
Use lower level locker room area as district
storage with access from the east side of
building
Clubhouse deck provides a new view of lake for
rentals
Feasibility study for future
use, pending funding
opportunities

Programming opportunities
with one pool
Can continue to program at current
levels with the exception of diving

How will Lions accommodate
larger crowds?
Expanded hours
Additional chairs
Nighttime swims

New Pool?
When
Where
Type
Cost
Funding
•Considered building a new pool for nearly 5 years
•In the future, when funding becomes available
•Lions or other central location if available
•Community Pool or Waterpark
•Est. $6+ million for Community Pool
•$12+ million for Waterpark
•Current budget does not support funding a new pool
•Bonds not currently available for funding
•Community referendum to increase taxes the only
current funding option

Recommendation
Closing Dolphin Pool is the most
financially sound conclusion
based on the circumstances
including:
decreased revenue
decreased attendance
increased expenses
aging pools
lack of funding to build new pool
