A cold respite from the heat
Special Tactics team find Vortex Springs a nice spot for training
By WENDY VICTORA
Florida Freedom Newspapers
PONCE DE LEON — It’s
been more than 40 years
since a Michigan dive
shop operator discovered
the spring that was little
more than a cluttered hole in the
middle of a cow pasture north of
here.
Six years later, Denzel “Doc”
Dockery and his wife bought
the parcel which would become
known to divers across the country
as Vortex Springs.
Today, the spring — known
for its “gin clear water” — is
surrounded by 800 acres that
includes ATV trails, a Motocross
track, several lodges, a dozen
cabins and cottages, a campground
and a full-service dive
shop.
“We are a work in progress,”
said Lowell Kelly, the sole agent
of the land trust that now owns
Vortex Springs.
On a hot morning last week, a
group of Airmen from Hurlburt
Field donned dry suits to train in
the spring.
The spring is 68 degrees yearround
and includes a man-made
cave as well as natural caves.
Capt. Aaron Zamora with the
23rd Special Tactics Squadron
Pararescue Team said the Airmen
had driven by the Interstate
10 exit for Vortex Springs many
times and finally decided to try it
as a training spot.
“I’ve dove all around the
world,” he said, water puddling
around his black suit on the
small dock. “This is nice, really
nice.”
He said they went down about
60 feet and the water temperature
was perfect.
When the land trust bought
Vortex Springs several years
ago, it was “party central,” Kelly
said. “It was kind of like the old
Wild West.”
Now, the park is being
expanded to appeal more to
families.
Wendy Victora | Florida Freedom Newspapers
Vortex Springs is a popular training spot for divers, including these Airmen from Hurlburt Field who practiced
lifting concrete blocks on a warm summer day recently.
Wendy Victora | Florida Freedom Newspapers
The “gin clear waters” at Vortex Springs remain 68 degrees year-round.
A second basin, which is partially
spring-fed, is being modified
for recreational swimming.
General Manager Martin
Lewis said he hopes the second
swimming basin, scheduled to
open later this summer, will attract
even more families.
He is adding a diving board,
floating docks and commercial
water dives to that basin, which
will not be as cold as the original
spring.
Workers also are putting the
finishing touches on 12 cottages,
some of which are already available
for rent.
The biggest crowds visit on
weekends, when a mixture of
campers, groups and divers scatter
over the grounds.
On a quiet morning last week,
John Thomas of Pensacola and
two friends gingerly entered the
cool water.
“You can actually see the
bottom,” he said as he carefully
inched away from shore. “And it’s
always cold.”

1st SOFSS wins Hennessy award for 2011
By STAFF SGT. .
WILLIAM BANTON
1 Special Operations Wing
Public Affairs
The 1st Special Operations
Force Support Squadron
garnered its second
Air Force-level award for
2011 by winning the John
L. Hennessy trophy in the
Multi-Unit Operations
category.
The award is presented
annually to the installation
with the best food service
programs in the entire Air
Force. It looks at installations
that exhibit excellence
in management effectiveness,
force readiness support,
food quality, employee
and customer relations,
resource conservation and
safety-awareness training.
“It makes me very proud
to say that we are the best
in the Air Force,” said
Staff Sgt. Janet Evans, 1st
SOFSS assistant Riptide
dining facility manager.
This year’s win marks
the sixth time the 1st SOFSS
earned the Hennessy trophy.
They previously won
the award in the Multi-Unit
category in 2005, 2001, 1999
and 1998, and in the Single-
Unit category in 1997.
“We got together in September
and made a commitment
that we would
compete and it would be
a team effort,” said Dave
Mickler, 1st SOFSS food
service officer.
Fellow Force Support
Airmen said that Mickler
played a significant part in
keeping his team focused.
“Mr. Mickler played
a huge role in keeping us
motivated and never letting
us forget that we are the
best and it is time for us to
shine,” Evans said.
Kitchen Innovations
Airman 1st Class Jeffrey
Peoples, 1st SOFSS food
service apprentice, echoed
the sentiment.
“He told us what to do,
he told us what it took to
win,” Peoples said.
Hurlburt Field’s dining
facilities submitted an audiovisual
package as part
of the competition that included
video footage of the
base food service program
and photos of the food service
team.
Evaluators, comprised
of two military personnel
and two civilian advisors,
reviewed the facilities’ capabilities
and then asked
key personnel questions in
five separate categories:
kitchen operations, serving
and dining operations,
personnel and readiness
training, sanitation and
repair maintenance, and
management.
For many at the 1st
SOFSS winning the Hennessy
trophy was only a
secondary reward.
“Knowing that our hard
work and dedication did
not go unnoticed is truly
the highest reward,” Evans
said.
The 1st SOFSS will receive
the award at the annual
National Restaurant
Association awards ceremony
in Chicago, May 21.
Seat belts save lives - use them
Do you really want
to be the widow, the orphaned
child, the friend
who didn’t speak up, or
the first sergeant telling a
family their son or daughter
is dead because they
weren’t buckled up?
You say it and hear it
again and again - but telling
your spouse, parent,
friend and Wingman to
wear their seat belt and
wearing your own seat
belt could be the key to
saving those precious to
you and others.
“In my 10 years as
a first sergeant, I have
had the unfortunate
task of helping a unit
deal with the death of
two active-duty members
in [car accidents],”
said Senior Master Sgt.
Michael Hoglen, 1st Special
Operations Aircraft
Maintenance Squadron
first sergeant. “[On one
occasion] none of the passengers
were wearing
their seatbelts, and they
died from the injuries
they suffered; but during
a separate car accident a
member wore their seatbelt
and lived.”
According to the National
Highway Traffic
Safety Administration,
buckling up is the single
most effective thing you
can do to protect yourself
in a crash. In 2008, seat
belts saved more than
13,000 lives nationwide.
Seat belts are also the
best defense against impaired,
aggressive and
distracted drivers.
Seat belt use is saving
lives across the country
and may be especially
critical in a high-traffic
area like on Highway 98 or
the counties surrounding
base.
The Florida Highway
Safety and Motor Vehicle
website states in 2009,
Okaloosa county had 1,924
car crashes, 21 of which
ended in death for either
the driver, passengers or
both. Santa Rosa county
had 1,363 crashes, 27, of
which ended in fatalities.
Most would agree it’s
not that hard to click a
seat belt, but it is hard
to tell a spouse, child or
parent that their loved
one is injured or dead
because they didn’t take
that simple step to protect
themselves on the road.
“I don’t have to know
the [individual] who was
involved in the mishap;
but it’s still sad and depressing
when we lose a
fellow Airman, because
we’re all part of the Air
Force family,” said Master
Sgt. Russell Devino, 1st
Special Operations Wing
ground safety superintendent.
“We don’t like getting
those [vehicle mishap]
calls, but its part of our
job. Sometimes what we
learn during our investigations
confirms that a few
Airmen continue to make
poor decisions with tragic
results, but other times
what we learn can help
improve safety processes
or training and hopefully
prevent that next fatality.”

For many Hurlburt
Field Airmen, the onset
of summer means more
chances to experience the
joys and exhilaration of riding
their motorcycles.
To help keep Airmen
safe and emphasize the
need to mitigate risks
while riding, the Air Force
declared 2011 the Year of
Motorcycle Safety, asking
every member of the Air
Force to focus on and commit
to motorcycle safety.
Since Oct. 1, 2010, four
Hurlburt Field Airmen
have lost duty time, and
a fifth Airman lost his life
as a result of motorcycle
accidents.
“These losses are
Force,” wrote Gen. Philip
Walter Warren, 4th Special
Operations Squadron first
sergeant, regarding losses
from motorcycle accidents.
“People should really think
about their value before
taking risks.”
Capt. Eric Fancher, 4th
SOS unit safety representative,
has these helpful tips
for units:
1) Remind riders, on a
regular basis, to be mindful
of safety precautions when
on the road.
2) Pair more experienced
riders with new
riders to help provide
instruction.
3) Provide a venue for
riders to discuss issues,
such as road conditions, to
stay safe.
Sandy Hillard, the Air
Force Services Agency’s
community and leisure
branch chief, said centralizing
how the Air Force acquires
tickets for attractions
provides greater cost savings
at ITT offices to eligible
customers.
“We work with representatives
from numerous
attractions that Air Force
personnel want to visit to
obtain the best discounts
possible,” said Hillard. “ITT
offices also provide local
The AFCTP formed
agreements with nationallyrecognized
For motorcyclists to
stay safe, motorists need
to be aware of what riders
require from them.
For example, road conditions
that are minor annoyances
to other vehicles
may pose major hazards to
motorcyclists. According to
the 1st Special Operations
Wing safety office, drivers
should allow more distance
between vehicles when following
a motorcycle so the
motorcyclist has enough
time to maneuver or stop in
an emergency.
Also, motorists should
watch to be sure the motorcycle
is going to turn
when its signal is on before
proceeding. Motorcycle
turn signals often have to
be manually shut off, and
frequently riders forget to
shut them off after turning.
The Air Force mandates
that all military members
complete a motorcycle
rider’s safety courses. To
support this mandate the
1st SOW reimburses riders
for the cost of the course.
The Air Force also mandates
in AFI 91-207, The
U.S. Air Force Traffic Safety
Program, that all Airmen
riding on or off base wear
a helmet designed to meet
or exceed Department of
Transportation standards,
goggles, protective clothing,
foot protection, brightly
colored outer upper garments
and, at night, a reflective
upper garment.
In addition, all individuals,
military or civilian,
must comply with all Air
Force regulations while riding
on base.
Following all safety laws
and wearing the appropriate
safety equipment can
save lives.
According to the National
Highway Traffic Safety
Administration, statistics
show riders who wear
helmets have a 29 percent
better chance of surviving
a crash than riders without
helmets.
“Riders should consider
the harm being unsafe can
cause, not only to yourself
but your family, friends, coworkers
and others on the
road,” said Fancher.
To find out how to be
reimbursed for the training
course, or for more motorcycle
WE ARE PASSIONATE ABOUT
SERVING VETERANS!
Welcome Veterans and Active Duty Military Families
of Northwest Florida to the May issue of the Veteran’s
Voice of Northwest Florida. In this issue, the
Veteran Staff at JobsPlus felt that it was important to
highlight some of the resources that are available to
Veterans and active duty families. Frequently, Veterans
who come in for employment or support assistance are
completely unaware of the benefits they have earned
by serving in the military. Well, did you know:
• That VA Disability compensation is a tax-free benefit
paid to a Veteran because of injuries/ diseases
that happened while on active duty, or were made
worse by active military service.
• That VA health benefits are open to all Veterans.
Family members may also be eligible to receive
benefits. There is no monthly premium for VA
care, but there may be co-pay.
• That the Post-9/11 GI Bill provides financial support
for education, housing and approved training
to honorably discharged individuals with at least
90 days of aggregate service on or after 9/11/2001,
or individuals discharged with a service-connected
disability after 30 days. Approved training includes
graduate and undergraduate degrees, as well as
vocational & technical training.
• That the Vocational Rehabilitation and Employment
(VR&E) VetSuccess Program is authorized by
Congress under Title 38, Code of Federal Regulations,
Chapter 31. The VetSuccess program assists
Veterans with service-connected disabilities to prepare
for, find, and keep suitable jobs. For Veterans
with service-connected disabilities so severe that
they cannot immediately consider work, VetSuccess
offers services to improve their ability to live as
independently as possible.
These are just a few of benefits offered by the VA.
So, if you need Veteran assistance, you can go to www.
va.gov, or come by the office, and we can point you in
the right direction.
VETERAN BENEFIT ASSISTANCE
HELP FOR HOMELESS VETERANS
HAS ARRIVED
Courtesy of VA Gulf Coast Veterans Health Care System
Public Affairs
The Department of Veterans Affairs Gulf Coast Veterans
Health Care System has hired two caseworkers at
the Eglin Community Based Outpatient Clinic to help
homeless Veterans secure permanent housing through
the Housing and Urban Development -Veterans Affairs
Supportive Housing program.
HUD-VASH is designed to provide case management
and supportive services along with subsidized housing
vouchers for eligible homeless Veteran families.
“We are excited to bring this service to Veterans in the
Okaloosa County area,” Jennifer Steinmeier, who along
with Phyllis Morgan, serves as the VA’s local HUD-VASH
caseworkers. “HUD-VASH is going to play a huge part
in the VA’s goal of eliminating Veteran homelessness by
the fall of 2014.”
In order to participate in HUD-VASH, Veterans must
be eligible for VA health care, homeless and have a clinical
need for and willingness to participate in case management.
Veterans who lived in transitional housing or
residential treatment programs who were homeless prior
to entering those programs are also eligible. Vouchers
cannot be given to a Veteran if his/her household income
exceeds certain limits or if anyone living in the home is
required to register as a lifetime sex offender.
Steinmeier and Morgan will partner with local Public
Housing Authorities to place Veterans in housing, with
the understanding that the Veterans will follow the rules
of the PHA and landlord to sustain their housing. Veterans
must pay a portion of the monthly rent directly to
the landlord, which is equal to 30 or 40 percent of their
gross monthly income. The PHA will pay the remaining
portion of the rent.
Morgan is excited about the way ahead.
“We will work with the Veterans to establish goals,
and we’ll provide support and assistance in the name of
recovery, stability and permanency,” Morgan said.
For more information, contact Steinmeier or Morgan
at 850-609-2600 (toll-free 866-520-7359.) The Eglin
JOBSPLUS CELEBRATES
MILITARY SPOUSES
With over 160 spouses and supporters in attendance,
the 2nd Annual Military Spouses Appreciation event titled
Operation Empowerment: Imagine, Believe, Achieve
was held Wednesday May 18, 2011 at the Emerald Coast
Conference Center in Ft. Walton Beach. The opening ceremonies
included the presentation of the colors by the US
Marine Corps VMFAT-501 and a beautiful rendition of
the national anthem by TSgt Yakeem Jones of the 96th
Mission Support Group.
The day was filled with presentations by Lori Bell,
founder of the National Association of Military Moms
and Spouses (NAMMAS) and Military Spouse Magazine’s
2010 Spouse of the Year. Mrs. Bell spoke on her
experiences on being a military spouse and encouraged
spouses to remember to prosper (bloom) where planted.
She also offered to the community seven special strategies
to consider when supporting Military Families:
• Military liaison on the PTAs, Councils & Parent Support
Groups
• Compassionate understanding in preschools and
daycare centers where military kids are coping with
military transition and deployment
• Teen/peer buddies in junior high and high schools
when students PCS during the year
• “Brat Parties” for teens who are new to the neighborhood
in the summer
• Encourage volunteerism from military kids
• Military spouses can “open the door” for support
• Military members initiate support from community
leaders and neighborhood
The day also included an interactive discussion moderated
by Andi Hurly, founder of SpouseBUZZ Live. The
panelists engaged the audience into a very lively dialogue
which included topics such as PCSing, deployments, reintegration
and more. There were also three breakout
workshops facilitated by Tamara Kiss and Melissa King,
Military Family Employment Advocates (JobsPlus) and
the Airman and Family Readiness Centers aboard Eglin
Air Force Base and Hurlburt Field. The workshops provided
spouses with options to choose their own path towards
knowledge empowerment.
The goal of this JobsPlus event was to recognize military
spouses from all branches of service, appreciate them
for their sacrifice and empower them with knowledge to
enhance the lives of their families.
Breakfast and lunch were sponsored by the Merchants
and Shops at Uptown Station and Hammock Bay Residential
Community. Spouses are already looking forward
to next year’s event, MISSION ACCOMPLISHED.
If any military spouses within the local area need employment,
transition, or training assistance, JobsPlus is
here to help.
Housing shortages rise; steps eyed to improve BAH
GUN SHOW
The inability of homebuilders
to secure construction
loans in this weak
economy, combined with
major force realignments
from Europe and other
areas, has created housing
shortages for families
at many large stateside
military bases, the Government
Accountability Office
reports.
The housing squeeze,
which impacts at least 19
bases, isn’t going to be relieved
anytime soon and will
worsen in some areas, GAO
says in a new audit report
on the effectiveness of ratesetting
under the Basic Allowance
for Housing (BAH)
program.
“Adequate and affordable”
housing for military
families is in short supply
at three quarters of bases
identified as “growth” installations
because they
have gained, or will gain, at
least 2,000 personnel under
long-planned shifts in U.S.
force structure.
The shortage of family
housing to rent in surrounding
communities exceeds 20
percent at some stateside
bases. The policy of the department
decades
has been to
rely largely
on local
communities
to build
housing
for base
populations.
They
are incentivized
to
do so through housing
privatization and build-tolease
agreements with local
bases.
But recent economic
conditions “have made
it difficult for developers
to obtain funding for new
construction projects …
particularly for multi-family
rental housing projects,”
GAO reports. This is particularly
true near bases
experiencing frequent troop
deployments for wars in
Iraq and Afghanistan. The
constant turnover leaves
many lenders uncertain
about occupancy rates and
income streams from proposed
or newly constructed
projects.
GAO found significant
housing “deficits” for families
at several bases that its
own auditors visited for its
report on BAH rates.
For example, Cannon Air
Force Base, N.M., projects
a 20 percent family housing
shortage (530 units) for its
expanding base population.
The shortage will be aggravated
by growth in the
civilian labor force expected
from major base construction
projects. Occupancy
rates for rental housing in
the community exceeded
99 percent in 2010 and 2011,
with high demand reported
“for even inadequate housing
units on base” and
off-base rental in “less
desirable areas.” Rents are
higher than monthly BAH
rates for many members.
The shortage at Fort
Bliss, Texas, is 2,900 family
units, 15 percent of demand.
GAO says “junior personnel
typically obtain housing
on the outskirts of El Paso
and experience long commutes.”
The housing supply
is strained by families relocating
from Mexico, GAO
says, and will be strained
further “as more soldiers
return from deployment
over the next year.”
At Camp Lejeune and
Marine Corps Air Station
New River in North
Carolina, the family housing
shortage has reached
3,500 units, or 20 percent
of demand. Marines there
have closed the gap largely
by buying or renting mobile
homes. The Department of
Defense considers mobile
homes “inadequate” housing
and doesn’t include
them in housing availability
lists.
The primary focus of the
GAO audit, however, was to
review the BAH program
for setting local allowances
for members living off base
in stateside areas. GAO concludes
that the $18 billion
annual program generally is
meeting its goals, and satisfaction
is high among BAH
recipients. But auditors
recommend several ways to
enhance its effectiveness.
BAH rates are set using
local cost surveys of rent,
utilities and rental insurance
for particular types of
housing deemed appropri-
ate for each pay grade, with
and without dependents.
On average, more than 75
percent of BAH covers actual
rent and more than 20
percent covers utilities, with
renter’s insurance accounting
for the remaining costs.
But the cost elements
vary widely by locale. GAO
contends that BAH would
be more effective if the local
breakout of these costs were
shared with housing officials
and BAH recipients. Actual
utility costs, for example, can
range from 8 to 40 percent of
BAH. Lacking information
on local utility expenses,
GAO suggests, can leave
renters in high cost areas
signing leases that bring unexpected
out-of-pocket costs.
Also, GAO argues, “some
landlords view the overall
housing allowance rate as
the market rental rate and
set rental rates equal to
the full housing allowance
rate for a specific pay grade
without regard to utility expenses
that would also need
to be paid.”
Officials with the Defense
Travel Management
Office, which sets annual
BAH rates, told GAO that
publishing all three elements
of BAH in every housing
area could be distracting
for members as they might
try to match each element
to what’s available among
local rental units. But as
a compromise, DOD officials
will publish, starting
in 2012, BAH cost elements
nationwide as a percentage
range across various types
of housing.
Defense officials also
accepted GAO recommendations
to improve housing
availability by sharing of best
housing practices between
bases, and to expand the definition
of “available” rental
properties in military housing
areas to improve the accuracy
of data collection for
setting local BAH rates.
two immunization back-up
technicians, the Soldiers
were in and out of the clinic
in one hour.
According to the award
citation, Brook and Sellers
exemplified the Army
Value of Selfless Service.
They worked outside the
normal duty day without
hesitation to accommodate
“They were a good
group of people to work
with,” Brook said. “They
were willing to do whatever
they needed to do to
make sure they were ready
to deploy.”
The 4th Battalion leadership
contacted Sergeant
Brook and Sergeant Sellers
to request their presence at
a formation so they could
properly be presented their
Army Achievement Medals,
Army-style.
“They had us form up
and we had to march ourselves
out there. Neither
of us had been in an Army
formation for an award, it’s
a lot different than the Air
Force,” Brook said in regards
to the ceremony.
This is not the first time
the Army unit called on the
1st SOMDOS immunization
clinic for help. Brook said
they have helped out this
Army unit in past years and
it feels good that they keep
coming back to them to get
the job done.
“It’s good to have a working
relationship with other
services,” Sellers said. “If
and when they come back
next year it would be our
pleasure to help.”
