A cold respite from the heat<br />

Special Tactics team find Vortex Springs a nice spot for training<br />

been more than 40 years<br />

since a Michigan dive<br />

shop operator discovered<br />

the spring that was little<br />

more than a cluttered hole in the<br />

middle of a cow pasture north of<br />

here.<br />

Six years later, Denzel “Doc”<br />

Dockery and his wife bought<br />

the parcel which would become<br />

known to divers across the country<br />

as Vortex Springs.<br />

Today, the spring — known<br />

for its “gin clear water” — is<br />

surrounded by 800 acres that<br />

includes ATV trails, a Motocross<br />

track, several lodges, a dozen<br />

cabins and cottages, a campground<br />

and a full-service dive<br />

shop.<br />

“We are a work in progress,”<br />

said Lowell Kelly, the sole agent<br />

of the land trust that now owns<br />

Vortex Springs.<br />

On a hot morning last week, a<br />

group of Airmen from <strong>Hurlburt</strong><br />

Field donned dry suits to train in<br />

the spring.<br />

The spring is 68 degrees yearround<br />

and includes a man-made<br />

cave as well as natural caves.<br />

Pararescue Team said the Airmen<br />

had driven by the Interstate<br />

10 exit for Vortex Springs many<br />

times and finally decided to try it<br />

as a training spot.<br />

“I’ve dove all around the<br />

world,” he said, water puddling<br />

around his black suit on the<br />

small dock. “This is nice, really<br />

nice.”<br />

He said they went down about<br />

60 feet and the water temperature<br />

was perfect.<br />

When the land trust bought<br />

Vortex Springs several years<br />

ago, it was “party central,” Kelly<br />

said. “It was kind of like the old<br />

Wild West.”<br />

Now, the park is being<br />

expanded to appeal more to<br />

families.<br />

The “gin clear waters” at Vortex Springs remain 68 degrees year-round.<br />

A second basin, which is partially<br />

spring-fed, is being modified<br />

for recreational swimming.<br />

General Manager Martin<br />

Lewis said he hopes the second<br />

swimming basin, scheduled to<br />

open later this summer, will attract<br />

even more families.<br />

He is adding a diving board,<br />

floating docks and commercial<br />

water dives to that basin, which<br />

will not be as cold as the original<br />

spring.<br />

Workers also are putting the<br />

finishing touches on 12 cottages,<br />

some of which are already available<br />

for rent.<br />

The biggest crowds visit on<br />

weekends, when a mixture of<br />

campers, groups and divers scatter<br />

over the grounds.<br />

On a quiet morning last week,<br />

John Thomas of Pensacola and<br />

two friends gingerly entered the<br />

cool water.<br />

“You can actually see the<br />

bottom,” he said as he carefully<br />

inched away from shore. “And it’s<br />

always cold.”

The 1st Special Operations<br />

Force Support Squadron<br />

garnered its second<br />

Air Force-level award for<br />

2011 by winning the John<br />

L. Hennessy trophy in the<br />

Multi-Unit Operations<br />

category.<br />

The award is presented<br />

annually to the installation<br />

with the best food service<br />

programs in the entire Air<br />

Force. It looks at installations<br />

that exhibit excellence<br />

in management effectiveness,<br />

force readiness support,<br />

food quality, employee<br />

and customer relations,<br />

resource conservation and<br />

safety-awareness training.<br />

“It makes me very proud<br />

to say that we are the best<br />

in the Air Force,” said<br />

Staff Sgt. Janet Evans, 1st<br />

SOFSS assistant Riptide<br />

dining facility manager.<br />

This year’s win marks<br />

the sixth time the 1st SOFSS<br />

earned the Hennessy trophy.<br />

They previously won<br />

the award in the Multi-Unit<br />

category in 2005, 2001, 1999<br />

and 1998, and in the Single-<br />

Unit category in 1997.<br />

“We got together in September<br />

and made a commitment<br />

that we would<br />

compete and it would be<br />

a team effort,” said Dave<br />

Mickler, 1st SOFSS food<br />

service officer.<br />

Fellow Force Support<br />

Airmen said that Mickler<br />

played a significant part in<br />

keeping his team focused.<br />

“Mr. Mickler played<br />

a huge role in keeping us<br />

motivated and never letting<br />

us forget that we are the<br />

best and it is time for us to<br />

shine,” Evans said.<br />

service apprentice, echoed<br />

the sentiment.<br />

“He told us what to do,<br />

he told us what it took to<br />

win,” Peoples said.<br />

<strong>Hurlburt</strong> Field’s dining<br />

facilities submitted an audiovisual<br />

package as part<br />

of the competition that included<br />

video footage of the<br />

base food service program<br />

and photos of the food service<br />

team.<br />

Evaluators, comprised<br />

of two military personnel<br />

and two civilian advisors,<br />

reviewed the facilities’ capabilities<br />

and then asked<br />

key personnel questions in<br />

five separate categories:<br />

kitchen operations, serving<br />

and dining operations,<br />

personnel and readiness<br />

training, sanitation and<br />

repair maintenance, and<br />

management.<br />

For many at the 1st<br />

SOFSS winning the Hennessy<br />

trophy was only a<br />

secondary reward.<br />

“Knowing that our hard<br />

work and dedication did<br />

not go unnoticed is truly<br />

the highest reward,” Evans<br />

said.<br />

The 1st SOFSS will receive<br />

the award at the annual<br />

National Restaurant<br />

Association awards ceremony<br />

in Chicago, May 21.<br />

Do you really want<br />

to be the widow, the orphaned<br />

child, the friend<br />

who didn’t speak up, or<br />

the first <strong>sergeant</strong> telling a<br />

family their son or daughter<br />

is dead because they<br />

weren’t buckled up?<br />

You say it and hear it<br />

again and again - but telling<br />

your spouse, parent,<br />

friend and Wingman to<br />

wear their seat belt and<br />

wearing your own seat<br />

belt could be the key to<br />

saving those precious to<br />

you and others.<br />

“In my 10 years as<br />

a first <strong>sergeant</strong>, I have<br />

had the unfortunate<br />

task of helping a unit<br />

deal with the death of<br />

two active-duty members<br />

in [car accidents],”<br />

said Senior Master Sgt.<br />

Maintenance Squadron<br />

first <strong>sergeant</strong>. “[On one<br />

occasion] none of the passengers<br />

were wearing<br />

their seatbelts, and they<br />

died from the injuries<br />

they suffered; but during<br />

a separate car accident a<br />

member wore their seatbelt<br />

and lived.”<br />

According to the National<br />

Highway Traffic<br />

Safety Administration,<br />

buckling up is the single<br />

most effective thing you<br />

can do to protect yourself<br />

in a crash. In 2008, seat<br />

belts saved more than<br />

13,000 lives nationwide.<br />

Seat belts are also the<br />

best defense against impaired,<br />

aggressive and<br />

distracted drivers.<br />

Seat belt use is saving<br />

lives across the country<br />

and may be especially<br />

critical in a high-traffic<br />

area like on Highway 98 or<br />

the counties surrounding<br />

base.<br />

The Florida Highway<br />

Safety and Motor Vehicle<br />

website states in 2009,<br />

Okaloosa county had 1,924<br />

car crashes, 21 of which<br />

ended in death for either<br />

the driver, passengers or<br />

both. Santa Rosa county<br />

had 1,363 crashes, 27, of<br />

which ended in fatalities.<br />

Most would agree it’s<br />

not that hard to click a<br />

seat belt, but it is hard<br />

to tell a spouse, child or<br />

parent that their loved<br />

one is injured or dead<br />

because they didn’t take<br />

that simple step to protect<br />

themselves on the road.<br />

“I don’t have to know<br />

the [individual] who was<br />

involved in the mishap;<br />

but it’s still sad and depressing<br />

when we lose a<br />

fellow Airman, because<br />

we’re all part of the Air<br />

Force family,” said Master<br />

Sgt. Russell Devino, 1st<br />

Special Operations Wing<br />

ground safety superintendent.<br />

“We don’t like getting<br />

those [vehicle mishap]<br />

calls, but its part of our<br />

job. Sometimes what we<br />

learn during our investigations<br />

confirms that a few<br />

Airmen continue to make<br />

poor decisions with tragic<br />

results, but other times<br />

what we learn can help<br />

improve safety processes<br />

or training and hopefully<br />

prevent that next fatality.”

For many <strong>Hurlburt</strong><br />

Field Airmen, the onset<br />

of summer means more<br />

chances to experience the<br />

joys and exhilaration of riding<br />

their motorcycles.<br />

To help keep Airmen<br />

safe and emphasize the<br />

need to mitigate risks<br />

while riding, the Air Force<br />

declared 2011 the Year of<br />

For motorcyclists to<br />

stay safe, motorists need<br />

to be aware of what riders<br />

require from them.<br />

For example, road conditions<br />

that are minor annoyances<br />

to other vehicles<br />

may pose major hazards to<br />

motorcyclists. According to<br />

the 1st Special Operations<br />

Wing safety office, drivers<br />

should allow more distance<br />

between vehicles when following<br />

a motorcycle so the<br />

motorcyclist has enough<br />

time to maneuver or stop in<br />

an emergency.<br />

Also, motorists should<br />

watch to be sure the motorcycle<br />

is going to turn<br />

when its signal is on before<br />

proceeding. Motorcycle<br />

turn signals often have to<br />

be manually shut off, and<br />

frequently riders forget to<br />

shut them off after turning.<br />

The Air Force mandates<br />

that all military members<br />

complete a motorcycle<br />

rider’s safety courses. To<br />

support this mandate the<br />

1st SOW reimburses riders<br />

for the cost of the course.<br />

The Air Force also mandates<br />

in AFI 91-207, The<br />

U.S. Air Force Traffic Safety<br />

Program, that all Airmen<br />

riding on or off base wear<br />

a helmet designed to meet<br />

or exceed Department of<br />

Transportation standards,<br />

goggles, protective clothing,<br />

foot protection, brightly<br />

colored outer upper garments<br />

and, at night, a reflective<br />

upper garment.<br />

In addition, all individuals,<br />

military or civilian,<br />

must comply with all Air<br />

Force regulations while riding<br />

on base.<br />

Following all safety laws<br />

and wearing the appropriate<br />

safety equipment can<br />

save lives.<br />

According to the National<br />

Highway Traffic Safety<br />

Administration, statistics<br />

show riders who wear<br />

helmets have a 29 percent<br />

better chance of surviving<br />

a crash than riders without<br />

helmets.<br />

“Riders should consider<br />

the harm being unsafe can<br />

cause, not only to yourself<br />

but your family, friends, coworkers<br />

and others on the<br />

road,” said Fancher.<br />

Voice of Northwest Florida. In this issue, the<br />

Veteran Staff at JobsPlus felt that it was important to<br />

highlight some of the resources that are available to<br />

Veterans and active duty families. Frequently, Veterans<br />

who come in for employment or support assistance are<br />

completely unaware of the benefits they have earned<br />

• That VA Disability compensation is a tax-free benefit<br />

paid to a Veteran because of injuries/ diseases<br />

that happened while on active duty, or were made<br />

worse by active military service.<br />

• That VA health benefits are open to all Veterans.<br />

Family members may also be eligible to receive<br />

benefits. There is no monthly premium for VA<br />

care, but there may be co-pay.<br />

• That the Post-9/11 GI Bill provides financial support<br />

for education, housing and approved training<br />

to honorably discharged individuals with at least<br />

90 days of aggregate service on or after 9/11/2001,<br />

or individuals discharged with a service-connected<br />

disability after 30 days. Approved training includes<br />

graduate and undergraduate degrees, as well as<br />

vocational & technical training.<br />

• That the Vocational Rehabilitation and Employment<br />

(VR&E) VetSuccess Program is authorized by<br />

Congress under Title 38, Code of Federal Regulations,<br />

Chapter 31. The VetSuccess program assists<br />

Veterans with service-connected disabilities to prepare<br />

for, find, and keep suitable jobs. For Veterans<br />

with service-connected disabilities so severe that<br />

they cannot immediately consider work, VetSuccess<br />

offers services to improve their ability to live as<br />

independently as possible.<br />

VETERAN BENEFIT ASSISTANCE<br />

AVAILABLE<br />

The office of the Florida Department of Veterans’ Affairs,<br />

located at the Eglin VA Outpatient Clinic, assists,<br />

without charge, Florida’s Veterans, their families and<br />

survivors in improving their health and economic wellbeing<br />

through quality benefit information, advocacy and<br />

education. This state agency’s Claims Examiner, Clara<br />

Miller, provides advocacy to Veterans and their families<br />

in obtaining city, county, state, and federal VA benefits<br />

for which they may be entitled.<br />

We help Veterans with submitting claims for service<br />

connected disability compensation, pension and educational<br />

benefits. We also make requests for separation<br />

orders/DD214. The Claims Examiner can also aid with<br />

review of VA rating decisions and file appeals. Assistance<br />

extends to survivors of deceased Veterans in securing<br />

death pension, Dependency and Indemnity Compensation<br />

(DIC), and burial benefits.<br />

HELP FOR HOMELESS VETERANS<br />

HAS ARRIVED<br />

The Department of Veterans Affairs Gulf Coast Veterans<br />

Health Care System has hired two caseworkers at<br />

the Eglin Community Based Outpatient Clinic to help<br />

homeless Veterans secure permanent housing through<br />

the Housing and Urban Development -Veterans Affairs<br />

Supportive Housing program.<br />

HUD-VASH is designed to provide case management<br />

and supportive services along with subsidized housing<br />

vouchers for eligible homeless Veteran families.<br />

“We are excited to bring this service to Veterans in the<br />

Okaloosa County area,” Jennifer Steinmeier, who along<br />

with Phyllis Morgan, serves as the VA’s local HUD-VASH<br />

caseworkers. “HUD-VASH is going to play a huge part<br />

in the VA’s goal of eliminating Veteran homelessness by<br />

the fall of 2014.”<br />

In order to participate in HUD-VASH, Veterans must<br />

be eligible for VA health care, homeless and have a clinical<br />

need for and willingness to participate in case management.<br />

Veterans who lived in transitional housing or<br />

residential treatment programs who were homeless prior<br />

to entering those programs are also eligible. Vouchers<br />

cannot be given to a Veteran if his/her household income<br />

exceeds certain limits or if anyone living in the home is<br />

required to register as a lifetime sex offender.<br />

Steinmeier and Morgan will partner with local Public<br />

Housing Authorities to place Veterans in housing, with<br />

the understanding that the Veterans will follow the rules<br />

of the PHA and landlord to sustain their housing. Veterans<br />

must pay a portion of the monthly rent directly to<br />

the landlord, which is equal to 30 or 40 percent of their<br />

gross monthly income. The PHA will pay the remaining<br />

portion of the rent.<br />

Morgan is excited about the way ahead.<br />

“We will work with the Veterans to establish goals,<br />

and we’ll provide support and assistance in the name of<br />

recovery, stability and permanency,” Morgan said.<br />

JOBSPLUS CELEBRATES<br />

MILITARY SPOUSES<br />

With over 160 spouses and supporters in attendance,<br />

the 2nd Annual Military Spouses Appreciation event titled<br />

Operation Empowerment: Imagine, Believe, Achieve<br />

was held Wednesday May 18, 2011 at the Emerald Coast<br />

Conference Center in Ft. Walton Beach. The opening ceremonies<br />

included the presentation of the colors by the US<br />

Marine Corps VMFAT-501 and a beautiful rendition of<br />

the national anthem by TSgt Yakeem Jones of the 96th<br />

Mission Support Group.<br />

The day was filled with presentations by Lori Bell,<br />

founder of the National Association of Military Moms<br />

and Spouses (NAMMAS) and Military Spouse Magazine’s<br />

2010 Spouse of the Year. Mrs. Bell spoke on her<br />

experiences on being a military spouse and encouraged<br />

spouses to remember to prosper (bloom) where planted.<br />

She also offered to the community seven special strategies<br />

to consider when supporting Military Families:<br />

• Military liaison on the PTAs, Councils & Parent Support<br />

Groups<br />

• Compassionate understanding in preschools and<br />

daycare centers where military kids are coping with<br />

military transition and deployment<br />

• Teen/peer buddies in junior high and high schools<br />

when students PCS during the year<br />

• “Brat Parties” for teens who are new to the neighborhood<br />

in the summer<br />

• Encourage volunteerism from military kids<br />

• Military spouses can “open the door” for support<br />

• Military members initiate support from community<br />

leaders and neighborhood<br />

The day also included an interactive discussion moderated<br />

by Andi Hurly, founder of SpouseBUZZ Live. The<br />

panelists engaged the audience into a very lively dialogue<br />

which included topics such as PCSing, deployments, reintegration<br />

and more. There were also three breakout<br />

workshops facilitated by Tamara Kiss and Melissa King,<br />

Military Family Employment Advocates (JobsPlus) and<br />

the Airman and Family Readiness Centers aboard Eglin<br />

Air Force Base and <strong>Hurlburt</strong> Field. The workshops provided<br />

spouses with options to choose their own path towards<br />

knowledge empowerment.<br />

The goal of this JobsPlus event was to recognize military<br />

spouses from all branches of service, appreciate them<br />

for their sacrifice and empower them with knowledge to<br />

enhance the lives of their families.<br />

Breakfast and lunch were sponsored by the Merchants<br />

and Shops at Uptown Station and Hammock Bay Residential<br />

Community. Spouses are already looking forward<br />

to next year’s event, MISSION ACCOMPLISHED.<br />

experiencing frequent troop<br />

deployments for wars in<br />

Iraq and Afghanistan. The<br />

constant turnover leaves<br />

many lenders uncertain<br />

about occupancy rates and<br />

income streams from proposed<br />

or newly constructed<br />

projects.<br />

GAO found significant<br />

housing “deficits” for families<br />

at several bases that its<br />

own auditors visited for its<br />

report on BAH rates.<br />

For example, Cannon Air<br />

Force Base, N.M., projects<br />

a 20 percent family housing<br />

shortage (530 units) for its<br />

expanding base population.<br />

The shortage will be aggravated<br />

by growth in the<br />

civilian labor force expected<br />

from major base construction<br />

projects. Occupancy<br />

rates for rental housing in<br />

the community exceeded<br />

99 percent in 2010 and 2011,<br />

with high demand reported<br />

“for even inadequate housing<br />

units on base” and<br />

off-base rental in “less<br />

desirable areas.” Rents are<br />

higher than monthly BAH<br />

rates for many members.<br />

The shortage at Fort<br />

Bliss, Texas, is 2,900 family<br />

units, 15 percent of demand.<br />

GAO says “junior personnel<br />

typically obtain housing<br />

on the outskirts of El Paso<br />

and experience long commutes.”<br />

The housing supply<br />

is strained by families relocating<br />

from Mexico, GAO<br />

says, and will be strained<br />

further “as more soldiers<br />

return from deployment<br />

over the next year.”<br />

At Camp Lejeune and<br />

Marine Corps Air Station<br />

New River in North<br />

Carolina, the family housing<br />

shortage has reached<br />

3,500 units, or 20 percent<br />

of demand. Marines there<br />

have closed the gap largely<br />

by buying or renting mobile<br />

homes. The Department of<br />

Defense considers mobile<br />

homes “inadequate” housing<br />

and doesn’t include<br />

them in housing availability<br />

lists.<br />

The primary focus of the<br />

GAO audit, however, was to<br />

review the BAH program<br />

for setting local allowances<br />

for members living off base<br />

in stateside areas. GAO concludes<br />

that the $18 billion<br />

annual program generally is<br />

meeting its goals, and satisfaction<br />

is high among BAH<br />

recipients. But auditors<br />

recommend several ways to<br />

enhance its effectiveness.<br />

contends that BAH would<br />

be more effective if the local<br />

breakout of these costs were<br />

shared with housing officials<br />

and BAH recipients. Actual<br />

utility costs, for example, can<br />

range from 8 to 40 percent of<br />

BAH. Lacking information<br />

on local utility expenses,<br />

GAO suggests, can leave<br />

renters in high cost areas<br />

signing leases that bring unexpected<br />

out-of-pocket costs.<br />

Also, GAO argues, “some<br />

landlords view the overall<br />

housing allowance rate as<br />

the market rental rate and<br />

set rental rates equal to<br />

the full housing allowance<br />

rate for a specific pay grade<br />

without regard to utility expenses<br />

that would also need<br />

to be paid.”<br />

Officials with the Defense<br />

Travel Management<br />

Office, which sets annual<br />

BAH rates, told GAO that<br />

publishing all three elements<br />

of BAH in every housing<br />

area could be distracting<br />

for members as they might<br />

try to match each element<br />

to what’s available among<br />

local rental units. But as<br />

a compromise, DOD officials<br />

will publish, starting<br />

in 2012, BAH cost elements<br />

nationwide as a percentage<br />

range across various types<br />

of housing.<br />

Defense officials also<br />

accepted GAO recommendations<br />

to improve housing<br />

availability by sharing of best<br />

housing practices between<br />

bases, and to expand the definition<br />

of “available” rental<br />

properties in military housing<br />

areas to improve the accuracy<br />

of data collection for<br />

setting local BAH rates.<br />

two immunization back-up<br />

technicians, the Soldiers<br />

were in and out of the clinic<br />

in one hour.<br />

According to the award<br />

citation, Brook and Sellers<br />

exemplified the Army<br />

Value of Selfless Service.<br />

They worked outside the<br />

normal duty day without<br />

hesitation to accommodate<br />

the Battalion’s strict training<br />

timeline.<br />

The 4th Battalion leadership<br />

contacted Sergeant<br />

Brook and Sergeant Sellers<br />

to request their presence at<br />

a formation so they could<br />

properly be presented their<br />

Army Achievement Medals,<br />

Army-style.<br />

“They had us form up<br />

and we had to march ourselves<br />

out there. Neither<br />

of us had been in an Army<br />

formation for an award, it’s<br />

a lot different than the Air<br />

Force,” Brook said in regards<br />

to the ceremony.<br />

This is not the first time<br />

the Army unit called on the<br />

1st SOMDOS immunization<br />

clinic for help. Brook said<br />

they have helped out this<br />

Army unit in past years and<br />

it feels good that they keep<br />

coming back to them to get<br />

the job done.<br />

“It’s good to have a working<br />

relationship with other<br />

services,” Sellers said. “If<br />

and when they come back<br />

next year it would be our<br />

pleasure to help.”
