Prior to joining the Gates foundati<strong>on</strong> two years ago, she worked for six<br />
years for the Internati<strong>on</strong>al Fund for Agricultural Development (<strong>IFAD</strong>) in the<br />
Near East and North African divisi<strong>on</strong> (Moldova, Armenia, Albania, Turkey,<br />
Maced<strong>on</strong>ia) and the East and Southern Africa divisi<strong>on</strong> (Uganda) where she<br />
designed and managed rural microfinance and agricultural finance<br />
programs and country strategies. Before joining <strong>IFAD</strong> she worked as an<br />
Advisor to the European Commissi<strong>on</strong>‘s delegati<strong>on</strong> to the United Nati<strong>on</strong>s.<br />
She has a Master of Science in Public Administrati<strong>on</strong> (Candidata<br />
Scientiarium Administrati<strong>on</strong>is) from Aalborg University in Denmark and<br />
studies part of her degree at L<strong>on</strong>d<strong>on</strong> Metropolitan University<br />

Dr. Arnulfo Valdivia Machuca is Director of IME, the Institute for Mexicans<br />
Abroad at Mexico‘s Ministry of Foreign Affairs.<br />
He has a PHD in Political Ec<strong>on</strong>omics from the University of Cambridge in<br />
the UK, and an MBA in Development Studies from the same university. He<br />
has two post-doctorate degrees, <strong>on</strong>e in European Ec<strong>on</strong>omic Integrati<strong>on</strong><br />
from the European University Institute in Florence, Italy, and the sec<strong>on</strong>d<br />
<strong>on</strong>e in Latin American Integrati<strong>on</strong> from St<strong>on</strong>e Center for Latin American<br />
Studies´ at Tulane University, in New Orleans, USA and is a graduate in<br />
Internati<strong>on</strong>al Commerce from Mexico‘s ITAM (Instituto Tecnológico de<br />
Estudios Superiores de M<strong>on</strong>terrey). In 2010 he c<strong>on</strong>cluded the Higher<br />
Management Program (AD-2) at Mexico City‘s IPADE (Pan-American<br />
University Business School).<br />
Dr. Valdivia served as Migrati<strong>on</strong> Affairs‘ Coordinator at the General Policy<br />
and Security Coordinati<strong>on</strong> of Mexico´s President Elect Enrique Peña<br />
Nieto‘s Transiti<strong>on</strong> Team. During the 2012 Presidential Campaign, Dr.<br />
Valdivia held the positi<strong>on</strong>s of Nati<strong>on</strong>al Deputy Coordinator for Internati<strong>on</strong>al<br />
Affairs and Nati<strong>on</strong>al Deputy Coordinator for Attenti<strong>on</strong> to Mexicans Abroad.<br />
From 2005 to 2012 he was Coordinator of Internati<strong>on</strong>al Affairs at the State<br />
of Mexico‘s Government and H<strong>on</strong>orary Spokespers<strong>on</strong> for the State of<br />
Mexico in Europe and the UK from 2000 to 2003.<br />
He has been Associate Professor at Tulane University, the Aut<strong>on</strong>omous<br />
University of the State of Mexico, ITAM, the University of the Valley of<br />
Toluca, Colegio Mexiquense and has participated as key-note speaker in<br />
several nati<strong>on</strong>al and internati<strong>on</strong>al c<strong>on</strong>ferences. He is also the author of<br />
―State and Business Groups in Mexico‖ published by Editorial Routledge.<br />
Dr. Valdivia has held different positi<strong>on</strong>s in several organizati<strong>on</strong>s and<br />
Advisory Councils. From 2007 to 2011 he was President of the Regi<strong>on</strong>al<br />
Advisory Council at the Nati<strong>on</strong>al Migrati<strong>on</strong> Institute in the State of Mexico<br />
and an active member of the Nati<strong>on</strong>al Advisory Council of the same<br />
Institute. He also was Founder and Nati<strong>on</strong>al Executive Coordinator of the<br />
Mexican Associati<strong>on</strong> of Internati<strong>on</strong>al Affairs‘ State Offices (AMAIE).<br />
Currently he serves as Vice-President of the Mexican Associati<strong>on</strong> for<br />
Internati<strong>on</strong>al Studies (AMEI) and c<strong>on</strong>tinues to be an active member of the<br />
Mexican Council for Internati<strong>on</strong>al Affairs (COMEXI).<br />
He was born <strong>on</strong> September 8, 1970; speaks Spanish, English, Italian,<br />
French and German and his main hobbies are photography,<br />
cinematography, golf, jogging, playing the guitar and the saxoph<strong>on</strong>e.<br />
