As <strong>in</strong>dicated <strong>in</strong> the survey, it is simpler for entrepreneurs to operate <strong>in</strong> the formal<br />
economy as <strong>in</strong>dividual entrepreneurs for a number <strong>of</strong> reasons:<br />
1) The registration process is simpler for the <strong>in</strong>dividual entrepreneurs than for legal<br />
entities;<br />
2) The expenses for the registration process, license <strong>and</strong> permits are much lower<br />
for <strong>in</strong>dividual entrepreneurs;<br />
3) In bus<strong>in</strong>essmen’s op<strong>in</strong>ion, <strong>in</strong>dividual entrepreneurs are more <strong>of</strong>ten checked by the<br />
local or regional branches <strong>of</strong> the <strong>in</strong>spection services compared to SMEs, s<strong>in</strong>ce the<br />
headquarters <strong>of</strong> m<strong>in</strong>istries <strong>and</strong> agencies do not have a list <strong>of</strong> registered IEs. Legal<br />
entities must register with m<strong>in</strong>istries <strong>and</strong> agencies’ headquarters; therefore, they<br />
are checked by these government structures, with whom it is not always easy to<br />
come to reach an <strong>in</strong>formal settlement.<br />
In 2007, one <strong>in</strong> four entrepreneurs on average <strong>in</strong>vested <strong>in</strong> fixed assets <strong>of</strong> his enterprise<br />
us<strong>in</strong>g ma<strong>in</strong>ly <strong>in</strong>ternal sources <strong>of</strong> f<strong>in</strong>anc<strong>in</strong>g (personal sav<strong>in</strong>gs/family capital). The low<br />
<strong>in</strong>vestment level can be partially expla<strong>in</strong>ed by the limited access to external f<strong>in</strong>anc<strong>in</strong>g<br />
sources (see chapter Access to f<strong>in</strong>ance), as well as by <strong>in</strong>sufficient confidence <strong>in</strong> the<br />
bus<strong>in</strong>ess environment.<br />
As the country’s overall economy grows, this corresponds to an <strong>in</strong>crease <strong>in</strong> <strong>in</strong>come<br />
for entrepreneurs. If the grow<strong>in</strong>g <strong>in</strong>come on the one side <strong>in</strong>creases consumer <strong>in</strong>come,<br />
then on the other side it creates the f<strong>in</strong>ancial foundation for the development <strong>of</strong><br />
<strong>in</strong>dividual <strong>and</strong> small-scale entrepreneurship, which, <strong>in</strong> turn, should cover the grow<strong>in</strong>g<br />
consumer’s needs. Thus, dur<strong>in</strong>g the 2004-2006 period (accord<strong>in</strong>g to <strong>of</strong>ficial data<br />
from the State Statistics Committee), the number <strong>of</strong> <strong>in</strong>dividual entrepreneurs grew<br />
significantly (the aggregate average annual growth was, on average, 6 percent), <strong>and</strong> at<br />
the beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> 2006, there were about 171,000 IEs.<br />

Individual entrepreneurs represent the largest category <strong>of</strong> SMEs <strong>in</strong> the country, as far<br />
as the quantity <strong>and</strong> share <strong>of</strong> <strong>in</strong>come are concerned.<br />
