THE FOOTBALL TURFS<br />
PROGRAMME
BACKGROUND<br />
• When given the mandate to develop a legacy project for<br />
the OC – decided on the Football Turfs for the 52 SAFA<br />
Regions<br />
• Felt it was important that the soccer players in our<br />
country have a legacy of the <strong>2010</strong> FWC<br />
• Project approved by the CEO, Board Sub-<strong>Committee</strong><br />
and the Board<br />
• Had to find funds to make the project a reality<br />
• The National Lottery agreed to fund the first 27 Football<br />
Turfs
WHY FOOTBALL TURFS
Benefits<br />
Unaffected by weather and resistant to harsh climatic conditions<br />
(rain, snow, drought, frost etc.).<br />
Ideal for covered stadia or stadia where steep stands cast a great<br />
deal of shade (artificial turf does not need sunlight).<br />
Easy maintenance and low maintenance costs.<br />
Fewer playing fields required, because it has greater longevity.<br />
A variety of potential uses: training, matches and cultural events<br />
can be held on the same turf.<br />
Improved playing conditions, which remain constant all year round.
IDENTIFICATION<br />
PROCESS<br />
• Legacy Unit consulted with the SAFA Provincial and<br />
Regional Structures in consultation with the<br />
provincial department responsible for sport<br />
• Requested them to consult with their members<br />
• The SAFA Structures in each province reached<br />
agreement on the location of the Football Turfs<br />
• Regions then Consulted with their local authorities<br />
• <strong>Local</strong> Authorities gave written agreement

FOOTBALL TURFS<br />
PROGRAMME:<br />
consist of:-<br />
• 52 Football Turfs:<br />
• Plan to build 52 Football Turfs in SA,<br />
one in each SAFA region. Complete<br />
with club house with change rooms<br />
and ablution facilities, perimeter<br />
fencing and training lights. This will<br />
be one of the most tangible legacies<br />
of the FWC.<br />
• Football Turf Management and<br />
Maintenance Training<br />
• <strong>FIFA</strong> committed to provide the<br />
necessary training for the<br />
Management and maintenance of<br />
the turfs

Programme<br />
• The <strong>FIFA</strong> Grassroots programme will<br />
underpin mass football participation<br />
(first training session took place on 27<br />
November – Qedilizwe School)<br />
• Former football players (legends) will<br />
be targeted for this programme<br />
• Dutch FA commitment to train local<br />
coaches<br />
• Collaborate with the Dreamfields<br />
initiative on equipment and schools<br />
leagues

to run youth<br />
development programmes<br />
using football as the vehicle.<br />
Includes computer based<br />
educational programmes, lifeskills<br />

HIV and Aids and anti-crime<br />
initiatives, etc – FSSA initiative

• It is planned that Solar panels and rain<br />
water tanks will installed at the venues.<br />

• Staffing plan for each facility<br />
• Partnership with local Government seen<br />
the establishment of a facility<br />

sustainability of the facility<br />

PROGRESS TO DATE<br />
• Secured funding for 27/52 facilities by the National Lottery<br />
• Agreed on locations with regional SAFA structures and<br />
affected Municipalities.<br />
• First 8 now completed<br />
• The remaining 19 facilities from this funding will be<br />
completed by the end of May/June 2011<br />
• Seeking to partner with provinces, cities and other funders to<br />
acquire additional funding to construct perimeter fence as<br />
well as training lights<br />
• Additional funding sought to achieve ideal of 52 football turfs<br />
(1 in each SAFA region)

• Had workshops with the FMC<br />
• Issue of ownership addressed<br />
• Need for ongoing support and mentorship is critical

• 260 Laptops (52 x 5), 52 Sony Bravia Televisions (42<br />
inch), 52 DVD players, 3 Data projectors received<br />
from <strong>FIFA</strong> (VIK)<br />
• Idea – to be distributed to the clubhouses in the 52<br />
regions – including the SAFA regional office<br />
• 30 computers already installed at Mogwase (FSSA)<br />
and a certified programme is in place to train the<br />
trainers

• Approximately 450 jobs were created for a period of 3<br />
months from the areas where the 27 facilities were<br />
established<br />
• An addition 4 security guards and one Community<br />
Liaison officer were appointed per site<br />
• At least 4 permanent jobs will be established per site

• Groundwork – speaking to DPW – extended Public<br />
Works Programme – grassing and building basic stands<br />
• Fencing – SAFA – FWC speedfencing, <strong>Local</strong> authorities<br />
and MIG funding<br />
• Floodlights – Negotiating with MUSCO lighting and the<br />
US Soccer foundation<br />
• Upgrading of infrastucture at existing stadia – speaking<br />
to <strong>Local</strong> authorities about MIG and Lotto funding

Development trust<br />
• The SAFA Infrastructure Development Trust (‘IDT’) will<br />
initially be endowed with the balance of the funds which<br />
the <strong>2010</strong> <strong>FIFA</strong> <strong>World</strong> <strong>Cup</strong> <strong>Organising</strong> <strong>Committee</strong> <strong>South</strong><br />
Africa (‘<strong>Organising</strong> <strong>Committee</strong>’) received from the<br />
National Lotteries Board<br />
• These funds will be used to complete the artificial turf<br />
construction programme initiated by the <strong>Organising</strong><br />
<strong>Committee</strong><br />
• In addition the IDT will seek to procure additional funding<br />
for additional infrastructure projects which will spur the<br />
development of football in <strong>South</strong> Africa
