6.3.1c The organisation promotes service design <strong>and</strong> provision which <strong>in</strong>corporates <strong>and</strong> is <strong>in</strong>formed by:<br />

1. Information about the health <strong>and</strong> social well-be<strong>in</strong>g status <strong>of</strong> the local population <strong>and</strong> an assessment <strong>of</strong> likely<br />

future needs<br />

2. Evidence <strong>of</strong> best practice <strong>and</strong> care, based on research fi nd<strong>in</strong>gs, scientifi c knowledge, <strong>and</strong> evaluation <strong>of</strong><br />

experience;<br />

3. Pr<strong>in</strong>ciples <strong>of</strong> <strong>in</strong>clusion, equality <strong>and</strong> the promotion <strong>of</strong> good relations<br />

4. Risk assessment <strong>and</strong> an analysis <strong>of</strong> current service provision <strong>and</strong> outcomes <strong>in</strong> relation to meet<strong>in</strong>g assessed<br />

needs;<br />

5. Current <strong>and</strong>/or pend<strong>in</strong>g legislative <strong>and</strong> regulatory requirements<br />

6. Resource availability; <strong>and</strong><br />

7. Opportunities for partnership work<strong>in</strong>g across the community voluntary, private <strong>and</strong> statutory sectors<br />

6.3.1d The organisation has service plann<strong>in</strong>g <strong>and</strong> decision-mak<strong>in</strong>g processes across all service user groups,<br />

which take account <strong>of</strong> local <strong>and</strong>/or regional priorities<br />

Service design <strong>and</strong> provision<br />

Trusts implement service plann<strong>in</strong>g <strong>and</strong> decision mak<strong>in</strong>g through Trust Delivery Plans <strong>and</strong> Plann<strong>in</strong>g Cycles,<br />

us<strong>in</strong>g a range <strong>of</strong> sources <strong>of</strong> <strong>in</strong>formation to help with service design <strong>and</strong> provision. These <strong>in</strong>clude, for example,<br />

access to <strong>in</strong>formation datasets [Northern Irel<strong>and</strong> Neighbourhood Information Services], Invest<strong>in</strong>g For Health (IFH)<br />

documentation <strong>and</strong> partnerships with the community development <strong>and</strong> voluntary sectors.<br />

All HSC Trusts report that Directorates <strong>in</strong> their approach to service design <strong>and</strong> provision <strong>in</strong>clude risk assessment,<br />

equality <strong>and</strong> best practice procedures. All have assessed their performance as hav<strong>in</strong>g substantially or fully<br />

achieved <strong>in</strong> relation to this criterion.<br />

6.3.1e The organisation has st<strong>and</strong>ards for the commission<strong>in</strong>g <strong>of</strong> services which are readily understood <strong>and</strong> are<br />

available to the public.<br />

Commission<strong>in</strong>g <strong>of</strong> services<br />

HSC Trusts operate us<strong>in</strong>g regionally agreed contracts which conta<strong>in</strong> organisational, fi nancial <strong>and</strong> cl<strong>in</strong>ical <strong>and</strong><br />

social care governance st<strong>and</strong>ards. However, analysis <strong>of</strong> the <strong>in</strong>formation provided <strong>in</strong>dicates there are different<br />

monitor<strong>in</strong>g <strong>arrangements</strong> <strong>in</strong> place across Trusts. The Trusts are <strong>in</strong> the process <strong>of</strong> develop<strong>in</strong>g <strong>and</strong> improv<strong>in</strong>g these<br />

<strong>arrangements</strong>.<br />

A range <strong>of</strong> st<strong>and</strong>ards are used by fi ve <strong>of</strong> the HSC Trusts for the commission<strong>in</strong>g <strong>of</strong> services, which <strong>in</strong>clude<br />

the Quality St<strong>and</strong>ards from the DHSSPS <strong>and</strong> the Safety First framework. There are also Service <strong>and</strong> Budget<br />

agreements that <strong>in</strong>corporate various st<strong>and</strong>ards which the Trusts require provider organisations to comply with.<br />

These are all publicly available documents.<br />

The NIAS does not commission services <strong>and</strong> considered the availability <strong>of</strong> commission<strong>in</strong>g st<strong>and</strong>ards to the public<br />

as not be<strong>in</strong>g relevant to their organisation.<br />
