Green Deal
The Green Deal is the Government’s flagship
policy for improving energy efficiency
and reducing carbon emissions in existing
buildings.
The key principle is the some energy efficiency improvement
measures can be expected to self fund through subsequent saving
in energy costs.
One of the benefits of the Green Deal is that it is not dependant
on subsidy or a Government grant, it is financed through private
capital and driven by consumer demand.
The Green Deal will enable many households and businesses to improve the energy efficiency of their properties at no upfront
cost so less energy is consumed and less money is wasted. Repayments on the installation of an energy efficiency measure
must be less than expected savings on the energy bill. This is known as the Golden Rule.
The Energy Act 2011 has recently received Royal Assent and become law, setting in stone the legal framework for the
Green Deal. The Department of Energy and Climate Change has announced that the expected launch date will be October
2012.

The Green Deal Advisor undertakes an assessment of the property to idenify its potential for
energy efficiency improvement through the installation of measures.
The report provided by Green Advisor recommends which energy efficiency
measure would be most suitable and identifies if grants are available under the Energy
Company Obligation (ECO).
Once the customer has received three quotations, these are then submitted to the Green Deal
providers and providing they pass the criteria a low interest loan for the installation of energy
efficiency measures is agreed. The loan is attached to the property rather than the individual.
The loan repayments must be less than the predicted energy bill savings (the Golden Rule).
A Green Deal installer may be specific to individual technologies and will install the energy
efficiency measure. The measures span from insulation and boiler
replacement to microgeneration and efficient lighting.
Energy savings will start as soon as a measure is installed. The measures will help to protect
consumers from future energy bill increase, especially those in fuel poverty.
