to the demand and compared to the total size of<br />

the labour market (due to limited institutional<br />

capacity, Panchayati Raj Institutions (PRIs) 20 not<br />

fully functioning and other factors), the Scheme<br />

has no perceptible impact on local labour<br />

markets. 21<br />

• Misfit: A competitive local labour market, with<br />

several employment opportunities outside<br />

<strong>MGNREGA</strong> also offers limited scope for<br />

<strong>MGNREGA</strong> to influence the labour market. In such<br />

cases, there was neither interest in the Scheme’s<br />

wage benefit nor in its non-wage benefit. For<br />

instance, the studies found that in Kutch, Gujarat,<br />

people had limitless work opportunities at twice<br />

the <strong>MGNREGA</strong> wage rates and therefore did not<br />

demand <strong>MGNREGA</strong> work. Likewise, in the study<br />

villages of Uttarakhand and Himachal Pradesh<br />

the prevailing agricultural wages were equal to<br />

or higher than the <strong>MGNREGA</strong> minimum wages,<br />

limiting the demand for <strong>MGNREGA</strong>. 22<br />

• Significant Impact: This represents places where<br />

the <strong>MGNREGA</strong> wage is higher than the local<br />

wage and, <strong>MGNREGA</strong> presence is large enough<br />

to catalyse widespread interest in the community<br />

and also to significantly change the structure,<br />

conduct and performance of agricultural labour<br />

markets. 23<br />

• Potentially Significant Impact: This represents<br />

cases where despite <strong>MGNREGA</strong> wages being<br />

significantly higher than local wages and the volume<br />

of potential <strong>MGNREGA</strong> work also significant, the<br />

<strong>MGNREGA</strong> invokes a lukewarm response owing<br />

to administrative constraints or lack of awareness,<br />

or both. For instance, the study found that in<br />

Mandla, Madhya Pradesh, wage payment delays<br />

prompted villagers to seek employment outside<br />

<strong>MGNREGA</strong> since they depended heavily on wage<br />

payments made weekly. 24<br />

Thus, the local labour market can significantly<br />

influence the implementation of <strong>MGNREGA</strong> and<br />

participation in the Scheme.<br />
