This also affects how expatriates perceive the indigenous population: the reluctance of dog owners to clean up after their pets is perceived as unusual behaviour. An image emerges of the ordinary Viennese as lethargic and unaccountable. What long-term guests in Vienna find most annoying is smoky restaurants. This is a point of complaint for 63% of those queried. Only 17% give a positive rating to the rules governing smoking in restaurants.
