Computer s<strong>of</strong>tware<br />

Computer s<strong>of</strong>tware licences are capitalised based on the costs incurred to acquire and bring to use the<br />

s<strong>of</strong>tware. These costs are amortised using the straight-line method over their estimated useful lives<br />

(three to eight years).<br />

Costs associated with maintaining computer s<strong>of</strong>tware programmes are recognised as an expense when<br />

incurred.<br />

Costs directly associated with the development <strong>of</strong> identifiable and unique s<strong>of</strong>tware products controlled by<br />

<strong>Auckland</strong> <strong>Transport</strong>, and that will probably generate economic benefits exceeding costs beyond one<br />

year, are recognised as intangible assets (e.g. s<strong>of</strong>tware development employee costs). Computer<br />

s<strong>of</strong>tware development costs recognised as assets are amortised using the straight-line method over their<br />

estimated useful lives (not exceeding eight years).<br />

Staff training costs are recognised as an expense when incurred.<br />

(d) Impairment <strong>of</strong> non-financial assets<br />

Assets that have an indefinite useful life are not subject to amortisation and are tested annually for<br />

impairment. Assets that have a finite useful life are reviewed for impairment whenever events or changes<br />

in circumstances indicate the carrying amount may not be recoverable. An impairment loss is recognised<br />

if the estimated recoverable amount <strong>of</strong> an asset is less than its carrying amount. The recoverable amount<br />

is the higher <strong>of</strong> an asset‟s fair value less costs to sell and value in use.<br />

Value in use is depreciated replacement cost for an asset, where the future economic benefits or service<br />

potential <strong>of</strong> the asset are not primarily dependent on the asset‟s ability to generate net cash inflows, and<br />

where the entity would, if deprived <strong>of</strong> the asset, replace its remaining future economic benefits or service<br />

potential. The value in use for cash-generating assets is the present value <strong>of</strong> expected future cash flows.<br />

If an asset‟s carrying amount exceeds its recoverable amount, the asset is impaired and the carrying<br />

amount is written down to the recoverable amount. For revalued assets, the impairment loss is<br />

recognised against the revaluation reserve for that class <strong>of</strong> asset. Where that results in a debit balance in<br />

the revaluation reserve, the debit balance is recognised in the statement <strong>of</strong> comprehensive income. For<br />

assets not carried at a revalued amount, the total impairment loss is recognised in the statement <strong>of</strong><br />

comprehensive income.<br />

The reversal <strong>of</strong> an impairment loss on a revalued asset is credited to the revaluation reserve. However,<br />

to the extent that an impairment loss for that class <strong>of</strong> asset was previously recognised in the statement <strong>of</strong><br />

comprehensive income, a reversal <strong>of</strong> the impairment loss is also recognised in the statement <strong>of</strong><br />

comprehensive income. For assets not carried at a revalued amount (other than goodwill), the reversal <strong>of</strong><br />

an impairment loss is recognised in the statement <strong>of</strong> comprehensive income.<br />

(e) Financial assets<br />

<strong>Auckland</strong> <strong>Transport</strong> classifies its financial assets in the following categories:<br />

held-to-maturity investments<br />

The classification depends on the reason behind acquiring the investment. <strong>Auckland</strong> <strong>Transport</strong> decides<br />

how to classify its investments when they are acquired.<br />
