INTRODUCTION<br />
One of the responsibilities of the National Board <strong>for</strong> Technical Education as stated <strong>in</strong><br />
its enabl<strong>in</strong>g Decree 9 of January 1977 is to determ<strong>in</strong>e after consultation with apropriate<br />
agencies the skilled and middle level manpower needs of jhe country <strong>for</strong> the purpose of<br />
plann<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g facilities and the co ord<strong>in</strong>ated developrnant of polytechics and such<br />
plans shall <strong>in</strong>clude the general programmes to be pursued y polytechnics of and colleges<br />
technology <strong>in</strong> order to maximise the use of available fao jties and avoid unnecessary<br />
duplication while ensur<strong>in</strong>g that they are adequate to the manpower needs of the country<br />
In exercise of its powers under that Decree and thelication National M<strong>in</strong>imum<br />
Standards and Establishment of Institutions Decree 16 of ia85 the Board has directed<br />
that any <strong>for</strong>mally established polytechnic or similar post sec andary technical <strong>in</strong>stitution <strong>in</strong><br />
Nigeria irrespective of ownership propos<strong>in</strong>g to mount a nHw progr arnnre lead<strong>in</strong>g to t<strong>in</strong>e<br />
award of a National Diploma or a programme of more thansx months <strong>in</strong> duration IP d<strong>in</strong>ca<br />
to the award of a<br />
recognised certificate shall obta<strong>in</strong> apprc Aal from the Board be<strong>for</strong>e it<br />
advertises <strong>for</strong> and admits students <strong>in</strong>to it<br />
Objectives of the Programme Approval Scheme<br />
The scheme is <strong>in</strong>tended to assist the <strong>in</strong>stitution its proprietc as well as the <strong>NBTE</strong> <strong>in</strong> en<br />
sur<strong>in</strong>g that<br />
a<br />
b<br />
there is a demand <strong>for</strong> the type of manpower to be prod ced from the programme<br />
maximum use is be<strong>in</strong>g made of exist<strong>in</strong>g resources available <strong>for</strong> similar progranri es<br />
throughout the country and that the establishment of<br />
jie new programme will not<br />
c<br />
mean a proliferation and an unnecessary duplication of jhe programme and<br />
a suitable curriculum and resources to teach the progr lnme are available anc that<br />
the programme may earn accreditation when it is visited a relevant team appo<strong>in</strong>ked<br />
by a national agency hav<strong>in</strong>g responsibility <strong>for</strong> the<br />
accrac itation of the programme<br />

PROCESS OF OBTAINING APPROVAL TOMOUNT A<br />

The process is <strong>in</strong> two stages<br />
a prelim<strong>in</strong>ary approval stage and<br />
b f<strong>in</strong>al approval stage<br />

1 The purpose of obta<strong>in</strong><strong>in</strong>g a prelim<strong>in</strong>ary approval tq mount a new programme<br />

12 A letter giv<strong>in</strong>g a prelim<strong>in</strong>ary approval to the <strong>in</strong>stitutj ln shall be issued by<br />

25 There shall be no advertisement <strong>for</strong> and no <strong>in</strong>take <strong>in</strong>to proposed programme uhtil<br />
a <strong>for</strong>mal letter of approval is issued by <strong>NBTE</strong><br />
26 Advisory Visit<br />
On the request of the Proprietor or Rector the <strong>NBTE</strong> m y undertake an advisory visit<br />
to newly established <strong>in</strong>stitution or<br />
exist<strong>in</strong>g ones The octive of the visit is to advise<br />
on how best to utilize available resources to earn the bard s approval to mount the<br />
core programmes and the compulsory general course a polytechnic monotechnic<br />
or similar tertiary <strong>in</strong>stitutions should offer<br />

Criteria <strong>for</strong> approval to mount a new programme are as follg us<br />
30 ESTABLISHMENT OF THE INSTITUTION<br />
31 The <strong>in</strong>stitution propos<strong>in</strong>g to mount the programme should have been properly<br />
established pursuant to a Decree <strong>in</strong> the case of<br />
an Edict of the State <strong>in</strong> the case of State or local goverp<br />
feder owned <strong>in</strong>stitutions and by<br />
ent owned <strong>in</strong>stitution For<br />
a<br />
private technical <strong>in</strong>stitution it should have been<br />
approved by the Federal Govern<br />
ment<br />
ACADEMIC MATTERS<br />
40 Curriculum<br />
41 There shall be a curriculum <strong>for</strong> the proposed programs v This should be drawn up<br />
<strong>in</strong> course units and the content written <strong>in</strong> behavioural off actives The content should<br />
not be less than the one conta<strong>in</strong>ed <strong>in</strong> the <strong>NBTE</strong><br />

42 The goal and objectives of the programme shall not b <strong>in</strong> conflict with those listed<br />
<strong>for</strong> a similar programme by <strong>NBTE</strong> and they shorald<br />
clear and <strong>in</strong> l<strong>in</strong>e with the<br />
national philosophy and objectives of post secondary chnical education as con<br />
ta<strong>in</strong>ed <strong>in</strong> the National Policy on Education the<br />
Educatiq National M<strong>in</strong>imum Stand<br />
ards and Establishment of Institutions Decree 16 of 19i<br />
43 The curriculum of the new programme should also <strong>in</strong>cltr fie<br />

There shall be available to the proposed programme a full complement of<br />
teach<strong>in</strong>g staff <strong>in</strong> the number and mix capable of teach<strong>in</strong>g all the courses listed <strong>in</strong><br />
the curriculum For a s<strong>in</strong>gle stream ND or HND programme a m<strong>in</strong>imum of 4<br />
qualified lecturers or 3 lecturers and 1 <strong>in</strong>structor where necessary are required<br />
In addition to the 4 lecturers <strong>for</strong> one<br />
option 2 additional lecturers are<br />
required <strong>for</strong><br />
each additional option at HND level Where the HND has no option a m<strong>in</strong>imum<br />
of 4 lecturers are<br />
required For double or more streams the number of lecturers<br />
may be pro rated<br />
Teach<strong>in</strong>g staff are expected to possess a m<strong>in</strong>imum of a first degree <strong>in</strong> the<br />
discipl<strong>in</strong>e they would teach or its equivalent such as full membership of a<br />
chartered professional body In the case of professional prograrYirnes <strong>for</strong><br />

example Accountancy Quantity Survey<strong>in</strong>g etc at least two full time lecturers<br />
who are professionals <strong>in</strong> the field should be available on the staff if the programme<br />
is to be offered at the HND level Teach<strong>in</strong>g staff <strong>for</strong> specialised HND options <strong>for</strong><br />
example <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g science laboratory technology or <strong>in</strong> areas of bus<strong>in</strong>ess<br />
studies such as f<strong>in</strong>ance bank<strong>in</strong>g personnel management production manage<br />
ment etc should preferably have post graduate degrees <strong>in</strong> the option<br />
cases adequate post qualification cognate experience <strong>in</strong> <strong>in</strong>dustry and<br />
<strong>in</strong>g is required <strong>for</strong> lecturership positions<br />

62 For an ND programme the head of department should be at least a Senior Lecturer<br />
<strong>in</strong> rank who must have had considerable i<strong>in</strong>dustrial and teach<strong>in</strong>g experience <strong>in</strong> the<br />
discipl<strong>in</strong>e so that he can provide the desired professional and academic leadership<br />
For a HND programme the head of department should be at least a Pr<strong>in</strong>cipal Lecturer<br />
with considerable <strong>in</strong>dustrial work and teach<strong>in</strong>g experience <strong>in</strong> the discipl<strong>in</strong>e<br />
Non Teach<strong>in</strong>g Staff<br />
63 There shall be a full complement of non teach<strong>in</strong>g staff to service the programme For<br />
science eng<strong>in</strong>eer<strong>in</strong>g and other technology programmes all the laboratories<br />
workshops farms and ancilliary facilities should be fully staffed with technologists<br />
and technicians and each section should be headed by a staff not lower than a senior<br />
consist of a<br />
technologist or technician as appropriate Clerical staff should<br />
departmental programme secretary typist a clerical officer cleaner and messenger<br />
70 PHYSICAL FACILITIES<br />
71 Physical facilities enough tsusta<strong>in</strong> an <strong>in</strong>itial <strong>in</strong>take of 60 students <strong>in</strong> the first and<br />
second year and <strong>for</strong> teach<strong>in</strong>g all courses listed <strong>in</strong> the curriculum of the programme<br />
shall be available be<strong>for</strong>e approval is granted to the <strong>in</strong>stitution to admit students <strong>in</strong>to<br />
the programme<br />
These facilities may <strong>in</strong>clude laboratories workshops farms<br />
studios classrooms and staff offices The type of teach<strong>in</strong>g facility will however<br />
depend on the programrrre A brief description of the requirements is given below<br />
Laboratories<br />
72 These should have been completed fully equipped and commissioned be<strong>for</strong>e the<br />
approval <strong>in</strong>spection is made by the Board and be<strong>for</strong>e the first set of students are<br />
Where the new students are to use<br />
exist<strong>in</strong>g laboratories with other<br />
admitted<br />
programmes adequate arrangements should be made to accommodate<br />
the new<br />
programme For a new Higher National Diploma programme laboratories befitt<strong>in</strong>g<br />
the status of the programme should be provided and if possible exceeded The full<br />
complement of the tools <strong>in</strong>struments and equipment <strong>in</strong> the <strong>NBTE</strong> m<strong>in</strong>imum list of<br />
equipment <strong>for</strong> the programme should be provided<br />
The list is conta<strong>in</strong>ed <strong>in</strong> the<br />
appropriate <strong>NBTE</strong> curriculum and course specifications<br />

In all cases care must be taken to ensure that the <strong>in</strong>troduction of the new<br />
programme<br />

proposed programme<br />
Workshops Studios<br />
73 Adequate number of workshop studio accommodation to susta<strong>in</strong> an <strong>in</strong>itial <strong>in</strong>take of<br />
30 students <strong>in</strong> each of the two years of the programme should be available <strong>for</strong> the<br />
proposed programme<br />
All the tools mach<strong>in</strong>es and equipment necessary<br />
<strong>for</strong> the<br />
programme should also be provided <strong>in</strong>stalled and commissioned be<strong>for</strong>e the ap<br />
proval <strong>in</strong>spection visit and the first <strong>in</strong>take A fist of m<strong>in</strong>imum equipment required and<br />
the number and type of workshop studio etc as<br />
appropriate are conta<strong>in</strong>ed <strong>in</strong> the<br />
appropriate <strong>NBTE</strong> curriculum and course<br />
specifications<br />
Farms and Field Facilities<br />
74 For agriculture and related programmes teach<strong>in</strong>g facilities shall <strong>in</strong> addition to the<br />
laboratories and workshops described above provide <strong>for</strong> commercial and experimen<br />
tal farms green houses nurseries orchards museum fish ponds smok<strong>in</strong>g kl<strong>in</strong>s<br />
net loft etc depend<strong>in</strong>g on the type of programme <strong>for</strong> which approval is be<strong>in</strong>g sought<br />
Field facilities such as<br />
survey<strong>in</strong>g and irrigation equipment etc should also be available<br />
<strong>for</strong> the proposed programme<br />
Classrooms Lecture Theatres<br />

the <strong>in</strong>stitution dur<strong>in</strong>g the period of the resource <strong>in</strong>spection visit<br />
