The Adult <strong>Mental</strong> <strong>Health</strong> <strong>Day</strong> <strong>Services</strong> <strong>Review</strong> aims to transform the provision of day services<br />
in order enable people with mental health issues to become fully involved in society so they<br />
can have access to the same opportunities as everyone else.<br />
The <strong>Review</strong> is focussed around the needs of working aged adults and there are separate<br />
strategies for older people (65+) and for children and young people (

Whilst the <strong>Day</strong> Service <strong>Review</strong> and day service provsion are targeted at adults of working age<br />
those approaching the age of 65 would not be exited from services until such a time where<br />
their needs can be appropriate met by services commissioned for older people.<br />
During the course of the review it was identified that the current model of day service<br />
provision attracts an older client group primarily aged between 45 and 65 yrs. This has been<br />
identified as an area of further investigation within the Implementation Plan. As it is<br />
acknowledged that day service provision should be accessible to all ages (18-65yrs).<br />
The main impact of the implementation of the <strong>Review</strong> would be to ensure that provision is<br />
developed to meet the needs of and is accessible to young adults.<br />
<strong>Mental</strong> <strong>Health</strong> and Disability<br />
Potential Adverse Impact: (2)<br />
One of the main recommendations within the <strong>Day</strong> <strong>Services</strong> <strong>Review</strong> is the review of current<br />
estate. Part of this review will involve accessing against DDA and the general accessibility of<br />
both building and location.<br />
There are specialist commissioning strategies for both physical and learning disabilities.<br />

Potential Adverse Impact: (1)<br />
There are currently a number for gender specific services within the day service portfolio<br />
however these are specifically targeted at females. The Implementation Plan makes allowance<br />
for female specific available services, however they is no such provision available for men<br />
within the day service portfolio (however, provision is available through a community<br />

development organisation which works in partnership with day service providers). Males are<br />
over represented within mental health services and more specifically day service provision.<br />
Specific provision for males has been identified as an area of development.<br />

Potential Adverse Impact: (1)<br />
There is specific provision for South Asian females within the day service portfolio but no<br />
specialist provision for females of other ethnicities or for males. (As above, there is provision<br />
available for BME women and men via a community development organisation which works in<br />
partnership with day service providers).<br />
Specific provision for service users from BME communities has been identified as an area of<br />
development.<br />
The “SUNSHINE” outcomes monitoring framework has been development as part of DRE and<br />
aims to ensure provide a culturally appropriate way of measuring outcomes within mental<br />
health services which will inform the commissioning process.<br />

The “SUNSHINE” framework identifies spirituality as a specific domain. In addition to this the<br />
estates review will take into account provision such as prayer rooms.<br />

There is a specific commissioning strategy for carers however it is acknowledged that carers<br />
play an important role in caring for and supporting family members experiencing mental ill<br />
health. Carers as a client group may also suffer from mental ill health. There is a specific<br />
recommendation within the review which focuses on support for carers.<br />

8. Summary Findings:<br />
In summary the main outcome of the <strong>Day</strong> <strong>Services</strong> <strong>Review</strong> was to access current provision with the aim of transforming day service<br />
provision to ensure that it is socially inclusive. A number of barriers were identified as part of the review and completion of the<br />
Equality Impact Assessment has identified some areas which need further development. Whilst the recommendations promote a<br />
socially inclusion model of provision the implementation plan does not fully embrace the direction of travel identified within the<br />
recommendations.<br />
This assessment will trigger a review of the Implementation Plan in particular recommendation 1.3 which focuses on meeting diverse<br />
needs in:<br />
