1. Describe the aims, objectives or
purpose of the function/policy.
2. When this function/policy was
last reviewed?
3. Who monitors this
function/policy?
The Adult Mental Health Day Services Review aims to transform the provision of day services
in order enable people with mental health issues to become fully involved in society so they
can have access to the same opportunities as everyone else.
The Review is focussed around the needs of working aged adults and there are separate
strategies for older people (65+) and for children and young people (

5. Are there any concerns that the
function/policy could have
differential impact in terms of
equality? If yes please indicate
for each what they are or could
be?
6. Do your answers reveal there is
potential adverse impact of this
function/policy on any of the
groups? If so, is this High (1),
Medium (2) or Low (3).
Mental Health and Age
Potential Adverse Impact: Medium (2)
Whilst the Day Service Review and day service provsion are targeted at adults of working age
those approaching the age of 65 would not be exited from services until such a time where
their needs can be appropriate met by services commissioned for older people.
During the course of the review it was identified that the current model of day service
provision attracts an older client group primarily aged between 45 and 65 yrs. This has been
identified as an area of further investigation within the Implementation Plan. As it is
acknowledged that day service provision should be accessible to all ages (18-65yrs).
The main impact of the implementation of the Review would be to ensure that provision is
developed to meet the needs of and is accessible to young adults.
Mental Health and Disability
Potential Adverse Impact: (2)
One of the main recommendations within the Day Services Review is the review of current
estate. Part of this review will involve accessing against DDA and the general accessibility of
both building and location.
There are specialist commissioning strategies for both physical and learning disabilities.
Mental Health and Gender
Potential Adverse Impact: (1)
There are currently a number for gender specific services within the day service portfolio
however these are specifically targeted at females. The Implementation Plan makes allowance
for female specific available services, however they is no such provision available for men
within the day service portfolio (however, provision is available through a community
2

development organisation which works in partnership with day service providers). Males are
over represented within mental health services and more specifically day service provision.
Specific provision for males has been identified as an area of development.
Mental Health and Race
Potential Adverse Impact: (1)
There is specific provision for South Asian females within the day service portfolio but no
specialist provision for females of other ethnicities or for males. (As above, there is provision
available for BME women and men via a community development organisation which works in
partnership with day service providers).
Specific provision for service users from BME communities has been identified as an area of
development.
The “SUNSHINE” outcomes monitoring framework has been development as part of DRE and
aims to ensure provide a culturally appropriate way of measuring outcomes within mental
health services which will inform the commissioning process.
Mental Health and Religion/Belief
Potential Adverse Impact: (3)
The “SUNSHINE” framework identifies spirituality as a specific domain. In addition to this the
estates review will take into account provision such as prayer rooms.
Mental Health and Carers
Potential Adverse Impact: (3)
There is a specific commissioning strategy for carers however it is acknowledged that carers
play an important role in caring for and supporting family members experiencing mental ill
health. Carers as a client group may also suffer from mental ill health. There is a specific
recommendation within the review which focuses on support for carers.
promoting equality for one group
or any other reason?
8. Summary Findings:
In summary the main outcome of the Day Services Review was to access current provision with the aim of transforming day service
provision to ensure that it is socially inclusive. A number of barriers were identified as part of the review and completion of the
Equality Impact Assessment has identified some areas which need further development. Whilst the recommendations promote a
socially inclusion model of provision the implementation plan does not fully embrace the direction of travel identified within the
recommendations.
This assessment will trigger a review of the Implementation Plan in particular recommendation 1.3 which focuses on meeting diverse
needs in:
Specific provision for males
Specific provision for those from BME communities
9. Should this function/policy
proceed to FULL IMPACT
