POINT OF CONTACT TELEPHONE NUMBER 561-493-6110 Carollo is providing continuing engineering services for Palm Beach County (PBC). Projects under this contract include: MIEX ® Treatment System. Project included design and construction management of a 16.4-mgd magnetic ion exchange (MIEX ® ) treatment system at System 2 WTP for color reduction and dissolved organic carbon (DOC) removal, and reduction of DBPs and chlorine demand. Two continuous flow high-rate fluidized bed reactors with a resin regeneration system using salt brine by exchanging DOC with chloride ions were included. Project included structural, architectural, civil, electrical and instrumentation design. The MIEX ® System is largest installation of its type in North America. The system will save PBC approximately $265,000/year in operating costs and achieved a 2-mgd capacity upgrade without new filters or softening basins. Completion Dates: 2010 (Design) 2012 (Const.). Cost: $6 million. Copper Corrosion Study. Carollo developed a low-cost, field operations tool to screen for potential copper pitting potential. The tool incorporated recent innovations that made a once impractical task simple, predicting copper pitting problems. While copper pinhole leaks usually take about a year to show up in homeowners plumbing, the innovative copper pipe loops can provide early warning signs of a larger pinhole leak problem, including: high, unstable electrical potential; visible pits in removed pipe, pinhole leak in a pipe. Continuous flow through the copper pipes allows for faster detection of pinhole leaks when they would occur. PBC is planning to continue the use of this affordable tool through the upcoming free chlorine burn and to expand its use at three other WTPs. Completion Date: 2011. Cost: $30,000. Water Master Plan Update. The WMPU includes hydraulic model updates, model calibration, and expanded modeling analyses that provide a high level of confidence for future capital programs updates. The work includes assessment of PBC’s WTP capacity and recommendations for future expansions, evaluation of storage volume and location, and development of a galvanized and asbestos cement pipe replacement program. The WPMU will provide a clear plan for future improvements to meet PBC’s level of service goals while maintaining sustainable water supply development. Completion Date: 2012. Cost: $269,709. Water Conservation Study. Water resources have been stretched to the point where PBC has plans to tap the Floridan aquifer. This will necessitate expensive reverse osmosis water treatment. Carollo investigated whether water conservation could partially meet water needs. The work included: assessment of current water use patterns, a screening workshop to review over 80 potential conservation measures, creation of a calibrated cost-benefit model, and development of three increasingly aggressive conservation programs. Findings showed that PBC’s water demand could be reduced 8-14 percent over 20-30 years and that water conservation could provide up to 35 percent of new water needs by 2035 with a 30-year present value of cost savings as high as $30 million. Completion Date: 2009. Cost: $99,991. Nitrification Action Plan. A nitrification action plan outlined procedures for preventing, detecting, monitoring, and responding to nitrification episodes, with the overall goal to maintain consistent target water quality throughout the distribution system. Water quality data analyses were conducted to: assess the extent of nitrification, identify areas where nitrification historically occurred, determine whether water entering the distribution system is conducive to nitrification, examine water quality parameters that correlate to nitrification, and propose preliminary trigger points for the nitrification action plan. PBC benefitted from treatment modifications to control nitrification in the distribution system by limiting free ammonia and TOC, meeting the target Cl 2 :NH 3 -N ratio, and maintain adequate total chlorine residual and unidirectional flushing of the affected area(s) of the distribution system if nitrification is observed.
