The management of infrastructure assets is a relatively
new area of expertise and one in which New Zealand
leads the world in the development of best practice.
Infrastructure asset management covers the acquisition,
operation, maintenance and renewal of diverse
infrastructure assets. It brings together a range of
disciplines – including management, finance, economics
and engineering – with the objective of providing the
required levels of service in the most cost-effective
and sustainable manner. In doing so, asset management
balances social, cultural and environmental as well as
financial benefits.
The National Diploma in Infrastructure Asset
Management is a new qualification that embodies this
expertise in a qualification that is world-class.

This qualification has been developed in association with the
National Asset Management Steering (NAMS) Group, the industry
organisation established to promote asset management best
practice within New Zealand. Guidelines and manuals developed
by the NAMS Group are used worldwide.
The National Diploma in Infrastructure Asset Management
is the only qualification recognised by industry that is currently
available in New Zealand.

THE QUALIFICATION?
The qualification will directly benefit managers of public assets
in a local authority or government agency, or managers of assets
in a company. It will benefit both those new to infrastructure
asset management with qualifications in another discipline, or
experienced practitioners with knowledge learnt on the job.

WHAT THE
QUALIFICATION PROVIDES
The National Diploma in Infrastructure Asset Management
provides the skills and knowledge to:
• Develop, implement and review an asset management plan
• Understand and apply relevant regulatory process and
accountability requirements
• Apply skills and knowledge in developing levels of service,
information management, financial analysis, demand
management analysis, risk management and optimised
decision making
• Write analytical reports
• Develop, implement and evaluate team work plans
• Develop strategies for positive work relationships
• Work professionally and apply professional body rules
and ethics
An elective section covers:
• An understanding of New Zealand law
• Knowledge of group processes
• Group or team leadership
On completion of the qualification, the graduate will have
completed an asset management plan, substantial parts of which
will be relevant to their organisation’s needs.
The National Diploma in Infrastructure Asset Management
also meets the requirements of the New Zealand Auditor-General
for preparation of asset management plans.

Entry requirements
Entry is open with no prerequisites, but in order to complete
work-based learning, the candidate needs to be employed,
or have been employed in an asset management role.
How is the qualification completed?
The National Diploma in Infrastructure Asset Management
is achieved through the completion of nine practical work
activities and recognition of relevant work experience and
on-job training.
Evidence of this experience and professional development
courses attended is collected in a workbook for verification
and assessment by an approved assessor, who is assigned
on enrolment.
Theoretical knowledge
The theoretical knowledge required to complete this
qualification is provided through:
Seminars – The NAMS Group provides a series of one day
off-job seminars which cover all aspects of asset management.
Attendance at these seminars is highly recommended.

International Infrastructure Management Manual – This NAMS
Group manual is recognised internationally as the definitive guide
to asset management theory. A copy is provided on enrolment.

Learning Support
We recommend that a mentor is assigned to the candidate. The
mentor’s role is to provide support and guidance with the collection
of evidence. They may be a colleague, advisor or manager.
Verifier
A verifier must be appointed by the employer. The verifier’s role
is to observe and confirm work has been completed and the
candidate is ready to be assessed.
How long will it take?
The National Diploma in Infrastructure Asset Management
is a Level 6 qualification, comprising 151 credits. It is expected
that this qualification will take two years to complete.
Cost
Two payment options are available:
• One-off Qualification Fee – $2,755 plus GST, or
• A monthly fee of $115 plus GST payable for a period of 24 months.
This fee does not include the cost of assessment. This is a cost
which is determined between the candidate and the assessor.
