The management of <strong>infrastructure</strong> <strong>asset</strong>s is a relatively<br />
new area of expertise and one in which <strong>New</strong> <strong>Zealand</strong><br />
leads the world in the development of best practice.<br />
Infrastructure <strong>asset</strong> management covers the acquisition,<br />
operation, maintenance and renewal of diverse<br />
<strong>infrastructure</strong> <strong>asset</strong>s. It brings together a range of<br />
disciplines – including management, finance, economics<br />
and engineering – with the objective of providing the<br />
required levels of service in the most cost-effective<br />
and sustainable manner. In doing so, <strong>asset</strong> management<br />
balances social, cultural and environmental as well as<br />
financial benefits.<br />

<strong>Management</strong> is a new qualification that embodies this<br />
expertise in a qualification that is world-class.

This qualification has been developed in association with the<br />
National Asset <strong>Management</strong> Steering (NAMS) Group, the industry<br />
organisation established to promote <strong>asset</strong> management best<br />
practice within <strong>New</strong> <strong>Zealand</strong>. Guidelines and manuals developed<br />
by the NAMS Group are used worldwide.<br />
The National Diploma in Infrastructure Asset <strong>Management</strong><br />
is the only qualification recognised by industry that is currently<br />
available in <strong>New</strong> <strong>Zealand</strong>.<br />

THE QUALIFICATION?<br />
The qualification will directly benefit managers of public <strong>asset</strong>s<br />
in a local authority or government agency, or managers of <strong>asset</strong>s<br />
in a company. It will benefit both those new to <strong>infrastructure</strong><br />
<strong>asset</strong> management with qualifications in another discipline, or<br />
experienced practitioners with knowledge learnt on the job.<br />

WHAT THE<br />
QUALIFICATION PROVIDES<br />
The National Diploma in Infrastructure Asset <strong>Management</strong><br />
provides the skills and knowledge to:<br />
• Develop, implement and review an <strong>asset</strong> management plan<br />
• Understand and apply relevant regulatory process and<br />
accountability requirements<br />
• Apply skills and knowledge in developing levels of service,<br />
information management, financial analysis, demand<br />
management analysis, risk management and optimised<br />
decision making<br />
• Write analytical reports<br />
• Develop, implement and evaluate team work plans<br />
• Develop strategies for positive work relationships<br />
• Work professionally and apply professional body rules<br />
and ethics<br />
An elective section covers:<br />
• An understanding of <strong>New</strong> <strong>Zealand</strong> law<br />
• Knowledge of group processes<br />
• Group or team leadership<br />
On completion of the qualification, the graduate will have<br />
completed an <strong>asset</strong> management plan, substantial parts of which<br />
will be relevant to their organisation’s needs.<br />
The National Diploma in Infrastructure Asset <strong>Management</strong><br />
also meets the requirements of the <strong>New</strong> <strong>Zealand</strong> Auditor-General<br />
for preparation of <strong>asset</strong> management plans.
Entry requirements<br />
Entry is open with no prerequisites, but in order to complete<br />
work-based learning, the candidate needs to be employed,<br />
or have been employed in an <strong>asset</strong> management role.<br />
How is the qualification completed?<br />
The National Diploma in Infrastructure Asset <strong>Management</strong><br />
is achieved through the completion of nine practical work<br />
activities and recognition of relevant work experience and<br />
on-job training.<br />
Evidence of this experience and professional development<br />
courses attended is collected in a workbook for verification<br />
and assessment by an approved assessor, who is assigned<br />
on enrolment.<br />
Theoretical knowledge<br />
The theoretical knowledge required to complete this<br />
qualification is provided through:<br />
Seminars – The NAMS Group provides a series of one day<br />
off-job seminars which cover all aspects of <strong>asset</strong> management.<br />
Attendance at these seminars is highly recommended.<br />

International Infrastructure <strong>Management</strong> Manual – This NAMS<br />
Group manual is recognised internationally as the definitive guide<br />
to <strong>asset</strong> management theory. A copy is provided on enrolment.
Learning Support<br />
We recommend that a mentor is assigned to the candidate. The<br />
mentor’s role is to provide support and guidance with the collection<br />
of evidence. They may be a colleague, advisor or manager.<br />
Verifier<br />
A verifier must be appointed by the employer. The verifier’s role<br />
is to observe and confirm work has been completed and the<br />
candidate is ready to be assessed.<br />
How long will it take?<br />
The National Diploma in Infrastructure Asset <strong>Management</strong><br />
is a Level 6 qualification, comprising 151 credits. It is expected<br />
that this qualification will take two years to complete.<br />
Cost<br />
Two payment options are available:<br />
• One-off Qualification Fee – $2,755 plus GST, or<br />
• A monthly fee of $115 plus GST payable for a period of 24 months.<br />
This fee does not include the cost of assessment. This is a cost<br />
which is determined between the candidate and the assessor.<br />
