<strong>Use</strong> <strong>of</strong> <strong>Models</strong> <strong>and</strong> <strong>Facility</strong>-<strong>Level</strong> <strong>Data</strong> <strong>in</strong> <strong>Greenhouse</strong> <strong>Gas</strong> <strong>Inventories</strong><br />
QA/QC is an <strong>in</strong>tegral part <strong>of</strong> the GHGRP. The program requires facilities to use st<strong>and</strong>ardized calibration, certification,<br />
ma<strong>in</strong>tenance, <strong>and</strong> other QA/QC procedures when quantify<strong>in</strong>g greenhouse gas emissions. They must document these<br />
procedures <strong>in</strong> a monitor<strong>in</strong>g plan <strong>and</strong>, as appropriate, report the <strong>in</strong>formation to EPA or reta<strong>in</strong> it as a record onsite. Once a<br />
reporter submits the data to EPA, the reporter will attest, under penalty <strong>of</strong> law, that the emissions estimates are accurate<br />
to the best <strong>of</strong> their knowledge. <strong>Data</strong> are submitted electronically. EPA will review the emissions <strong>and</strong> other support<strong>in</strong>g<br />
data submitted by reporters us<strong>in</strong>g electronic checks <strong>and</strong> audit<strong>in</strong>g tools.<br />
The GHGRP <strong>and</strong> the U.S. <strong>Greenhouse</strong> <strong>Gas</strong> Inventory program are managed by many <strong>of</strong> the same <strong>in</strong>dividuals. EPA is<br />
just beg<strong>in</strong>n<strong>in</strong>g to identify the opportunities <strong>and</strong> challenges associated with <strong>in</strong>corporat<strong>in</strong>g these facility-level data <strong>in</strong>to the<br />
national Inventory. The earliest that any GHGRP data could be <strong>in</strong>corporated <strong>in</strong>to the greenhouse gas <strong>in</strong>ventory would be<br />
with the 2012 Inventory submission (conta<strong>in</strong><strong>in</strong>g 2010 data). EPA <strong>in</strong>tends on undertak<strong>in</strong>g a careful <strong>and</strong> thorough review to<br />
ensure that <strong>in</strong>corporation <strong>of</strong> the facility-level data meets IPCC good practice guidance.<br />
