Petoro<br />

The Norwegian government has large<br />

hold<strong>in</strong>gs <strong>in</strong> oil and gas licences on<br />

<strong>Norway</strong>’s cont<strong>in</strong>ental shelf (NCS) through<br />

the State’s Direct F<strong>in</strong>ancial Interest (SDFI).<br />

These are managed by Petoro AS. The<br />

company’s most important job is to help<br />

ensure the highest possible value creation<br />

from the SDFI – value which benefits the<br />

whole of <strong>Norway</strong>.


<strong>Gas</strong>sled<br />

<strong>Gas</strong>sled is a jo<strong>in</strong>t venture for the owners of the gas transport system on<br />

the Norwegian cont<strong>in</strong>ental shelf. The gas transport system consists of<br />

pipel<strong>in</strong>es, platforms and onshore process facilities and gas term<strong>in</strong>als<br />

abroad. The system is used by all parties need<strong>in</strong>g to transport<br />

Norwegian gas. The receiv<strong>in</strong>g term<strong>in</strong>als for Norwegian gas <strong>in</strong><br />

Germany, Belgium, France and the UK are wholly or partially owned<br />

by <strong>Gas</strong>sled. <strong>Gas</strong>sled’s activities are regulated by the Petroleum<br />

Regulations and tariffs for the <strong>in</strong>dividual services stipulated by the<br />

M<strong>in</strong>istry of Petroleum and Energy. At the end of 2012, the owners of<br />

<strong>Gas</strong>sled were Petoro AS, Solveig <strong>Gas</strong> <strong>Norway</strong> AS, Njord <strong>Gas</strong><br />

Infrastructure AS, Silex <strong>Gas</strong> <strong>Norway</strong> AS, Infragas Norge AS, Statoil<br />

Petroleum AS, Norsea <strong>Gas</strong> AS, ConocoPhillips Skand<strong>in</strong>avia AS,<br />

DONG E&P Norge AS, GDF SUEZ E&P Norge AS and RWE Dea<br />

<strong>Gas</strong>sled<br />

<strong>Norway</strong>, western Europe’s largest gas exporter, will delay proposed cuts to tariffs on natural gas<br />

transported through the <strong>Gas</strong>sled pipel<strong>in</strong>e network, respond<strong>in</strong>g to a huge reaction from <strong>in</strong>terested<br />

parties, accord<strong>in</strong>g to news reports.<br />

A scheduled 90 percent cut <strong>in</strong> gas transport tariffs, due to come <strong>in</strong>to effect from May 1, 2013 will<br />

be delayed as the Oil and Energy M<strong>in</strong>istry considers responses to news of the plan.<br />

“We can confirm that we are aim<strong>in</strong>g for changes <strong>in</strong> the tariff regulation to come <strong>in</strong>to force July 1,”<br />

accord<strong>in</strong>g to m<strong>in</strong>istry spokesman. “The m<strong>in</strong>istry has received extensive submissions and will need<br />

more time.”<br />

Petroleum & Energy M<strong>in</strong>ister recently announced the proposed tariff cut that is <strong>in</strong>tended to boost<br />

the economic viability of exploit<strong>in</strong>g marg<strong>in</strong>al f<strong>in</strong>ds <strong>in</strong> mature areas to lift recovery rates.<br />

<strong>Norway</strong>, which is plann<strong>in</strong>g to cut tariffs <strong>in</strong> the network to make more gas discoveries profitable<br />

while boost<strong>in</strong>g exploration and recovery rates, has received criticism from <strong>in</strong>vestors <strong>in</strong> the pipel<strong>in</strong>e<br />

and their lenders. Investors argue the cut would reduce returns to 4 percent, well below their<br />

projected m<strong>in</strong>imum of 7 percent.

<strong>Gas</strong>sco<br />

<strong>Gas</strong>sco’s role as a neutral and <strong>in</strong>dependent operator of the gas transport<br />

system is important <strong>in</strong> order to ensure that all users are treated equally,<br />

both as regards utilisation of the transport system and considerations<br />

for <strong>in</strong>creas<strong>in</strong>g capacity. This is necessary to ensure efficient utilisation<br />

of the resources on the cont<strong>in</strong>ental shelf. Efficient utilisation of the<br />

exist<strong>in</strong>g gas transport system can also contribute to reduc<strong>in</strong>g or<br />

postpon<strong>in</strong>g the need for new <strong>in</strong>vestments. <strong>Gas</strong>sco has the operatorship<br />

and coord<strong>in</strong>ates and manages the gas streams flow<strong>in</strong>g through the<br />

pipel<strong>in</strong>e network to the markets (system operation). In addition,<br />

<strong>Gas</strong>sco is responsible for adm<strong>in</strong>istration of the gas transport capacity<br />

(capacity adm<strong>in</strong>istration) and development of <strong>in</strong>frastructure.
