NOTICE OF TENDER<br />

1. A tender is invited for “PROVISION OF SEMI AUTOMATIC HYDRAULIC MITRE CUTTING BAND<br />

SAW MACHINE FOR UP-GRADATION OF SHOP FLOOR AT INS EKSILA,VISAKHAPATNAM”.<br />

1.1 The work is estimated to cost <strong>of</strong> ` 12,72,000/- (Rupees Twelve Lakhs Seventy Two Thousand Only)<br />

at par market rates. This estimate, however, is not a guarantee and is merely given as a rough guide and if<br />

the work costs more or less, a tenderer will have no claim on that account.<br />

1.2 The tender shall be based on drawings, specifications, and IAFW- 2249 and 1779 A (Revised 1955)<br />

measurement contracts with schedule “A” items <strong>of</strong> works to be priced by the tenderer.<br />

2. The work is to be completed within 06 (SIX) Months from the date <strong>of</strong> handing over the site which will<br />

be within few weeks <strong>of</strong> acceptance <strong>of</strong> tender.<br />

3. Normally contractors whose names are in the DGNP (V) approved list and within whose financial<br />

category the tendered amount would fall may tender, but in case <strong>of</strong> term contracts, contractors in categories<br />

'S' to 'E' may tender. In border-line cases where the tendered amount is in excess <strong>of</strong> the financial category<br />

<strong>of</strong> the contractor, the Accepting Officer reserves the right to accept the tender in which event the tenderer<br />

would be required to lodge an Additional Security to cover the excess referred above. One contractor or one<br />

firm <strong>of</strong> contractors shall submit no more than one tender.<br />

Under no circumstances will a father and his son(s) or other close relations who have business<br />

dealing with one another be allowed to tender for the same contract as separate competitors. A breach <strong>of</strong><br />

this condition will render the tenders <strong>of</strong> both parties liable to rejection.<br />

Contractors whose names are on the approved list <strong>of</strong> any MES formation and who have deposited<br />

standing security and have executed standing security bond but are not enlisted with DGNP (V) may also<br />

tender and if the Accepting Officer proposes to accept the tender, such tenderer would be required to deposit<br />

"Individual Security Deposit” as notified by the Accepting Officer.<br />

4. The Commander works Engineer (E) 2, Director General Naval Project, Visakhapatnam - 14 will be the<br />

Accepting Officer here-in-after referred to as such for the purpose <strong>of</strong> this contract.<br />

5. Applications for tender forms must be submitted to the Commander Works Engineer (E) 2, Director<br />

General Naval Project, Naval Base Post, Visakhapatnam- 530 014 so as to reach this Office on or before 18<br />

Oct 2010. Applications must possess the information regarding contractors E-Mail ID and contact person<br />

details.<br />

Note 1: The Cost <strong>of</strong> Blank tender forms / documents is ` 500/- and shall be submitted in the form <strong>of</strong><br />

Demand draft from any Nationalized Bank in favour <strong>of</strong> DGNP (V) payable at Visakhapatnam, which shall be<br />

attached to the application requesting issue <strong>of</strong> tender by the contractor. Application received without demand<br />

draft shall not be considered

for issue <strong>of</strong> tender. The DD shall be non-refundable if the application for issue <strong>of</strong> tender forms is accepted and<br />

tender documents in blank are issued to the contractor after scrutiny and selection. However, the Accepting<br />

Officer shall return it to the applicant in case the tender form is not issued. The contractor shall bear the cost<br />

<strong>of</strong> bank charges for procuring and encashing the Bank Draft. The applicant shall also renew or forward fresh<br />

DD at his own cost on demand by the Accepting Officer in case <strong>of</strong> delay <strong>of</strong> issue <strong>of</strong> tender failing which the<br />

applicants request for issue <strong>of</strong> tender shall be rejected and he shall not have any claim whatsoever on this<br />

account on Govt. The applicant contractor shall not become <strong>automatic</strong>ally entitled for issue <strong>of</strong> tender by virtue<br />

<strong>of</strong> enclosing demand draft along with the application and the Accepting Officer shall reserve the right to deny<br />

issue <strong>of</strong> tender to any applicant/contractor. The contractor shall not have any claim whatsoever on this account<br />

on Govt.<br />

Note 2 : Invitation for application for issue <strong>of</strong> tender does not constitute any guarantee for issue<br />

<strong>of</strong> tender to applicant, even to enlisted contractors <strong>of</strong> appropriate class. Issue <strong>of</strong> tender will be decided by the<br />

Accepting Officer based on interalia, past track record, financial position and experience <strong>of</strong> similar works<br />

executed by the applicant/contractor. The Accepting Officer shall consider applications received up to the<br />

date <strong>of</strong> receipt <strong>of</strong> applications/extended date <strong>of</strong> receipt <strong>of</strong> applications for issue <strong>of</strong> tender. The<br />

applicant/contractor will be informed regarding non-issue <strong>of</strong> tender without assigning reasons. The<br />

applicant/contractor if he desires, may appeal to the next higher Engineer Authority with copy to the<br />

Accepting Officer. No appeal/representation shall be entertained in respect <strong>of</strong> applications for issue <strong>of</strong><br />

tender as received after the due date <strong>of</strong> applications. The decision <strong>of</strong> the next higher Engineer Authority shall<br />

be final. No applicant/contractor shall be entitled for any compensation whatsoever for rejection <strong>of</strong> his<br />

application.<br />

6.1 Tender forms and Conditions <strong>of</strong> contract and other necessary documents (together with addressed<br />

envelopes to be used for the return <strong>of</strong> tender forms and other documents) will be issued on or after 01 Nov<br />

2010 to approved contractors.<br />

6.2 The appropriate standing security amount for this work shall be deposited by contractors enlisted for<br />

Class “E” viz ` 30,000/-<br />

6.3 EARNEST MONEY. Contractors who are not enlisted with this Directorate and who are enlisted but have<br />

not deposited standing security and standing security bond with DGNP (V), will be required to furnish the<br />

Earnest Money amount ` 25,500/- in the prescribed form before opening <strong>of</strong> the `Q` bid in a separate sealed<br />

cover prominently marked as EARNEST MONEY on the outside. The tenderers who failed to submit EMD<br />

before opening <strong>of</strong> `Q’ bid, their `Q’ bids will be considered as non-bonafide. Contractors who are enlisted in<br />

MES will also be treated as UN – ENLISTED contractors and hence shall depositEarnest Money along<br />

with tender as detailed above.<br />

6.4 Earnest money shall be submitted at the time <strong>of</strong> opening <strong>of</strong> `Q’bid in one <strong>of</strong> the<br />

following forms :-<br />

i) Deposit at call receipt from a Nationalized / Scheduled bank drawn in favour <strong>of</strong> Director General<br />

Naval Project, Visakhapatnam – 530014.<br />

ii) Receipted treasury Challan, the amount being credited to Director General Naval Project,<br />

Visakhapatnam – 530014.<br />

Tenderers shall note that no other form <strong>of</strong> Earnest Money is acceptable.<br />

d) Condition 22 <strong>of</strong> IAFW-2249 shall be modified as under:-<br />

The successful tenderer (L-1 firm) shall submit the PERFORMANCE GUARANTEE for an amount <strong>of</strong><br />

equal to 5% <strong>of</strong> contract value in the form <strong>of</strong> FDR/BGB from any Nationalized/Scheduled Bank in favour<br />

<strong>of</strong> CDA Secunderabad within thirty days from the date acceptance <strong>of</strong> contract, valid for till the expire <strong>of</strong><br />

Defects liability period <strong>of</strong> 12 months from the certified date <strong>of</strong> completion failing which the amount equal<br />

to 5% <strong>of</strong> contract value will be withheld from the first payment due to the contractor in this contract or<br />

from any one <strong>of</strong> their contracts being executed/completed by the firm.

The EMD submitted will be released on receipt <strong>of</strong> performance guarantee. Performance Guarantee will<br />

be released on successful completion <strong>of</strong> defects liability period <strong>of</strong> 12 months from certified date <strong>of</strong><br />

completion as certified by GE (Garrison Engineer).<br />

6.5 Copies <strong>of</strong> the drawings and other documents pertaining to the work (signed for the purpose <strong>of</strong><br />

identification by the Accepting Officer or his accredited representative) and samples <strong>of</strong> materials and stores to<br />

be supplied by the contractor will be open for inspection by the tenderers at this Office or Garrison Engineer<br />

(Installation) 1, during working hours viz 0830 hrs to 1700 hrs (Monday to Friday).<br />

7.1 The tenderers are advised to visit Site by making prior appointment with the Garrison<br />

Engineer (Installation) 1, in sufficient time.<br />

7.2 A tenderer shall be deemed to have full knowledge <strong>of</strong> all relevant documents, samples, site etc.,<br />

whether he has inspected them or not.<br />

8. Tenders will be received by Commander Works Engineer (Equipment) 2. DGNP, Naval Base Post,<br />

Visakhapatnam-530 014 at 1500 hours on 24 Nov 2010.<br />

9. Any tender who proposes any alterations to any <strong>of</strong> the Conditions lay down or which proposes any<br />

other condition <strong>of</strong> any description whatsoever, is liable to be rejected.<br />

10. The submission <strong>of</strong> tender by a tenderer implies that he has read this Notice and the Conditions <strong>of</strong><br />

Contract and has made himself aware <strong>of</strong> the scope and specifications <strong>of</strong> the work to be done and <strong>of</strong> the<br />

conditions and rates at which stores, tools and plants etc., will be issued to him and local conditions, and other<br />

factors bearing on the execution <strong>of</strong> the work.<br />

11. Tenderers must be in possession <strong>of</strong> a copy <strong>of</strong> the MES Schedule <strong>of</strong> Rates Part-I 2009 and MES<br />

Schedule <strong>of</strong> Rates 2004 Part-II including errata/amendments thereto.<br />

12. The Accepting Officer does not bind himself to accept the lowest or any tender or to give any reasons<br />

for not doing so.<br />

13. The Accepting Officer reserves his right to accept a tender submitted by a public undertaking giving<br />

a purchase preference over other tender(s) which may be lower, as are admissible under the<br />

Government policy. No claim for any compensation or otherwise shall be admissible from such tenderers<br />

whose tender may be rejected on account <strong>of</strong> said policy.<br />

14. This Notice <strong>of</strong> tender shall form part <strong>of</strong> the contract.<br />

15. The applicants shall submit their “E-Mail ID’s” along with the applications.<br />
