In discussions on energy security—in addition to the requirements of stable supply—
nuclear energy was discussed from the viewpoints of international contributions and
responsibilities, including the continuation of technology in anticipation of an increasing
number of new nuclear reactors to be constructed in emerging countries and the
exporting of safe, reliable plants.
The necessity to consider and reflect a “theory of civilization” was also noted, given that
“human security” is being cited in the wake of the accident, with many non-sciencerelated
scholars speaking out against nuclear power.
