INTRODUCTION<br />
Central Bureau of Investigation (CBI)<br />
2.10 The Central Bureau of Investigation (CBI) is the premier investigating agency of the<br />
country to investigate complex and important cases. The superintendence over the<br />
functioning of the Delhi Special Police Establishment, in so far as it relates to the<br />
investigation of offences alleged to have been committed under the Prevention of<br />
Corruption Act, 1988, is sought to be entrusted to the Central Vigilance Commission.<br />
Training Institutions<br />
2.11 Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie<br />
and Institute of Secretariat Training and Management (ISTM), New Delhi are two<br />
major training institutions directly under the administrative control of the Department.<br />
The former is mainly responsible for providing induction training to recruits to the<br />
Indian Administrative Service and other All India Services and Central Services.<br />
The Institute of Secretariat Training and Management provides induction as well as<br />
in-service training to members of the Central Secretariat Service.<br />
DEP<strong>AR</strong>TMENT OF ADMINISTRATIVE REFORMS AND PUBLIC GRIEVANCES<br />
3. The Department of Administrative Reforms and Public Grievances is the nodal<br />
agency of the Government of India for administrative reforms as well as for redressal<br />
of public grievances relating to the states in general and those pertaining to Central<br />
Government agencies in particular. The Department endeavours to document and<br />
disseminate successful Good Governance Practices by way of audio-visual media<br />
and publications. The Department also undertakes activities in the field of<br />
international exchange and cooperation to promote public service reforms. The<br />
mission of the Department is to act as a facilitator, in consultation with central<br />
ministries / departments, states / union territories administrations, organisations<br />
and individuals, to improve Government functioning through process reengineering,<br />
organization and methods and grievance handling, and by promoting modernization,<br />
Citizen’s Charters, award schemes, e-governance and best practices. The<br />
Department is headed by Secretary (<strong>AR</strong>&PG) and has eight divisions namely (i)<br />
Administrative Reforms (ii) Public Grievances (iii) e-Governance (iv) International<br />
Exchange and Cooperation (v) Documentation and Dissemination (vi) Administration<br />
and Coordination (vii) Organisation and Methods and (viii) <strong>AR</strong>C Division.<br />
