10.2 The requirement of funds is increasing every year as more and more ministries/<br />

departments are becoming aware of the Scheme and the benefits derived from it.<br />

This Department constantly monitors the effectiveness of the Scheme through<br />

feedback received from the user ministries /departments and impact studies and<br />

brings about the requisite changes in guidelines of the Scheme. The present revision<br />

of guidelines was done due to the changes in the provisions of General Financial<br />

Rules, 2005.<br />

10.3 The Department keeps track of the implementation of the Scheme, wherein the<br />

user ministries/departments are required to submit utilisation certificate. This<br />

Department has been able to receive utilisation certificates of the status of all the<br />

funds released under the scheme upto 31 March, 2008. It had also carried out<br />

several on-the-spot studies of the modernized units. In the year 2002, it was decided<br />

to have the impact assessment done through an independent agency and<br />

accordingly M/s JPS Associates were engaged to do the job. They conducted a<br />

comprehensive study of various ministries/ departments. They, in their report,<br />

concluded that the modernization exercise was definitely a step forward. In addition<br />

to the stated objectives of modernization, the agency listed the following intangible<br />

benefits:- improved morale, feeling of pride in the workplace, improvement in<br />

efficiency in order to keep up with the image of a modern office, improved feeling of<br />

belongingness and better team work. Recently this Department had got another<br />

evaluation study done of this Scheme for deciding its continuance from X Plan to XI<br />

Plan through an outside Consultant viz. M/s.Wipro Ltd. This Consultant has not<br />

only recommended the continuation of the Scheme but also suggested higher outlay<br />

for it, keeping in view its popularity and impact.<br />

10.4 The proposals received under the Scheme are examined by a Screening Committee,<br />

which is chaired by the Additional Secretary (<strong>AR</strong>&PG) and has members drawn<br />

from the Planning Commission, National Informatics Centre, Ministry of Urban<br />

Development and the Integrated Finance Division of the Department.<br />

11. The Department of Administrative Reforms and Public Grievances as a nodal agency<br />

is entrusted with the responsibility of prescribing procedures for Secretariat work.<br />

These find embodiment in the Central Secretariat Manual of Office Procedure<br />
