CHAPTER – 5<br />
TRAINING POLICYAND PROGRAMMES<br />
5. The Training Division of the Department of Personnel and Training is the nodal<br />
agency for training of government functionaries and is primarily responsible for<br />
formulating policies with regard to the training. It also implements certain components<br />
of training directly.<br />
OBJECTIVES OF TRAINING DIVISION<br />
5.1 The objectives of the Training Division are as under:-<br />
• Administering policy matters in training<br />
• Identification of functional areas of training<br />
• Designing and implementing training programs for officers involved in the<br />
priority development sectors<br />
• Development of trainers and training capability<br />
5.2 In its various activities the Training Division is guided by the National Training Policy<br />
formulated in April 1996. The ultimate goal prescribed in the National Training Policy<br />
is to attain “Training for All” which means that training would be imparted to all<br />
rungs of the Civil Services starting from the lowest and cutting-edge to the highest<br />
in policy making. Accordingly, the Department of Personnel and Training has taken<br />
up a number of programmes to address the training needs of different levels of<br />
Government employees.<br />

3) Domestic Funding of Foreign Training<br />
4) Post Graduate Programmes in Public Policy<br />
5) Training Support<br />
6) Intensive Training Programme<br />
7) Augmentation of the Capacity of training institutions<br />
