TRAINING POLICY AND PROGRAMMES<br />
FACULTY DEVELOPMENT SCHEME<br />
5.13 A Scheme of Faculty Development was introduced in the year 2003, in which the<br />
trainer /faculty are provided with an opportunity to undergo short term training<br />
programmes in institutions of excellence within the country to hone and upgrade<br />
their knowledge and skills and to keep abreast of the various changes in the field of<br />
their specialisation by deputing them at suitable intervals to centres of excellence<br />
in such areas. The Scheme has been appreciated by both the trainers and the<br />
training institutions. The Scheme covers the trainers developed by this Department<br />
under Trainer Development Programme as well as faculty members working in the<br />
State Administrative Training Institutions and Central Training Institutions.<br />
INTENSIVE TRAINING PROGRAMME<br />
5.14 Intensive training programmes for frontline Government functionaries have been<br />
initiated during the 2008-09. This is based on the robust intensive district training<br />
models developed through externally aided projects. The focus of this programme<br />
is on demand-driven training of frontline personnel in close coordination with line<br />
Departments being executed by the State Administrative Training Institute.<br />
AUGMENTATION OF CAPACITY OF TRAINING INSTITUTES<br />
5.15 Support for hardware, software, courseware, training aids/kits, case studies, library,<br />
publications, training films and miscellaneous training related expenditure is provided<br />
under this component.<br />
OTHER TRAINING PROGRAMMES<br />
5.16 The thirty fourth Advanced Professional Programme in Public Administration<br />
(APPPA) was being conducted by the Indian Institute of Public Administration (IIPA),<br />
New Delhi from July 2008 to March 2009. The nine month post-graduate programme<br />
is meant for senior officers with 10 years of service in Group ‘A’. It aims at providing<br />
an understanding of the socio-economic environment and of the tools and techniques<br />
that are useful in meeting the challenges of development administration. It also<br />
seeks to develop in the participants interpersonal skills and sensitiveness to the<br />
people’s needs with a view to making administration more responsive.<br />
5.17 Two one-week orientation programmes were sponsored for Deputy Secretaries/<br />
Directors who joined the central government under the Central Staffing Scheme.<br />
