INTRODUCTION<br />

2.4.1 The SSC is responsible for making recruitment of non-Gazetted staff in Group ‘B’<br />

and ‘C’ categories as per the Government Resolution constituting the Commission.<br />

Joint Consultative Machinery<br />

2.5 A Well structured machinery is in place for joint consultation between the Central<br />

Government and its employees for promoting harmonious relations and securing<br />

the greatest measure of cooperation between the Central Government and the<br />

general body of employees in matters of common concern. The objective is to<br />

increase the efficiency of public services along with the well-being of the employees.<br />

It is three-tier machinery consisting of:-<br />

(ii)<br />

(iii)<br />

National Council- at the apex level, functioning under the Department of Personnel<br />

and Training.<br />

Department Councils- functioning at Ministries’ / Departments’ level.<br />

Office Councils- functioning at offices / organisations under various Ministries/Departments.<br />

2.5.1 The Scheme has proved to be an effective forum for amicable settlement of<br />

grievances of the Central Government employees relating to their service matters<br />

etc.<br />

Central Administrative Tribunal<br />

2.6 In spite of the elaborate system of rules and regulations which govern personnel<br />

management, there are Government employees who feel aggrieved by the<br />

Government decisions. In order to provide speedy and inexpensive justice to the<br />

employees aggrieved by Government decisions, the Government set up the Central<br />

Administrative Tribunal (CAT) in 1985, which now deals with all cases relating to<br />

service matters, which were previously dealt with by Courts up to and including the<br />

High Courts. There are now17 regular Benches of the CAT functioning in various<br />

parts of the country, including its Principal Bench in Delhi.<br />

Staff Welfare<br />

2.7 Realising that improvement in the working and living conditions of the employees<br />

and their families leads to efficiency and high morale, the Department supports<br />

various welfare programmes, which are provided in various Ministries / Departments,<br />
