With the present announcement, the Agency would like to in<strong>for</strong>m EMITS Users<br />

(European Companies and Institutes) of a presentation of the <strong>GMES</strong> <strong>Sentinel</strong>-1<br />

Programme and its procurement opportunities to take place on 12 th April 2007 in<br />

1. <strong>GMES</strong> <strong>Sentinel</strong>-1 <strong>Mission</strong><br />

The overall objective of the Global Monitoring <strong>for</strong> Environment and Security<br />

(<strong>GMES</strong>) initiative is to support Europe’s goals regarding sustainable development and<br />

global governance of the environment by providing timely and quality data,<br />

in<strong>for</strong>mation, services and knowledge.<br />

<strong>GMES</strong> serves two main policy requirements <strong>for</strong> Europe, including those of the<br />

European Union (EU) and <strong>ESA</strong> Member States, regarding the need <strong>for</strong> geo-spatial<br />

in<strong>for</strong>mation services. Firstly, <strong>GMES</strong> provides independent access to in<strong>for</strong>mation <strong>for</strong><br />

policy and decision makers in order to advance European and national agendas related<br />

to environment and security policies. Secondly, <strong>GMES</strong> federates European<br />

contributions to the international Global Earth Observation System of Systems,<br />

GEOSS, which is established based on the 10-year implementation plan adopted at<br />

the Third Earth Observation Summit held in Brussels in February 2005.<br />

The objective of the <strong>GMES</strong> <strong>Space</strong> Component programme is to fulfill the space-based<br />

observation requirements in response to European policy priorities with a particular<br />

emphasis on the pilot services identified <strong>for</strong> early implementation. It aims at full<br />

operational provision of satellite data <strong>for</strong> <strong>GMES</strong> services.<br />

The <strong>GMES</strong> <strong>Space</strong> Component program includes the following instruments or sensing<br />

capabilities, which are grouped into “<strong>Sentinel</strong>s”:<br />

<strong>Sentinel</strong>-1 a C-band interferometric radar mission;<br />

<strong>Sentinel</strong>-2 a multi-spectral optical imaging mission;<br />

<strong>Sentinel</strong>-3 a mission with wide-swath low-medium resolution optical and<br />

infrared radiometers and a radar altimeter package.<br />

FIRE: A radiometer <strong>for</strong> tactical monitoring of hot spot terrestrial events<br />

<strong>Sentinel</strong>-1 is an imaging radar mission, aimed at providing continuity of crucial data<br />

<strong>for</strong> user services, and in particular <strong>for</strong> mapping urban areas and environmental impact,<br />

assessing land surface motion, surveillance of the marine environment, monitoring of<br />

the Arctic, <strong>for</strong>est monitoring and water and flood management soil protection, global<br />

services <strong>for</strong> food security and humanitarian aid in crisis situations.<br />

Due to the limited lifetime of ERS-2 and Envisat there is a high risk of interrupting<br />

access to critical data sets <strong>for</strong> ongoing services after 2009/2010.<br />

<strong>Sentinel</strong>-1 is envisaged as a two-satellite system, each carrying a C-band Synthetic<br />

Aperture Radar (SAR), operated as a constellation <strong>for</strong> maximized coverage and<br />

revisit, namely:<br />

- Daily coverage of European coastal waters and main transport zones;<br />

- Daily coverage of Arctic environment and sea-ice zones <strong>for</strong> marine operations,<br />

and regional weather <strong>for</strong>ecasting;<br />

- Bi-weekly interferometric observations over the entire European land mass;<br />

- Routine acquisition of imagery both interferometric and non-interferometric<br />

anywhere in the world.<br />

2. Procurement Plan Presentation<br />

Following a competitive procurement process, the Agency has selected Alcatel Alenia<br />

<strong>Space</strong> (I) as the Prime Contractor <strong>for</strong> the Implementation Phase Contract <strong>for</strong> the<br />

<strong>Sentinel</strong>-1 <strong>Mission</strong>.<br />

Very soon, the Agency expects to authorize Alcatel Alenia <strong>Space</strong> to proceed with the<br />

competitive procurement process in order to build up the remainder of the <strong>Sentinel</strong>-1<br />

industrial team in compliance with <strong>ESA</strong> Code of Best Practices.<br />

While at a later stage each procurement <strong>for</strong>eseen in competition would be announced<br />

on EMITS EE ahead of the actual release of the related ITT on EMITS EE, it has been<br />

considered opportune by Alcatel Alenia <strong>Space</strong> and <strong>ESA</strong> to in<strong>for</strong>m as soon as possible<br />

candidate subcontractors of the various subsystem and equipment procurement<br />

opportunities as well as the procurement planning and procedure.<br />

To this effect, an Industry <strong>Day</strong> will take place at NH Leeuwenhorst on 12 th April<br />

2007.<br />
