Access to Care – Improved dialogue with the clinic and health center administration to enable essential services to be rendered to persons even without a medical benefit card. Prevention and Education – mobile testing, peer education, empowerment training and better use of popular media sources were some of the recommendations in this area. Treatment and Care – recommendation in this category include more availability of prophylaxis for persons who have been exposed to the HIV virus or who have been sexually assaulted, teaching risk reduction behavior for persons already HIV+ and greater visibility of the Clinical Care Coordinator. Support – psychological or counseling pro-bono services can be set up for members of the MARP populations and more country associations can be set up to be a support for members of the migrant populations. 13
Background to Study A quick search of literature or online articles pertaining to HIV and AIDS in the Caribbean will show that this area is considered to have the second highest prevalence of HIV in the world. This of course could raise serious concerns for the Heads of Government of the various Caribbean islands, the key stakeholders in each country and other relevant regional and international bodies. With some form of resolution in mind, the Government of Germany supports the Pan Caribbean Partnership Against HIV and AIDS (PANCAP), the branch of CARICOM responsible for HIV and AIDS reduction programs. PANCAP’s mission is “to sustainably reduce the spread and impact of HIV in the Caribbean through sustainable systems of universal access to HIV prevention, treatment, care and support”. The grant is being executed by the German International Cooperation (GIZ) and the goal is to identify who the vulnerable members of the migrant populations are, which organization deal with them and whether or not they have access to HIV services (prevention, treatment and support) and which are the organizations that deliver the most adapted care to the needs of these individuals, so that the quality of those services could be improved and best practices could be identified. Five countries were selected for a pilot project – Antigua, Guyana, Trinidad, St. Maarten and Suriname. Studies were not done in Barbuda at this time, due to the limitations in manpower and resources and it was decided that a sample conducted in Antigua, would provide a representation of the entire twin-island state. There were four main components, but for the purpose of this report, the one examined here is: Component 3: Identify and strengthen organizations with the potential to represent the interests of migrant populations to HIV services.
