Job Description<br />
ROLE AND RESPONSIBILITIES – for full description please click here<br />
Reporting to the <strong>ITHA</strong> Board of Directors, provide leadership and development of <strong>ITHA</strong>’s vision, mission, goals and<br />
corresponding strategies, plans and budgets, as well as the strategic direction and overall organizational management of<br />
staff and organizational operations that includes: the development, implementation and delivery of <strong>ITHA</strong> initiatives,<br />
programs and services on behalf of <strong>ITHA</strong> and its’ member First Nations.<br />
Board Administration and Support:<br />
Arranges, coordinates, attends all Board of Directors (BOD) meetings; prepares reports and submits to the BOD;<br />
presents written/verbal reports at meetings and AGM; conducts official correspondence on behalf of the Co-Chairs;<br />
Contributes to the development of BOD strategic plan(s); drafts and provides policy recommendations; supports<br />
activities re: BOD governance and operates within <strong>ITHA</strong> Policy and Society Act.<br />
Communications and Public (Community) Relations:<br />
Delivers presentations, speeches and informational seminars to potential/existing partners and stakeholders to<br />
enhance understanding, interest and support for <strong>ITHA</strong> FN initiatives and projects; assists in development and<br />
oversees the production of all materials and publications including the <strong>ITHA</strong> website, quarterly newsletters and<br />
annual report ;<br />
Public Relations: act as an advocate and senior <strong>ITHA</strong> spokesperson and works in collaboration with FN Leaders/Elders,<br />
senior Provincial/Federal officials, officials of other stakeholder groups, partner organizations and media; assures the<br />
organization and its’ mission, programs and services are consistently presented in strong, positive image to relevant<br />
stakeholders; maintains effective relationships with government officials;<br />
Strategic Planning and Operational Management:<br />
Maintains organizational accountability, through adherence to the appropriate reporting frameworks; determines<br />
strategies to move the organization forward; manages logistical, capacity building, cultural, engagement and health<br />
planning activities (i.e. those relating to Transfer Nations, NIHB, etc.), as well as, community development, support<br />
and Community Engagement Hub (CEH);<br />
Privacy Officer: administers a Quality Management (QM) program compliant with Provincial and Federal privacy<br />
legislation, as well as OCAP principles; assure programs/service compliance, quality and organizational stability<br />
through the implementation of standards, controls and systems; establishes policies, protocols and processes.<br />
Financial and Human Resource (HR) Management:<br />
Contributes to implementation of BOD Strategic Plans; develops strategic program plans and organizational-wide<br />
policies and procedures; contributes to collective decision-making, information sharing, problem solving and<br />
evaluation of results; crisis management, employee relations and communications;<br />
Fiscal responsibility/approval of expenditures and activities regarding financial planning, reporting and audit; ensures<br />

financial reports submitted and secures adequate funding; recommends yearly budget for BOD approval; prepares<br />
yearly comprehensive budgets in collaboration with the Manager, Finance and Administration.<br />
Hiring <strong>Authority</strong> – effectively manages the human resources of <strong>ITHA</strong> according to the personnel policy and procedures<br />
to ensure the delivery of services, programs and information to <strong>ITHA</strong> First Nation members;<br />
Manages <strong>ITHA</strong> operations and humans resources including 8 to 12 direct reports comprising of managers and nonmanagers,<br />
supervisors and coordinators, and through managers and supervisors oversees <strong>ITHA</strong> staff (40 to 50),<br />
contractors and consultants; recommends/carries out action with respect to staffing, leave and attendance,<br />
performance management and evaluation, capacity building, progressive discipline and termination;<br />
Technical and Project/Program Management:<br />
Influences and approves system solutions, enterprise and network architectures (i.e. <strong>ITHA</strong> data centers, etc.); ensures<br />
<strong>ITHA</strong> infrastructure supports sustainable business operations;<br />
Leads e<strong>Health</strong>/Telehealth change management, service and solution-based initiatives (i.e. TeleOphthalmology,<br />
Electronic Medical Records, Video Conferencing, etc.);<br />
Oversees program planning and implementation (incl. identifying resource requirements, research funding sources,<br />
establishing strategies to approach funders and submitting proposals, etc.);<br />
Remains current on developments at the federal, provincial, First Nations and local community levels, that may<br />
influence <strong>ITHA</strong>’s e<strong>Health</strong> plans; ensures the <strong>ITHA</strong> BOD are informed of the implications of these developments and<br />
makes recommendations on appropriate <strong>ITHA</strong> response/position;<br />
Accountable for <strong>ITHA</strong> project management, planning, monitoring and quality assurance of all communication, Cultural<br />
and First Nations community related programs and projects; manages the <strong>ITHA</strong> Project Management Office.<br />
QUALIFICATIONS AND EDUCATION REQUIREMENTS<br />
Masters degree in <strong>Health</strong> Sciences or Business Administration or related field, with 5 to 7 years experience at a<br />
senior-level Management / Executive role responsible for overseeing a number of functional reporting areas and<br />
staff, and/or a combination of education and experience; prior experience working in an Indigenous organization an<br />
asset.<br />
Demonstrated experience and knowledge in accreditation and quality management systems;<br />
Demonstrated experience and knowledge in budgeting and Financial Management, as well as change management<br />
principles and best practices to plan for and lead change processes;<br />
Client and Relationship Management including skill and ability to develop and maintain effective relationships with<br />
public and private sector partners, health care providers, member First Nations, etc. to whom programs and services<br />
are provided;<br />
Good understanding of financial, human resources, procurement and contract management best practices;<br />
Good working knowledge of e<strong>Health</strong> and Telehealth Emerging Technologies;<br />
<strong>Inter</strong>personal effectiveness skills (i.e. integrity, dependability, discretion, , emotional intelligence and stress<br />
tolerance);<br />
Knowledge of the cultural traditions and practices in member communities and knowledge of the legacy of<br />
Residential Schools, colonization, assimilation and impact of such history on the health of individuals and First Nations<br />
communities;<br />
Knowledge of First Nations health environment and governance in British Columbia, e.g. Tripartite <strong>Health</strong> Agreement;<br />
Knowledge of formal health funding agreements, First Nations community health planning and plan development;<br />
Management, leadership, motivation and team building skills to foster a collaborative work environment, maintain<br />
effective business relationships, lead/facilitate working groups and interdisciplinary teams, retain key talent;<br />
Negotiation and communication skills (i.e. listening, presentation, interview and writing), analytical and problem<br />
solving skills and the ability to advocate and educate;<br />
Demonstrated experience and knowledge of project/program management standards, methodology and processes;<br />

Strategic and operational leadership, planning, management and execution;<br />
Working knowledge of federal and provincial privacy legislation and OCAP principals; as well as business continuity<br />

ADDITIONAL REQUIREMENTS<br />
Valid Class 5 BC drivers’ license and good driving history;<br />
