President’s Message
NEWSLETTER
Winter 2012-13
It’s the beginning of a new year and your Board of Directors is full of
energy and ideas to move NYSOMS forward. We have already
held our first board meeting of the year, and we came away with a
lot of ideas and plans. For example, NYSOMS will be sponsoring a
Young Physicians event on Long Island in March—thanks to Board
member Larry Northorn, DO, and NYSOMS member Bernadette
Riley, DO. Look for more information about it in this newsletter.
NYSOMS is keeping an eye on what’s happening in Albany. The
Governor's recently released budget repealed the “prescriber prevails”
provision for Medicaid patients taking atypical antipsychotic
medications. NYSOMS fought hard to keep “prescriber prevails” for all
medications in last year’s budget, and thanks to our hard work and
the work of other organizations, atypical antipsychotics were kept out
of Medicaid Managed care. The repeal of this ruling is extremely disappointing. I will be travelling to
Albany in February to advocate about this issue to the Governor’s Office. For more information about
the issue, open this link to an Associated Press article that includes my comments:
http://online.wsj.com/article/APa70add6e9afe4aaf9602ef1a8c3206cd.html?mod=wsj_valettop_email
NYSOMS is also keeping abreast of the developments between the ACGME and the AOA, and their
agreement to establish an integrated accreditation system by the year 2015. This will mean some
changes in our graduate medical education. We will continue to keep you informed as developments
occur. For more information, visit the AOA Web site at http://www.osteopathic.org/acgme
In case you haven’t heard, our 2013 annual convention has a new name and a new “look.” The new
Regional Osteopathic Convention-New York, or ROC-NY, will be held April 4-7 on the NYIT campus
in Manhattan—near Columbus Circle. I hope you are planning to attend. There’s nothing like Spring in
New York City!
NYSOMS has been awarding
scholarships to osteopathic
medical students for many
years. We currently hold funds
that are dedicated to students
from Western New York and
students who attend TouroCOM
We have decided this year to
better invest those funds so that
our scholarship capabilities
remain strong. This year’s
scholarships will be awarded at
ROC-NY.
NYSOMS is working for you!
Executive Director’s Message Report
NYSOMS is moving forward! Not content to put on the same old annual convention
in the same old place, we updated the name and changed the venue: The Regional
Osteopathic Convention-New York, or ROC-NY, will take place April 4-7, 2013, at
the NYIT Auditorium on Broadway, across from Columbus Circle in Manhattan.
Don’t miss your chance to earn CME while spending a Spring weekend in New York
City!
Convention chairs Sonia Rivera-Martinez, DO, and Sharon Koehler, DO, have
worked hard to put together a timely program titled “Health, Wellness and the practice
of Medicine in a Global Community.” ROC-NY will include a welcome reception
on Thursday evening, our Resident Poster Competition and Annual Business Meeting
on Friday, and our President’s Reception and awards ceremony on Saturday. And AOA President Ray
Stowers, DO, will be “in the house.”
Legislative News
The year has started off in a full sprint. On January 22, 2013, Gov. Andrew M. Cuomo
released his Executive Budget for FY 2013 with specific program overviews in
Health Care, Higher Education and Mental Hygiene:
Health Care: The Budget maintains the Medicaid spending cap enacted in 2011-12
and achieves $125.3 million in savings from public health and aging programs
through program reforms. The Governor also continues the implementation of the
New York Health Benefit Exchange that will serve as a centralized marketplace for
the purchase and sale of health insurance, as mandated by the Affordable Care Act.
Stephanie Darwak
Advocacy Coordinator
Higher Education: To ensure New York's students are prepared for the jobs of today and tomorrow, community
colleges will only receive state funding if they partner with local employers and the Regional Economic
Development Councils to identify job training needs.
Mental Hygiene: The Budget establishes regional centers of excellence for state-operated inpatient psychiatric
facilities and enhancing community mental health services. The Budget invests $10 million to ensure continuity
of care after discharge, including job placement. For all budget details, please visit:
http://www.budget.ny.gov/index.html
There are a number of proposals pending before the legislature that NYSOMS will be focused on this year,
including medical liability premiums, scope of practice expansions, truth in advertising, and physician prescribing
barriers. NYSOMS can be very effective with your participation in our advocacy efforts. We ask that you
play an active role in advocating for health care issues that you are concerned or passionate about. Please
look for NYSOMS action alerts and take a minute to contact your legislators on issues impacting your
profession. Your voice really can make a difference.
DO Day planning is already underway and we ask that you please SAVE THE DATE of May 21, 2013 for
NYSOMS 3 rd Annual DO Day in Albany. This is a full day of advocacy and awareness at our State’s capital,
demonstrating the value DO’s bring to New York State. Please stay tuned as there will be more information to
come in the coming months.
NYIT COLLEGE OF OSTEOPATHIC MEDICINE
On Dec. 5, 2012, the New York Institute of
Technology (NYIT) unveiled the new name for the
New York College of Osteopathic Medicine, or
NYCOM: The NYIT College of Osteopathic
Medicine. The renaming ceremony included the
actual unveiling of the school’s new name in
brushed steel letters on Rockefeller Hall’s brick
façade (pictured, left).
The renaming process began with the appointment
of a Task Force to discuss opportunities for
promoting national and international exposure of
NYCOM and enhancing the visibility of its programs, students and alumni. Task Force members included
all stakeholders: students, alumni, administrators, faculty, and hospital affiliates. The consensus
was that the best way to give the medical school more exposure was to link its name to NYIT,
which has a recognized “brand” and is already engaged in a strong marketing campaign. University
administrators also stressed the university’s goal to “break down silos” among academic disciplines
and the seven schools within the NYIT community.
Barbara Ross-Lee, DO, NYIT Vice President of Health Sciences and Medical Affairs, noted that the
medical school will maintain its leadership in interdisciplinary research and osteopathic medical
education. She praised the NYIT Board of Trustees for encouraging “collaboration and community”
within the university. Several medical school advisory board members were also on hand: Norman
Sveilich, DO; Jerry Balentine, DO; former AOA President Peter Ajluni, DO; and Murray
Goldstein, DO, one of the founders of NYIT College of Osteopathic Medicine. NYSOMS will be
honoring Dr. Goldstein at its 2013 convention, ROC-NY.
NEW NAME, NEW DEAN
Wolfgang Gilliar, DO, Installed as Dean of NYIT College of Osteopathic Medicine
Wolfgang Gilliar, DO, was installed as the fifth dean of NYIT
College of Osteopathic Medicine on Jan. 4, 2013. As Dean, he
will represent the school on the NYSOMS Board of Directors.
The chair of NYIT-COM’s OMM dept. since 2004, Dr. Gilliar is a
former professor at both Stanford University School of Medicine
and Tufts University School of Medicine. He was selected last
year as the 2012 Educator of the Year by the American
Osteopathic Foundation.
Dr. Gilliar told the crowd of students, faculty, and staff at his
Installation ceremony that he would boost interdisciplinary
innovations with other NYIT schools, offer alumni access to
lectures and courses, and create a new department of medical
education to focus on academic improvements. He noted that he
hoped students would become competent, confident, and
compassionate physicians through their medical education at
NYIT.
“You are our mission,” he told students. “You are the real reason
why we are here.”

TouroCOM News
Development of Middletown Branch Campus gets Underway
Arsc rendering of what the new TouroCOM extension will look like.
Touro College of Osteopathic
Medicine recently announced that
it will develop a medical school at
the former Horton Campus of
Orange Regional Medical Center
in Middletown, NY. The new
school will be an extension of
Touro's Harlem campus and will
share the same curriculum, with
an emphasis on primary care.
However, in contrast to Harlem's
focus on urban medicine, the
Middletown site will train students
in rural medicine.
Rotations for about 135 medical students have been arranged with hospitals in Orange and Sullivan
counties. The opening class, set for August 2014, will have about that many students.
Students can take advantage of both campuses, said Dr. Jay Sexter, chief executive of TouroCOM,
The best lecturers in the Touro medical school system will record their lessons for students to view at
their own pace, while class time will be used for exams and for discussions.
According to Dr. Alan Kadish, president and CEO of Touro College and University System, the development
of TouroCOM in Middletown will convert the entire Hudson Valley/Catskill region into a
center of excellence for medical education and treatment. Statistically, many doctors stay in the area
where they train, and the school's backers hope it will drastically increase the number of doctors in
the Hudson Valley and the Catskills, where physicians are in short supply, and thus increase the region's
overall health. Parts of the Catskills have some of the poorest health indicators in the state
Touro received a $1 million grant from the New York State Regional Council Program to help
establish the Middletown campus. When fully operational, the new medical campus will occupy up to
110,000 square feet of space and have the capacity to enroll more than 500 students. Touro is also
considering training physical and occupational therapists, nurses and pharmacists at the site.
AOA Accredits TouroCOM and its CME Department
The Commission on Osteopathic College Accreditation (COCA) has granted Touro College of
Osteopathic Medicine-NY, full accreditation, with no current requirements. In addition, TouroCOM
received a three-year approval from the American Osteopathic Association for its Continuing Medical
Education (CME) department. The school has already put on a number of programs, including Grand
Rounds on topics such as hypertension in underserved communities and the effect of the Patient Protection
and Affordable Care Act on patients, physicans and the future of medicine; and a daylong
fascial manipulation workshop.
“This accomplishment is the next level of our development,” said TouroCOM Dean, Robert
Goldberg, DO. “We are proud to offer a platform for graduate physicians to learn here in Harlem.”
TouroCOM’s CME programs are developed by Kenneth Steier, DO, the school’s dean of clinical
medicine, and Remi Odunsi, its director of continuing medical education.

A NEW NYSOMS TRADITION
The spirit of Stanley Schiowitz,
DO, FAAO, was in the air at
NYSOMS' first annual Stanley
Schiowitz Memorial OMM workshop,
held Dec. 1 at the NYIT
College of Osteopathic Medicine.
Dr. Schiowitz, who served as
dean of NYCOM (now the NYIT
College of Osteopathic Medicine)
from 1991-2002, died on June 27,
2011, at the age of 88. He had
been running NYSOMS' OMM
workshop every fall for close to a
decade, including the year before
he died.
NYSOMS did not put on an OMM
workshop in 2011, but this year, Dr. Schiowitz's daughter Ellen Ellis, DO (pictured, far right), decided
to continue the tradition. Approximately 25 osteopathic physicians--many of them, Family Medicine
residents--came to learn or relearn Facilitated Positional Release (FPR), the OMM method created by
Dr. Schiowitz. Participants of the day-long workshop paired up to practice various FPR techniques
after watching Dr. Ellis demonstrate them--often, while recounting stories about her father and mentor.
At the end of the day, most attendees rated the workshop as "excellent." Another Stanley Schiowitz
Memorial Workshop will be held next fall.
NYSOMS HONORS FORMER DEAN
At NYSOMS’ September 2012,
Board of Directors meeting, the
Board thanked Thomas A.
Scandalis, DO, Director, NYIT
Center for Sports Medicine and
Performance Sciences, for his
significant service and support
while he was Dean of the NYIT
College of Osteopathic Medicine
(formerly NYCOM).
Pictured : NYSOMS President, Anna Lamb, DO; Dr. Scandalis and Dr. Diamond
NYSOMS Past President Martin
Diamond, DO, Director of
Osteopathic Medical Education,
Nassau University Medical
Center, and former NYCOM
Associate Dean, presented Dr. Scandalis with a plaque of appreciation and spoke about his dedication
to NYSOMS. During his five-year tenure as NYCOM dean, Dr. Scandalis gave NYSOMS financial
support that helped New York State delegates attend the annual AOA House of Delegates meeting in
Chicago. Dr. Scandalis gave NYSOMS moral support by encouraging and enabling NYCOM students
to attend NYSOMS’ DO Day in Albany. He stepped down as dean to develop a Center for Sports
Medicine—his first love—and to go back to practicing medicine.

Student News
Community Service
Last September, Touro College of Osteopathic Medicine students devoted some of their free time reaching
out to the Harlem Community at the Harlem Reach Week Health Fair, where they provided health information
and screened Harlem residents for hypertension. In late November, TouroCOM held its annual “fall into health”
screening health fair. All Harlem residents were invited to be screened for blood glucose, blood pressure and
HIV, and to be provided with a plethora of medical information on healthy living. More than 120 Harlem residents
participated.
Over at NYIT College of Osteopathic Medicine, students raised money for charity by participating in a
warrior dash, Mustaches for Movember, and educational visits to the Glen Cove Boys and Girls Club. Student
organizations are currently getting ready for the annual St. Baldrick’s event on St. Patrick’s Day, when
participants shave their heads to raise money for and awareness of pediatric cancer.
Student DO of the Year
The Student DO of the Year Award (SDOY) is presented annually by the Council of Osteopathic Student Government
Presidents (COSGP), a council of the American Association of Colleges of Osteopathic Medicine
(AACOM). This prestigious award acknowledges students' commitment to their school, community, and the
osteopathic profession. Each year, COSGP invites each School or College of Osteopathic Medicine to nominate
an osteopathic medical student for the SDOY award. Of these nominations one will be selected as the
National Student DO of The Year. The National SDOY will be recognized at the AACOM Annual Meeting in
April and will be the recipient of a $1000 monetary award.
The NYIT College of Osteopathic Medicine Student DO of the Year for 2013 is Syed Gillani, OMS-III, a
member of the school’s émigré physician program. Student Physician Gillani has been actively involved in
Several college activities and student organizations, holding multiple student leadership roles.
The TouroCOM 2013 Student DO of the Year is Haley Poland, OMS-III. Her passion for medical outreach,
both here and abroad, combined with her distinct leadership skills, made student physician Poland stand out
among a pool of highly competitive applicants. NYSOMS wishes both students luck in the national competition!
Hurricane Relief
The aftermath of Hurricane Sandy left thousands of New Yorkers in need of food, clothing and shelter. The
NYIT-COM Student Government Association (SGA) and many other campus organizations rallied together
and organized NYCOMCARES, a donation drive to collect necessities of daily living for hurricane victims. Students
delivered several boxes of canned food, clothing and other supplies to shelters in Long Beach, Staten
Island, and Hempstead.
TouroCOM students held a fundraiser/party for their NYIT brethren who were affected by Hurricane Sandy, as
well as the New York/New Jersey areas that were hit hardest. Food, clothing, and money were collected and
distributed.
prospective authors.
In order to improve its mission statement, NYSOMS asked New York State student DOs to come up
with a new two- to three-sentence statement that could be easily memorized, that represents the goals
of NYSOMS and that captures the theme of "Up and Coming." NYSOMS’ Immediate Past President,
Sonia Rivera Martinez, DO, promised a $250 gift certificate for the winner. Several students
responded, and the NYSOMS Board of Directors voted for their favorites. The result is a tie between
Daniel Pasternak and James Scott Gemmill, both first-year students at NYIT College of
Osteopathic Medicine, who will split the prize. Their mission statements will be posted on the
NYSOMS Web site and ultimately, combined into a final product. Congratulations!
Retirement Announced
AOA Executive Director John B. Crosby, JD, has announced his plan to retire this summer. John has
served the AOA with distinction as its executive director since 1997. Under his steady and thoughtful
leadership, AOA membership has increased dramatically and its financial position has strengthened.
What You Need to Know About Osteopathic Continuous Certification
Rather than being a single event, certification should be a continuous, lifelong process. The American
Osteopathic Association's Bureau of Osteopathic Specialists (BOS) has mandated that each specialty
certifying board implement Osteopathic Continuous Certification (OCC). OCC will serve as a way in
which board-certified DOs can maintain currency and demonstrate competency in their specialty area.
The only change to the current osteopathic recertification process is the addition of a Practice
Performance Assessment. Each specialty certifying board has been working to develop OCC with
the goal of having implemented the OCC process by Jan. 1, 2013. If you hold a time-limited certificate,
you will be required to participate in the five components of the OCC process in order to maintain
your osteopathic board certification.
Five Components of OCC
COMPONENT 1 - Unrestricted Licensure:
Requires that physicians who are board-certified by the American Osteopathic Association
(AOA) hold a valid, unrestricted license to practice medicine in one of the 50 states. In
addition, these physicians are required to adhere to the AOA’s Code of Ethics.
COMPONENT 2 - Lifelong Learning/Continuing Medical Education:
Consistent with your current commitment to lifelong learning, this component requires that all
recertifying physicians fulfill a minimum of 120 hours of continuing medical education
(CME) credit during each three-year CME cycle — though some certifying boards have higher
requirements. Of these 120+ CME credit hours, a minimum of 50 credit hours must be in the
specialty area of certification. Self-assessment activities will be designated by each of
the specialty certifying boards.
COMPONENT 3 - Cognitive Assessment:
Requires provision of one (or more) psychometrically valid and proctored examinations that
assess a physician’s specialty medical knowledge, as well as core competencies in the provision
of health care.
COMPONENT 4 - Practice Performance Assessment and Improvement:
Requires that you engage in continuous quality improvement through comparison of personal
practice performance measured against national standards for your medical specialty.
COMPONENT 5 - Continuous AOA Membership:
Membership in the professional osteopathic community through the AOA provides
you with online technology, practice management assistance, national advocacy for DOs and
the profession, access to professional publications, and continuing medical education
opportunities.
