I hope you enjoyed a refreshing summer of fun activities with family <strong>and</strong> friends.<br />
Our teachers <strong>and</strong> staff members have been busy preparing your schools <strong>and</strong> classrooms,<br />
<strong>and</strong> carefully planning a dynamic year of learning. Whe<strong>the</strong>r you are part of <strong>the</strong> Class of<br />
20<strong>13</strong> <strong>and</strong> preparing for graduation this year, or part of <strong>the</strong> Class of 2025 <strong>and</strong> just starting<br />
kindergarten this year, I wish you a rewarding year filled with learning, laughter <strong>and</strong><br />

This school calendar <strong>and</strong> parent information publication is intended <strong>to</strong> serve as an easy<br />
reference for families. Additionally, this calendar contains dates <strong>and</strong> times for many<br />
important events scheduled in our schools. I encourage you <strong>to</strong> get involved with your<br />
child/ren’s education.<br />

Beginning in <strong>the</strong> <strong>2012</strong>-<strong>13</strong> school year, families will now be able <strong>to</strong> pay for athletic fees <strong>and</strong> deposit money in<strong>to</strong><br />
<strong>the</strong>ir meal account through an online service called ePayTrak using <strong>the</strong>ir debit card, credit card, or electronic<br />
check. There will be a link on <strong>the</strong> district’s website <strong>to</strong> perform <strong>the</strong>se transactions. The first time you utilize this<br />
service you will be asked <strong>to</strong> register for an account. Once that is established, you will only have <strong>to</strong> log in <strong>to</strong> <strong>the</strong><br />
site. Please note, users will be charged a convenience fee <strong>to</strong> process <strong>the</strong>se transactions <strong>to</strong> defer <strong>the</strong> cost of<br />
merchant fees. Families may still submit payments for athletic fees <strong>and</strong> meal accounts as <strong>the</strong>y’ve done in <strong>the</strong> past<br />
– this is simply an electronic option for added flexibility <strong>and</strong> convenience. For assistance with <strong>the</strong> online payment<br />

The <strong>2012</strong>-<strong>13</strong> <strong>School</strong> <strong>Calendar</strong> <strong>and</strong> <strong>Parent</strong> <strong>Information</strong><br />
publication was printed with <strong>the</strong> most recent information<br />
available at <strong>the</strong> time of printing. Times <strong>and</strong> dates for events<br />
occasionally need <strong>to</strong> be rescheduled <strong>and</strong> some events are<br />
not scheduled until <strong>the</strong> school year is already underway. As<br />
you receive newsletters, daily bulletins, or sports schedules<br />
from individual schools, remember <strong>to</strong> verify <strong>and</strong> update <strong>the</strong><br />
school calendar information as necessary.<br />

Due <strong>to</strong> limited space, only varsity sports events are reflected<br />
within <strong>the</strong> calendar. Separate sports schedules are available<br />
at <strong>the</strong> Jefferson High <strong>School</strong> Activities Office <strong>and</strong> can be<br />
downloaded from <strong>the</strong> district website.<br />
Copies of <strong>the</strong> calendar are mailed <strong>to</strong> district residents<br />
with children attending District 206 schools. If you have<br />

The Alex<strong>and</strong>ria <strong>School</strong> Board acts as a link between <strong>the</strong> school system <strong>and</strong> <strong>the</strong> public. It also sets policy for <strong>the</strong> school district. The <strong>School</strong> Board is made up of seven district residents,<br />
elected at large <strong>to</strong> four-year terms. Term expirations are staggered <strong>to</strong> ensure that <strong>the</strong> Board has experienced members serving at any given time. Board elections are held in November<br />
in years ending in an even number.<br />
<strong>School</strong> Board Meetings<br />
Regular meetings of <strong>the</strong> board are held <strong>the</strong> third Monday of each month*<br />
(*except for January & February due <strong>to</strong> Federal Holidays) at 7:00 p.m. in<br />
<strong>the</strong> District Oak Conference Room, 1410 South McKay Avenue, Suite 201,<br />
Alex<strong>and</strong>ria. All meetings are open <strong>to</strong> <strong>the</strong> public. Special meetings <strong>and</strong> work<br />
sessions are scheduled as necessary. Board agendas, minutes, <strong>and</strong> <strong>the</strong><br />
meeting schedule are on <strong>the</strong> District 206 web site at<br />

With proper notice <strong>the</strong> meeting schedule is subject <strong>to</strong> change.<br />

Food & Nutrition Services<br />
The mission of Food <strong>and</strong> Nutrition Services is <strong>to</strong><br />
provide high quality, nutritionally sound, food service<br />
programs that support student learning. All District 206<br />
<strong>School</strong>s serve a nutritious breakfast <strong>and</strong> lunch everyday.<br />
All meals served meet nutritional st<strong>and</strong>ards established<br />
by federal (U.S. Department of Agriculture) <strong>and</strong> state<br />
(Minnesota Department of Education) regulations.<br />
Policies set by <strong>School</strong> District 206 also govern <strong>the</strong>se<br />
programs.<br />
Students <strong>and</strong> staff are offered meals at a reasonable<br />
price. <strong>Parent</strong>s are welcome <strong>to</strong> eat with <strong>the</strong>ir child.<br />
Please call <strong>the</strong> school office ahead of time <strong>to</strong> allow for<br />
food preparation.<br />
Reduced-Price Meals<br />
Free or reduced-price meals are available for families<br />
who qualify according <strong>to</strong> gross income guidelines.<br />
We encourage families who qualify <strong>to</strong> complete an<br />
Application for Meal & Educational Benefits. The<br />
information on your application is confidential <strong>and</strong> used<br />
only for determining meal benefits <strong>and</strong> for o<strong>the</strong>r district<br />
programs that may offer reduced fees based on income.<br />

Student Meal Accounts<br />
Each student (grades K-12) will enter his or her account<br />
number on a keypad. Students will use <strong>the</strong>ir ID number<br />
from last year. The food service cashier will assist<br />
students in grades K-1 by entering <strong>the</strong>ir ID number for<br />
<strong>the</strong> first few weeks of school. ID numbers for students<br />
new <strong>to</strong> <strong>the</strong> district will be mailed in late July.<br />
Please help your child memorize <strong>the</strong>ir ID number<br />
before <strong>the</strong> first day of school. It can be practiced on any<br />
calcula<strong>to</strong>r.<br />
Meal payments are accepted at your child’s school<br />
<strong>and</strong> should be placed in <strong>the</strong> Payment Box located at<br />
<strong>the</strong> school site. Payments are also accepted at <strong>the</strong><br />
Food <strong>and</strong> Nutrition Services office located at 617 18th<br />
Avenue East, Alex<strong>and</strong>ria, MN 56308 or remit by mail <strong>to</strong><br />
<strong>the</strong> same address.<br />
Family Access & Food Service Online Meal Account<br />
Payment <strong>and</strong> <strong>Information</strong> – NEW!<br />
District 206 is now offering an online payment<br />
processing system, ePayTrak <strong>to</strong> allow parents <strong>to</strong><br />
have easy <strong>and</strong> convenient online access <strong>to</strong> make meal<br />
payments in<strong>to</strong> <strong>the</strong>ir family meal account 24 hours a day,<br />
7 days a week.<br />
<strong>Parent</strong>s <strong>and</strong> staff can now make meal payments in<strong>to</strong><br />
<strong>the</strong>ir family meal account using ePayTrak with a VISA,<br />
MasterCard or Discovery debit card or credit card.<br />
There is a $3.00 transaction fee when making a<br />
meal payment using this service. To ensure your<br />
security, ePayTrak does not s<strong>to</strong>re personal bank or<br />
credit card information. The first time you choose<br />
<strong>to</strong> pay online, you will be asked <strong>to</strong> register <strong>and</strong> set<br />
up an account through <strong>the</strong> secure ePayTrak website.<br />
Online meal payments are like any o<strong>the</strong>r credit card<br />
transaction, so your payment may take up<br />
<strong>to</strong> one business day <strong>to</strong> be processed.<br />
E-Mail Notification for Meal Account Balances<br />
The Food <strong>and</strong> Nutrition Services Department is able <strong>to</strong><br />
email families with a low account balance. This service<br />
is designed <strong>to</strong> improve communications <strong>to</strong> parents, <strong>and</strong><br />
helps eliminate <strong>the</strong> number of phone calls <strong>and</strong> contacts<br />
made about meal account balances. Families interested<br />
in this service will need <strong>to</strong> provide <strong>the</strong>ir email address<br />
<strong>and</strong> sign a communication release form <strong>to</strong> send out<br />
your account balance, as privacy laws prohibit us from<br />
sending out unsolicited personal financial data<br />
via email.<br />
The E-Mail Communication Release Form will be<br />
included in <strong>the</strong> summer mailing from our department <strong>to</strong><br />
families. It is also available throughout <strong>the</strong> school year<br />
at <strong>the</strong> Food & Nutrition Services office, 617 18th Ave<br />
E in Alex<strong>and</strong>ria, your child’s school office, or online at<br />
www.alex<strong>and</strong>ria.k12.mn.us/fns.<br />

District 206 employs one school nurse district wide.<br />
A school health paraprofessional (SHP) or <strong>the</strong> building<br />
secretary will be responsible for your child’s health needs<br />
when <strong>the</strong> nurse is not available.<br />
To promote good health for students <strong>and</strong> staff,<br />
District 206 has established <strong>the</strong> following procedures:<br />
Reporting Illness or Absences<br />
When your child stays home with an illness, call your child’s<br />
school health services office.<br />
Returning <strong>to</strong> <strong>School</strong><br />
Students may return <strong>to</strong> school as ordered by <strong>the</strong>ir health<br />
care provider or when <strong>the</strong>ir symp<strong>to</strong>ms are gone. If a child<br />
has a fever, <strong>the</strong>y should not return <strong>to</strong> school until <strong>the</strong>ir<br />
temperature has returned <strong>to</strong> normal for 24 hours without<br />
<strong>the</strong> use of fever-reducing medication.<br />
<strong>Parent</strong>s requesting that <strong>the</strong>ir child be allowed <strong>to</strong> stay inside<br />
during recess due <strong>to</strong> medical or physical reasons should<br />
make <strong>the</strong> request in writing. In order <strong>to</strong> stay inside for<br />
physical or medical reasons beyond one day, a physician’s<br />
note is required.<br />
Send Home Policy<br />
If a student has a temperature of 100 degrees or higher,<br />
or is determined <strong>to</strong> be <strong>to</strong>o ill <strong>to</strong> be in school for <strong>the</strong> day<br />
(diarrhea, vomiting, suspicious rash, chronic coughing, etc.)<br />
<strong>the</strong> parent/guardian will be called <strong>to</strong> pick up <strong>the</strong>ir child.<br />
Student Immunization Law<br />
According <strong>to</strong> <strong>the</strong> State Immunization Law, “All students<br />
must have a complete record of immunizations prior <strong>to</strong><br />
attending school.” This applies <strong>to</strong> all students enrolled<br />
in any of <strong>the</strong> district’s schools as well as Early Education<br />
Center preschool classes or Early Childhood Special<br />
Education.<br />
Students entering kindergarten must show evidence of<br />
having <strong>the</strong> following immunizations:<br />
• Five (5) Diph<strong>the</strong>ria, Tetanus, Pertussis (Whopping Cough)<br />
• Four (4) Polio<br />
• Three (3) Hepatitis B<br />
• Two (2)<br />
• Two (2)<br />
MMR (Measles, Mumps <strong>and</strong> Rubella)<br />
Varicella (Chicken Pox-ei<strong>the</strong>r date of<br />
illness or date of immunization)<br />
Health Services<br />
In addition <strong>to</strong> <strong>the</strong> above, students entering 7th grade in<br />
September must also show evidence of a:<br />
• Tetanus Booster (Td – given at or after age 11)<br />
Your child’s immunization records remain in <strong>the</strong> school<br />
system once enrolled. Be sure <strong>to</strong> update your child’s<br />
health file by sending written verification each time he<br />
or she has received ano<strong>the</strong>r immunization.<br />
<strong>Parent</strong>s may get a legal exemption from <strong>the</strong> school law<br />
for medical reasons or conscientiously held beliefs. A<br />
notarized statement indicating which immunizations are<br />
objected <strong>to</strong> is necessary before <strong>the</strong> start of <strong>the</strong> school<br />
year. Students who do not meet <strong>the</strong> requirements will<br />
be excluded from school according <strong>to</strong> <strong>the</strong> Minnesota<br />
State Immunization Law. For fur<strong>the</strong>r information, visit<br />
<strong>the</strong> Minnesota Department of Health (MDH) website,<br />
www.health.state.mn.us/immunize.<br />
Medication Policy <strong>and</strong> Procedure<br />
<strong>Parent</strong>s may request that <strong>the</strong> school district administer<br />
medication <strong>to</strong> <strong>the</strong>ir child when it is necessary during<br />
<strong>the</strong> school day.<br />
The following procedure must be followed:<br />
• No medication is administered by health services<br />
personnel without specific written instructions from<br />
a physician. This includes all over <strong>the</strong> counter (OTC)<br />
medications, such as acetaminophen, ibuprofen <strong>and</strong><br />
cough drops, except as noted below.<br />
• <strong>Parent</strong>/guardian <strong>and</strong> prescribing health care provider<br />
must sign <strong>the</strong> authorization sheet for prescription<br />
medications given during <strong>the</strong> school day by staff.<br />
• Medications must be delivered in pharmacy<br />
labeled containers.<br />
• OTC medications must be in original containers.<br />
All medications brought <strong>to</strong> school must be kept in <strong>the</strong><br />
health services office. An exception would be a medication<br />
kept with <strong>the</strong> student once approved by <strong>the</strong> school nurse<br />
with proper physician’s orders, i.e. inhalers, epi-pens or<br />
diabetes equipment <strong>and</strong> medication). OTC pain-relieving<br />
medication (acetaminophen <strong>and</strong> ibuprofen) can be carried<br />

Vision <strong>and</strong> Hearing Screenings<br />
Vision <strong>and</strong> hearing<br />
screenings will be given<br />
<strong>to</strong> all children K-6, 7,<br />
<strong>and</strong> 10 each year, as well<br />
as any new students in<br />
grades 8, 9, 11, <strong>and</strong> 12.<br />
These screenings are<br />
typically conducted in<br />
mid-Oc<strong>to</strong>ber. <strong>Parent</strong>s/<br />
guardians will receive a<br />
referral letter advising <strong>the</strong>m <strong>to</strong> consult a physician should<br />
a screening indicate a vision or hearing concern. In <strong>the</strong><br />
event that your child should need glasses <strong>and</strong> that poses a<br />
financial hardship for your family, please contact <strong>the</strong> health<br />
services office at your child’s school <strong>to</strong> inquire about <strong>the</strong><br />
“Have A Heart Fund” <strong>to</strong> assist with offsetting some of<br />
those costs.<br />
Scoliosis Screening<br />
Scoliosis screening is done by <strong>the</strong> school nurse for<br />
girls in 5th grade. Fifth grade students are typically<br />
screened in correlation with <strong>the</strong> introduction of <strong>the</strong><br />
musculoskeletal unit. Due <strong>to</strong> MDH recommendations, we<br />
rescreen girls <strong>the</strong> spring of <strong>the</strong>ir 6th grade school year.<br />
Dates for vision, hearing <strong>and</strong> scoliosis screenings will be<br />
posted <strong>to</strong> <strong>the</strong> Health Services section of <strong>the</strong> website as<br />
<strong>the</strong>y are finalized, as well as through school newsletters<br />
sent home <strong>to</strong> parents/guardians.<br />
Physical Exam Recommendations & Requirements<br />
Early childhood screenings are required before entering<br />
Kindergarten (refer <strong>to</strong> page 34). It is recommended<br />
that children have a physical exam before entering<br />
kindergarten, grades 4, 7, 10 <strong>and</strong> have a yearly dental<br />
exam. Students who plan <strong>to</strong> participate in High <strong>School</strong><br />
League activities must have a physical examination on<br />
file within <strong>the</strong> previous three years before <strong>the</strong> start of <strong>the</strong><br />
activity’s season.<br />

Wea<strong>the</strong>r/Emergency <strong>School</strong> Closing<br />
When emergency situations occur, including wea<strong>the</strong>r conditions or school building<br />
site limitations (i.e. water, heat, electrical), <strong>the</strong> decision <strong>to</strong> close schools, start late,<br />
or dismiss early will be made by <strong>the</strong> Superintendent or his/her designee. The decision<br />
will be based on information provided by <strong>the</strong> transportation direc<strong>to</strong>r, buildings <strong>and</strong><br />
grounds direc<strong>to</strong>r, emergency service providers, <strong>and</strong> o<strong>the</strong>r area school districts.<br />

Alert system <strong>to</strong> notify families of school closures.<br />
Generally, school will be in session if it is felt that <strong>the</strong> buses can make <strong>the</strong>ir routes<br />
safely. When wea<strong>the</strong>r conditions are questionable, <strong>the</strong> district’s transportation<br />
direc<strong>to</strong>r will do considerable checking of road conditions. Since <strong>the</strong> school district is<br />
very large, it is impossible <strong>to</strong> determine <strong>the</strong> conditions in every sec<strong>to</strong>r on any given<br />
day. Safety for students <strong>and</strong> staff is our first priority. Based on <strong>the</strong> information <strong>the</strong><br />
superintendent receives from <strong>the</strong> transportation direc<strong>to</strong>r, a decision is made <strong>to</strong> ei<strong>the</strong>r<br />
close <strong>the</strong> schools or keep <strong>the</strong>m open.<br />
<strong>Parent</strong>s/Guardians<br />
Please do not call <strong>the</strong> schools or broadcast stations. If you don’t hear an<br />
announcement, assume school is in session.<br />
Even if school is in session, parents are asked <strong>to</strong> assess <strong>the</strong>ir particular situation <strong>and</strong><br />
determine whe<strong>the</strong>r or not it is safe for <strong>the</strong>ir child(ren) <strong>to</strong> attend school on a particular<br />
day. Children absent in inclement wea<strong>the</strong>r when school is held will be marked absent<br />
<strong>and</strong> treated <strong>the</strong> same as in any o<strong>the</strong>r legitimate absence. The school however, must<br />
receive proper parental notice. Please plan with your child what you will do in a<br />
school closing emergency.<br />
If schools are closed…<br />
The decision on cancellation or postponement of co-curricular practices, events,<br />
<strong>and</strong>/or games will be made by <strong>the</strong> co-curricular direc<strong>to</strong>r with <strong>the</strong> approval of <strong>the</strong><br />
Superintendent after consultation with <strong>the</strong> identified resources <strong>and</strong> <strong>the</strong> secondary<br />
school principal.<br />
Transportation<br />
Riding <strong>the</strong> school bus is a<br />
privilege, not a right. Safety<br />
is <strong>the</strong> first priority for <strong>the</strong><br />
Transportation Department.<br />
Students are expected <strong>to</strong><br />
follow <strong>the</strong> same behavioral<br />
st<strong>and</strong>ards while riding school<br />
buses as are expected on school<br />
property or at school activities,<br />
functions, or events.<br />
The <strong>School</strong> District <strong>School</strong> Bus Safety Rules are posted on<br />
every bus. Enforcement of <strong>the</strong> rules is necessary for <strong>the</strong> safety<br />
of all passengers. It is <strong>the</strong> school bus driver’s responsibility<br />
<strong>to</strong> report unacceptable behavior <strong>to</strong> <strong>the</strong> Transportation Office<br />
<strong>and</strong> <strong>School</strong> Office. All school rules are in effect while a student<br />
is riding <strong>the</strong> bus or at <strong>the</strong> bus s<strong>to</strong>p. Any student who violates<br />
<strong>the</strong> student conduct <strong>and</strong>/or school bus safety rules is subject<br />
<strong>to</strong> disciplinary action in accordance with <strong>the</strong> District Discipline<br />
Policy <strong>and</strong> may result in <strong>the</strong> denial of transportation privileges<br />
upon notification of <strong>the</strong> parent or guardian.<br />
Important Back <strong>to</strong> <strong>School</strong> <strong>Information</strong><br />
Busing information, including bus numbers, bus s<strong>to</strong>p location,<br />
pickup times <strong>and</strong> drop-off times, was mailed<br />
<strong>to</strong> each student’s home.<br />
Please re<strong>view</strong> <strong>the</strong> <strong>School</strong> Bus Safety Rules as outlined below with your child.<br />
Rules at <strong>the</strong> bus s<strong>to</strong>p<br />
• Get <strong>to</strong> your bus s<strong>to</strong>p 5 minutes before your scheduled<br />
pick-up time. The school bus driver will not wait for late<br />
students.<br />
• Respect <strong>the</strong> property of o<strong>the</strong>rs while waiting.<br />
• Keep your arms, legs, <strong>and</strong> belongings <strong>to</strong> yourself.<br />
• Use appropriate language.<br />
• Stay away from <strong>the</strong> road when waiting for <strong>the</strong> bus. Wait<br />
until <strong>the</strong> bus s<strong>to</strong>ps before approaching <strong>the</strong> bus.<br />
• After getting off <strong>the</strong> bus, move away from <strong>the</strong> bus.<br />
• If you must cross <strong>the</strong> street, always cross in front of <strong>the</strong> bus<br />
where <strong>the</strong> driver can see you. Wait for <strong>the</strong> driver <strong>to</strong> signal<br />
<strong>to</strong> you before crossing <strong>the</strong> street.<br />
• No fighting, harassment, intimidation, or horseplay.<br />
• No use of alcohol, <strong>to</strong>bacco, or drugs.<br />
<strong>Parent</strong>s who did not receive a transportation letter can call <strong>the</strong><br />
Transportation Department at (320) 762-3317.<br />
Rules on <strong>the</strong> bus<br />
• Immediately follow <strong>the</strong> instructions of <strong>the</strong> driver.<br />

• Keep your arms, legs, <strong>and</strong> belongings <strong>to</strong> yourself.<br />
• No fighting, harassment, intimidation, or horseplay.<br />
• Do not throw any object.<br />
• No eating, drinking, or use of <strong>to</strong>bacco or drugs.<br />
• Do not bring any weapon or dangerous objects<br />
on <strong>the</strong> school bus.<br />
• Do not damage <strong>the</strong> bus.<br />

Student Training<br />
The <strong>School</strong> District shall provide students enrolled in grades<br />
Kindergarten through 10 with school bus safety training. The<br />
training shall be results-oriented <strong>and</strong> shall consist of both<br />
classroom instruction <strong>and</strong> practical training using a school bus.<br />
Upon completion of <strong>the</strong> training, a student shall be able <strong>to</strong><br />
demonstrate knowledge <strong>and</strong> underst<strong>and</strong>ing of at least <strong>the</strong><br />
following competencies <strong>and</strong> concepts:<br />
• Transportation by school bus is a privilege, not a right;<br />
• District policies for student conduct <strong>and</strong> school bus safety;<br />
• Appropriate conduct while on <strong>the</strong> bus;<br />
• The danger zones surrounding <strong>the</strong> school bus;<br />
• Procedures for safely boarding <strong>and</strong> leaving <strong>the</strong> school bus;<br />
• Procedures for safe vehicle lane crossing; <strong>and</strong><br />
• <strong>School</strong> bus evacuation <strong>and</strong> o<strong>the</strong>r emergency procedures.<br />
<strong>School</strong> bus safety training shall commence during <strong>School</strong> Bus<br />
Safety Week, <strong>the</strong> first week of school. The <strong>School</strong> District may<br />
deny transportation <strong>to</strong> a student who fails <strong>to</strong> demonstrate <strong>the</strong><br />
competencies, unless <strong>the</strong> student is unable <strong>to</strong> achieve <strong>the</strong><br />
competencies due <strong>to</strong> a disability.<br />
Consequences for Misbehavior<br />
Consequences for school bus/bus s<strong>to</strong>p misconduct will be<br />
imposed by <strong>the</strong> building principal or designee in conjunction<br />
with <strong>the</strong> Transportation Direc<strong>to</strong>r. Serious misconduct will<br />
be reported <strong>to</strong> <strong>the</strong> Department of Public Safety <strong>and</strong> may be<br />
reported <strong>to</strong> local law enforcement.<br />
Consequences for school bus/bus s<strong>to</strong>p misconduct will apply<br />
<strong>to</strong> all regular routes. Decisions regarding a student’s ability<br />
<strong>to</strong> ride <strong>the</strong> bus in connection with co-curricular <strong>and</strong> extracurricular<br />
events (for example, field trips or competitions)<br />
will be in <strong>the</strong> sole discretion of <strong>the</strong> school district. <strong>Parent</strong>s<br />
or guardians will be notified prior <strong>to</strong> any suspension of bus<br />
privileges, <strong>and</strong>, if appropriate, a parent-student-transportation<br />
department conference will be held.<br />
Elementary (K-6)<br />
1st offense Written warning.<br />
2nd offense 3-school-day suspension from <strong>the</strong> bus.<br />
3rd offense 5-school-day suspension from <strong>the</strong> bus.<br />
4th offense 10-school-day suspension from <strong>the</strong> bus <strong>and</strong><br />
a meeting with parent/guardian.<br />
Transportation<br />
Fur<strong>the</strong>r offenses will be individually considered. Students<br />
may be suspended for longer period of time, including <strong>the</strong><br />
remainder of <strong>the</strong> school year.<br />
Note: When an elementary student goes 60 calendar days<br />
without a report, <strong>the</strong> student’s consequences may start over<br />
at <strong>the</strong> first offense.<br />
Secondary (7-12)<br />
1st offense Written warning.<br />
2nd offense 5-school-day suspension from <strong>the</strong> bus.<br />
3rd offense 10-school-day suspension from <strong>the</strong> bus.<br />
4th offense 20-school-day suspension from <strong>the</strong> bus <strong>and</strong><br />
a meeting with parent/guardian.<br />
5th offense Suspended from riding <strong>the</strong> bus for <strong>the</strong><br />
remainder of <strong>the</strong> school year.<br />
O<strong>the</strong>r Discipline<br />
Based on <strong>the</strong> severity of <strong>the</strong> student’s conduct, more serious<br />
consequences may be imposed at any time. Depending on<br />
<strong>the</strong> nature of <strong>the</strong> offense, consequences such as suspension<br />
or expulsion from school also may also result from school bus/<br />
bus s<strong>to</strong>p misconduct.<br />
Records<br />
Records of school bus/bus s<strong>to</strong>p misconduct will be forwarded<br />
<strong>to</strong> <strong>the</strong> individual school building <strong>and</strong> will be retained in <strong>the</strong><br />
same manner as o<strong>the</strong>r student discipline records. Reports<br />
of serious misconduct will be provided <strong>to</strong> <strong>the</strong> Department<br />
of Public Safety. Records also may be maintained in <strong>the</strong><br />
Transportation Office.<br />
V<strong>and</strong>alism/Bus Damage<br />
Students damaging school buses will be responsible<br />
for <strong>the</strong> damages. Failure <strong>to</strong> pay such damages (or make<br />
arrangements <strong>to</strong> pay) within two weeks may result in <strong>the</strong> loss<br />
of bus privileges until damages are paid.<br />
Notice<br />
Students will be given a copy of school bus <strong>and</strong> bus s<strong>to</strong>p rules<br />
during school bus safety training. Rules will be posted on each<br />
bus, <strong>and</strong> <strong>the</strong> driver will re<strong>view</strong> both rules <strong>and</strong> consequences<br />
periodically with students.<br />
Criminal Conduct<br />
In cases involving criminal conduct (for example, assault,<br />
weapons possession, or v<strong>and</strong>alism), <strong>the</strong> Superintendent,<br />
local law enforcement officials, <strong>and</strong> <strong>the</strong> Department of Public<br />
Safety will be informed.<br />
Video Surveillance Cameras<br />
To assist in resolving problems that occur on <strong>the</strong> bus,<br />
video surveillance cameras are being used. Students are<br />
subject <strong>to</strong> being taped (video <strong>and</strong> audio) at any time while<br />
on board a District 206 school bus. The privacy rights of all<br />
students will be protected.<br />
<strong>Parent</strong> / Guardian Responsibilities<br />
• Become familiar with District rules <strong>and</strong> policies,<br />
regulations, <strong>and</strong> principles of school bus safety.<br />
• Assist students in underst<strong>and</strong>ing safety rules <strong>and</strong><br />
encourage <strong>the</strong>m <strong>to</strong> abide by <strong>the</strong>m.<br />
• Recognize <strong>the</strong>ir responsibilities for <strong>the</strong> actions<br />
of <strong>the</strong>ir students.<br />
• Support safe riding practices <strong>and</strong> reasonable discipline<br />
efforts.<br />
• When appropriate, assist students in safely crossing local<br />
streets before boarding <strong>and</strong> after leaving <strong>the</strong> bus.<br />
• Support procedures for emergency evacuation <strong>and</strong><br />
procedures in emergencies as set up by <strong>the</strong> <strong>School</strong> District.<br />
• Respect <strong>the</strong> rights <strong>and</strong> privileges of o<strong>the</strong>rs.<br />
• Communicate safety concerns <strong>to</strong> school administra<strong>to</strong>rs.<br />
• Moni<strong>to</strong>r bus s<strong>to</strong>ps, if possible.<br />
• Support all efforts <strong>to</strong> improve school bus safety.<br />
O<strong>the</strong>r <strong>Information</strong> for <strong>Parent</strong> / Guardian<br />
• No driver is <strong>to</strong> make changes in <strong>the</strong> pick-up or drop-off<br />
schedule for <strong>the</strong>ir route without prior authorization.<br />
• Only authorized passengers may be transported in a bus.<br />
Any o<strong>the</strong>r passenger must be specifically approved.<br />
• No weapons or articles that may be classified as dangerous<br />
may be transported on a school bus. This includes any or<br />
all weapons, gasoline cans, animals, <strong>and</strong> o<strong>the</strong>r dangerous<br />
or objectionable items.<br />
• Any denial of bus-riding privileges can come only from <strong>the</strong><br />
school authorities.<br />

Special Education<br />
Special education services are available <strong>to</strong> address <strong>the</strong> educational needs of disabled<br />
students attending ISD #206. Services are available <strong>to</strong> students identified with one or<br />
more of <strong>the</strong> following disabling conditions:<br />

• Medical conditions/o<strong>the</strong>r health impairments • Traumatic brain injury<br />

Licensed special education teachers work with classroom teachers <strong>and</strong> related service<br />
providers <strong>to</strong> ensure that each child within our District receives a free <strong>and</strong> appropriate public<br />
education. A child’s team may include licensed teachers <strong>and</strong> administra<strong>to</strong>rs plus o<strong>the</strong>r<br />
professionals with unique skills such as Occupational Therapists, Physical Therapists, Speech<br />
<strong>and</strong> Language Pathologists, Social Workers <strong>and</strong> paraprofessionals. All services are based<br />
upon <strong>the</strong> child’s manifest need.<br />
In compliance with Federal <strong>and</strong> State law, ISD #206 identifies <strong>and</strong> evaluates all students<br />
in its jurisdiction, ages birth through 22, suspected of having a disabling condition. The<br />
district regularly conducts “child find” activities, accepting referrals from classroom<br />
teachers, parents, physicians <strong>and</strong> numerous outside agencies. If you suspect your child<br />
may suffer from any of <strong>the</strong> disabling conditions listed above please contact your child’s<br />

Early Childhood Screening<br />
Early Childhood Screening is required for children entering kindergarten in a<br />
public school. District 206 offers free developmental screening <strong>and</strong> contracts<br />
with Douglas County Public Health (DCPH) <strong>to</strong> provide this service.<br />
A public health nurse will check your child’s vision, hearing, growth <strong>and</strong><br />
development, speech, <strong>and</strong> health his<strong>to</strong>ry. Screening is designed <strong>to</strong> evaluate<br />
current development of children <strong>and</strong> if needed, suggest resources <strong>to</strong> assist<br />
your child in preparation for kindergarten. The screening summary information<br />
is sent au<strong>to</strong>matically <strong>to</strong> <strong>School</strong> District 206.<br />
DCPH will contact parents when <strong>the</strong>ir child is about age 3 1/2. If a child is<br />
enrolled in <strong>the</strong> Head Start Program or was screened in ano<strong>the</strong>r community,<br />
it is not necessary <strong>to</strong> attend this screening. However, <strong>the</strong> results need <strong>to</strong> be<br />

The school community adheres <strong>to</strong> a Code of Conduct<br />

students who are not likely <strong>to</strong> graduate or who have<br />
dropped out of school before getting <strong>the</strong>ir diploma.<br />
• Diploma Opportunities for Adults, ages 21 <strong>and</strong><br />
older, encourages adults <strong>to</strong> return <strong>to</strong> high school <strong>to</strong><br />

Indoor Air Quality <strong>and</strong> Asbes<strong>to</strong>s Notice<br />
The district has an indoor air quality management plan that<br />
describes efforts <strong>to</strong> moni<strong>to</strong>r <strong>and</strong> improve air quality in <strong>the</strong> schools.<br />

In accordance with federal regulations, <strong>School</strong> District 206 has<br />
management plans documenting <strong>the</strong> location <strong>and</strong> condition of all<br />
known or assumed asbes<strong>to</strong>s containing building materials (ACBM)<br />
in each building. Plans are available for public inspection at each<br />
school building during regular office hours.<br />
It is <strong>the</strong> intention of <strong>School</strong> District 206 <strong>to</strong> comply with all federal<br />
<strong>and</strong> state regulations controlling asbes<strong>to</strong>s <strong>and</strong> <strong>to</strong> take <strong>the</strong> necessary<br />

Pest Control Notice<br />
State law requires schools <strong>to</strong> inform parents about <strong>the</strong> use of pest<br />
control materials. Our district utilizes a licensed, professional pest<br />
control service firm for <strong>the</strong> prevention <strong>and</strong> control of rodents,<br />
insects, <strong>and</strong> o<strong>the</strong>r pests in <strong>and</strong> around <strong>the</strong> district’s buildings.<br />
Their program consists of:<br />

<strong>School</strong> District Related Policies<br />
Equal Educational Opportunity (Policy 102)<br />
It is <strong>the</strong> school district’s policy <strong>to</strong> provide equal educational<br />
opportunity for all students. The school district does not unlawfully<br />
discriminate on <strong>the</strong> basis of race, color, creed, religion, national<br />
origin, sex, marital status, parental status, status with regard <strong>to</strong><br />
public assistance, disability, sexual orientation or age. The school<br />
district also makes reasonable accommodations for disabled<br />
students. This commitment is expressed in <strong>the</strong> Board-approved<br />
equal educational opportunity policy in <strong>the</strong> following areas:<br />
• The school district prohibits <strong>the</strong> harassment of any individual for<br />

Student Disability Nondiscrimination (Policy 521)<br />
The purpose of this policy is <strong>to</strong> protect disabled students from<br />
discrimination on <strong>the</strong> basis of disability <strong>and</strong> <strong>to</strong> identify <strong>and</strong> evaluate<br />
learners who, within <strong>the</strong> intent of Section 504 of <strong>the</strong> Rehabilitation<br />
Act of 1973, need special services, accommodations, or programs<br />
in order that such learners may receive <strong>the</strong> required free<br />
appropriate public education.<br />
In order <strong>to</strong> fulfill its obligation under Section 504, <strong>the</strong> Alex<strong>and</strong>ria<br />
<strong>School</strong> District has a policy that states that no discrimination against<br />
any person with a h<strong>and</strong>icap will knowingly be permitted in any of<br />
<strong>the</strong> programs <strong>and</strong> practices of <strong>the</strong> school system.<br />
For this policy, a learner who is protected under Section 504 is one<br />
who: has a physical or mental impairment that substantially limits<br />
one or more major life activities, including learning; has a record of<br />
such impairment; or is regarded as having such impairment.<br />
Selection <strong>and</strong> Re<strong>view</strong> of Instructional Materials (Policy 632)<br />
<strong>School</strong> District 206 has a process in place for parents, guardians,<br />
<strong>and</strong> adult students <strong>to</strong> re<strong>view</strong> instructional materials, address<br />
concerns, <strong>and</strong> propose alternative instruction for individual students<br />
if <strong>the</strong>re is an objection <strong>to</strong> <strong>the</strong> content. The “Procedure for Re<strong>view</strong><br />
of Instructional Material <strong>and</strong> Alternative Instruction” may be<br />
obtained at <strong>the</strong> District Administrative Offices, 1410 South McKay<br />
Avenue, Suite 201, Alex<strong>and</strong>ria.<br />
Protection <strong>and</strong> Privacy of Pupil Records (Policy 515)<br />
The school district recognizes its responsibility in regard <strong>to</strong> <strong>the</strong><br />
collection, maintenance <strong>and</strong> dissemination of pupil records <strong>and</strong><br />
<strong>the</strong> protection of <strong>the</strong> privacy rights of students pursuant <strong>to</strong> <strong>the</strong><br />
requirements of federal (Family Educational Rights <strong>and</strong> Privacy Act)<br />
<strong>and</strong> state (Minnesota Government Data Practices Act) statutes.<br />
Therefore, educational records that identify a student, o<strong>the</strong>r than<br />
direc<strong>to</strong>ry information, will not be released <strong>to</strong> <strong>the</strong> public without<br />
written permission of <strong>the</strong> parent of adult student. Exceptions are<br />
explained in <strong>the</strong> policy <strong>and</strong> may be re<strong>view</strong>ed in principals’ offices.<br />
Direc<strong>to</strong>ry <strong>Information</strong><br />
Direc<strong>to</strong>ry information that may be released <strong>to</strong> <strong>the</strong> public,<br />
including military recruiters, without prior parent or adult student<br />
consent includes:<br />
• Student’s name, address, telephone listing,<br />
<strong>and</strong> electronic mail address<br />
• Date <strong>and</strong> place of birth<br />
• Major field of study<br />
• Dates of attendance <strong>and</strong> grade level<br />
• Enrollment status (i.e. full-time or part-time)<br />
• Participation in officially recognized activities <strong>and</strong> sports<br />
• Weight <strong>and</strong> height of members of athletic teams<br />
• Degrees, honors <strong>and</strong> awards received<br />
• Most recent educational agency or institution attended<br />
• Student pho<strong>to</strong>graph (if available)<br />
<strong>Parent</strong>s who do not want any or all of <strong>the</strong> above direc<strong>to</strong>ry<br />
information released must submit this request in writing <strong>to</strong> <strong>the</strong>ir<br />
child’s building principal. In compliance with state law, anyone who<br />
requests data must first meet with a school administra<strong>to</strong>r <strong>to</strong> discuss<br />
<strong>the</strong> use of <strong>the</strong> information <strong>and</strong> will incur any costs associated with<br />
obtaining <strong>the</strong> information.<br />
Student Record Re<strong>view</strong> Policy<br />
<strong>Parent</strong>s <strong>and</strong> adult students may request <strong>to</strong> inspect any education<br />
records except those that, by law, are confidential. Copies of<br />
records may be obtained at a reasonable fee. For additional<br />

Distribution of Non-<strong>School</strong> Sponsored Materials (Policy 505)<br />
Guidelines have been established by <strong>the</strong> district <strong>to</strong> allow for certain<br />
non-school sponsored materials <strong>to</strong> be distributed on <strong>the</strong> school<br />

Community Use of <strong>School</strong> Facilities (Policy 902)<br />
Encompassing a wide range of buildings <strong>and</strong> facilities, District 206<br />
schools are some of <strong>the</strong> community’s greatest assets. Allowing<br />
groups/organizations <strong>and</strong> individuals <strong>to</strong> utilize <strong>School</strong> District 206<br />
buildings/facilities is an important part of using our community’s<br />
resources <strong>to</strong> <strong>the</strong> fullest extent. <strong>School</strong> facilities are available <strong>to</strong><br />
community groups <strong>and</strong> organizations at times when regular K-12<br />
<strong>and</strong> Community Education programs are not scheduled <strong>and</strong> when<br />
such activities will not conflict with <strong>the</strong>se school programs or<br />
activities.<br />
<strong>School</strong> building administra<strong>to</strong>rs or his/her designee shall approve<br />
scheduling of <strong>School</strong> District 206 facilities <strong>and</strong> equipment. Lakes<br />
Area Recreation shall be responsible for scheduling <strong>the</strong> use<br />
of <strong>School</strong> District 206 recreational facilities by non-school<br />
recreational groups/organizations <strong>and</strong> individuals on school days,<br />
after regular school days, <strong>and</strong> on non-school days. These facilities<br />
include gymnasiums, cafeterias, wrestling rooms, outdoor<br />
facilities <strong>and</strong> <strong>the</strong> Discovery Middle <strong>School</strong> pool.<br />

District-wide Student Discipline (Policy 506)<br />
I. STATEMENT OF POLICY<br />
It is <strong>the</strong> position of <strong>the</strong> school district that a fair <strong>and</strong> equitable district-wide school discipline<br />
policy will contribute <strong>to</strong> <strong>the</strong> quality of a student’s educational learning experience. Therefore, this<br />
district-wide discipline policy has been adopted.<br />
It is <strong>the</strong> responsibility of <strong>the</strong> school board, administra<strong>to</strong>rs, teachers, <strong>and</strong> employees <strong>to</strong> safeguard<br />
<strong>the</strong> health <strong>and</strong> safety of each student. The <strong>School</strong> Board <strong>and</strong> district administra<strong>to</strong>rs will support<br />
district personnel who, in dealing with students on disciplinary matters, act in accordance with<br />
state statute, State Board of Education regulations, <strong>and</strong> this policy.<br />
<strong>Parent</strong>s <strong>and</strong> guardians have <strong>the</strong> legal responsibility for <strong>the</strong> behavior of <strong>the</strong>ir children as<br />
determined by law <strong>and</strong> community practice. <strong>Parent</strong>s/guardians are expected <strong>to</strong> exercise <strong>the</strong><br />
required controls so that <strong>the</strong> student’s behavior will be conducive <strong>to</strong> <strong>the</strong> development of selfdiscipline<br />
<strong>and</strong> will not be disruptive <strong>to</strong> <strong>the</strong> school’s educational program.<br />
No policy will cover all situations. Therefore, <strong>the</strong> building administra<strong>to</strong>r(s) or designee will make<br />
a determination of consequence/disciplinary action when student actions are NOT specifically<br />
addressed. All actions by an administra<strong>to</strong>r/designee will be made on a case by case basis.<br />
The following <strong>School</strong> Board policies apply <strong>to</strong> all school <strong>and</strong> school sponsored activities.<br />
II.<br />
CODE OF CONDUCT<br />
The <strong>School</strong> District 206 community will operate under an established code of conduct. Through<br />
open <strong>and</strong> effective communication, this set of guiding principles will promote excellence in a safe<br />
learning <strong>and</strong> teaching environment.<br />
Students, staff, parents <strong>and</strong> community members will dedicate <strong>the</strong>mselves <strong>to</strong> <strong>the</strong><br />
following st<strong>and</strong>ards:<br />
Respect – Be considerate of self, o<strong>the</strong>rs, <strong>the</strong>ir beliefs <strong>and</strong> property.<br />
Honesty – Be truthful.<br />
Kindness – Be caring, friendly <strong>and</strong> helpful.<br />
Responsibility – Be dependable <strong>and</strong> accountable.<br />
Fairness – Be committed <strong>to</strong> <strong>the</strong> just treatment of o<strong>the</strong>rs.<br />
III. RULES OF CONDUCT<br />
Disciplinary action will be taken for any behavior which disrupts good order or violates <strong>the</strong> rights<br />
of o<strong>the</strong>rs. The following acts are unacceptable behavior subject <strong>to</strong> disciplinary action in <strong>the</strong><br />
school district:<br />
A. Truancy <strong>and</strong> Unauthorized Absences<br />
1. As required by current statutes, regulations of <strong>the</strong> State Department of Education, <strong>and</strong> <strong>the</strong><br />
<strong>School</strong> Board of this district, students shall be in attendance each day that school is in session.<br />
The authority <strong>to</strong> decide whe<strong>the</strong>r an absence is excused or unexcused rests with <strong>the</strong> building<br />
principal <strong>and</strong>/or parent or guardian. Students returning <strong>to</strong> school following an absence will be<br />
expected <strong>to</strong> complete all missed assignments within a reasonable period of time.<br />
2. Truancy, for purposes of this policy, is being absent from school or class without <strong>the</strong> approval<br />
of <strong>the</strong> school <strong>and</strong> parent/guardian.<br />
3. If a student develops a pattern of tardiness <strong>to</strong> school or class, disciplinary action will be taken.<br />
4. A pupil sixteen (16) or seventeen (17) years old will be classified as a “habitual truant” if<br />
absent one or more school periods on seven school days if <strong>the</strong> student has not lawfully<br />
withdrawn from school. (For elementary students <strong>the</strong> requirement is three days.)<br />
B. Damage <strong>to</strong> <strong>School</strong> or Personal Property<br />
1. V<strong>and</strong>alism: V<strong>and</strong>alism is <strong>the</strong> willful damage <strong>to</strong> or destruction of school property or<br />
property of o<strong>the</strong>rs.<br />
2. Theft: Theft is <strong>the</strong> act of intentionally <strong>and</strong> without claim of rights taking, using, transferring,<br />
concealing, or retaining possession of removable property of ano<strong>the</strong>r without consent <strong>and</strong><br />
with intent <strong>to</strong> deprive <strong>the</strong> owner permanently of <strong>the</strong> property, or <strong>the</strong> finding of lost property<br />
<strong>and</strong> not making reasonable effort <strong>to</strong> find <strong>the</strong> owner.<br />
C. Assault: “Assault” means an act done with intent <strong>to</strong> cause fear in ano<strong>the</strong>r of immediate bodily<br />
harm or <strong>the</strong> intentional infliction of or attempt <strong>to</strong> inflict bodily harm upon ano<strong>the</strong>r.<br />
D. Aggravated Assault: “Aggravated Assault” is committing an assault upon <strong>the</strong> person of<br />
ano<strong>the</strong>r with a dangerous weapon or an assault which inflicts great bodily harm upon <strong>the</strong><br />
person of ano<strong>the</strong>r.<br />
E. Verbal Assaults: Verbal assaults are abusive, threatening, profane, or obscene language, oral or<br />
written, <strong>to</strong>ward a staff member or ano<strong>the</strong>r student. This includes, but is not limited <strong>to</strong>, conduct<br />
which degrades people because of <strong>the</strong>ir race, sex, age, sexual orientation, religion, ethnic<br />
background, physical or mental h<strong>and</strong>icaps.<br />
F. Threats or Disruptions<br />
1. Dangerous Threats: Threats <strong>to</strong> normal school operations or school activities, including but<br />
not limited <strong>to</strong> <strong>the</strong> reporting of dangerous or hazardous situations that do not exist.<br />
2. <strong>School</strong> Disruptions: <strong>School</strong> disruptions are any disturbance or interruptions of school or<br />
school-sponsored activities.<br />
G. Dangerous, Harmful <strong>and</strong> Nuisance Substances <strong>and</strong> Articles<br />
1. Drugs & Alcohol: Students are prohibited from using, possessing (including paraphernalia),<br />
distributing, or being under <strong>the</strong> influence of illegal drugs, alcohol or narcotics at school, schoolsponsored<br />
activities, or on school grounds. For students participating in MSHSL activities this<br />
provision applies whe<strong>the</strong>r on or off school grounds.<br />
2. Use of Tobacco: Students are prohibited from possession or use of any type of <strong>to</strong>bacco<br />
product while on school grounds or at school-sponsored activities.<br />
3. Harmful or Nuisance Articles: Students are prohibited from possession or use of articles that<br />
are nuisances, illegal, or that may cause harm <strong>to</strong> persons or property at school <strong>and</strong> schoolsponsored<br />
activities.<br />
4. Possession of a Dangerous Weapon: “Dangerous Weapon” means any firearm, whe<strong>the</strong>r<br />
loaded or unloaded, or any device designed as a weapon <strong>and</strong> capable of producing death<br />
or great bodily harm, or any flammable liquid or o<strong>the</strong>r device or instrumentality that, in <strong>the</strong><br />
manner it is used or intended <strong>to</strong> be used, is calculated or likely <strong>to</strong> produce death or great<br />
bodily harm. (M.S. 609.02, Subd. 6; M.S. 609.66, Subd. 1).<br />
Students <strong>and</strong> non-students, including adults <strong>and</strong> visiting youths, are forbidden <strong>to</strong> knowingly or<br />
voluntarily possess, s<strong>to</strong>re in an area subject <strong>to</strong> one’s control, h<strong>and</strong>le, transmit, or use any instrument<br />
that is considered a weapon or a “look-alike” weapon in school, on school grounds,<br />
at school activities, at bus s<strong>to</strong>ps, on school buses or school vehicles, or entering upon or departing<br />
from school premises, property, or events. This prohibition applies <strong>to</strong> all school owned buildings<br />
<strong>and</strong> grounds, leased or owned, <strong>and</strong> within all school owned, leased, or contracted vehicles.<br />
“Possession” means having a weapon on one’s person or in an area subject <strong>to</strong> one’s control in a<br />
school location as listed above.<br />
H. “<strong>School</strong> Location” includes any school building or grounds, whe<strong>the</strong>r leased, rented, owned or<br />
controlled by <strong>the</strong> school, locations of school activities or trips, bus s<strong>to</strong>ps, school buses or school<br />
vehicles, school-contracted vehicles, <strong>the</strong> area of entrance or departure from school premises or<br />
events, all locations where school-related functions are conducted, <strong>and</strong> anywhere students are<br />
under <strong>the</strong> jurisdiction of <strong>the</strong> school district.<br />
I. Exceptions:<br />
1. A person who finds a weapon in a school location or discovers that he or she accidentally has<br />
a weapon in his or her possession, <strong>and</strong> takes <strong>the</strong> weapon immediately <strong>to</strong> <strong>the</strong> principal’s office<br />
shall not be considered <strong>to</strong> possess a weapon. If it would be impractical or dangerous <strong>to</strong> take <strong>the</strong><br />
weapon <strong>to</strong> <strong>the</strong> principal’s office, a person shall not be considered <strong>to</strong> possess a weapon if he or<br />
she immediately turns <strong>the</strong> weapon over <strong>to</strong> an administra<strong>to</strong>r, teacher or head coach or immediately<br />
notifies an administra<strong>to</strong>r, teacher or head coach of <strong>the</strong> weapon’s location.<br />
2. It shall not be a violation of this policy if a nonstudent falls within one of <strong>the</strong> following categories:<br />
a. licensed peace officers, military personnel, or students participating in military training,<br />
who are performing official duties;<br />
b. persons who carry pis<strong>to</strong>ls according <strong>to</strong> <strong>the</strong> terms of a permit;<br />
c. persons who keep or s<strong>to</strong>re in a mo<strong>to</strong>r vehicle pis<strong>to</strong>ls in accordance with Minnesota<br />
Statutes, Section 624.714 <strong>and</strong> 624.715 or o<strong>the</strong>r firearms in accordance with Section<br />
97B.045;<br />
(1). Section 624.714 specifies procedures <strong>and</strong> st<strong>and</strong>ards for obtaining pis<strong>to</strong>l permits <strong>and</strong><br />
penalties for <strong>the</strong> failure <strong>to</strong> do so. Section 624.715 defines an exception <strong>to</strong> <strong>the</strong> pis<strong>to</strong>l<br />
permit requirements for “antique firearms which are carried or possessed as curiosities<br />
or for <strong>the</strong>ir his<strong>to</strong>rical significance or value.”<br />
(2) Section 97B.045 generally provides that a firearm may not be transported in a mo<strong>to</strong>r vehicle unless<br />
it is (1) unloaded <strong>and</strong> in a gun case without any portion of <strong>the</strong> firearm exposed; or (2) unloaded <strong>and</strong><br />
in <strong>the</strong> closed trunk.<br />
d. firearm safety or marksmanship courses or activities conducted on school property;<br />
e. possession of dangerous weapons, BB guns, or replica firearms by a ceremonial color guard;<br />
f. a gun or knife show held on school property; or<br />
g. possession of dangerous weapons, BB guns, or replica firearms with written permission of <strong>the</strong><br />
principal.<br />
3. Policy Application <strong>to</strong> Instructional Equipment/Tools<br />
While <strong>the</strong> school district takes a firm “Zero Tolerance” position on <strong>the</strong> possession, use or distribution<br />
of weapons by nonstudents, such a position is not meant <strong>to</strong> interfere with instruction or <strong>the</strong> use of<br />
appropriate equipment <strong>and</strong> <strong>to</strong>ols by students or nonstudents. Such equipment <strong>and</strong> <strong>to</strong>ols, when<br />
properly possessed, used <strong>and</strong> s<strong>to</strong>red, shall not be considered in violation of <strong>the</strong> rule against <strong>the</strong><br />
possession, use or distribution of weapons. However, when authorized instructional <strong>and</strong> work<br />
equipment <strong>and</strong> <strong>to</strong>ols are used in a potentially dangerous or threatening manner, such possession <strong>and</strong><br />
use will be treated as <strong>the</strong> possession <strong>and</strong> use of a weapon.<br />
J. Consequences for Weapon Possession/Use/Distribution by Nonstudents<br />
1. Employees<br />
a. An employee who violates <strong>the</strong> terms of this policy is subject <strong>to</strong> disciplinary action, including<br />
nonrenewal, suspension, or discharge as deemed appropriate by <strong>the</strong> school board.<br />
b. Sanctions against employees, including nonrenewal, suspension or discharge shall be pursuant<br />
<strong>to</strong> <strong>and</strong> in accordance with applicable statu<strong>to</strong>ry authority, collective bargaining agreements, <strong>and</strong><br />
school district policies.<br />
c. When an employee violates <strong>the</strong> weapons policy, law enforcement may be notified, as<br />
appropriate.<br />
2. O<strong>the</strong>r Nonstudents<br />
a. Any member of <strong>the</strong> public who violates this policy shall be informed of <strong>the</strong> policy <strong>and</strong> asked <strong>to</strong><br />
leave <strong>the</strong> school location. Depending on <strong>the</strong> circumstances, <strong>the</strong> person may be barred from<br />
future entry <strong>to</strong> school locations. In addition, if <strong>the</strong> person is a student in ano<strong>the</strong>r school district,<br />
that school district may be contacted concerning <strong>the</strong> policy violation.<br />
b. If appropriate, law enforcement will be notified of <strong>the</strong> policy violation by <strong>the</strong> member of <strong>the</strong><br />
public <strong>and</strong> may be asked <strong>to</strong> provide an escort <strong>to</strong> remove <strong>the</strong> member of <strong>the</strong> public from <strong>the</strong><br />
school location.<br />
DEFINITIONS:<br />
a. Weapon (M.S. Section 609.12, Subd. 6; M.S. Section 609.66): any instrument or object designed<br />
or intended <strong>to</strong> produce death, or used in a commission of a violent act, or in a manner which<br />
threatens, raises fear, or inflicts bodily injury. A weapon can include: firearm, including firearm<br />
silencer, electronic dart gun, cane gun, or zip gun; shotgun, rifle, machine gun or any o<strong>the</strong>r weapon<br />
that simulates or is adaptable for use as a machine gun (see “replica” M.S. Section 609.7<strong>13</strong>); air<br />
gun, spring gun or o<strong>the</strong>r instrument or weapon in which <strong>the</strong> propelling force is a spring or air,<br />
<strong>and</strong> any weapon in which any loaded or blank cartridge may be used (such as a BB gun, imitation<br />
pis<strong>to</strong>l, paint ball gun); any knife, including a switchblade knife, gravity knife <strong>and</strong> cane sword (a cane<br />
that conceals a knife); Billy club, blackjack, bludgeon, chukka stick <strong>and</strong> metal knuckles; s<strong>and</strong>bag<br />
<strong>and</strong> s<strong>and</strong>club; slingshot (small, heavy weights attached <strong>to</strong> a thong); explosive, incendiary bomb<br />
<strong>and</strong> bombshell; dagger, stilet<strong>to</strong>, dangerous knife straight razor, <strong>and</strong> grocery s<strong>to</strong>re bag cutter; acid<br />
or o<strong>the</strong>r deadly or dangerous chemical; loaded or blank cartridges <strong>and</strong> ammunition; any deadly,<br />
dangerous or sharp-pointed instrument that can be used as a weapon (such as broken glass, case<br />
cutter, chains, wire); laser pointer; spray/propellants, including pepper spray/mace/o<strong>the</strong>r irritants,<br />
electric shocking devices (taser, stun gun, cattle prod). A weapon can also include common everyday<br />
items such as belts, combs, nail files, scissors, combustible liquids, etc., which are used or have been<br />
modified <strong>to</strong> threaten or inflict bodily harm. (M.S. 609.02, Subd. 6)<br />
b. Firearm: any “weapon” (including a “starter pis<strong>to</strong>l”) which is designed <strong>to</strong>, or can be converted <strong>to</strong><br />
expel a projectile by <strong>the</strong> action of an explosive. (Definitions of o<strong>the</strong>r firearms <strong>and</strong> related explosive<br />
devices can be found in Section 921 of Title 18 of <strong>the</strong> United States Code, Chapter 44 “Firearms”).<br />
c. Gun: a projectile object used as a weapon; this definition includes anything<br />
resembling a gun in shape or operation.<br />

d. Bodily Harm: physical pain or injury, illness, or any impairment of physical condition.<br />
Substantial Bodily Harm: bodily injury which involves a temporary but substantial loss or<br />
impairment of <strong>the</strong> function of any bodily member or organ, or which causes a fracture of any<br />
bodily members.<br />
Great Bodily Harm: bodily injury which creates a high probability of death or which causes<br />
serious permanent disfigurement, or which causes a permanent or protracted loss or<br />
impairment of <strong>the</strong> function of any bodily member or organ.<br />
e. Intent <strong>and</strong> Mental State: <strong>the</strong> student ei<strong>the</strong>r has a purpose <strong>to</strong> do a thing or cause <strong>the</strong> result<br />
specified or believes that <strong>the</strong> action, if successful, will cause <strong>the</strong> result.<br />
f. Nature of <strong>the</strong> actions:<br />
1. Threat: <strong>to</strong> express a purpose or intent <strong>to</strong> injure a person, property or rights of o<strong>the</strong>rs.<br />
2. Assault: an act done with intent <strong>to</strong> cause fear in ano<strong>the</strong>r of immediate bodily harmor death; or<br />
<strong>the</strong> intentional infliction of or attempt <strong>to</strong> inflict bodily harm upon ano<strong>the</strong>r.<br />
K. Bus Discipline<br />
Breaking of school district bus rules may result in <strong>the</strong> denial of transportation privileges upon<br />
notification of <strong>the</strong> parent/guardian. The District #206 Department of Transportation in conjunction<br />
with <strong>the</strong> principal will determine <strong>the</strong> appropriate disciplinary action, as per district wide<br />
Transportation Policy, Code 733.<br />
L. Failure <strong>to</strong> Identify Oneself<br />
Students are required <strong>to</strong> provide proper identification upon request of a staff member.<br />
M. Use of Personal Communication Device Students are restricted from using personal<br />
communication devices (i.e. cell phones, pagers) that may interrupt <strong>the</strong> educational learning of<br />
students or staff. The restrictions will be determined at each building level. Exceptions <strong>to</strong> <strong>the</strong><br />
restrictions for a student may be made when pre-approved by a building administra<strong>to</strong>r.<br />
N. The following constitute unacceptable behavior:<br />
1. Conduct which materially <strong>and</strong> substantially disrupts <strong>the</strong> rights of o<strong>the</strong>rs <strong>to</strong> an education.<br />
2. Conduct which endangers school district employees, <strong>the</strong> pupil or o<strong>the</strong>r pupils, or <strong>the</strong> property of<br />
<strong>the</strong> school.<br />
3. Violation of any rule of conduct specified in this discipline policy.<br />
4. Giving of information <strong>to</strong> a school district employee that is not true, or withholding information<br />
needed <strong>to</strong> solve an investigation.<br />
5. The violation, i.e. arrest <strong>and</strong> conviction, of any local, state or federal law, which, in <strong>the</strong> judgment of<br />
school officials ei<strong>the</strong>r may materially <strong>and</strong> substantially disrupt <strong>the</strong> rights of o<strong>the</strong>rs <strong>to</strong> an education<br />
or may endanger school district employees, o<strong>the</strong>r pupils, or school district property.<br />
IV. DISCIPLINARY ACTION<br />
A. Disciplinary action may include but is not limited <strong>to</strong> <strong>the</strong> following:<br />
- Special meeting with <strong>the</strong> teacher or counselor or principal<br />
- Detention<br />
- Loss of school privileges<br />
- <strong>Parent</strong>al conference with school staff<br />
- Modified school program<br />
- Removal from class<br />
- Suspension (In or Out of <strong>School</strong>)<br />
- Exclusion<br />
- Expulsion<br />
B. The specific disciplinary action <strong>and</strong> severity of punishment for inappropriate student behavior<br />
will be h<strong>and</strong>led at <strong>the</strong> building level. Due <strong>to</strong> <strong>the</strong> age differences between elementary <strong>and</strong><br />
secondary students, recommended guidelines for student misconduct <strong>and</strong> disciplinary action<br />
may be found in Appendix A of this policy.<br />
C. Law enforcement officials will be involved when laws have been broken. <strong>Parent</strong>s/guardians <strong>and</strong><br />
students will be made aware of <strong>the</strong>ir rights under <strong>the</strong> law.<br />
D. Loss of school privileges, as noted above, may include but is not limited <strong>to</strong>: field trips, parking<br />
lot use, open lunch, work release, independent study, open hours, Gr<strong>and</strong> March, school dances<br />
including Prom, participating in or attendance at all school-sponsored activities, participation in<br />
Graduation, Honors Night, Baccalaureate, <strong>and</strong> Senior Party.<br />
V. REMOVAL FROM CLASS<br />
“Removal from class” <strong>and</strong> “removal” mean any actions taken by a teacher, principal, or o<strong>the</strong>r school<br />
district employee <strong>to</strong> prohibit a pupil from attending class for a period of time not <strong>to</strong> exceed three<br />
consecutive class or activity periods.<br />
A. Grounds for Removal<br />
1. Conduct which materially <strong>and</strong> substantially disrupts <strong>the</strong> rights of o<strong>the</strong>rs <strong>to</strong> an education.<br />
2. Conduct which endangers school district employees, <strong>the</strong> pupil or o<strong>the</strong>r pupils, or <strong>the</strong> property<br />
of <strong>the</strong> school.<br />
3. Violation of any rule of conduct established in <strong>the</strong> discipline policy adopted by <strong>the</strong> board.<br />
B. Procedure for <strong>the</strong> Classroom Teacher <strong>to</strong> Remove Pupils from <strong>the</strong> Classroom<br />
1. When circumstances permit, students shall be removed from class upon agreement of <strong>the</strong><br />
appropriate teacher <strong>and</strong> principal after an informal conference with <strong>the</strong> pupil.<br />
2. The removal from class may be imposed without an informal conference where it appears<br />
that <strong>the</strong> student will create an immediate <strong>and</strong> substantial danger <strong>to</strong> himself/herself or <strong>to</strong><br />
persons or property. If a student is removed from class due <strong>to</strong> immediate <strong>and</strong> substantial<br />
danger <strong>to</strong> himself/herself <strong>and</strong> no conference has been held, <strong>the</strong> teacher will notify <strong>the</strong> office<br />
immediately <strong>to</strong> inform <strong>the</strong> principal of <strong>the</strong> action taken.<br />
3.The length of time of <strong>the</strong> removal from class shall be at <strong>the</strong> discretion of <strong>the</strong> principal after<br />
consultation with <strong>the</strong> teacher, subject <strong>to</strong> <strong>the</strong> provisions of Minn. Stat. 127.41, Subd. 3(e) <strong>and</strong><br />
<strong>the</strong> Pupil Fair Dismissal Act.<br />
4. A written disciplinary report shall be submitted by <strong>the</strong> teacher or district employee within 24<br />
hours of <strong>the</strong> removal of any student from his/her class.<br />
C. Responsibility <strong>and</strong> Cus<strong>to</strong>dy of a Pupil Removed from Class<br />
1. Students removed from class shall be <strong>the</strong> responsibility of <strong>the</strong> principal or his/her lawful<br />
designee.<br />
2. Students removed from class must report directly <strong>to</strong> <strong>the</strong> principal’s office or designated area.<br />
D. Reasonable Force<br />
A teacher, school employee, bus driver or o<strong>the</strong>r agent of <strong>the</strong> district may use reasonable force<br />
when it is necessary under <strong>the</strong> circumstances <strong>to</strong> restrain a student or prevent<br />
bodily harm or death <strong>to</strong> ano<strong>the</strong>r.<br />
VI. SUSPENSION, EXCLUSION, EXPULSION, PUPIL FAIR DISMISSAL ACT<br />
A. Suspension, exclusion <strong>and</strong> expulsion shall be utilized in accord with The Pupil Fair Dismissal Act<br />
as amended.<br />
B. Copies of this policy <strong>to</strong>ge<strong>the</strong>r with The Pupil Fair Dismissal Act <strong>and</strong> <strong>the</strong> District-Wide Student<br />
Discipline Policy shall be distributed <strong>to</strong> all students <strong>and</strong> parent/guardians during <strong>the</strong> first month<br />
of <strong>the</strong> school year. Nothing in this policy is intended <strong>to</strong> conflict with The Pupil Fair Dismissal Act.<br />
C. <strong>Parent</strong>s shall be notified in writing or by phone of violation of <strong>the</strong> rules of conduct <strong>and</strong> resulting<br />
disciplinary actions except as provided o<strong>the</strong>rwise by The Pupil Fair Dismissal Act. Students<br />
shall be notified of violations of <strong>the</strong> Rules of Conduct <strong>and</strong> resulting disciplinary actions verbally<br />
except as provided o<strong>the</strong>rwise by The Pupil Fair Dismissal Act.<br />
D. Students may not be accepted under Open Enrollment from o<strong>the</strong>r schools if <strong>the</strong>y have been<br />
expelled for weapons, assault or drugs.<br />
E. While suspended, excluded or expelled, students will not be allowed <strong>to</strong> be present at any<br />
school location. Students who are present will be considered trespassing <strong>and</strong> be treated as<br />
such.<br />
F. The school district must report, through <strong>the</strong> MDE electronic reporting system, each expulsion<br />
or exclusion within thirty (30) days of <strong>the</strong> effective date of <strong>the</strong> action <strong>to</strong> <strong>the</strong> Commissioner. This<br />
report must include a statement of alternative educational services given <strong>the</strong> student <strong>and</strong> <strong>the</strong><br />
reason for, <strong>the</strong> effective date, <strong>and</strong> <strong>the</strong> duration of <strong>the</strong> exclusion or expulsion. The report must<br />
also include <strong>the</strong> student’s age, grade, gender, race, <strong>and</strong> special education status. The dismissal<br />
report must include state student identification numbers of affected students.<br />
VII. ADMISSION OR READMISSION PLAN<br />
A school administra<strong>to</strong>r shall prepare <strong>and</strong> enforce an admission or readmission plan for any student<br />
who is excluded or expelled from school. The plan may include measures <strong>to</strong> improve <strong>the</strong> student’s<br />
behavior, including completing a character education program consistent with Minn. Stat. §<br />
120B.232, Subd. 1, <strong>and</strong> require parental involvement in <strong>the</strong> admission or readmission process,<br />
<strong>and</strong> may indicate <strong>the</strong> consequences <strong>to</strong> <strong>the</strong> student of not improving <strong>the</strong> student’s behavior. The<br />
readmission plan must not obligate parents <strong>to</strong> provide a sympathomimetic medication for <strong>the</strong>ir<br />
child as a condition of readmission.<br />
VIII. STUDENT REFERRAL SYSTEM<br />
Students who have demonstrated a need for individual assessment will be referred <strong>to</strong> <strong>the</strong> building<br />
principal or assistant principal. All referrals will be re<strong>view</strong>ed <strong>and</strong> <strong>the</strong> appropriate resource called<br />
upon for consultation, <strong>and</strong> assessment.<br />
If assessment or re-assessment is found <strong>to</strong> be appropriate, parent/guardian consent must be<br />
obtained before assessment may take place. Upon completion of <strong>the</strong> assessment a staffing will be<br />
held <strong>to</strong> discuss <strong>the</strong> results of assessment <strong>and</strong> <strong>the</strong> need <strong>to</strong> develop an individual education plan (IEP).<br />
Students with an IEP who are repeatedly involved in unacceptable behavior will be re-assessed <strong>to</strong><br />
determine <strong>the</strong> need for an alternative program or fur<strong>the</strong>r assessment.<br />
IX. DISABLED STUDENTS<br />
Students who are currently identified as eligible under <strong>the</strong> IDEA or Section 504 will be subject <strong>to</strong><br />
<strong>the</strong> provisions of this policy, unless <strong>the</strong> student’s IEP or 504 plan specifies a necessary modification.<br />
Where a student is dismissed for five (5) or more consecutive days, or has accumulated more<br />
than ten (10) days of dismissal over <strong>the</strong> course of <strong>the</strong> school year, <strong>the</strong> school district will convene<br />
a meeting <strong>to</strong> determine whe<strong>the</strong>r <strong>the</strong> student’s educational program is appropriate <strong>and</strong> <strong>to</strong> re<strong>view</strong><br />
all relevant information in order <strong>to</strong> determine whe<strong>the</strong>r <strong>the</strong> behavior subject <strong>to</strong> discipline is a<br />
manifestation of <strong>the</strong> student’s disability. Such a meeting must be held within ten (10) school<br />
days of <strong>the</strong> school district’s decision <strong>to</strong> remove <strong>the</strong> student from his or her current educational<br />
placement <strong>and</strong> must be held before commencing an expulsion or exclusion of <strong>the</strong> student. If<br />
<strong>the</strong> student’s educational program is appropriate <strong>and</strong> <strong>the</strong> behavior is not a manifestation of <strong>the</strong><br />
student’s disability, <strong>the</strong> school district will proceed with discipline – up <strong>to</strong> <strong>and</strong> including expulsion<br />
– as if <strong>the</strong> student did not have a disability, unless <strong>the</strong> student’s educational program provides<br />
o<strong>the</strong>rwise. If <strong>the</strong> team determines that <strong>the</strong> behavior subject <strong>to</strong> discipline is a manifestation of <strong>the</strong><br />
student’s disability, <strong>the</strong> team shall conduct a functional behavioral assessment <strong>and</strong> implement a<br />
behavioral intervention plan for such student provided that <strong>the</strong> school district had not conducted<br />
such assessment prior <strong>to</strong> <strong>the</strong> manifestation determination before <strong>the</strong> behavior that resulted in<br />
a change of placement. Where a behavioral intervention plan previously has been developed,<br />
<strong>the</strong> team will re<strong>view</strong> <strong>the</strong> behavioral intervention plan <strong>and</strong> modify it as necessary <strong>to</strong> address <strong>the</strong><br />
behavior. If <strong>the</strong> student was placed in a 45-day interim alternative educational setting pending <strong>the</strong><br />
manifestation determination, <strong>the</strong> student will be returned <strong>to</strong> <strong>the</strong> placement from which <strong>the</strong> student<br />
was removed unless <strong>the</strong> student <strong>and</strong> school district agree <strong>to</strong> a change of placement as part of <strong>the</strong><br />
modification of <strong>the</strong> behavioral intervention plan.<br />
When a student who has an IEP is excluded or expelled for misbehavior that is not a manifestation<br />
of <strong>the</strong> student’s disability, <strong>the</strong> school district shall continue <strong>to</strong> provide special education <strong>and</strong><br />
related services during <strong>the</strong> period of expulsion or exclusion.<br />
X. OPEN ENROLLED STUDENTS<br />
The school district may terminate <strong>the</strong> enrollment of a nonresident student enrolled under an<br />
Enrollment Options Program (Minn. Stat. § 124D.03) or Enrollment in Nonresident District (Minn.<br />
Stat. § 124D.08) at <strong>the</strong> end of a school year if <strong>the</strong> student meets <strong>the</strong> definition of a habitual truant,<br />
<strong>the</strong> student has been provided appropriate services for truancy (Minn. Stat. Ch. 260A), <strong>and</strong> <strong>the</strong><br />
student’s case has been referred <strong>to</strong> juvenile court. The school district may also terminate <strong>the</strong><br />
enrollment of a nonresident student over <strong>the</strong> age of sixteen (16) enrolled under an Enrollment<br />
Options Program if <strong>the</strong> student is absent without lawful excuse for one or more periods on fifteen<br />
(15) school days <strong>and</strong> has not lawfully withdrawn from school.<br />
XI. LOCKERS<br />
<strong>School</strong> lockers are <strong>the</strong> property of <strong>the</strong> school district. At no time does <strong>the</strong> school district relinquish<br />
its exclusive control of lockers provided for <strong>the</strong> convenience of students. Inspection of <strong>the</strong> interior<br />
of lockers may be conducted by school authorities for any reason at any time, without notice,<br />
without student consent, <strong>and</strong> without a search warrant. The personal possessions of students<br />
within a school locker may be searched only when school authorities have a reasonable suspicion<br />
that <strong>the</strong> search will uncover evidence of a violation of law or school rules. As soon as practicable<br />
after <strong>the</strong> search of a student’s personal possessions, <strong>the</strong> school authorities must provide notice of<br />
<strong>the</strong> search <strong>to</strong> students whose lockers were searched unless disclosure would impede an ongoing<br />
investigation by police or school officials.<br />
XII. LOST OR DESTROYED TEXTBOOKS<br />
A student <strong>and</strong> his/her family will be responsible for payment for any lost or damaged books or<br />
materials with <strong>the</strong> cost <strong>to</strong> be determined by <strong>the</strong> building principal depending on <strong>the</strong> values of <strong>the</strong><br />
books <strong>and</strong>/or materials (governed by Board Policy 543 – Lost or Damaged Text <strong>and</strong> Library Books).<br />
