Lawthorn’s Louise Wins
Good Neighbour Award
Anne said, “I suffer from ill-health and Louise helps me in a variety
of ways including giving me a hand with housework, laundry,
shopping, maintaining my garden as well as collecting my
prescriptions and helping with my pet. She’s a lovely person and
a good friend – a worthy winner of this award.”
Housing Officer, Donna Miller presented Louise with an engraved
Swarovski pen and gift voucher in April.
Louise said, “I was really surprised to be nominated and win, it’s so
nice. Anne had cancer a few years ago and underwent treatment.
She has been good to me as well. I felt like I was returning the favour.
I just helped her out with things she wasn’t fit to do. I am delighted!”
Congratulations Louise!
Welcome to our Summer
2012 edition of House & Home
Paul Hillard
Managing Director
Behind the scenes we’ve
been busy linking up with
Riverside’s IT systems,
which will save us over
£100,000 a year, allowing
us to create new jobs and
provide more services.
Louise MacGregor of Lawthorn was nominated for
The Joe Smith Good Neighbour Award by Anne
McEvoy. The award marks the good work in our
communities that often goes unrecognised, but
makes a difference to the lives of others.
It’s hard to believe we are already half way
through 2012. It’s been an exciting start to the
year. We’re progressing well with the Pennyburn
Regeneration project and are embarking on our
first development overseas – Lamlash on the
Isle of Arran. We’ve won a couple of awards this
year and have been delighted to hand out a few
too – congratulations to Louise, our Good
Neighbour Award Winner!
I was delighted to introduce Carol Matthews, Riverside’s Chief
Executive to our tenants, community representatives and staff
when she visited in March. Carol could see first-hand how our
realtionship with our communities is stronger than ever. Our
community representatives have a strong voice and are being
given more and more opportunities to influence decision-making.
We have been consulting with them alot, including enhancing our
repairs service. Read about the new service on page 4. Not only
are we enhancing the service, we are investing a record £2.6
million on major repairs in 2012/13!
This year has also seen some big changes in the sector with the
introduction of the first ever Scottish Social Housing Charter and
the ongoing review of the welfare benefits system.
Behind the scenes we’ve been busy linking up with Riverside’s IT
systems, which will save us over £100,000 a year, allowing us to
create new jobs and provide more services.
We’ve also been busy launching a new charity, The AQ Trust. I am
still recovering from the 56 mile long cycle around Arran!
Have a fantastic summer!
Class teacher, Miss Russell
said, “We are very active on
environmental issues at Glebe.
The pupils really enjoyed the
afternoon and we will take
on board the tips and advice
we have learned from Irvine
Housing Association.”
Celebrating Earth
Day With Glebe
Primary School
To raise awareness of ‘green’ issues and celebrate Earth
Day on Sunday 22 April, Gillian Craig, Marketing &
Communications Officer visited Glebe Primary School,
Irvine to tell the primary 5’s all about Earth Day and
what the Association does to protect the planet.
On Earth Day, people all over the world
remember to appreciate nature and learn
new ways to protect the environment and
keep the planet clean. For the children at
Glebe Primary School every day is Earth
Day as the Glebe is an eco school and holds
a silver eco award. The school have an eco
committee with representatives from
classes attending meetings and reporting
back to their class.
Gillian told the pupils about the
Association’s aim to maximise value and
minimise waste, the recycling and energy
saving initiatives carried out by staff,
partnership working with energy advice
agencies and staff involvement in initiatives
such as Cycle To Work Scheme and Healthy
Working Lives. She also covered how the
Association makes its homes energy efficient,
how thermal imaging research was carried
out on properties and the Association’s study
into developing an eco home.
The interactive session finished with top
energy saving tips and a badge and poster
colouring competition. The winners were
Aiden and Corey.
Record Major Investment
This year 2012/13 we will be
spending a staggering £2.6 million
on our capital programme of
major repairs and improvements
to our homes. This will include
ensuring that all properties are
fully compliant with The Scottish
Housing Quality Standard by 2015.
A recent stock condition survey
carried out showed that over 90%
of our homes meet the standard
and our properties are generally
in good condition. The survey has
highlighted where we need to be
investing future expenditure. This
information is being factored into
the planned and cyclical
programme for 2012/13.
New Improved Repairs Policy
Our Repairs Working Group made up of 18 community
representatives has been actively involved in shaping our new
improved repairs service. The group has influenced the decisions
about changes to the current repairs service and has centered the
policy on what’s important to our tenants.
The policy, approved by the Operations Committee in May,
includes the introduction of a repairs appointment system –
a priority for our tenants.
One of the benefits is that tenants will be able to select morning or
afternoon slots resulting in enhanced service delivery. We will pilot
the appointment system for a six month period with one of our
main contractors, with a view to introducing the system across all
our contractors by April 2013.
Also new are the priority timescales for repairs, which have been
adjusted to allow for the introduction of an appointment system.
Priority 0
Emergency repairs completed same day.
Priority 1
Emergency repairs completed next day.
Priority 2
Urgent repairs completed within 5 working days.
Priority 3
Routine repairs completed within 15 working days.
We will be evaluating and re-tendering our Repairs and
Maintenance contracts before our existing contracts end on 31
March 2013. We will be working with Riverside to develop local
contractor frameworks and will use the group’s buying power to
make efficiency savings on buying materials.
New Common Housing
Register Launched in
East Ayrshire
The Single East Ayrshire Register for
Community Housing (SEARCH) was
launched in April. We have been working
in partnership with East Ayrshire
Council, Atrium Homes, Cunninghame
Housing Association and Shire Housing
Association to create a Common
Housing Register and Common
Allocations Policy for East Ayrshire.
This register will make it easier for
people to apply for social housing in
East Ayrshire as you will only need to fill
in one form to apply for housing with us,
the Council and any of the above
housing associations.
Likewise, if you are a tenant and wish to
transfer to another house in East Ayrshire
you will only need to complete one form.
SEARCH Application forms are available
from the Drongan office or any one of
the partner organisations’ offices.
AQ gives a helping hand
to Ayrshire’s vulnerable!
The Anthony O’Brien Quinn Memorial Trust, known
as the AQ Trust was officially launched in March.
The Trust has been established by Janice and Pat
Quinn and staff at Irvine Housing Association in
memory of Senior Housing Officer, Janice’s son,
Anthony, who died suddenly in 2010.
While The Trust was being developed in
2011, there have been a number of
charitable fundraising events carried out
in support of the AQ Trust. These have
successfully raised an outstanding
£10,361.48. Staff at Irvine Housing
Association are fully supporting the
charity and have nominated The Trust as
the Association’s chosen charity for
2012/13.
The charity will be offering crisis support
and practical help to people throughout
Ayrshire. The Trust’s customers will
primarily be individuals facing or
experiencing crisis situations relating to
their housing. The Trust’s services will be
aimed at ensuring customers will be in a
position to sustain a home in the long-term.
The objectives of the AQ Trust are:
• the prevention or relief of poverty
• the advancement of citizenship or
community benefit
• the relief of those in need by reason
of age, ill-health, disability, financial
hardship or another disadvantage
• helping to alleviate housing need and
related financial, socio-economic and
health problems in Scotland, primarily
through the provision of a crisis
response service available to
vulnerable people, to assist them in:
- accessing temporary and
permanent accommodation;
- moving into their accommodation;
- and sustaining their home.
Irvine and Riverside staff held a
sponsored cycle around Arran on 19
May to kick-start fundraising now that
the AQ Trust is up and running.
Welfare
Reform
Since our last newsletter, the
Welfare Reform Act has received
Royal Assent. This happened on
8 March 2012. It marks the biggest
change to the British welfare
system in over 60 years.
The main changes that the Act will
bring are:
• The introduction of one, single benefit
called ‘Universal Credit’. This will be paid
each month and replace Working Tax
Credit, Child Tax Credit, Housing Benefit,
Income Support, Jobseekers Allowance
and Employment & Support Allowance.
This means that anyone who’s rent is paid
directly by Housing Benefit will now have
to pay rent directly to their landlord from
their Universal Credit,
• The housing element of Universal Credit
will be reduced for those who underoccupy
their home by having bedrooms
they do not need (this does not affect
pensioners).
• An increase in the working families tax
credit threshold from 16 hours to 24 hours
per week.
What has the Association done in
response to these forthcoming changes?
• We recently commissioned a survey of
The first Scottish Social Housing
Charter was approved by the Scottish
Parliament on 14 March 2012 and
came into effect on 1 April 2012.
Scottish Ministers consulted the
Scottish Housing Regulator, tenants,
social landlords, homeless people and
other key stakeholders about the
Charter’s content.
The Charter will help to improve the
quality and value of the services that
social landlords provide, and supports
the Scottish Government’s long-term
aim of creating a safer and stronger
Scotland. The Charter sets the outcomes
that all social landlords should achieve
for their customers. The Charter will also
provide the framework against which
the Scottish Housing Regulator will
assess a landlord’s performance.
The Charter has seven sections
covering: equalities; the customer/
landlord relationship; housing quality
and maintenance; neighbourhood and
community;
some of our tenants. The results of this
survey highlighted that 15% of our tenants
could be affected by under-occupying
their homes and, on average, these
affected households would need to pay
us an additional £12.99 per week in rent
no longer covered by Housing Benefit.
• We are creating a new post which will
look at providing advice to our tenants
with a focus on reducing the negative
impact of Welfare Reform. This will allow
us to assist those tenants who are in most
need of advice in relation to benefits and
budgeting.
• We are working closely with 1st Alliance, a
local Credit Union, to find ways to assist
tenants. For example, by encouraging
tenants to start saving schemes, to
sign-post them to affordable loans, and
to set up manageable ways to pay
household bills and payments.
• We are speaking to our local authority
and agency partners to plan ahead for
these changes.
The Scottish Social
Housing Charter
access to housing and support; getting
good value from rents and service
charges; and other customers. It
contains a total of 16 outcomes and
standards that social landlords should
aim to achieve.
Phyllis Rodgers, Senior Community
Involvement Officer will be consulting
with tenants on how we will be
monitoring ourselves against the charter.
“The Scottish Housing Regulator is
launching a consultation around the
Performance Measures against the
Charter in June, which will run until
August. During this period we will be
consulting with tenants on our Count
Me In consultation register and forming
tenant scrutiny groups to monitor and
analyse our performance against the
various outcomes of the Charter.”
If you would like to get involved in the
consultation around the Charter, please
contact Phyllis Rodgers, Senior
Community Involvement Officer on
01294 316760.
• We are looking to review our allocations
policies to help those people who may
need to move house.
How will I know if I am affected?
• Don’t worry. Once the detail of the Act is
known, we will let our tenants know who
is likely to be affected and where they can
get personalised advice.
Nicola Thom, Executive Director (Operations)
at Irvine: “We are very aware that this major
change to the benefit system will affect many
of our residents. We have started working
closely with a range of other organisations
to make sure that advice, support and
practical assistance will be available to our
communities in plenty of time to prepare for
the changes. We will continue to work with
our local tenants and residents groups and
provide up-to-date information to all of our
communities on a regular basis.”
New
Community
Groups
Three new tenants and
residents groups have recently
been established in our areas.
Awards
Season
As they say in Los Angeles ‘Awards Season is upon us!’
It’s been a successful start to 2012 for the Association.
In February we were named as one of the
Sunday Times Top 100 Not-For-Profit
Organisations to Work For 2012. We were
awarded a one star accreditation and
announced in 59th position on the list of
Britain’s top employers. More than 250
companies competed for a place. Mairi
Martin, Executive Director (Resources)
collected the award with the Association’s
Staff Representatives at an award
ceremony in London, “To achieve
recognition at this level is not only a
fantastic reflection of our investment in
our staff, but also a positive indication to
customers that our staff are passionate
about delivering an exceptional service to
the communities we work in. Our
continued growth is rooted firmly in the
quality of our staff and ensuring they are
engaged and motivated is fundamental to
the success of the Association.”
We exhibited with Riverside at The
Chartered Institute of Housing’s Scottish
Conference and Exhibition at the SECC,
Glasgow in March. Tenant and Community
Representatives joined staff at our stand to
represent and promote the Association. At
the end of the 3 day event we were
awarded ‘Best Small Stand’ – as voted by
delegates. Tenant, Michael Fullerton was
there when Senior Community
Involvement Officer, Phyllis Rodgers
collected the award. “What a great
conference and chance to network with
tenants from other associations. To win
the award just added to the day – we were
all delighted!”
We’ve nominated Pennyburn
Regeneration Youth Development
Enterprise (PRYDE) for the Chartered
Institute of Housing’s ‘Community
Initiative of the Year’ 2012 UK Housing
Award. The awards showcase innovation
and best practice in housing. Phyllis
Rodgers, Senior Community Involvement
Officer at Irvine Housing Association said,
“The young people of PRYDE are a credit
to their community and should be really
proud of themselves. The transformation
of The Playz is incredible and it is an
invaluable community asset.”
The winner will be announced on 27 June.
PRYDE were also shortlisted as finalists
from over 140 entrants for the North
Ayrshire Community Group Award at The
A Warm Welcome for Carol
Riverside’s new Chief Executive, Carol Matthews was given a warm Scottish
welcome when she met with tenants at The Playz, Kilwinning in March. Carol,
originally from Glasgow, travelled up from Liverpool to meet staff and tenants
and get a tour of the Association’s local communities.
Carol Matthews, Chief Executive,
Riverside: “I was pleased to be
able to spend some time getting
to know Irvine’s tenants and
community representatives and
would like to thank everyone who
took the time to meet me over
lunch at the superb ‘The Playz’
centre. My visit to IHA has made
a lasting impression!”
Since last October 16 boys have gone on to
the Targeted Pathways to Apprenticeship
programme – a 13-week paid placement
with local construction companies. Of the
13 who have completed their placement so
far, 11 have moved on to sustainable
employment.
Workingrite is also running an
employment programme, funded by North
Ayrshire Council, which has attracted
some female candidates. Emma Wilson is
working as an Admin Assistant across
various departments at Irvine Housing
Association. “One day I can be filing and
the next out taking photos or helping
Working Well
organise an event. It’s a really good
opportunity and I am enjoying
every minute.”
Dylon Robinson was taken on by
Plumbase in January. After an initial
13-weeks, his placement has been
extended until July.
General Manager, James Black didn’t
hesitate to extend Dylon’s contract,
“Dylon’s come on leaps and bounds in the
15 weeks he’s been with us. He came in as
a young boy and is maturing into a
confident young man. His development
and communication skills have improved
Tenants and community representatives
from as far as Dumfries gathered to
welcome Carol and have lunch with her.
Ann Robertson, Chair of Pennyburn TARA
was there to meet Carol, “The afternoon
went very well and I was impressed that
Carol took time to speak to everyone that
had come out to meet her.”
Mary Marks, Chair of Fullarton &
Harbourside TARA was equally praising of
Carol, “Carol integrated really well. She’s so
down to earth and very pleasant to speak
to. We were all impressed with The Playz
too – what a fantastic community facility!”
Paul Hillard, Managing Director was
delighted to give Carol a first-hand
experience of the Association, “We are
extremely proud of our communities,
services and the staff that work with us,
and were delighted to give Carol a warm
welcome and to allow her the opportunity
to be part of the Association for the day.”
Carol expressed her thanks to all involved
in welcoming her to Irvine, “Thank you so
much for the fantastic introduction to IHA
and all the effort that went into making this
both memorable and amusing for me.”
The 2011/12 Workingrite initiative to get young people into paid work placements
with our contractors and local businesses has been a great success!
greatly and this achievement has been
driven by Dylon himself. Plumbase is
keen to take part in youth employment
initiatives and Dylon is a great example
of what can be achieved if you want
to learn.”
Dylon’s role involves general warehouse
duties, assisting at the trade counter,
booking in orders, as well as receiving and
dispatching deliveries. “I’m really enjoying
the experience of learning new things and
meeting new people. I get on well with the
rest of the team here and I’d like to thank
Pat Hayes who’s been my mentor and
supported me through my placement.”
Riverside update
Since we joined Riverside in October, our staff have
been busy linking up with Riverside’s IT systems. All
new systems were successfully in place by April and by
sharing systems we are saving over £100,000 a year!
Savings made are being invested in new
services and posts. Plans are in place to
introduce a handyman service, money
advice service and employment officer.
None of this would have been possible
had we not joined Riverside.
We are also working on enhancing our
‘out of hours’ service, now provided by
Riverside. Currently you can report
emergency repairs out with office hours,
however we are working on extending the
service so you can pay your rent and
make general enquiries after 5pm and at
weekends.
We said we would build a minimum of 115
new homes over 5 years. As soon as we got
the ‘yes’ vote we began consulting on the
demolition of the Pennyburn Flats and we
have also been able to start developing on
Arran with Riverside’s backing. Another
potential site for development is being
explored in Dumfries, as well as discussion
to progress the development of new
homes in Tarryholme, Irvine.
We are successfully
delivering the
promises we made to
our communities:
The Right
to Buy
We recently wrote out to
let you know that we had
made an application to
the Scottish Government
to extend the suspension
of the Modernised Right
to Buy.
The Housing (Scotland) Act 2001
introduced the Modernised Right to Buy
(MRTB). Anyone with the MRTB could not
apply to buy their home until September
2012. The Act allowed for a further 10 year
extension, if there was evidence to support
an application.
We discussed the application with our
Registered Tenants Organisations who all
agreed that we should apply to the
Scottish Ministers in order to protect the
provision of affordable housing to people
in need, now and in the future.
In May, consent was given by the Scottish
Ministers to extend the suspension for
a further 10 years, until 30 September
2022, as:
• we have demonstrated that the demand
for social housing is greater than supply
in our communities;
• loss of stock would affect our ability to
re-house those in housing need;
• and we have consulted appropriately
with our communities.
This suspension does not apply to
properties bought by the Association after
September 2002, properties built with
grant funding which was offered after this
date, or tenancies with a Preserved Right
to Buy.
It should also be noted that new tenants to
social housing are no longer offered the
Right to Buy in line with the Housing
(Scotland) Act 2010 and that properties
built or acquired after June 2008 are
classed as ‘new supply’ so tenants taking
up tenancy in these properties will not be
able to purchase their home.
The Right to Buy rules are now very
complex and depend upon where you live,
the type or age of property you live in and
when you became a tenant. If you need
advice about what applies to you, please
call us on 0845 112 6600.
Pest Control
This summer many of you will inevitably have problems
with ant and insect infestations. The Association does not
offer a pest control facility and tenants are asked to treat
the problem themselves. Most infestations can be dealt
with by using a generic insecticide, available from
supermarkets and DIY stores. There are other electronic
devices, however, these are a little more expensive. If you
do wish any infestation to be treated by your Local
Authority, you can contact your Local Authority
Environmental Health Department direct. There may be a
charge for this service.
Shaping the
Future of
Pennyburn
Following the success of the initial
consultation event on the
demolition of the Pennyburn Flats
held in October 2011, we held a
planning consultation event in
April to review the proposed plans
for the new housing development.
Our Design Team, Architect, Steering
Group and Regeneration Working Group
met with the community at The Playz,
Pennyburn to get their thoughts and
feedback on the proposed plans to allow
us to prepare an application for planning
consent for the new houses.
The 48 flats are to be replaced with
approximately 22 two and three-bed
houses on the existing footprint of the flats
and car park area to the front.
As well as consultation on the plans, John
Brennan, Technical Officer (Estates) got
feedback from the community on the
wider regeneration of the estate, including
play areas and recreational facilities, car
parking and the demolition of lock ups.
Croft Goode Architects donated a £20
Argos voucher for the Design Your Ideal
Home competition. The winner was seven
year old Lee Smith. Lucky tenant, Mr Greig
won a £30 Morrisons voucher for
completing a survey regarding his opinion
of the proposed plans.
Pamela Johnstone, Housing Officer at
Irvine gave the community an idea of the
Pamela Johnstone,
Housing Officer:
“We are looking at a
completion date of
Spring/Summer 2014.”
schedule the team are working to. “The
re-housing process is going well – almost
70% of the residents of the flats have been
re-housed and we are on track to have all
residents re-housed by Winter 2012 and to
start demolition in Spring 2013. We are
looking at a completion date of Spring/
Summer 2014.”
Next steps
Feedback from the planning consultation
event will be discussed with our Architect
and Design Team and final plans reviewed
with the Steering Group.
Summer Time
Summer is coming in and with lighter
nights and warmer weather we are all in
the mood to have fun. Please have
consideration for your neighbours if you
are barbecuing, playing music or the kids
Now that we are part of Riverside our
tenants have the opportunity to be part
of Riverside’s Tenants & Residents
Federation. We will be organising a
taster session this summer to introduce
The Federation and Riverside’s
approach to tenant participation and
empowerment. There are various
