Review of tender<br />

price movements in<br />

Hong Kong<br />

According to <strong>Rider</strong> <strong>Levett</strong> <strong>Bucknall</strong>’s<br />

Tender Price Index, which measures<br />

tender price movements of builder’s<br />

works in the private sector in Hong<br />

Kong, there was an increase of 2.94%<br />

in tender prices in the third quarter<br />

of <strong>2011</strong>. On a year-on-year basis, the<br />

increase was 9.98%.<br />

The following are the third quarter<br />

year-on-year tender price movements<br />

of builder’s works in the private<br />

sector in the past five years:<br />

Hong Kong’s economy grew by<br />

4.3% year-on-year in real terms in<br />

the third quarter of <strong>2011</strong>, compared<br />

with the 5.3% increase in the<br />

second quarter. According to the<br />

Composite Consumer Price Index,<br />

overall consumer prices rose by<br />

5.8% in October <strong>2011</strong> over the same<br />

month a year earlier, same as that<br />

in September <strong>2011</strong>. The seasonally<br />

adjusted unemployment rate was<br />

3.3% in August to October <strong>2011</strong> which<br />

is slightly higher than that recorded in<br />

July to September <strong>2011</strong>.<br />

The continual eurozone sovereign<br />

debt crisis, the on-going weak<br />

economy in the United States<br />

and the slowdown of economy in<br />

China will affect sentiments among<br />

developers and contractors in<br />

Hong Kong in the short term. Due<br />

to weak demand globally, material<br />

prices are expected not to increase<br />

any further. Nevertheless, as Hong<br />

Kong has entered a period of heavy<br />

infrastructure construction activities,<br />

the shortage of skilled workers is<br />

expected to worsen in the next few<br />

quarters. As a result, construction<br />

costs are unlikely to be subject to any<br />

downward adjustment pressure. It is<br />

anticipated that tender prices in 2012<br />

will continue to rise at a rate similar to<br />

or slightly less than that in <strong>2011</strong>.<br />

MACAU<br />

According to the Statistics and<br />

Census Service of the Macau government,<br />

Gross Domestic Product for<br />

the third quarter of <strong>2011</strong> rose by 21.1%<br />

year-on-year in real terms, compared<br />

with the 24.0% growth in the second<br />

quarter. The unemployment rate for<br />

August to October <strong>2011</strong> was 2.4%,<br />

down by 0.2 percentage point over<br />

the previous period. The average<br />

daily wage of construction workers<br />

was MOP569 in the third quarter of<br />

<strong>2011</strong>, an increase of 4.0% on a quarter-to-quarter<br />

basis. The average<br />

daily wages of skilled and semiskilled<br />

workers increased by 3.4% to<br />

MOP581 and that of unskilled workers<br />

increased by 2.0% to MOP363. The<br />

Composite Consumer Price Index<br />

for October <strong>2011</strong> increased by 6.71%<br />

year-on-year. Construction activities<br />

have remained steady throughout<br />

<strong>2011</strong> and are expected to maintain<br />

at the current level next year. As<br />

there is shortage of skilled construction<br />

workers in Macau and there<br />

are restrictions in importing labour,<br />

construction costs are expected to<br />

continue to rise in 2012.<br />

Mainland China<br />

The year-on-year growth in Gross<br />

Domestic Product in China was<br />

9.1% in the third quarter of <strong>2011</strong>,<br />

moderating from the second<br />

quarter’s increase of 9.5% and<br />

was the slowest growth rate in<br />

nearly two years. The Consumer<br />

Price Index rose by 4.2% year-onyear<br />

in November <strong>2011</strong> which was<br />

significantly lower than the 5.5%<br />

recorded in October. Since late<br />

2010, the Central Government has<br />

imposed a series of monetary and<br />

administrative control measures to<br />

cool down the private sector housing<br />

market and to tame the runaway<br />

inflation. Such measures appear to<br />

have succeeded to a certain extent<br />

and the government has recently<br />

started to introduce some easing<br />

measures. Construction activities in<br />

the private housing sector in major<br />

cities have slowed down in the last<br />

few quarters. It is anticipated that<br />

there will only be a moderate rise in<br />

construction costs in major cities in<br />

the coming months.<br />

cost model<br />

University Building<br />

Our cost model for academic buildings of universities in Hong Kong<br />

indicates that the unit cost range is from HK$17,500 to HK$20,500 per m 2 of<br />

construction floor area (CFA) at 3rd Quarter <strong>2011</strong> price level. The variance<br />

in unit costs is mainly due to the building size and shape, number of storeys,<br />

façade treatment and mix of lecture rooms, auditorium, laboratories and staff<br />

offices. Standalone laboratory buildings, hostels and amenities buildings are<br />

outside the cost range.<br />

This cost model is based on the assumption that the building is solely for<br />

academic use without basement. In addition, the following items are excluded:<br />

1. Site formation and demolition of existing building, if any.<br />

2. Basement construction.<br />

3. External works and landscaping.<br />

4. Utility diversion.<br />

5. Furniture and equipment.<br />

6. Consultancy fees, legal, financial and marketing expenses.<br />

The cost model should be regarded as guidelines to indicate the likely range of university building<br />

costs for early stage cost planning. Actual costs will depend, among others, on the final design and<br />

the eventual selection of materials.<br />
