INTRODUCTION<br />

Since <str<strong>on</strong>g>the</str<strong>on</strong>g> 1960’s, digital technology has been redefining<br />

how companies and humans co-ordinate business<br />

activities and with <strong>on</strong>e ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r. In a process <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

dramatic digitalisati<strong>on</strong> communicati<strong>on</strong> networks, data<br />

centres and computing capacity were installed and<br />

now span nearly every part <str<strong>on</strong>g>of</str<strong>on</strong>g> our globe, instantly c<strong>on</strong>necting<br />

people and companies with <strong>on</strong>e ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r and<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>y need to make <str<strong>on</strong>g>the</str<strong>on</strong>g>ir daily decisi<strong>on</strong>s.<br />

From large-scale financial transacti<strong>on</strong>s to where to buy<br />

a decent cup <str<strong>on</strong>g>of</str<strong>on</strong>g> c<str<strong>on</strong>g>of</str<strong>on</strong>g>fee in an unfamiliar locati<strong>on</strong>, satellites,<br />

copper, fibre, routers, switches and radio waves<br />

all combine toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r dedicated to our comm<strong>on</strong> human<br />

need to communicate news, our ideas, our hopes and<br />

business plans with o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs.<br />

This is not <str<strong>on</strong>g>the</str<strong>on</strong>g> end <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> story, however, as a new<br />

process <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> 1 is emerging across <str<strong>on</strong>g>the</str<strong>on</strong>g> world.<br />

In c<strong>on</strong>trast to digitalisati<strong>on</strong>, which enabled productivity<br />

improvements and efficiency gains <strong>on</strong> already existing<br />

processes, <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> promises to completely redefine<br />

nearly every aspect <str<strong>on</strong>g>of</str<strong>on</strong>g> our existence as humans <strong>on</strong> this<br />

planet. Significantly bey<strong>on</strong>d digitalisati<strong>on</strong>, this trend<br />

challenges <str<strong>on</strong>g>the</str<strong>on</strong>g> very foundati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> our established<br />

methods <str<strong>on</strong>g>of</str<strong>on</strong>g> measurement and provides <str<strong>on</strong>g>the</str<strong>on</strong>g> opportunity<br />

to recreate societal frameworks, many <str<strong>on</strong>g>of</str<strong>on</strong>g> which have<br />

dictated human existence for over 250 years.<br />

Dataficati<strong>on</strong> creates a<br />

fundamentally new <strong>strategic</strong><br />

landscape. Any company, large<br />

or small, any NGO, in fact any<br />

organisati<strong>on</strong> active in society now<br />

needs to fully explore <str<strong>on</strong>g>the</str<strong>on</strong>g> new<br />

value creati<strong>on</strong> space instigated<br />

by <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g>.<br />

VS DATAFICATION<br />

Much analysis investigates <str<strong>on</strong>g>the</str<strong>on</strong>g> role <str<strong>on</strong>g>of</str<strong>on</strong>g> digital technologies<br />

from <str<strong>on</strong>g>the</str<strong>on</strong>g> perspective <str<strong>on</strong>g>of</str<strong>on</strong>g> digitalisati<strong>on</strong>. In this<br />

report, however, we investigate <str<strong>on</strong>g>the</str<strong>on</strong>g> emergence <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

new phenomen<strong>on</strong> – <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g>, which is set to have a<br />

dramatic <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> ec<strong>on</strong>omy and broader society.<br />

It is useful, <str<strong>on</strong>g>the</str<strong>on</strong>g>refore to begin with a definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

differences between <str<strong>on</strong>g>the</str<strong>on</strong>g>se two c<strong>on</strong>cepts.<br />

Digitalisati<strong>on</strong> has been primarily about productivity<br />

improvements in corporati<strong>on</strong>s, allowing for <str<strong>on</strong>g>the</str<strong>on</strong>g> creati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> ec<strong>on</strong>omies <str<strong>on</strong>g>of</str<strong>on</strong>g> scale that span <str<strong>on</strong>g>the</str<strong>on</strong>g> globe. Through<br />

implementing IT in payroll, finance, human resources<br />

and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r core business processes <str<strong>on</strong>g>of</str<strong>on</strong>g> a corporati<strong>on</strong>,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>se soluti<strong>on</strong>s were able to streamline <str<strong>on</strong>g>the</str<strong>on</strong>g> processes<br />

Digitalisati<strong>on</strong> is a process that has been active within<br />

pieces <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> into digital formats, for example<br />

text into HTML pages, music into MP3s, images into<br />

JPEG or similar. As <str<strong>on</strong>g>the</str<strong>on</strong>g> process <str<strong>on</strong>g>of</str<strong>on</strong>g> digitalisati<strong>on</strong> has<br />

progressed, <str<strong>on</strong>g>the</str<strong>on</strong>g> amount <str<strong>on</strong>g>of</str<strong>on</strong>g> data that could be processed<br />

has increased exp<strong>on</strong>entially. Digitalisati<strong>on</strong>,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>refore, from a simplistic perspective may be viewed<br />

as <str<strong>on</strong>g>the</str<strong>on</strong>g> embodiment <str<strong>on</strong>g>of</str<strong>on</strong>g> idea creati<strong>on</strong> – it is capturing<br />

human ideas in digital form for transmissi<strong>on</strong>, re-use<br />

and manipulati<strong>on</strong>, as illustrated in Figure 2.<br />

<str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> R&D processes.<br />

1.1 DIGITALISATION VS DATAFICATION<br />

Dataficati<strong>on</strong>, meanwhile, relates to <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> digital<br />

technologies to unembed <str<strong>on</strong>g>the</str<strong>on</strong>g> knowledge associated<br />

with physical objects by decoupling <str<strong>on</strong>g>the</str<strong>on</strong>g>m from <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

data associated with <str<strong>on</strong>g>the</str<strong>on</strong>g>m. Dataficati<strong>on</strong> is manifesting<br />

itself in society in a variety <str<strong>on</strong>g>of</str<strong>on</strong>g> forms and is <str<strong>on</strong>g>of</str<strong>on</strong>g>ten – but<br />

not always – associated with sensors/actuators and<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> emerging Internet <str<strong>on</strong>g>of</str<strong>on</strong>g> Things (IoT). Dataficati<strong>on</strong> may<br />

take many forms and in many cases a mobile device<br />

is enough to create unembedded knowledge <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

pers<strong>on</strong>, a thing or a piece <str<strong>on</strong>g>of</str<strong>on</strong>g> infrastructure. There are<br />

many examples, from putting sensors <strong>on</strong> a bridge to<br />

m<strong>on</strong>itor structural integrity, m<strong>on</strong>itoring parking spaces,<br />

performing a 3D scan <str<strong>on</strong>g>of</str<strong>on</strong>g> an object to print it out later,<br />

to measuring <str<strong>on</strong>g>the</str<strong>on</strong>g> activity levels <str<strong>on</strong>g>of</str<strong>on</strong>g> a pers<strong>on</strong> for health,<br />

etc… The evoluti<strong>on</strong> to unembedded knowledge is<br />

covered in Appendix B - Evoluti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Embedded and<br />

Unembedded Knowledge.<br />

Dataficati<strong>on</strong> is a relatively new phenomen<strong>on</strong> compared<br />

to digitalisati<strong>on</strong> and is characterised by an interacti<strong>on</strong><br />

between digital and physical objects and mass<br />

customisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> products and services for – and<br />

by – end-users ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than merely process automati<strong>on</strong><br />

or efficiency improvements, although <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g><br />

techniques can <str<strong>on</strong>g>of</str<strong>on</strong>g> course be used for this as well. The<br />

manner in which process improvements will be implemented<br />

is fundamentally different for <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g>,<br />

however, and it implies a different <strong>strategic</strong> landscape,<br />

as well as <str<strong>on</strong>g>the</str<strong>on</strong>g> necessity for new managerial capacities<br />

in order to handle <str<strong>on</strong>g>the</str<strong>on</strong>g>se issues effectively.<br />

Digital technologies are recognised as creating disrupti<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> established industries, etc… but we are currently<br />

techniques used in <str<strong>on</strong>g>the</str<strong>on</strong>g> scientific method to how <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

ec<strong>on</strong>omy is measured and structured. In <str<strong>on</strong>g>the</str<strong>on</strong>g> following<br />

secti<strong>on</strong>s, we investigate a few <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se changes.<br />

A key differentiating aspect between digitalisati<strong>on</strong> and<br />

<str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> will be <str<strong>on</strong>g>the</str<strong>on</strong>g> manner in which data analytics<br />

is applied to <str<strong>on</strong>g>the</str<strong>on</strong>g> problem spaces that <str<strong>on</strong>g>the</str<strong>on</strong>g>y cover. Digitalisati<strong>on</strong><br />

will use data analytics based <strong>on</strong> traditi<strong>on</strong>al<br />

sampling mechanisms, while <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> will over time<br />

come to rely <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> new forms <str<strong>on</strong>g>of</str<strong>on</strong>g> quantificati<strong>on</strong> and<br />

associated data mining techniques.<br />

or actuators – it represents changes at work<br />

domain. For example, as mobile devices have evolved<br />

to hold our preferred music selecti<strong>on</strong>s, our social<br />

networks, our video and TV choices and <str<strong>on</strong>g>the</str<strong>on</strong>g> third party<br />

games and applicati<strong>on</strong>s we select to augment <str<strong>on</strong>g>the</str<strong>on</strong>g> base<br />

s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware with, it opens up <str<strong>on</strong>g>the</str<strong>on</strong>g> mobile to a range <str<strong>on</strong>g>of</str<strong>on</strong>g> new<br />

possibilities. A mobile device is sold as a ‘platform’ to<br />

end-users – it is in some sense ready to be “finished”<br />

by <str<strong>on</strong>g>the</str<strong>on</strong>g> end-user who purchases it with apps and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

pers<strong>on</strong>alisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware. The nature <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

mobile device nearly every<strong>on</strong>e has in <str<strong>on</strong>g>the</str<strong>on</strong>g>ir pocket is<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>refore deeply pers<strong>on</strong>al and <str<strong>on</strong>g>the</str<strong>on</strong>g> records <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir usage<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> device divulge deep details about who <str<strong>on</strong>g>the</str<strong>on</strong>g>y<br />

really are.<br />

Let’s take <str<strong>on</strong>g>the</str<strong>on</strong>g> example <str<strong>on</strong>g>of</str<strong>on</strong>g> pers<strong>on</strong>ality, which most people<br />

will agree cannot be “digitalised”. Within psychology,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>re are five broad factors that form <str<strong>on</strong>g>the</str<strong>on</strong>g> most<br />

widely accepted and used model <str<strong>on</strong>g>of</str<strong>on</strong>g> pers<strong>on</strong>ality. The<br />

five factors are: openness, c<strong>on</strong>scientiousness, extraversi<strong>on</strong>,<br />

agreeableness, and neuroticism. Traditi<strong>on</strong>ally,<br />

pers<strong>on</strong>ality is measured by interviews and self-assessment<br />

questi<strong>on</strong>naires through sampling techniques. Using<br />

nothing more than standard mobile network CDRs,<br />

however, it is possible to reliably predict pers<strong>on</strong>ality 2 .<br />

The ability to accurately predict pers<strong>on</strong>ality types<br />

using mobile ph<strong>on</strong>e data holds <str<strong>on</strong>g>the</str<strong>on</strong>g> potential for “costeffective,<br />

questi<strong>on</strong>naire-free investigati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> pers<strong>on</strong>ality-related<br />

questi<strong>on</strong>s at a scale never seen before” (De<br />

M<strong>on</strong>tjoye et al, 2013).<br />

A mobile device, however, allows us to take <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g><br />

significantly fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r than just understanding <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

user’s pers<strong>on</strong>ality. The manner in which an end-user<br />

chooses to use <str<strong>on</strong>g>the</str<strong>on</strong>g> games <str<strong>on</strong>g>the</str<strong>on</strong>g>y have installed can also<br />

provide detailed indicati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> trustworthiness, credit<br />

ratings, risk pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile and many o<str<strong>on</strong>g>the</str<strong>on</strong>g>r aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> a human<br />

being’s interacti<strong>on</strong>s with companies can be “datafied”<br />

through analysing mobile ph<strong>on</strong>e logs.<br />

such as Angry Birds (what is a pers<strong>on</strong>’s willingness to<br />

take risk?) and Bejeweled Blitz can give away a lot about<br />

a pers<strong>on</strong>’s approach to risk and financial management.<br />

This may affect, for example, how insurance companies<br />

develop <str<strong>on</strong>g>the</str<strong>on</strong>g> risk pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile <str<strong>on</strong>g>of</str<strong>on</strong>g> end-users. In additi<strong>on</strong>, traditi<strong>on</strong>al<br />

mobile billing records provide extremely detailed<br />

informati<strong>on</strong> about how likely it is that an end-user is going<br />

to repay a loan <strong>on</strong> time. Such data is already being<br />

used in several nati<strong>on</strong>s in order to help <str<strong>on</strong>g>the</str<strong>on</strong>g> unbanked<br />

access financial services but is also an indicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

possible disrupti<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> manner in which credit ratings<br />

are developed and maintained globally.<br />

Human Resources, meanwhile, can start to have a more<br />

detailed understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir employees – for example<br />

would companies like an early warning mechanism<br />

that allowed <str<strong>on</strong>g>the</str<strong>on</strong>g>m to identify managers displaying risk<br />

for fraudulent behavior through <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir mobile<br />

devices? The recruitment process itself, meanwhile,<br />

be developed and new digitally enabled intermediaries<br />

will emerge to handle <str<strong>on</strong>g>the</str<strong>on</strong>g> required analytics to replace<br />

existing pers<strong>on</strong>ality and aptitude exam providers.<br />

Social science research itself will also be disrupted.<br />

The traditi<strong>on</strong>al methods <str<strong>on</strong>g>of</str<strong>on</strong>g> sampling in order to develop<br />

pers<strong>on</strong>ality and associated social aspects is<br />

to identify what o<str<strong>on</strong>g>the</str<strong>on</strong>g>r types <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>tent an end-user<br />

might like to hire or purchase based <strong>on</strong> similar user<br />

pr<str<strong>on</strong>g>of</str<strong>on</strong>g>iles and advanced pers<strong>on</strong>ality analysis. Based <strong>on</strong><br />

your social influences from social networks, <str<strong>on</strong>g>the</str<strong>on</strong>g> makeup<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> your household and your income levels, c<strong>on</strong>tent<br />

would be suggested to you.<br />

Netflix instead turned this model <strong>on</strong> its head and<br />

instead <str<strong>on</strong>g>of</str<strong>on</strong>g> using <str<strong>on</strong>g>the</str<strong>on</strong>g> recommendati<strong>on</strong>s for making<br />

c<strong>on</strong>tent suggesti<strong>on</strong>s, used it to define an intersecti<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> genre, actors and directors (Lycett, 2013), which it<br />

developed into its own c<strong>on</strong>tent – <str<strong>on</strong>g>the</str<strong>on</strong>g> now well-known<br />

Golden Globe nominati<strong>on</strong>s.<br />

This is indicative <str<strong>on</strong>g>of</str<strong>on</strong>g> an emerging challenge to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

established industrial structure <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> televisi<strong>on</strong> industry,<br />

which has traditi<strong>on</strong>ally relied <strong>on</strong> bundling – where<br />

customers bought access via a cable TV provider to a<br />

variety <str<strong>on</strong>g>of</str<strong>on</strong>g> channels. Essentially, in order to access <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

c<strong>on</strong>tent <str<strong>on</strong>g>the</str<strong>on</strong>g>y wanted, users had to purchase a whole<br />

set <str<strong>on</strong>g>of</str<strong>on</strong>g> channels that <str<strong>on</strong>g>the</str<strong>on</strong>g>y did not want. Advertisers,<br />

meanwhile, had to buy access to a large set <str<strong>on</strong>g>of</str<strong>on</strong>g> customers<br />

in order to reach <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>es <str<strong>on</strong>g>the</str<strong>on</strong>g>y really did want<br />

to advertise to.<br />

Through <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g>, Netflix has shaken up this business<br />

model to some extent – using its proximity to<br />

customers to challenge <str<strong>on</strong>g>the</str<strong>on</strong>g> traditi<strong>on</strong>al bundling model<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> media and broadcast. Ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than user-generated<br />

The lowering costs <str<strong>on</strong>g>of</str<strong>on</strong>g> sensors, increased processing<br />

capacity and availability <str<strong>on</strong>g>of</str<strong>on</strong>g> low-cost bandwidth<br />

mean that <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> is starting to enter into business<br />

processes that have until recently been un-m<strong>on</strong>itored<br />

– this process is forcing a rec<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> existing<br />

supply chain processes and in some cases even helping<br />

Financial services, for example, is starting to be changed<br />

by <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> micropayments, which are payments that<br />

cover small, incidental costs for example <str<strong>on</strong>g>the</str<strong>on</strong>g> purchase<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> a c<str<strong>on</strong>g>of</str<strong>on</strong>g>fee or chocolate bar at a train stati<strong>on</strong> or as an<br />

individual moves through town for different meetings.<br />

These small scale purchases were previously ‘unknown’<br />

within most business processes – <str<strong>on</strong>g>the</str<strong>on</strong>g> purchase<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> goods was mainly understood via large scale<br />

purchases. The purchasing patterns <str<strong>on</strong>g>of</str<strong>on</strong>g> individuals,<br />

meanwhile, were limited to mainly larger purchases via<br />

credit cards. A more detailed understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> how<br />

and when individuals are making small purchases can<br />

have a large <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> e.g. supply chains, however.<br />

For example, a fast moving c<strong>on</strong>sumer goods (FMCG)<br />

corporati<strong>on</strong> can make dynamic adjustments to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<br />

producti<strong>on</strong> processes based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> real-time purchases<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir products. Aggregating large amounts<br />

and water management at a city level, urban planning,<br />

regulati<strong>on</strong> is handled by setting standards that are<br />

damage developed over several decades. These are<br />

I drink in <str<strong>on</strong>g>the</str<strong>on</strong>g> morning, how I brush my teeth and what<br />

TV programs I decide to let my kids watch in <str<strong>on</strong>g>the</str<strong>on</strong>g> back<br />

A plethora <str<strong>on</strong>g>of</str<strong>on</strong>g> new ‘wearable’ technologies have<br />

emerged as a result <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tinued reducti<strong>on</strong> in size<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> chipsets and batteries – from smart meters to Fit-<br />

Bit®, individuals are now able to ‘quantify’ <str<strong>on</strong>g>the</str<strong>on</strong>g>mselves<br />

in ways previously unimaginable. From <str<strong>on</strong>g>the</str<strong>on</strong>g> amount<br />

some<strong>on</strong>e sleeps, <str<strong>on</strong>g>the</str<strong>on</strong>g>ir heart rate, <str<strong>on</strong>g>the</str<strong>on</strong>g> oxygen and sugar<br />

levels in <str<strong>on</strong>g>the</str<strong>on</strong>g>ir blood, to <str<strong>on</strong>g>the</str<strong>on</strong>g> amount <str<strong>on</strong>g>of</str<strong>on</strong>g> exercise <str<strong>on</strong>g>the</str<strong>on</strong>g>y are<br />

are well, as well as when <str<strong>on</strong>g>the</str<strong>on</strong>g>y are feeling sick.<br />

This type <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> can revoluti<strong>on</strong>ise <str<strong>on</strong>g>the</str<strong>on</strong>g> manner<br />

in which clinical research is performed 3 . Traditi<strong>on</strong>al<br />

medical research has focused <strong>on</strong> disease, ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than<br />

wellness, <str<strong>on</strong>g>of</str<strong>on</strong>g>ten due to c<strong>on</strong>straints <strong>on</strong> data – for example<br />

research into diseases has focused <strong>on</strong> how to<br />

treat people <strong>on</strong>ce <str<strong>on</strong>g>the</str<strong>on</strong>g>y have it. People go to <str<strong>on</strong>g>the</str<strong>on</strong>g> doctor<br />

when <str<strong>on</strong>g>the</str<strong>on</strong>g>y feel sick or are displaying symptoms and<br />

a snapshot in time <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir overall health is taken to<br />

assess whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g>y need medicati<strong>on</strong>, fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r testing<br />

or hospitalisati<strong>on</strong>. The new quantificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> self may<br />

allow for more detailed understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> how a disease<br />

well. Over time, traditi<strong>on</strong>al sampling techniques can<br />

be augmented with new data analysis techniques that<br />

investigate emerging disease patterns across much<br />

larger datasets, allowing for much earlier detecti<strong>on</strong> and<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> tailored drugs that are more effective<br />

and reduce side effects for individuals.<br />

More than just ‘measure’, however, <str<strong>on</strong>g>the</str<strong>on</strong>g>se devices are<br />

increasingly being used to create ‘triggers’ that encourage<br />

new types <str<strong>on</strong>g>of</str<strong>on</strong>g> behavior from <str<strong>on</strong>g>the</str<strong>on</strong>g> end-users in questi<strong>on</strong>.<br />

smart meters, which allow end-users to compare and<br />

reduce pressure <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> health care systems. Over a<br />

l<strong>on</strong>ger period <str<strong>on</strong>g>of</str<strong>on</strong>g> time, however, <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> completely<br />

redefines how <str<strong>on</strong>g>the</str<strong>on</strong>g> healthcare industry will be structured<br />

and operate. While <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> private lives<br />

ON INDUSTRIES – THE CASE OF HEALTHCARE<br />

The nature <str<strong>on</strong>g>of</str<strong>on</strong>g> our world has changed – we are now<br />

a ‘city planet’ – <str<strong>on</strong>g>the</str<strong>on</strong>g> majority <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> earth’s populati<strong>on</strong><br />

live in cities and associated urban areas, travel<br />

is increasing both locally in cities and globally. At <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

same time, climate change and populati<strong>on</strong> growth are<br />

changing <str<strong>on</strong>g>the</str<strong>on</strong>g> manner in which humans interact with<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> planet and how we manage natural resources –<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> role <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> in this respect was covered to<br />

some extent in <str<strong>on</strong>g>the</str<strong>on</strong>g> previous secti<strong>on</strong>. Within a healthcare<br />

c<strong>on</strong>text, however, <str<strong>on</strong>g>the</str<strong>on</strong>g>se create changes in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

nature <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘envir<strong>on</strong>mental stressors’ (Evans & Cohen,<br />

S., 1987) – for example climate change may lead to<br />

changes in temperature, increased air polluti<strong>on</strong> may<br />

have an <str<strong>on</strong>g>impact</str<strong>on</strong>g> as well as <str<strong>on</strong>g>the</str<strong>on</strong>g> 24/7 mobile c<strong>on</strong>nected<br />

work envir<strong>on</strong>ment. It is important to remember that<br />

every individual reacts differently to <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>mental<br />

stressors in questi<strong>on</strong> – and this is <strong>on</strong>e reas<strong>on</strong> that <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

<str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> private lives can provide real extra value<br />

to individuals.<br />

Thanks to IoT and <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> various parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

healthcare value chain, <str<strong>on</strong>g>the</str<strong>on</strong>g>re is now data that was not<br />

available previously, eg.. E.g. genomic data at both an<br />

individual level and populati<strong>on</strong> level data. Epidemiology<br />

has also changed – <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> can now help with<br />

lifel<strong>on</strong>g disease management – providing patients with<br />

better care through real-time analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> diseases such<br />

as diabetes or asthma and in turn reducing <str<strong>on</strong>g>the</str<strong>on</strong>g> overall<br />

costs <str<strong>on</strong>g>of</str<strong>on</strong>g> healthcare for <str<strong>on</strong>g>the</str<strong>on</strong>g> nati<strong>on</strong> in questi<strong>on</strong>. Dataficati<strong>on</strong><br />

has also helped to change patho-physiology, for<br />

example with <str<strong>on</strong>g>the</str<strong>on</strong>g> link between individual genome data<br />

and interacti<strong>on</strong> with envir<strong>on</strong>mental stressors now more<br />

clearly defined.<br />

One <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> most important angles for <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> to<br />

work in <str<strong>on</strong>g>the</str<strong>on</strong>g> healthcare industry is protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> privacy<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> new frameworks for understanding is becoming<br />

increasingly necessary. In additi<strong>on</strong>, <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g><br />

requires a significant re-assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> several areas<br />

works toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r and is combined, ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than solely<br />

how it is managed within <strong>on</strong>e company or process<br />

itself. Dataficati<strong>on</strong> requires much more than solely<br />

putting sensors around a city or within business<br />

processes – it actually requires new business and<br />

industry processes solely for <str<strong>on</strong>g>the</str<strong>on</strong>g> management <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

data. For <str<strong>on</strong>g>the</str<strong>on</strong>g> sake <str<strong>on</strong>g>of</str<strong>on</strong>g> simplicity, we can view ‘sensing’<br />

or ‘datafying’ through to <str<strong>on</strong>g>the</str<strong>on</strong>g> creati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a viable<br />

‘informati<strong>on</strong> product’ as a value chain in and <str<strong>on</strong>g>of</str<strong>on</strong>g> itself<br />

– an Informati<strong>on</strong> Value Chain, illustrated in Figures 6<br />

and 7.<br />

> Inputs: Inputs are <str<strong>on</strong>g>the</str<strong>on</strong>g> base raw comp<strong>on</strong>ents used<br />

in manufacture to create a product. Examples could<br />

be cocoa beans for <str<strong>on</strong>g>the</str<strong>on</strong>g> manufacture <str<strong>on</strong>g>of</str<strong>on</strong>g> chocolate<br />

have to be combined with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r informati<strong>on</strong> from<br />

internal corporate databases, for example, to see<br />

whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> data received requires any acti<strong>on</strong>. This<br />

data would be recognisable to <str<strong>on</strong>g>the</str<strong>on</strong>g> end-users that<br />

unknown sources uncovered with a Google search.<br />

> Distributi<strong>on</strong>/marketing: This process refers to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

channels to market that a company selects for selling<br />

its products. There are a broad variety <str<strong>on</strong>g>of</str<strong>on</strong>g> such<br />

channels in many different industries. For example,<br />

a chocolate bar may be sold at a supermarket, a<br />

kiosk, or even <strong>on</strong>line. A datafied soluti<strong>on</strong>, however,<br />

will generally have produced an Informati<strong>on</strong><br />

Product that can be used to create new knowledge<br />

within a corporate envir<strong>on</strong>ment - examples include<br />

more detailed scheduling <str<strong>on</strong>g>of</str<strong>on</strong>g> maintenance based <strong>on</strong><br />

Dataficati<strong>on</strong> is far from solely a technical issue – as<br />

outlined within this document, it touches <strong>on</strong> every<br />

aspect <str<strong>on</strong>g>of</str<strong>on</strong>g> an industrial structure from regulati<strong>on</strong> to<br />

business workflows as well as <str<strong>on</strong>g>the</str<strong>on</strong>g> management and<br />

strategy processes <str<strong>on</strong>g>of</str<strong>on</strong>g> companies involved. The ec<strong>on</strong>omic<br />

and social value may be tempered by privacy<br />

and trust c<strong>on</strong>cerns and in some cases, <str<strong>on</strong>g>the</str<strong>on</strong>g>se c<strong>on</strong>cerns<br />

may even prevent usage by individuals and citizens. In<br />

order for <str<strong>on</strong>g>the</str<strong>on</strong>g> benefits to be accrued <str<strong>on</strong>g>the</str<strong>on</strong>g>refore, certain<br />

value chain governance issues need to be thought<br />

through and addressed appropriately. Each industry<br />

will face its own distinct barriers to <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g><br />

and every industry will <str<strong>on</strong>g>the</str<strong>on</strong>g>refore need to develop<br />

its own unique approach to <str<strong>on</strong>g>the</str<strong>on</strong>g> issues presented by<br />

many must also be <str<strong>on</strong>g>the</str<strong>on</strong>g> focus <strong>on</strong> in-depth discussi<strong>on</strong><br />

across industry about <str<strong>on</strong>g>the</str<strong>on</strong>g> role that we wish data<br />

to play in our lives and our societies – and where we<br />

are willing to draw <str<strong>on</strong>g>the</str<strong>on</strong>g> line between public and private<br />

lives and corporate and broader social and governmental<br />

resp<strong>on</strong>sibility. Our aim with this report series is<br />

not to provide definitive answers, but ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r to trigger<br />

much-needed debate about how to establish proper<br />

boundaries in. These issues will be covered in more<br />

detail in <str<strong>on</strong>g>the</str<strong>on</strong>g> reports for each industrial sector.<br />

One <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> most comm<strong>on</strong>ly discussed barriers in<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> digital ec<strong>on</strong>omy is <str<strong>on</strong>g>the</str<strong>on</strong>g> effective management <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

security and privacy for corporati<strong>on</strong>s, individuals and<br />

government instituti<strong>on</strong>s – <str<strong>on</strong>g>of</str<strong>on</strong>g>ten <str<strong>on</strong>g>the</str<strong>on</strong>g>se even appear to<br />

be c<strong>on</strong>flicting interests. In many <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> new informati<strong>on</strong>-driven<br />

value chains, however, users are required<br />

to trust that <str<strong>on</strong>g>the</str<strong>on</strong>g>ir data is being used appropriately, in a<br />

manner that <str<strong>on</strong>g>the</str<strong>on</strong>g>y would approve <str<strong>on</strong>g>of</str<strong>on</strong>g> and by entities that<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>y would ensure such data to. Many <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g><br />

soluti<strong>on</strong>s rely <strong>on</strong> cloud computing and data analytics<br />

as core comp<strong>on</strong>ents – users are unlikely, <str<strong>on</strong>g>the</str<strong>on</strong>g>refore, to<br />

ever have detailed knowledge <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> exact locati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

how and where <str<strong>on</strong>g>the</str<strong>on</strong>g>ir data is stored (and <str<strong>on</strong>g>the</str<strong>on</strong>g> legal<br />

ramificati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> data being stored <str<strong>on</strong>g>the</str<strong>on</strong>g>re), or what<br />

o<str<strong>on</strong>g>the</str<strong>on</strong>g>r data it is being stored with.<br />

Many different methods have been proposed for solving<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> issues <str<strong>on</strong>g>of</str<strong>on</strong>g> privacy – from creating private stores<br />

for pers<strong>on</strong>al digital data to a broad variety <str<strong>on</strong>g>of</str<strong>on</strong>g> security<br />

mechanisms. Each industry will need to implement<br />

its own privacy standards and assess which technical<br />

soluti<strong>on</strong> will work best within its industrial boundaries.<br />

Failures to protect this privacy and security may lead<br />

to legal issues, as discussed in Secti<strong>on</strong> 6.2.4.<br />

RISK AND<br />

INSURANCE<br />

As <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g>, in particular within industrial value<br />

chains, becomes prevalent, <str<strong>on</strong>g>the</str<strong>on</strong>g> amount <str<strong>on</strong>g>of</str<strong>on</strong>g> risk associated<br />

with <str<strong>on</strong>g>the</str<strong>on</strong>g> use – and most importantly – <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

potential re-use <str<strong>on</strong>g>of</str<strong>on</strong>g> data by third parties creates new<br />

forms <str<strong>on</strong>g>of</str<strong>on</strong>g> risk for companies and individual ec<strong>on</strong>omic<br />

actors. Traditi<strong>on</strong>ally, risk is transferred to ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r party<br />

via insurance. Many industries have well-established<br />

catastrophe planning models that help ‘price’ risk and<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> associated insurance to cover for that risk.<br />

While cyberinsurace does exist in some forms, it is <str<strong>on</strong>g>of</str<strong>on</strong>g>ten<br />

unclear as to whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> and associated<br />

techniques are actually covered. Insurance related to<br />

data mainly covers a company from data attacks – e.g.<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> recent breach <str<strong>on</strong>g>of</str<strong>on</strong>g> Target’s data systems and <str<strong>on</strong>g>the</str<strong>on</strong>g>ft<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> credit card data which cost $61 milli<strong>on</strong> in expenses,<br />

with $44 milli<strong>on</strong> insurance receivable <str<strong>on</strong>g>of</str<strong>on</strong>g>fset . This,<br />

however, is insurance in <str<strong>on</strong>g>the</str<strong>on</strong>g> face <str<strong>on</strong>g>of</str<strong>on</strong>g> a nefarious attack<br />

against Target.<br />

Within an informati<strong>on</strong> value chain, however, an ‘accordi<strong>on</strong>’<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>tracts is created – <str<strong>on</strong>g>of</str<strong>on</strong>g>ten via <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> Open<br />

APIs that allow companies to interact, access and use<br />

<strong>on</strong>e ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r’s data via a series <str<strong>on</strong>g>of</str<strong>on</strong>g> digital c<strong>on</strong>tracts<br />

implemented mainly in computer code and terms <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

use. It is currently unclear whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r cyberinsurance<br />

actually covers what happens when o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs use data<br />

created by a different ec<strong>on</strong>omic entity in <str<strong>on</strong>g>the</str<strong>on</strong>g>ir product<br />

development or decisi<strong>on</strong>-making processes – who<br />

bears <str<strong>on</strong>g>the</str<strong>on</strong>g> liability for bad data used within an informati<strong>on</strong><br />

value chain? As <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> becomes more deeply<br />

embedded in our day-to-day lives, <str<strong>on</strong>g>the</str<strong>on</strong>g> possibility <str<strong>on</strong>g>of</str<strong>on</strong>g> an<br />

informati<strong>on</strong> value chain process causing catastrophic<br />

damages <strong>on</strong> people or property increases.<br />

Each industry will <str<strong>on</strong>g>the</str<strong>on</strong>g>refore need to investigate which<br />

cybersecurity standards are appropriate and implement<br />

best practice around such standards. In additi<strong>on</strong>,<br />

each industry will need to work to develop a clearer<br />

understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> kinds <str<strong>on</strong>g>of</str<strong>on</strong>g> amounts <str<strong>on</strong>g>of</str<strong>on</strong>g> loss that<br />

incidents across an informati<strong>on</strong> value chain can cause<br />

for individuals, companies and governments as a result<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> implementing such techniques.<br />

A key aspect <str<strong>on</strong>g>of</str<strong>on</strong>g> proving liability for data is <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

data provenance techniques in <str<strong>on</strong>g>the</str<strong>on</strong>g> development and<br />

implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> value chains.<br />

DATA PROVENANCE<br />

With <str<strong>on</strong>g>the</str<strong>on</strong>g> proliferati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> need to know<br />

where data originated and how it has been manipulated<br />

in transit is increasingly important. This ‘lineage’ informati<strong>on</strong><br />

may be stored in machine readable format to<br />

be included in data processing al<strong>on</strong>g any informati<strong>on</strong><br />

value chain, telling <str<strong>on</strong>g>the</str<strong>on</strong>g> next user in <str<strong>on</strong>g>the</str<strong>on</strong>g> chain how <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

data has been processed and manipulated in previous<br />

stages. Such informati<strong>on</strong> can be used to help determine<br />

whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r data is “fit for purpose” as it transforms<br />

into an informati<strong>on</strong> product.<br />

Different industries will require provenance to be delivered<br />

in a different form for a multitude <str<strong>on</strong>g>of</str<strong>on</strong>g> purposes.<br />

For example, <str<strong>on</strong>g>the</str<strong>on</strong>g> provenance <str<strong>on</strong>g>of</str<strong>on</strong>g> health data may need<br />

tagged for, e.g. locati<strong>on</strong> and virus data for aggregated<br />

analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> health crises across <str<strong>on</strong>g>the</str<strong>on</strong>g> nati<strong>on</strong> but c<strong>on</strong>tain<br />

more detailed provenance data about an individual if<br />

required for creating, e.g. tailored drugs for a patient.<br />

combined into a variety <str<strong>on</strong>g>of</str<strong>on</strong>g> new informati<strong>on</strong> products?<br />

Regulatory bodies have so far failed to keep up to date<br />

with <str<strong>on</strong>g>the</str<strong>on</strong>g> existing technological changes and <str<strong>on</strong>g>the</str<strong>on</strong>g>y are<br />

now faced with a technological change that may have<br />

dramatically more <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> individuals and corporati<strong>on</strong>s<br />

alike. The area <str<strong>on</strong>g>of</str<strong>on</strong>g> how to best regulate <str<strong>on</strong>g>the</str<strong>on</strong>g> rise<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> data’s importance in our lives is hotly debated in<br />

various circles. Regulati<strong>on</strong> needs to be dramatically<br />

updated to reflect issues related to protecting individuals<br />

from pers<strong>on</strong>al harms related to data analytics or<br />

“predictive pers<strong>on</strong>al data harms” (Crawford & Schultz,<br />

J., 2014), where individuals may be put at risk from<br />

harms that are derived from collecting, aggregating,<br />

processing and analysing how individual’s use data or<br />

o<str<strong>on</strong>g>the</str<strong>on</strong>g>r parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir digital ‘footprint’.<br />

Regulati<strong>on</strong> is <str<strong>on</strong>g>the</str<strong>on</strong>g>refore a challenging area for industrial<br />

structures as regulatory bodies struggle to understand<br />

and define <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>impact</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>dataficati<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> its particular<br />
