<strong>Defence</strong> <strong>Science</strong> <strong>and</strong> <strong>Technology</strong> Laboratory Roles & Responsibilities<br />

Chief Executive<br />

Accounting Officer for <strong>Dstl</strong> trading fund. Responsible for leading <strong>and</strong> managing<br />

<strong>Dstl</strong> effectively in order to ensure delivery of the objectives <strong>and</strong> targets set for it by<br />

the Owner, <strong>and</strong> in particular the successful implementation of an approved<br />

corporate plan.<br />

Deputy CE, Strategy <strong>and</strong> Implementation Director<br />

Responsible for strategy development, developing <strong>and</strong> implementing <strong>Dstl</strong>’s<br />

corporate <strong>and</strong> business plans. Measuring, analysing <strong>and</strong> reporting business<br />

performance <strong>and</strong> ensuring good governance in <strong>Dstl</strong>.<br />

Operations Director<br />

Responsible for delivery of <strong>Dstl</strong>’s work programmes through the 12 operating<br />

departments. <strong>Dstl</strong>’s programme of work ranges from S&T support for Urgent<br />

Operational Requirements in Afghanistan through to policy advice <strong>and</strong> analysis for<br />

senior defence personnel.<br />

Finance Director<br />

Responsible for the financial management of <strong>Dstl</strong> as a <strong>Trading</strong> <strong>Fund</strong>. The Finance<br />

function ensures that <strong>Dstl</strong> applies processes enabling improved performance<br />

across the organisation while complying with legal <strong>and</strong> Government regulations.<br />

Strategic Relations Director<br />

Responsible for all strategic partnering with Industry; Academia; Public Sector<br />

Research Establishments; research funding authorities within other national <strong>and</strong><br />

regional government departments <strong>and</strong> organisations; <strong>and</strong> with key overseas<br />

laboratories. Responsible for ensuring <strong>Dstl</strong> has productive external networks – one<br />

of <strong>Dstl</strong>’s five Critical Success Factors.<br />

Chief <strong>Technology</strong> Officer<br />

Responsible for the technical quality of <strong>Dstl</strong> outputs <strong>and</strong> ensuring the future<br />

capabilities of <strong>Dstl</strong> correspond with customers’ projected needs. The<br />

Chief Technical Officer has the lead role in capability strategy <strong>and</strong> planning for<br />

<strong>Dstl</strong>. The <strong>Technology</strong> Office staff lead on technical benchmarking, the<br />

development of technical networks, stimulate innovation <strong>and</strong> exploiting <strong>Dstl</strong>'s<br />

considerable intellectual property portfolio.<br />

Infrastructure Director<br />

Responsible for <strong>Dstl</strong>’s supporting infrastructure of safety, estates, Information<br />

Systems, security <strong>and</strong> shared services. The estates capability is delivered in<br />

partnership with SERCO under a 25 year strategic partnership on facilities<br />

management.<br />

Human Resources & Communications Director<br />

Responsible for development <strong>and</strong> implementation of the organisational strategy<br />

for people within <strong>Dstl</strong> <strong>and</strong> all internal/external communications.<br />

Director Programme Office<br />

Responsible for the planning, formulation <strong>and</strong> delivery of defence’s overall nonnuclear<br />

S&T programme. Since 1 April 2010, working with industry <strong>and</strong><br />

academia to create battle-winning technologies, <strong>Dstl</strong> has been responsible for<br />

leading the defence science <strong>and</strong> technology research programme - designing,<br />

formulating <strong>and</strong> commissioning programmes with industry (large <strong>and</strong> small),<br />

academia <strong>and</strong> other research organisations.<br />

Programme Director, <strong>Defence</strong> Capabilities <strong>and</strong> Systems<br />

Responsible for S&T programme formulation <strong>and</strong> relationship with <strong>MOD</strong><br />

stakeholders, academia <strong>and</strong> industry, within the l<strong>and</strong>, air, maritime, C4I,<br />

weapons, acquisition policy <strong>and</strong> strategy & capability programme areas.<br />

Programme Director, <strong>Technology</strong> Exploitation<br />

Responsible for alignment of exploitation of S&T capability into defence<br />

acquisition including technical demonstrator programmes. This post is provided<br />

by DE&S.<br />

Programme Director, Strategy <strong>and</strong> Programme Management<br />

Responsible for the programme management of defence non-nuclear S&T<br />

research programme <strong>and</strong> operation of Programme Office.<br />

Programme Director, Security <strong>Science</strong> <strong>and</strong> <strong>Technology</strong><br />

Responsible for programme formulation <strong>and</strong> relationship with <strong>MOD</strong> <strong>and</strong> OGD<br />

stakeholders, academia <strong>and</strong> industry within the security, OGD, CBR, creativity &<br />

innovation, counter terrorism, ISTAR <strong>and</strong> sensors, cyber <strong>and</strong> influence, support<br />

to operations, human dimension <strong>and</strong> medical sciences programme areas.
