Crime and Safety SITUATION Brightmoor began its crime and safety efforts in October 2006 Under the leadership of Pastor Jerome L. Warfield, chairman of the Brightmoor Alliance, a meeting was called. All school principals, clergy, NW District Commander Haddad, Detroit School Public Safety officials, Skillman officials, and community leaders asked to attend. Within 48 hours, approximately 20 felons were captured and the perpetrator of two reported sexual assaults was apprehended. These arrests were a direct result of the stakeholders coming together with the single goal of creating a safe environment for the students and residents of Brightmoor Crime and Safety is defined by three critical elements: youth crime prevention, environmental concerns, and parent involvement in crime prevention and safety LONG-TERM PRIORITIES Youth Crime Prevention To foster a proactive environment that will encourage, support, and develop youth in Brightmoor to become more productive though positive activities that will improve their quality of life Environmental Concerns To promote and advocate for a clean and safe community, free of abandoned homes and illegal dump sites. We will rally the community to keep Brightmoor “Bright and Clean” Parent Involvement in Crime Prevention and Safety To develop and maintain a working rapport with law and safety enforcement officials. We will continue cultivating an outreach partnership with NW District law enforcement officials, PLSO organizations, community partners, city officials, and residents to improve the safety of children going to and from out-of-school activities SHORT-TERM PRIORITIES Youth Crime Prevention Enroll youth and families in specified programming Develop employment and living wage opportunities Continue strengthening collaborative relationships Environmental Concerns Get rid of abandoned, burned-out and unsafe homes and buildings. Develop process to allow abandoned housing sites to be redeveloped by community and neighborhood partners Institute a house/building deconstruction program to create training and jobs for residents Conduct park improvement Offer viable alternatives for recreational activities Keep updated inventory of properties to chart progress towards site improvement Monitor illegal dumping sites and work with residents to report those who are breaking the law Work with legislators to advocate for, strengthen, and enforce illegal dumping laws and statues Work with local businesses, residents, and neighborhood city hall officials to set up community reporting on environmental concerns Parent Involvement in Crime Prevention and Safety Organize and implement CB patrol Develop relationships with City departments, DPS safety officials, and other necessary constituents Promote benefits of fostering a stronger PLSO organization Make smoke detectors available to all residents Recruit parents and concerned citizens to work with local schools IMPLEMENTATION STRATEGIES (ACTIVITIES) Youth Crime Prevention Conduct inventory to determine current successful and underutilized programs as well as document gaps and identify partners to provide resources Institute programming in entrepreneurial training, healthy eating and living life styles, family intervention and family support services, and job training and employment Conduct door-to-door campaign Place PSAs on TV, radio, and in neighborhood newsletters Environmental Concerns Develop list of abandoned and burned-out property, including ownership status Conduct neighborhood cleanup, especially of neighborhood parks Work with City officials to maintain proper street lighting and clean up illegal dumping Work with Pastors Alliance to employ and train residents to keep vacant lots clean Work with professionals to train and teach deconstruction skills Have plans in place to demolish, deconstruct, or redevelop properties Develop list of top 12 illegal dumping sites Implement “Keep Brightmoor Bright” media campaign Parent Involvement in Crime Prevention and Safety Work with law enforcement officials to establish a satellite station, including site location, staffing, and resources needed to maintain activities Work with fire department to ensure that all homes have working smoke detectors Develop parent/resident recruitment plan with DPS officials to increase participation in after-school activities
