O C P CO U N C I L R E P O RT DECEMBER 2006 BY-LAW AMENDMENTS APPROVED In order to facilitate the work of the Registration Committee, Council has approved changes to the by-laws respecting the composition of this committee. Currently, the by-laws prescribe the exact number of elected and public members of council serving on this committee. The frequency of meetings and volume of applications for registration continues to rise and the amendments to the Registration Committee composition will increase the size of the committee from which panels can be drawn (in accordance with the legislation). Council also approved amendments to Article IV of the by-laws which will enable members to run for Council elections based on either their declared place of practice or their home address. The approved amendments are as follows: 4.7 Eligibility for Election. A member is eligible for election to the Council in an Electoral District if, on June 1 immediately preceding the election, either: 4.7.1 The member has his or her declared place of practice in the Electoral District pursuant to 4.4.2. If so, the member shall establish, to the satisfaction of the Elections Committee, that the majority of his or her time in the practice of pharmacy takes place in the declared Electoral District; or 4.7.2 The member’s permanent residence is in the electoral district in which the member seeks election to Council. If so, the member shall establish, to the satisfaction of the Elections Committee, that the member’s permanent residence is in the Electoral District Other amendments include changes to the signing authority of the College’s Executive management as well as adoption of a new Code of Conduct to replace the current Conflict of Interest guidelines for Council and Committee members (Schedule B of the by-laws). This new Code of Conduct, which draws on various codes in place at other regulatory colleges within and outside Ontario, is aimed at more clearly articulating the expectations of serving on Council and the procedures to dealing with matters if they arise. CODE OF ETHICS FOR MEMBERS * OF ONTARIO COLLEGE OF PHARMACISTS RATIFIED Following its circulation, the proposed Code of Ethics (Schedule A of the by-laws), was ratified by Council at the meeting. *Members are defined as pharmacists, registered pharmacy students, interns and registered pharmacy technicians (pending). All the above-noted amendments to the by-laws are effective immediately and the amended by-laws and schedules can be found on the website at www.ocpinfo.com PROPOSED RELOCATION OF COLLEGE OPERATIONS Council unanimously approved a motion to approve the purchase of a building located on College Street conditional on: (1) Completion of a thorough due diligence study to confirm engineer- 6 Pharmacy Connection January • February 2007
ing soundness, and order of magnitude cost estimates based on architectural/design layouts that accommodate the needs of the College; (2) sale of existing properties; and (3) securing financing for any shortfall of funding. The College has owned the property at 483 Huron Street since the early 1960s. The building has undergone two significant expansions, the most recent of which was completed in late 1992. In early 2000, it became apparent that the College had again outgrown the space on Huron and following a special Council meeting in May 2001, the College purchased the building at 186 St. George. The property located on College Street is a landmark building built in 1892, situated steps to the Queen’s Park subway station. It is six and a half stories high (including the basement) with a floor size of approximately 6,600 sq. ft. Council agreed that securing the purchase of this new building will enable the College to consolidate its operations under one roof, provide room for growth and place us in a very desirable location given the proximity of the building to Queen’s Park and the Leslie Dan Faculty of Pharmacy. The building will also continue to provide the membership with a symbol of the profession given its stately nature and its historical background. A Negotiations Sub-committee has been established by the Executive Committee to negotiate on behalf of the College, within the parameters of the Finance Committee’s recommendations, and developments respecting this proposed relocation will be provided to the membership. PHARMACY TECHNICIAN OBSERVERS WELCOMED AT COUNCIL TABLE Council welcomed Ms. Bonnie Bokma and Ms. Catherine Graham to their inaugural Council meeting. Both technicians have been appointed by the President to sit as observers at the Council table and also to serve on the Pharmacy Technician Working Group of the College. Significant progress also continues in the areas of accreditation of pharmacy technician programs as well as pharmacy technician education curricula and Council was encouraged to learn that the outcomes of the education programs are consistent with the competencies that this College has identified. In addition, the Pharmacy Examining Board of Canada is undertaking the development and pilot of a national entry-to-practice examination for the assessment and certification of the competence of Pharmacy Technicians in collaboration with this College. As a first step, the PEBC has established a Project Steering Committee and President Cook and Ms. Bonnie Hauser, Chair of the Pharmacy Technicians Working Group, will represent the College on this Steering Committee. STANDARDS FOR PHARMACISTS PROVIDING SERVICES TO LICENSED LONG TERM CARE FACILITIES APPROVED Also approved for implementation on January 1, 2007 were the Standards for Pharmacists Providing Services to Licensed Long- Term Care Facilities. Following circulation of the proposed standards in July/August 2006, minor amendments were made to the document and subsequently approved by Council at its meeting in December.
