1. This Invitation for Bids follows the General Procurement Notice for this Project that<br />
appeared in Development Business, issue no. 790 of 31 16 January 2011.<br />
2. The Ministry of Health and Population (MoHP) has received a grant/credit from the<br />
International Development Association toward the cost of Nepal Health Sector Program<br />
<strong>II</strong>, and it intends to apply part of the proceeds of this grant/credit to payments under the<br />
Contracts for the Supply and Delivery of Vaccines and Syringes at Central Medical<br />
Store, Teku, Kathmandu, Nepal for each of nine (9) slices as detailed in the paragraph 8<br />
below.<br />
3. The MoHP, Department of Health Services (DoHS), Logistic <strong>Management</strong> <strong>Division</strong><br />
(LMD), Teku, Kathmandu now invites sealed bids from eligible and qualified bidders<br />
for the Supply and Delivery of Vaccines and Syringes at Central Medical Store, Teku,<br />
Kathmandu, Nepal under a multiyear contract arrangement.<br />
A bidder may bid for any one or more than one slice. Bidders bidding for more than<br />
one slice will so indicate in their bid form, together with a statement regarding<br />
discount/cross discount if any. Bidders shall quote for the complete quantity of quoted<br />
slice. Evaluation will be done for each slice, with the final award being determined<br />
based on the combination that is of least cost to the Purchaser.<br />
Vaccines to be supplied under this bid must be registered with the Department of Drugs<br />
Administration, Government of Nepal (DDA/GoN) through either a valid marketing<br />
license if the product is manufactured in Nepal or a valid import license issued by<br />
DDA/GoN in case the product is manufactured in foreign country. Such import license<br />
is not required at the time of bid submission. However, a successful bidder offering<br />
products manufactured in a foreign country shall be required to submit a certified copy<br />
of a valid import license at the time of contract signing. Such licenses are not required<br />
for the supply of items categorized as syringes.<br />
Bidders who cannot submit license/registration certificate from DDA/N at the time of<br />
bidding are strongly advised to consult DDA/N to initiate the process for issuance of<br />
such license. For pharmaceutical products registered by a Stringent Regulatory<br />
Authority (SRA) the procedure for obtaining import license from DDA requires less<br />

such import license from DDA/GoN, but will not be responsible for the timely<br />
acquisition of such license.
4. Bidding will be conducted through the International Competitive Bidding (<strong>ICB</strong>)<br />
procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans<br />
and IDA Credits (May 2004, revised October 2006), and is open to all bidders from<br />
Eligible Source Countries as defined in the Guidelines.<br />
5. Interested eligible bidders may obtain further information and inspect the Bidding<br />
Documents from the <strong>Logistics</strong> <strong>Management</strong> <strong>Division</strong> (LMD), Teku, Kathmandu during<br />
1000 to 1600 hours (Nepali Time) on GoN official working days.<br />
6. A complete set of Bidding Documents in English may be purchased by interested<br />
bidders on the submission of a written Application to the address below and upon<br />
payment of a non-refundable fee of NPR 10,000.00 or US$ 120.00. The method of<br />
payment will be in the form of cash deposit certificate in Revenue Title no 14227,<br />
Office code no. 27-370-11, Account no.1-1-001 of Rastriya Banijya Bank, Teku<br />
Branch. Foreign Bidders may also pay through a bank draft in favor of the Logistic<br />
<strong>Management</strong> <strong>Division</strong> (LMD), or may receive the (numbered) Bidding Documents<br />
from the LMD against Cash Payment for which a signed and stamped receipt bearing<br />
the number of the document will be issued.<br />
The Documents will be available at the LMD at the address below from the 11 th<br />
January 2013 until the 26 th February 2013, 12:00 Hours (Nepal Time). If requested<br />
in writing and on payment of an additional non-refundable fee of US$ 50.00 or NPR<br />
4,000.00 per set, documents shall be sent through a reliable courier service. The LMD<br />
however will not be responsible for any delay or non-delivery of the documents so sent.<br />
7. Bids must be delivered to the address below at or before 1200 hours (Nepal Time) on<br />
26 th February 2013. All bids must be accompanied by a Bid Security not less than the<br />
amounts shown in the Table below. Late Bids will be rejected. Bids will be opened in<br />
the presence of the bidders’ representatives, who choose to attend in person at the<br />
address below at 12:30 hours (Nepal Time) on 26 th February 2013.<br />
8. Bid securities should be in the name of the bidder and in case of a Bid Security issued<br />
by a foreign bank, the same shall be counter-guaranteed by a Class A Commercial<br />
Bank in Nepal. The amount of the Bid Security shall be not less than the amounts shown in<br />
the Table below and must be valid for twenty-eight (28) days after the end of the bid validity<br />
period (i.e. till 24 th July 2013).<br />

9. If the specified date for submission and opening of the bid falls on a government<br />
holiday, then the same time of the next working day shall be considered for such events.<br />
