IODA AFRICAN CHAMPIONSHIP 2008 

Grand Baie, MAURITIUS 

9 – 17 August 2008 

1. VENUE 

NOTICE OF RACE 

The 2008 IODA African Championship will be held from August 9th through 17th 2008 in Grand 

Baie, Mauritius. The racing area will be in the bay itself and the shore venue will be the Grand 

Baie Yacht Club. Attachment 1 shows the shore venue and racing area. 

2. ORGANIZING AUTHORITY 

The Championship is organized by the Mauritius Yachting Association in conjunction with the 

Grand Baie Yacht Club under the authority of the International Optimist Dinghy Association 

(IODA). 

3. LANGUAGE 

4. RULES 

English shall be the Official Language for the Championship. 

4.1 The Championship shall be sailed under the following rules: 

a. The 2005 - 2008 ISAF Racing Rules of Sailing (RRS); 

b. The current Class Rules and Conditions of the IODA; 

c. The final Notice of Race; 

d. The Sailing Instructions (SI) and their amendments; 

e. The Supplementary Sailing Instructions (SSI) and their amendments; 

4.2 The prescriptions of the Mauritius Yachting Association will not apply. 

4.3 The event is designated Category A, ISAF Regulation 20; All competitors may be required to 

display advertising of the event sponsors on each side of the hull in accordance with ISAF 

Regulation 20.3(d)(i). 

4.4 Sailing Instructions will be available at registration. 

4.5 Boats shall “conspicuously display a red flag” according to the second sentence of RRS 61.1(a). 

(Amends RRS 61.1(a)(2)) A boat required to display a flag shall do so until she is no longer 

racing and shall inform a Race Committee finish boat of the boat being protested immediately 

after finishing. (Amends RRS 61.1(a), third sentence) 

4.6 Tanzania is authorized to enter the Championship according to the letter from ISAF dated July 

16 2008. (RRS 86.2) 

5. INTERNATIONAL JURY 

An international Jury will be constituted in accordance with RRS Appendix N. Decisions of the 

International Jury are final and not subject to appeal as provided in RRS 70.4. 

6. ELIGIBILITY 

6.1 Competitors shall comply with the ISAF Eligibility Code, Regulation 19 and with the Conditions 

for IODA Continental Championships. 

6.2 Entries are limited to 64 sailors born in 1993 or later. Subject to this limit each African member 

of IODA may enter a team of seven sailors with a maximum of 5 being of the same gender. 

Countries geographically partly in Africa but politically in Europe shall be considered to be 

African in respect of sailors resident in Africa. 

6.3 Mauritius, as the host country, and South Africa may enter up to 14 sailors with a maximum of 

10 being of the same gender. 

6.4 If by 1 May, 2008 the number of sailors entered with deposits is less than 60, the remaining 

places will be allocated by the IODA Executive Committee to non African countries in the order 

in which they were requested. These places must be confirmed by registration and payment 

before 1 June 2008.

6.5 Each team shall be accompanied by a Team Leader and may be accompanied by other two 

adults. 

6.6 Competitors shall be either national or bona fide residents of the country they represent, 

unless otherwise agreed by the IODA Executive Committee. A competitor who has represented 

one country at an IODA World or Continental Championship shall not represent another member 

country except in cases of alteration of residence, which cases shall be approved by the IODA 

Executive Committee. 

6.6 Attention is drawn to ISAF Regulations relative to the ISAF World Youth Championship (change 

of nationality). 

7. FORMAT OF THE CHAMPIONSHIP 

7.1 The IODA African Championship is made up of two events: 

a. The OPTIMIST INDIVIDUAL AFRICAN CHAMPIONSHIP (IAC); 

b. The OPTIMIST TEAM RACING AFRICAN CHAMPIONSHIP (TRAC). 

7.2 For the IAC the entire fleet will race in one group. No more than four races will be sailed on 

any day. 

7.3 For the TRAC: 

a. After the first 5 races sailed in the IAC the total points of the 4 sailors with the best cumulative 

results from each country will be added to give a total score for each country. The total points 

of the following 4 sailors of South Africa and Mauritius will be added to give a total score for 

their second team. 

b. In the event of less than 5 races being complete before the day of the team racing, the total 

scores will be based on the number of races that have been completed. 

c. The team scores mentioned above will be according to the results available at 2000 on the day 

before the TRAC regardless of protests or requests for redress not yet decided. 

d. The team racing event will be held for up to 16 teams from countries represented by at least 

four sailors. The grid will be drawn according to the cumulative results of each four sailors as 

described on 7.3.a through 7.3.c. If a qualifying country decides not to enter a team to 

compete, it shall inform the Race Committee. 

e. Teams will be comprised of 5 sailors of which 4 will sail in each race. Composition of teams is 

at the discretion of the qualifying country. 

f. The format for the Team Racing African Championship will be described in the Supplementary 

Sailing Instructions. 

8. PROGRAM

Friday, August 15 Optimist Individual African Championship, races. 

Saturday, August 16 Optimist Individual African Championship, races. 

Prize giving and Closing Ceremony. 

Sunday, August 17 Official Departure Day. 


9. SCORING 




9.1 For the IAC competition the series shall consist of up to 12 races, of which 5 must be 

completed to constitute a Championship. 

9.2 Each boat’s total score will be the sum of her scores for all races except that when 12 races 

have been completed, her two worst scores shall be excluded or if only 4 or more but less than 

12 races have been completed, her single worst score shall be excluded. 

9.3 The scoring system for the TRAC will be described in the Supplementary Sailing Instructions. 

Appendix D will apply. 

10. SAFETY 

10.1 Adequate personal buoyancy shall be worn at all times while afloat. Wet suits and dry suits do 

not constitute adequate personal buoyancy. If the buoyancy device is of an inflatable type, it 

shall be inflated at all times while afloat. This changes RRS 40. 

10.2 Each boat shall have on board a paddle securely attached to the hull by a lanyard or elastic 

cord (CR 4.3.c). The blade surface of such paddle shall not be less than 0.025 square meters. 

Each competitor shall carry a whistle securely attached to the personal buoyancy device (CR 

4.2.a). Competitors not complying with this instruction will be attributed a penalty of 5 points 

for each race of the day on which they have failed to observe this instruction. 

11. SUPPORT BOATS 

11.1 Team support boats shall be used according to the following conditions: 

a. Each boat shall display flags bearing the three letter national codes of the supported countries, 

which will be supplied by the Organizing Committee. 

b. From August 9th, boats shall be shared by coaches of at least two different countries as decided 

by the Organizing Committee. No more than one person from each team shall be on the water 

in the boat at the same time. 

c. All support boats shall comply with the rules established by the Organizing Committee. 

d. Consumables will be paid by the teams renting the support boat. 

11.2 Team support boats to be used during the Regatta (August 9th to 16th) are available from the 

organizers at: 

i. USD 50 per covered pirogue per day including fuel 

ii. USD 150 per ski boat per day including fuel 

11.3 Reservations of support boats shall be made before May 1st 2008 (reservation forms available at 

http://www.gbyc.info/site/) accompanied by a first payment of 50% of the total value 

(according to the option chosen). The remaining 50% will be charged on site at registration. 

Availability of support boats is not guaranteed for reservations and/or payments after 1st May 

2008. 

11.4 No damage deposit will be charged at registration as the boats are rented with their 

skippers/owners. 

11.5 It is possible to rent a boat to be used during pre-Regatta days (from August 4th to August 8th) at 

the same price mentioned in 11.2. A first payment of 50% of the total pre-Regatta fee is due 

May 1st 2008 to guarantee availability. The remaining 50% will be charged on site when 

chartering the boat. Allocation of early arrival support boats will be made in order of arrival. 

12. SPECTATOR BOATS 

A spectator boat will be available free of charge on regatta days. 

13. MEASUREMENT 

13.1 Competitors are allowed to use only one hull, dagger board, rudder (with tiller and extension), 

mast, boom, sprit and sail during the Regatta. These parts of the equipment will be 

scrutineered and may be measured by the Measurement Sub-Committee according to the 





Measurement Regulations, and approved by this sub Committee to be complying with the Class 

Rules. 

13.2 Substitution of damaged equipment may be permitted providing that: 

a. The damaged equipment has been checked by the Measurement Sub-Committee; 

b. The substituting equipment is presented for measurement to the Measurement Sub-Committee 

after the end of the day’s racing. 

c. Such substitution is subject to the approval of the Race Committee given retrospectively. 

13.3 Boats chartered through the Organization may carry national letters or sail numbers in 

contravention of the Class Rules. The national letters to be carried shall be those of the 

country entering the chartered boat, and the number shall consist of the number of digits 

equal to the most recently issued sail number in that country. 

13.4 Competitors are only allowed to compete in the championship in boats correctly registered in 

the country of the competitor or in Praga Marine charter boats officially chartered for the 

championship through the Organizing Committee. 

13.5 Hulls officially chartered through the organisers shall be supplied with a Registration Book but 

are exempt from complying with Class Rule 2.4.3 (b) and (c). 

13.6 Sails measuring to the maximum limits during the measurement days may be re-measured on 

the spare day. 

13.7 Sails to be used during the event shall have been measured before scrutineering at the event. 

14. LIABILITY 

14.1 Participants compete entirely at their own risk and responsibility. See RRS 4, Decision to Race. 

14.2 The Organizing Authority and any other party involved in the organization of the Championship 

accept no liability whatsoever for any injury, damage, loss or claim, whether personal or 

material, incurred by or inflicted to participants before, during or after the Championship. 

14.3 All competitors and support Staff will be required to execute liability waiver. 

15. INSURANCE 

Each competitor shall be insured with valid third party liability insurance with a minimum cover 

of USD 300.000,00 per event or the equivalent. Teams unable to do so may contract the 

insurance through the Organization. Estimated cost USD 22 per sailor/boat as a maximum. 

16. ENTRY FEES 

16.1 Entry fee including accommodation and all meals, between official Arrival Day (August 9th 2008) 

and Official Departure Day (August 17th 2008) (8 nights and 23 meals) will be USD 600 per sailor 

and USD 700 per adult (maximum three). See 16.4 for further details. 

16.2 Fees Payable: 

a. 50% of the Optimist charter fee must be received by Bank Draft or Wire Transfer by February 

1st 2008. 

b. 50% of the entry and support boat fees and the remaining 50% of the Optimist charter fee must 

be received by Bank Draft or Wire Transfer by May 1st 2008. 

c. The balance of the entry fees must be received by July 1st 2008. 

d. The balance of the support boat charter fees will be charged at registration on August 9th 2008. 

16.3 A surcharge of 20% will be charged to all late entries. All late entries include payments for 

charter boats, support boats and/or entry fees received after the first or second payment 

deadlines.

c. Fees must be paid in either USD or Euros. They must be free from bank commissions. Any bank 

fee will be charged to the competitors. 

17. ENTRIES 

Entries shall be made with the official forms, available at www.gbyc.info/site/, according to 

the following schedule: 

a. The Charter Boat Reservation Form shall be returned to the Organising Committee not later 

than February 1st 2008. 

b. The Preliminary Entry Form and Support Boat Reservation Form shall be returned to the 

Organizing Committee not later than May 1st 2008. 

c. The Second Entry Form shall be returned to the OC not later than July 1st 2008. 

d. The Final Entry Form shall be returned to the OC as soon as the members of the teams have 

been chosen but not later than July 1st 2008. 

18. ACCOMMODATION 

18.1 Competitors and team officials will be housed in a 3 star hotel, within walking distance (10 

mins) from the shore venue. Official accommodation will be available from 12:30 on August 9th 

2008 until 11:00 on August 17th 2008. 

18.2 All three meals will be provided. Breakfast and dinner will be served at the hotel, while lunch 

will be provided in lunch boxes. The first official meal will be dinner on August 9th 2008 and the 

last official meal will be breakfast on August 17th 2008. 

18.3 No damage deposit will be charged by the hotel. If damage has occurred extra charges will be 

paid directly to the hotel and may be paid by Visa or MasterCard. 

18.4 Special food can be provided if requested in advance. Please send special requests filling in the 

corresponding field in the Second Entry Form. 

19. EARLY ARRIVALS 

19.1 Teams wishing to arrive before the official arrival date should contact the Organizing 

Committee in order to book accommodation. The daily fee (3 to 4 persons per room) will be 

approximately USD 70 per person (bed & breakfast). 

19.2 Early arrivals have to be booked by 31st March 2008 to guarantee availability of rooms. 

19.3 Club facilities will be open from Monday the 4th of August 2008. 

20. CHARTER BOATS 

20.1 Charter boats are mandatory, except for sailors from Mauritius who may sail on their own 

boats. 





20.2 Praga Marine charter boats will be provided by The Mauritius Yachting Association. They will be 

allocated on a random basis to individual sailors by the Organizing Committee under the 

supervision of the IODA Executive Committee. 

20.3 Competitors shall not modify the boats or cause them to be modified in any way except that 

a. a compass may be tied or taped to the hull or spars; 

b. wind indicators, including yarn or thread, may be tied or taped anywhere on the boat; 

c. hulls, dagger boards and rudders may be cleaned, but only with water; 

d. adhesive tape may be used anywhere above the water line; and 

e. all fittings or equipment designed to be adjusted may be adjusted, provided that the Class 

Rules are complied with. 

20.4 Competitors may use their own spars, foils, fittings and running rigging. 

20.5 Charter boats will be complete with blocks, air bags, mainsheet, racing spars and racing foils 

(manufactured by Praga Marine - India). No sails will be provided. No bailers, or paddles or 

bowlines will be provided. 

20.6 The cost for the 8 Regatta days (August 9th to 16th) will be USD 550 per boat. First payment of 

USD 275 is due February 1st 2008. Remaining USD 275 shall be received on or before May 1st 

2008. 

20.7 Charter boats will also be available before the Official Arrival Day, from August the 4th to 

August 8th inclusive, free of charge. Reservations of pre-Regatta charter boats shall be made 

before March 1st 2008. 

20.8 No damage deposit will be required on receipt of each boat, but if damage has occurred 

participants will be charged as per a predetermined list, base on cost of replacement. 

21. TRANSPORTATION 

Free of charge transportation to and from The SSR Plaisance International Airport will be 

provided. Please fill in the corresponding fields in the Second Entry Form to let us arrange your 

trip schedule. 

22. SUPPORTERS 

Supporters shall make reservations by themselves. Please contact the official travel agency

23. SOCIAL EVENTS 

To enhance the friendship between the participants and to make their stay in Mauritius more 

enjoyable, appropriate social events will be organised. Casual attire. 

24. MISCELLANEOUS 

24.1 Each team is kindly requested to bring its own National Flag (100cm x 150cm) and the National 

Anthem recorded on CD. 

24.2 There are no medical precautions that need to be taken when entering Mauritius.

26. VISA REQUIREMENTS 

Delegations shall contact a Mauritius Embassy or Consulate in their country to get the latest 

visa requirements, but most countries of the Southern Africa Developing Countries (SADC), 

Common Market for Eastern and Southern Africa (COMESA) and European Union (EU) do not 

require one.

27.2 Each participating country should designate a person to be the official contact with the 

Organizing Committee and provide an e-mail address. 

28. PRIZES 

28.1 Prizes for the fleet racing event will be awarded at least to: 

a. The three best-placed male sailors regardless of their continent of residence; 

b. The three best-placed female sailors regardless of their continent of residence; 

c. The three best-placed male sailors whose IODA member is African; 

d. The three best-placed female sailors whose IODA member is African. 

28.2 Prizes for the team racing event will be awarded at least to: 

a. The best-placed team in the Team Racing African Championship; 

b. The best-placed African team if different. 

c. Each team member of the winning team/s will be awarded a medal. 

28.3 More prizes may be awarded at the criteria of the organisers.
