1. VENUE<br />
NOTICE OF RACE<br />
The <strong>2008</strong> IODA African Championship will be held from August 9th through 17th <strong>2008</strong> in Grand<br />
Baie, Mauritius. The racing area will be in the bay itself and the shore venue will be the Grand<br />
Baie Yacht Club. Attachment 1 shows the shore venue and racing area.<br />
2. ORGANIZING AUTHORITY<br />
The Championship is organized by the Mauritius Yachting Association in conjunction with the<br />
Grand Baie Yacht Club under the authority <strong>of</strong> the <strong>International</strong> Optimist Dinghy Association<br />
(IODA).<br />
3. LANGUAGE<br />
4. RULES<br />
English shall be the Official Language for the Championship.<br />
4.1 The Championship shall be sailed under the following rules:<br />
a. The 2005 - <strong>2008</strong> ISAF Racing Rules <strong>of</strong> Sailing (RRS);<br />
b. The current Class Rules and Conditions <strong>of</strong> the IODA;<br />
c. The final Notice <strong>of</strong> Race;<br />
d. The Sailing Instructions (SI) and their amendments;<br />
e. The Supplementary Sailing Instructions (SSI) and their amendments;<br />
4.2 The prescriptions <strong>of</strong> the Mauritius Yachting Association will not apply.<br />
4.3 The event is designated Category A, ISAF Regulation 20; All competitors may be required to<br />
display advertising <strong>of</strong> the event sponsors on each side <strong>of</strong> the hull in accordance with ISAF<br />
Regulation 20.3(d)(i).<br />
4.4 Sailing Instructions will be available at registration.<br />
4.5 Boats shall “conspicuously display a red flag” according to the second sentence <strong>of</strong> RRS 61.1(a).<br />
(Amends RRS 61.1(a)(2)) A boat required to display a flag shall do so until she is no longer<br />
racing and shall inform a Race Committee finish boat <strong>of</strong> the boat being protested immediately<br />
after finishing. (Amends RRS 61.1(a), third sentence)<br />
4.6 Tanzania is authorized to enter the Championship according to the letter from ISAF dated July<br />
16 <strong>2008</strong>. (RRS 86.2)<br />
5. INTERNATIONAL JURY<br />
An international Jury will be constituted in accordance with RRS Appendix N. Decisions <strong>of</strong> the<br />
<strong>International</strong> Jury are final and not subject to appeal as provided in RRS 70.4.<br />
6. ELIGIBILITY<br />
6.1 Competitors shall comply with the ISAF Eligibility Code, Regulation 19 and with the Conditions<br />
for IODA Continental Championships.<br />
6.2 Entries are limited to 64 sailors born in 1993 or later. Subject to this limit each African member<br />
<strong>of</strong> IODA may enter a team <strong>of</strong> seven sailors with a maximum <strong>of</strong> 5 being <strong>of</strong> the same gender.<br />
Countries geographically partly in Africa but politically in Europe shall be considered to be<br />
African in respect <strong>of</strong> sailors resident in Africa.<br />
6.3 Mauritius, as the host country, and South Africa may enter up to 14 sailors with a maximum <strong>of</strong><br />
10 being <strong>of</strong> the same gender.<br />
6.4 If by 1 May, <strong>2008</strong> the number <strong>of</strong> sailors entered with deposits is less than 60, the remaining<br />
places will be allocated by the IODA Executive Committee to non African countries in the order<br />
in which they were requested. These places must be confirmed by registration and payment<br />
before 1 June <strong>2008</strong>.<br />

6.5 Each team shall be accompanied by a Team Leader and may be accompanied by other two<br />
adults.<br />
6.6 Competitors shall be either national or bona fide residents <strong>of</strong> the country they represent,<br />
unless otherwise agreed by the IODA Executive Committee. A competitor who has represented<br />
one country at an IODA World or Continental Championship shall not represent another member<br />
country except in cases <strong>of</strong> alteration <strong>of</strong> residence, which cases shall be approved by the IODA<br />
Executive Committee.<br />
6.6 Attention is drawn to ISAF Regulations relative to the ISAF World Youth Championship (change<br />
<strong>of</strong> nationality).<br />
7. FORMAT OF THE CHAMPIONSHIP<br />
7.1 The IODA African Championship is made up <strong>of</strong> two events:<br />
a. The OPTIMIST INDIVIDUAL AFRICAN CHAMPIONSHIP (IAC);<br />
b. The OPTIMIST TEAM RACING AFRICAN CHAMPIONSHIP (TRAC).<br />
7.2 For the IAC the entire fleet will <strong>race</strong> in one group. No more than four <strong>race</strong>s will be sailed on<br />
any day.<br />
7.3 For the TRAC:<br />
a. After the first 5 <strong>race</strong>s sailed in the IAC the total points <strong>of</strong> the 4 sailors with the best cumulative<br />
results from each country will be added to give a total score for each country. The total points<br />
<strong>of</strong> the following 4 sailors <strong>of</strong> South Africa and Mauritius will be added to give a total score for<br />
their second team.<br />
b. In the event <strong>of</strong> less than 5 <strong>race</strong>s being complete before the day <strong>of</strong> the team racing, the total<br />
scores will be based on the number <strong>of</strong> <strong>race</strong>s that have been completed.<br />
c. The team scores mentioned above will be according to the results available at 2000 on the day<br />
before the TRAC regardless <strong>of</strong> protests or requests for redress not yet decided.<br />
d. The team racing event will be held for up to 16 teams from countries represented by at least<br />
four sailors. The grid will be drawn according to the cumulative results <strong>of</strong> each four sailors as<br />
described on 7.3.a through 7.3.c. If a qualifying country decides not to enter a team to<br />
compete, it shall inform the Race Committee.<br />
e. Teams will be comprised <strong>of</strong> 5 sailors <strong>of</strong> which 4 will sail in each <strong>race</strong>. Composition <strong>of</strong> teams is<br />
at the discretion <strong>of</strong> the qualifying country.<br />
f. The format for the Team Racing African Championship will be described in the Supplementary<br />
Sailing Instructions.<br />

9. SCORING<br />

9.1 For the IAC competition the series shall consist <strong>of</strong> up to 12 <strong>race</strong>s, <strong>of</strong> which 5 must be<br />
completed to constitute a Championship.<br />
9.2 Each boat’s total score will be the sum <strong>of</strong> her scores for all <strong>race</strong>s except that when 12 <strong>race</strong>s<br />
have been completed, her two worst scores shall be excluded or if only 4 or more but less than<br />
12 <strong>race</strong>s have been completed, her single worst score shall be excluded.<br />
9.3 The scoring system for the TRAC will be described in the Supplementary Sailing Instructions.<br />
Appendix D will apply.<br />
10. SAFETY<br />
10.1 Adequate personal buoyancy shall be worn at all times while afloat. Wet suits and dry suits do<br />
not constitute adequate personal buoyancy. If the buoyancy device is <strong>of</strong> an inflatable type, it<br />
shall be inflated at all times while afloat. This changes RRS 40.<br />
10.2 Each boat shall have on board a paddle securely attached to the hull by a lanyard or elastic<br />
cord (CR 4.3.c). The blade surface <strong>of</strong> such paddle shall not be less than 0.025 square meters.<br />
Each competitor shall carry a whistle securely attached to the personal buoyancy device (CR<br />
4.2.a). Competitors not complying with this instruction will be attributed a penalty <strong>of</strong> 5 points<br />
for each <strong>race</strong> <strong>of</strong> the day on which they have failed to observe this instruction.<br />
11. SUPPORT BOATS<br />
11.1 Team support boats shall be used according to the following conditions:<br />
a. Each boat shall display flags bearing the three letter national codes <strong>of</strong> the supported countries,<br />
which will be supplied by the Organizing Committee.<br />
b. From August 9th, boats shall be shared by coaches <strong>of</strong> at least two different countries as decided<br />
by the Organizing Committee. No more than one person from each team shall be on the water<br />
in the boat at the same time.<br />
c. All support boats shall comply with the rules established by the Organizing Committee.<br />
d. Consumables will be paid by the teams renting the support boat.<br />
11.2 Team support boats to be used during the Regatta (August 9th to 16th) are available from the<br />
organizers at:<br />
i. USD 50 per covered pirogue per day including fuel<br />
ii. USD 150 per ski boat per day including fuel<br />
11.3 Reservations <strong>of</strong> support boats shall be made before May 1st <strong>2008</strong> (reservation forms available at<br />
http://www.gbyc.info/site/) accompanied by a first payment <strong>of</strong> 50% <strong>of</strong> the total value<br />
(according to the option chosen). The remaining 50% will be charged on site at registration.<br />
Availability <strong>of</strong> support boats is not guaranteed for reservations and/or payments after 1st May<br />
<strong>2008</strong>.<br />
11.4 No damage deposit will be charged at registration as the boats are rented with their<br />
skippers/owners.<br />
11.5 It is possible to rent a boat to be used during pre-Regatta days (from August 4th to August 8th) at<br />
the same price mentioned in 11.2. A first payment <strong>of</strong> 50% <strong>of</strong> the total pre-Regatta fee is due<br />
May 1st <strong>2008</strong> to guarantee availability. The remaining 50% will be charged on site when<br />
chartering the boat. Allocation <strong>of</strong> early arrival support boats will be made in order <strong>of</strong> arrival.<br />
12. SPECTATOR BOATS<br />
A spectator boat will be available free <strong>of</strong> charge on regatta days.<br />
13. MEASUREMENT<br />
13.1 Competitors are allowed to use only one hull, dagger board, rudder (with tiller and extension),<br />
mast, boom, sprit and sail during the Regatta. These parts <strong>of</strong> the equipment will be<br />
scrutineered and may be measured by the Measurement Sub-Committee according to the<br />

Measurement Regulations, and approved by this sub Committee to be complying with the Class<br />
Rules.<br />
13.2 Substitution <strong>of</strong> damaged equipment may be permitted providing that:<br />
a. The damaged equipment has been checked by the Measurement Sub-Committee;<br />
b. The substituting equipment is presented for measurement to the Measurement Sub-Committee<br />
after the end <strong>of</strong> the day’s racing.<br />
c. Such substitution is subject to the approval <strong>of</strong> the Race Committee given retrospectively.<br />
13.3 Boats chartered through the Organization may carry national letters or sail numbers in<br />
contravention <strong>of</strong> the Class Rules. The national letters to be carried shall be those <strong>of</strong> the<br />
country entering the chartered boat, and the number shall consist <strong>of</strong> the number <strong>of</strong> digits<br />
equal to the most recently issued sail number in that country.<br />
13.4 Competitors are only allowed to compete in the <strong>championship</strong> in boats correctly registered in<br />
the country <strong>of</strong> the competitor or in Praga Marine charter boats <strong>of</strong>ficially chartered for the<br />
<strong>championship</strong> through the Organizing Committee.<br />
13.5 Hulls <strong>of</strong>ficially chartered through the organisers shall be supplied with a Registration Book but<br />
are exempt from complying with Class Rule 2.4.3 (b) and (c).<br />
13.6 Sails measuring to the maximum limits during the measurement days may be re-measured on<br />
the spare day.<br />
13.7 Sails to be used during the event shall have been measured before scrutineering at the event.<br />
14. LIABILITY<br />
14.1 Participants compete entirely at their own risk and responsibility. See RRS 4, Decision to Race.<br />
14.2 The Organizing Authority and any other party involved in the organization <strong>of</strong> the Championship<br />
accept no liability whatsoever for any injury, damage, loss or claim, whether personal or<br />
material, incurred by or inflicted to participants before, during or after the Championship.<br />
14.3 All competitors and support Staff will be required to execute liability waiver.<br />
15. INSURANCE<br />
Each competitor shall be insured with valid third party liability insurance with a minimum cover<br />
<strong>of</strong> USD 300.000,00 per event or the equivalent. Teams unable to do so may contract the<br />
insurance through the Organization. Estimated cost USD 22 per sailor/boat as a maximum.<br />
16. ENTRY FEES<br />
16.1 Entry fee including accommodation and all meals, between <strong>of</strong>ficial Arrival Day (August 9th <strong>2008</strong>)<br />
and Official Departure Day (August 17th <strong>2008</strong>) (8 nights and 23 meals) will be USD 600 per sailor<br />
and USD 700 per adult (maximum three). See 16.4 for further details.<br />
16.2 Fees Payable:<br />
a. 50% <strong>of</strong> the Optimist charter fee must be received by Bank Draft or Wire Transfer by February<br />
1st <strong>2008</strong>.<br />
b. 50% <strong>of</strong> the entry and support boat fees and the remaining 50% <strong>of</strong> the Optimist charter fee must<br />
be received by Bank Draft or Wire Transfer by May 1st <strong>2008</strong>.<br />
c. The balance <strong>of</strong> the entry fees must be received by July 1st <strong>2008</strong>.<br />
d. The balance <strong>of</strong> the support boat charter fees will be charged at registration on August 9th <strong>2008</strong>.<br />
16.3 A surcharge <strong>of</strong> 20% will be charged to all late entries. All late entries include payments for<br />
charter boats, support boats and/or entry fees received after the first or second payment<br />
deadlines.<br />

17. ENTRIES<br />
Entries shall be made with the <strong>of</strong>ficial forms, available at www.gbyc.info/site/, according to<br />
the following schedule:<br />
a. The Charter Boat Reservation Form shall be returned to the Organising Committee not later<br />
than February 1st <strong>2008</strong>.<br />
b. The Preliminary Entry Form and Support Boat Reservation Form shall be returned to the<br />
Organizing Committee not later than May 1st <strong>2008</strong>.<br />
c. The Second Entry Form shall be returned to the OC not later than July 1st <strong>2008</strong>.<br />
d. The Final Entry Form shall be returned to the OC as soon as the members <strong>of</strong> the teams have<br />
been chosen but not later than July 1st <strong>2008</strong>.<br />
18. ACCOMMODATION<br />
18.1 Competitors and team <strong>of</strong>ficials will be housed in a 3 star hotel, within walking distance (10<br />
mins) from the shore venue. Official accommodation will be available from 12:30 on August 9th<br />
<strong>2008</strong> until 11:00 on August 17th <strong>2008</strong>.<br />
18.2 All three meals will be provided. Breakfast and dinner will be served at the hotel, while lunch<br />
will be provided in lunch boxes. The first <strong>of</strong>ficial meal will be dinner on August 9th <strong>2008</strong> and the<br />
last <strong>of</strong>ficial meal will be breakfast on August 17th <strong>2008</strong>.<br />
18.3 No damage deposit will be charged by the hotel. If damage has occurred extra charges will be<br />
paid directly to the hotel and may be paid by Visa or MasterCard.<br />
18.4 Special food can be provided if requested in advance. Please send special requests filling in the<br />
corresponding field in the Second Entry Form.<br />
19. EARLY ARRIVALS<br />
19.1 Teams wishing to arrive before the <strong>of</strong>ficial arrival date should contact the Organizing<br />
Committee in order to book accommodation. The daily fee (3 to 4 persons per room) will be<br />
approximately USD 70 per person (bed & breakfast).<br />
19.2 Early arrivals have to be booked by 31st March <strong>2008</strong> to guarantee availability <strong>of</strong> rooms.<br />
19.3 Club facilities will be open from Monday the 4th <strong>of</strong> August <strong>2008</strong>.<br />
20. CHARTER BOATS<br />
20.1 Charter boats are mandatory, except for sailors from Mauritius who may sail on their own<br />
boats.<br />

20.2 Praga Marine charter boats will be provided by The Mauritius Yachting Association. They will be<br />
allocated on a random basis to individual sailors by the Organizing Committee under the<br />
supervision <strong>of</strong> the IODA Executive Committee.<br />
20.3 Competitors shall not modify the boats or cause them to be modified in any way except that<br />
a. a compass may be tied or taped to the hull or spars;<br />
b. wind indicators, including yarn or thread, may be tied or taped anywhere on the boat;<br />
c. hulls, dagger boards and rudders may be cleaned, but only with water;<br />
d. adhesive tape may be used anywhere above the water line; and<br />
e. all fittings or equipment designed to be adjusted may be adjusted, provided that the Class<br />
Rules are complied with.<br />
20.4 Competitors may use their own spars, foils, fittings and running rigging.<br />
20.5 Charter boats will be complete with blocks, air bags, mainsheet, racing spars and racing foils<br />
(manufactured by Praga Marine - India). No sails will be provided. No bailers, or paddles or<br />
bowlines will be provided.<br />
20.6 The cost for the 8 Regatta days (August 9th to 16th) will be USD 550 per boat. First payment <strong>of</strong><br />
USD 275 is due February 1st <strong>2008</strong>. Remaining USD 275 shall be received on or before May 1st<br />
<strong>2008</strong>.<br />
20.7 Charter boats will also be available before the Official Arrival Day, from August the 4th to<br />
August 8th inclusive, free <strong>of</strong> charge. Reservations <strong>of</strong> pre-Regatta charter boats shall be made<br />
before March 1st <strong>2008</strong>.<br />
20.8 No damage deposit will be required on receipt <strong>of</strong> each boat, but if damage has occurred<br />
participants will be charged as per a predetermined list, base on cost <strong>of</strong> replacement.<br />
21. TRANSPORTATION<br />
Free <strong>of</strong> charge transportation to and from The SSR Plaisance <strong>International</strong> Airport will be<br />
provided. Please fill in the corresponding fields in the Second Entry Form to let us arrange your<br />
trip schedule.<br />

24.1 Each team is kindly requested to bring its own National Flag (100cm x 150cm) and the National<br />
Anthem recorded on CD.<br />
24.2 There are no medical precautions that need to be taken when entering Mauritius.<br />

Delegations shall contact a Mauritius Embassy or Consulate in their country to get the latest<br />
visa requirements, but most countries <strong>of</strong> the Southern Africa Developing Countries (SADC),<br />
Common Market for Eastern and Southern Africa (COMESA) and European Union (EU) do not<br />
require one.<br />

27.2 Each participating country should designate a person to be the <strong>of</strong>ficial contact with the<br />

28. PRIZES<br />
28.1 Prizes for the fleet racing event will be awarded at least to:<br />
a. The three best-placed male sailors regardless <strong>of</strong> their continent <strong>of</strong> residence;<br />
b. The three best-placed female sailors regardless <strong>of</strong> their continent <strong>of</strong> residence;<br />
c. The three best-placed male sailors whose IODA member is African;<br />
d. The three best-placed female sailors whose IODA member is African.<br />
28.2 Prizes for the team racing event will be awarded at least to:<br />
a. The best-placed team in the Team Racing African Championship;<br />
b. The best-placed African team if different.<br />
c. Each team member <strong>of</strong> the winning team/s will be awarded a medal.<br />
