a) contribute to the understanding of watershed conditions and processes,<br />

such as land use changes, habitat loss, and peak and minimal flows<br />

b) assist in the establishment of trends in physical, chemical, and biological<br />

water quality parameters for surface and ground water; and<br />

c) assist in decision-making activities of regulatory and management<br />

personnel by the transfer of technical and scientific information.<br />

13. Provide for long-term support and involvement of watershed residents<br />

through the leadership of the Citizen Advisory Committee (CAC) and<br />

<strong>Watershed</strong> <strong>Project</strong> Coordinator on watershed planning and management<br />

activities.<br />

14. Cooperate and partner with other Federal, State, and local<br />

agencies to achieve the objectives and strategies described herein.<br />

The recommendations in this report are based on water quality data, land use/land cover<br />

information, and best professional judgment of staff from the Alabama Department of<br />

Conservation and Natural Resources, State Lands Division (ADCNR), Baldwin County Soil<br />

and Water Conservation District (SWCD), Geological Survey of Alabama (GSA), the<br />

Natural Resources Conservation Service (NRCS), Alabama Department of Environmental<br />

<strong>Management</strong> (ADEM), U.S. Fish and Wildlife Service (FWS), Alabama Department of<br />

Public Health (ADPH), Alabama Cooperative Extension System (ACES), Dauphin Island<br />

Sea Lab (DISL), and <strong>Weeks</strong> <strong>Bay</strong> National Estuarine Research Reserve (WBNERR). The<br />

strategies and task assignments are dependent on available resources, local support, and<br />

funding. The overall purpose of this document is to provide a plan for coordinating and<br />

utilizing Federal, State and local resources to improve and maintain water quality in <strong>Weeks</strong><br />

<strong>Bay</strong>.<br />
