<strong>Umzingwane</strong> <strong>Constituency</strong><br />

<strong>This</strong> <strong>constituency</strong> <strong>has</strong> a <strong>total</strong> <strong>population</strong> of 58 569 people. Out of that <strong>population</strong> 50 836<br />

are registered voters. The <strong>constituency</strong> <strong>has</strong> a <strong>total</strong> of 37 primary schools, 13 secondary<br />

schools, 15 health centres, 5 business centres, 352 boreholes and 40 dip tanks. There are<br />

11 farms, which were set aside for the land reform process. The <strong>constituency</strong> <strong>has</strong> 18<br />

council seats and 37 income generating projects.<br />

Ward 1<br />

<strong>This</strong> is a communal ward, which <strong>has</strong> a male councillor and <strong>has</strong> a <strong>population</strong> of 3 492<br />

people. The chief in the ward is known as Sigola.<br />

Education:<br />

There are 2 primary schools known as Essexvale and Sigola. Essexvale is owned by<br />

government and Sigola is owned by council. It is commendable to note that both schools<br />

have trained teachers only. Essexvale <strong>has</strong> a low student enrolment of 137 being taught by<br />

4 trained teachers.<br />

Health Facilities:<br />

There is 1 clinic in this ward known as Tshamathe. The centre is owned by one of the<br />

There are 2 primary schools known as Sihlengeni and Siphezini. Both schools are<br />

owned by government and it is commendable to note that both schools have trained<br />

teachers only. The schools have a higher enrolment of girls than boys. The secondary<br />

school is known as Sihlengeni and was built in 1981. The school offers education up to<br />

O’ level and is owned by council. The secondary <strong>has</strong> 18 trained and 7 untrained teachers.<br />

There are 2 primary schools known as Sikhoveni and Matopo. Matopo is a private<br />

school and Sikhoveni is owned by council. Both schools have a higher enrolment of boys<br />

than girls. More than 95% of the teachers at these schools are trained. There are 2<br />

secondary schools in this ward known as Sikhoveni and Mzingwane. Mzingwane was<br />

built in 1942, is a boarding government school with a <strong>total</strong> enrolment of 642 boys. The<br />

people. The chief in the ward is known as Gwebu and there is also a campfire<br />

programme in the area.<br />

Education:<br />

There are 4 primary schools known as Bonjeni, Mbizingwe, Mtshede and Nsezi. The<br />

schools are owned by council. All the teachers at these schools have been trained except<br />

at Nsezi, where there are 7 trained and 1 untrained teachers. The secondary, Nsezi is<br />

owned by council and offers education up to O’ level. The school was built in 1984 and<br />

<strong>has</strong> 9 trained and 4 untrained teachers.<br />

There are 4 primary schools in this ward known as Bayethe, Carlisle, Mawabeni and<br />

Sacred Heart. Bayethe and Mawabe are owned by council whilst Carlisle and Sacred<br />

Heart are under private ownership. Sacred Heart is the only primary school in the<br />

<strong>constituency</strong> offering boarding facilities. It is commendable to note all the teachers at<br />

these schools are trained. There is private school in this ward known as Falcon and was<br />

Youth, Gender and Employment Creation in this ward. One of the projects is agro-based<br />

and the other one, being run by a group of 35 women is involved in a number of projects.


Findings:<br />

1. Education: It is commendable to note that out of the 37 primary schools, 34<br />

have trained teachers only. In the secondary schools there are 199 trained<br />

teachers and 38 untrained teachers. There is 1 primary and 2 secondary<br />

schools offering boarding facilities. There are more female teachers in<br />

primary schools than in secondary schools. There are only 3 secondary<br />

schools out of the 13 which are offering A’ level. Most of the schools in the<br />

<strong>constituency</strong> are owned by council.<br />

2. Local Government: There are only 4 female councillors out of the 18<br />

council seats. The <strong>constituency</strong> comprises of 12 communal wards, 5 wards<br />

with small scale farms and 1 with a peri-urban set up. Eight of the wards have<br />

campfire programs.<br />

3. Health: There are no doctors in the <strong>constituency</strong>, however, each health centre<br />

<strong>has</strong> 1 or more nurses.<br />

4. Land Reform: There are 11 farms which were set aside for the land reform<br />

process and 1 078 people benefited from the exercise. Out of that figure131<br />

are women.<br />

5. Income Generating Projects: There are 37 income generating projects<br />

which received funding from the government. There are 199 beneficiaries and<br />

out of that figure 145 are women.<br />

6. Boreholes: There are a number of boreholes which have broken down and<br />

the <strong>constituency</strong> needs an additional 75 boreholes.<br />

Recommendations:<br />

1. Education: There is need to elevate more secondary schools so that they offer<br />

A’ level.<br />

2. Local Government: There is need to encourage more women to take up<br />

council seats through the introduction of the quota system.<br />

3. Health: The <strong>constituency</strong> needs at least 2 or more doctors.


4. Boreholes: There is need to repair broken boreholes and to drill the<br />

additional ones that are needed for the benefit of the community, livestock and<br />

wildlife.<br />

5. Land Reform: Since the land reform program is an on-going exercise, it is<br />

important that more women are given land. In the rural areas, women spend<br />

most of their labour on agricultural activities.
