Foreword<br />
Dear Colleagues,<br />
I am pleased <strong>to</strong> be in a position <strong>to</strong> launch the School Improvement <strong>Support</strong> Offer <strong>to</strong> all <strong>Buckinghamshire</strong> schools for the<br />
<strong>2014</strong>-<strong>2015</strong> <strong>Academic</strong> <strong>Year</strong>.<br />
The offer has been developed in consultation with Headteachers, Governors, the Local Authority and Ofsted Inspec<strong>to</strong>rs.<br />
The standard bronze, silver and gold packages have been replaced with an offer that is tailored <strong>to</strong> meet the needs of your<br />
school.<br />
All schools will receive a review visit at, no cost, during the Autumn or early Spring Term <strong>2014</strong> - <strong>2015</strong>. The visit will focus<br />
around the four key Ofsted judgements.<br />
Prior <strong>to</strong> the visit, an agenda will be agreed in consultation with the Headteacher and Chair of Governors. The visit will<br />
include moni<strong>to</strong>ring of teaching and learning, an evaluation of pupil / student progress, book scrutiny and pupil / student<br />
interviews. The leadership and management discussion will require the Chair of Governor’s attendance.<br />
Following the visit, the Trust will produce a report outlining key strengths and areas for development. A suggestion of<br />
suitable support packages will be recommended which will be available for the school <strong>to</strong> purchase should they wish <strong>to</strong>.<br />
All support will be of the highest quality and will be moni<strong>to</strong>red regularly. We have a range of specialists available <strong>to</strong><br />
provide support including Ofsted trained officers, phase specialist officers, consultant leaders with recent headship<br />
experience, outstanding practitioners, NLEs and partner schools.<br />
<strong>Schools</strong> have the option <strong>to</strong> pre-order support from our extensive menu now or they may wish <strong>to</strong> order after their review.<br />
We are currently in discussions with Special <strong>Schools</strong> and Small <strong>Schools</strong> about developing a bespoke offer for these<br />
settings. We hope <strong>to</strong> be able <strong>to</strong> release details of this offer <strong>to</strong> the relevant schools shortly.<br />

The School Improvement <strong>Support</strong> Offer from September <strong>2014</strong><br />
We are very pleased <strong>to</strong> be able <strong>to</strong> share the School Improvement <strong>Support</strong> Offer for all LA Maintained, Academies<br />
and Free <strong>Schools</strong> in <strong>Buckinghamshire</strong>.<br />
This offer is the product of on-going conversations with Headteachers and reflects national initiatives and changes,<br />
as well as locally determined priorities.<br />
We aim <strong>to</strong> provide both breadth and depth, based on core support which is free <strong>to</strong> all schools and a bespoke<br />
chargeable service that can be tailored <strong>to</strong> individual school needs.<br />
The School Improvement offer, both core and chargeable, reflects all Key Stages from Early <strong>Year</strong>s through <strong>to</strong> KS5.<br />
The <strong>Buckinghamshire</strong> Learning Trust is committed <strong>to</strong> ensuring that its support matches what cus<strong>to</strong>mers need and<br />
individual discussions with Headteachers and Chairs of Governors will determine the content of provision.<br />
The service will be moni<strong>to</strong>red by outcomes and quality assured on a regular basis both internally and by externally<br />
commissioned reviews.<br />
<strong>Support</strong> will be provided from our own excellent team of:<br />
• School Improvement Officers - Highly motivated and committed with great school improvement knowledge;<br />
• Consultant Leaders – Recent experienced Headteachers with real life experiences <strong>to</strong> share and help drive<br />
through change and build capacity;<br />
• Teaching Excellence Practitioners - Outstanding classroom practitioners trained <strong>to</strong> coach and men<strong>to</strong>r<br />
others;<br />
• NLEs/LLEs - Our best National and Local leaders working side by side with the Trust and your School;<br />
• Teaching <strong>Schools</strong> and National <strong>Support</strong> <strong>Schools</strong> - Providing bespoke school <strong>to</strong> school support in a wide<br />
range of areas;<br />
• Subject Leads - Able <strong>to</strong> work alongside departments and SLT <strong>to</strong> raise attainment and the quality of provision<br />
in specific subjects;<br />
• Bespoke Consultants - Brokered by the Trust <strong>to</strong> support schools individual needs and areas of<br />
development.<br />
We are committed <strong>to</strong> working in partnership with you <strong>to</strong> deliver an excellent education for the benefit of all children<br />
and young people across <strong>Buckinghamshire</strong>. We are determined that every pupil in <strong>Buckinghamshire</strong> will succeed<br />
and want <strong>to</strong> enable all of our schools <strong>to</strong> deliver the best possible education.<br />
All chargeable services are based on delivery <strong>to</strong> a single school. However, we encourage collaboration and<br />

Core <strong>Support</strong> from September <strong>2014</strong> – At No Cost <strong>to</strong> <strong>Schools</strong><br />
Review Visit for All <strong>Schools</strong><br />
<strong>Buckinghamshire</strong> Learning Trust is committed <strong>to</strong> continue <strong>to</strong> fund core support for all schools. It has been agreed<br />
with the Local Authority and the Direc<strong>to</strong>r of Children’s Services that every school in <strong>Buckinghamshire</strong> will receive a<br />
free of charge review visit in the Autumn or Spring Terms <strong>2014</strong> - <strong>2015</strong>. This visit is compulsory <strong>to</strong> all LA<br />
Maintained <strong>Schools</strong> but optional for Academies and Free <strong>Schools</strong>.<br />
The agenda for this meeting will be agreed in advance with the Headteacher and the Chair of Governors. A<br />
collection of data and evidence from the school will be needed <strong>to</strong> identify priorities for this meeting. The<br />
<strong>Buckinghamshire</strong> County Council School Management <strong>Support</strong> Team (SMST) is making some changes <strong>to</strong> both<br />
their free of charge and chargeable packages available <strong>to</strong> schools for <strong>2014</strong> – <strong>2015</strong>. The team is expanding both<br />
packages <strong>to</strong> include additional analysis which will support both schools and the BLT. For information about SMST<br />
packages please email jpres<strong>to</strong>n@buckscc.gov.uk.<br />
The review meeting will include discussions and activities around the following four areas. The Headteacher and<br />
Chair of Governors will also be able <strong>to</strong> highlight specific items they wish <strong>to</strong> discuss under each heading:<br />
Example Review Agenda<br />
Achievement and Attainment:<br />
• Data analysis based on evidence provided by the school of in house progress and published available data;<br />
• Samples of work from key year groups;<br />
• Pupil premium and specific group data and provision discussion around the provision in place.<br />
Leadership and Management:<br />
• Identification of key areas of development/priorities for the year;<br />
• Discussion related <strong>to</strong> the governing body skill capacity and effectiveness;<br />
• The sustainability and effectiveness of the senior team<br />
Behaviour:<br />
• Learning walk <strong>to</strong> include discussions with pupils/students;<br />
• Behaviour logs and explanation of school policy.<br />
Teaching and Learning:<br />
• Analysis of current standards of teaching and learning;<br />
• Evidence of moni<strong>to</strong>ring file and performance management;<br />
• Current staff capacity/requirements;<br />
• Discussions in relation <strong>to</strong> tackling underperformance.
Review Outcome<br />
The Review Officer will produce a report for the school which highlights the strengths and needs in each area. The<br />
report will detail a bespoke plan for the school that draws on a range of consultants and expertise available.<br />
<strong>Schools</strong> and Academies can choose from the plan which support, if any they would like <strong>to</strong> buy.<br />
In addition <strong>to</strong> the free visit, all schools will be able <strong>to</strong> access the following statu<strong>to</strong>ry support free<br />
of charge throughout the year.<br />
• <strong>Support</strong> at Headteacher Interview – There will be a Lead Officer present <strong>to</strong> support the Governing Body<br />
during the recruitment process;<br />
• Welcome event and men<strong>to</strong>r matching for all new Headteachers (one event each term);<br />
• 1:1 support from Trust Officers – email and telephone;<br />
• Brokering of leadership support – This would be in the form of secondments, school <strong>to</strong> school support /<br />
Headteacher Men<strong>to</strong>r Coaching;<br />
• School Improvement Officer support for Section 5 Ofsted Inspections and DFE moni<strong>to</strong>ring visits – this<br />
includes support for post inspection Statement of Action;<br />
• Assessment – EYFSP moderation, KS1 (<strong>Year</strong> 2) moderation visits of reading, writing and maths, KS2 (<strong>Year</strong><br />
6) moderation visits of writing, district moderation of writing for all schools not receiving a KS moderation visit<br />
as well as annually updated advice regarding changes in national assessment;<br />
• <strong>Support</strong>ing the development of collaborations;<br />
• Headteacher performance management for those schools which require improvement or which are in<br />
category.<br />
Free of Charge <strong>Support</strong> for Governing Bodies<br />
A number of Governor Services are offered <strong>to</strong> LA Maintained <strong>Schools</strong> free of charge. For information about these<br />
services please email govhelp@learningtrust.net or view the Governor Services offer in the wider BLT traded<br />
services brochure.<br />
What Happens Next?<br />
A member of our School Improvement Business <strong>Support</strong> Team will be in contact in the second half of the Summer<br />
Term <strong>2014</strong> <strong>to</strong> arrange the free of charge Review visit at a mutually convenient time.
<strong>Support</strong> for Category <strong>Schools</strong><br />
In addition <strong>to</strong> the core support previously outlined, additional support is available free of charge <strong>to</strong> those schools in<br />
an Ofsted category.<br />
Category 4 <strong>Schools</strong><br />
The Statement of Action for Category 4 <strong>Schools</strong> identifies funded support required <strong>to</strong> move the school <strong>to</strong>wards<br />
good. This is controlled and reviewed by the Moni<strong>to</strong>ring Officer for the school.<br />
The support is provided from the month the school goes in<strong>to</strong> Category 4 until the support booked is completed or<br />
the end of the term that the school leaves the category (whichever is sooner).<br />
Category 3 <strong>Schools</strong><br />
Category 3 schools are entitled <strong>to</strong> up <strong>to</strong> an additional 6 days of funded support on <strong>to</strong>p of any support purchased<br />
from the Trust.<br />
The support is provided from the month the school goes in<strong>to</strong> Category 3 until the support booked is completed or<br />
the end of the term that the school leaves the category (whichever is sooner).<br />
<strong>Schools</strong> at Risk of Dropping in<strong>to</strong> an Ofsted Category<br />
These schools will be identified during the review process in the Autumn or Spring Terms <strong>2014</strong> – <strong>2015</strong>.<br />
These schools will be entitled <strong>to</strong> up <strong>to</strong> an additional 3 days of funded support on <strong>to</strong>p of any recommended<br />
purchased support.<br />
<strong>Support</strong> is provided from the month the school is deemed <strong>to</strong> be at risk of dropping in<strong>to</strong> a category until the support<br />
booked is completed or the end of the term that the school is deemed <strong>to</strong> no longer be at risk (whichever is sooner).
The School Improvement Offer – A Chargeable Service<br />
We believe that schools should have the option <strong>to</strong> choose when and what support they purchase according <strong>to</strong> their<br />
individual needs without being tied in<strong>to</strong> long term packages.<br />
The aim of the offer is <strong>to</strong> provide schools with a high quality service <strong>to</strong> support their continued improvement and <strong>to</strong><br />
enable schools <strong>to</strong> achieve their ambitious priorities. We are offering a range of opportunities that build on the work<br />
previously provided by <strong>Buckinghamshire</strong> County Council which are now refined and extended <strong>to</strong> help schools meet<br />
existing and future challenges.<br />
As a School Improvement Service (SIS) the team operates on a ‘not for profit’ basis and will:<br />
• Provide value for money;<br />
• Ensure that schools have a high quality package of support <strong>to</strong> suit their needs that will help them lead<br />
improvement and increase their capacity <strong>to</strong> sustain that improvement;<br />
• Build on the successful partnership working that already exists between the schools and the BLT;<br />
• Provide access <strong>to</strong> the best practice, advice and guidance from a range of sources including other schools,<br />
external providers, Teaching <strong>Schools</strong> and consultant partners.<br />
We will ensure that those working in our schools are of the highest quality. Any support will be moni<strong>to</strong>red and<br />
quality assured by a Senior Officer of the School Improvement Service. We will request feedback and evaluations<br />
from schools on a regular basis and schools will also be able <strong>to</strong> contact us directly with any causes of concern and<br />
we will endeavour <strong>to</strong> find a solution with the school that suits both parties.<br />
The BLT will ensure that support is available <strong>to</strong> all schools based around the priorities identified by the individual<br />
school and the consultation groups that we meet with on a half-termly basis. The Primary Strategy Group and<br />
BASH will identify common themes that all schools wish <strong>to</strong> develop.<br />

How <strong>to</strong> Book and Pay for <strong>Support</strong><br />
While working in partnership with <strong>Buckinghamshire</strong> County Council, <strong>Buckinghamshire</strong> Learning Trust is a separate<br />
legal entity and as such requires its own purchasing system for Services for <strong>Schools</strong> and CPD.<br />
You will therefore not be able <strong>to</strong> order any BLT services via the BCC online ordering system for the <strong>2014</strong> - <strong>2015</strong><br />
<strong>Academic</strong> <strong>Year</strong>.<br />
We are in the process of implementing our own one s<strong>to</strong>p shop ordering system where schools will be able <strong>to</strong> order<br />
their School Improvement <strong>Support</strong> and hope <strong>to</strong> have this in place later in the Summer Term <strong>2014</strong>.<br />
We will keep in regular contact with schools <strong>to</strong> ensure a smooth transfer <strong>to</strong> the new system for all cus<strong>to</strong>mers.<br />
