Foreword
Dear Colleagues,
I am pleased to be in a position to launch the School Improvement Support Offer to all Buckinghamshire schools for the
2014-2015 Academic Year.
The offer has been developed in consultation with Headteachers, Governors, the Local Authority and Ofsted Inspectors.
The standard bronze, silver and gold packages have been replaced with an offer that is tailored to meet the needs of your
school.
All schools will receive a review visit at, no cost, during the Autumn or early Spring Term 2014 - 2015. The visit will focus
around the four key Ofsted judgements.
Prior to the visit, an agenda will be agreed in consultation with the Headteacher and Chair of Governors. The visit will
include monitoring of teaching and learning, an evaluation of pupil / student progress, book scrutiny and pupil / student
interviews. The leadership and management discussion will require the Chair of Governor’s attendance.
Following the visit, the Trust will produce a report outlining key strengths and areas for development. A suggestion of
suitable support packages will be recommended which will be available for the school to purchase should they wish to.
All support will be of the highest quality and will be monitored regularly. We have a range of specialists available to
provide support including Ofsted trained officers, phase specialist officers, consultant leaders with recent headship
experience, outstanding practitioners, NLEs and partner schools.
Schools have the option to pre-order support from our extensive menu now or they may wish to order after their review.
We are currently in discussions with Special Schools and Small Schools about developing a bespoke offer for these
settings. We hope to be able to release details of this offer to the relevant schools shortly.

The School Improvement Support Offer from September 2014
We are very pleased to be able to share the School Improvement Support Offer for all LA Maintained, Academies
and Free Schools in Buckinghamshire.
This offer is the product of on-going conversations with Headteachers and reflects national initiatives and changes,
as well as locally determined priorities.
We aim to provide both breadth and depth, based on core support which is free to all schools and a bespoke
chargeable service that can be tailored to individual school needs.
The School Improvement offer, both core and chargeable, reflects all Key Stages from Early Years through to KS5.
The Buckinghamshire Learning Trust is committed to ensuring that its support matches what customers need and
individual discussions with Headteachers and Chairs of Governors will determine the content of provision.
The service will be monitored by outcomes and quality assured on a regular basis both internally and by externally
commissioned reviews.
Support will be provided from our own excellent team of:
• School Improvement Officers - Highly motivated and committed with great school improvement knowledge;
• Consultant Leaders – Recent experienced Headteachers with real life experiences to share and help drive
through change and build capacity;
• Teaching Excellence Practitioners - Outstanding classroom practitioners trained to coach and mentor
others;
• NLEs/LLEs - Our best National and Local leaders working side by side with the Trust and your School;
• Teaching Schools and National Support Schools - Providing bespoke school to school support in a wide
range of areas;
• Subject Leads - Able to work alongside departments and SLT to raise attainment and the quality of provision
in specific subjects;
• Bespoke Consultants - Brokered by the Trust to support schools individual needs and areas of
development.
We are committed to working in partnership with you to deliver an excellent education for the benefit of all children
and young people across Buckinghamshire. We are determined that every pupil in Buckinghamshire will succeed
and want to enable all of our schools to deliver the best possible education.
All chargeable services are based on delivery to a single school. However, we encourage collaboration and
schools looking to link for group training can obtain a quotation by emailing enquiries@learningtrust.net.

Core Support from September 2014 – At No Cost to Schools
Review Visit for All Schools
Buckinghamshire Learning Trust is committed to continue to fund core support for all schools. It has been agreed
with the Local Authority and the Director of Children’s Services that every school in Buckinghamshire will receive a
free of charge review visit in the Autumn or Spring Terms 2014 - 2015. This visit is compulsory to all LA
Maintained Schools but optional for Academies and Free Schools.
The agenda for this meeting will be agreed in advance with the Headteacher and the Chair of Governors. A
collection of data and evidence from the school will be needed to identify priorities for this meeting. The
Buckinghamshire County Council School Management Support Team (SMST) is making some changes to both
their free of charge and chargeable packages available to schools for 2014 – 2015. The team is expanding both
packages to include additional analysis which will support both schools and the BLT. For information about SMST
packages please email jpreston@buckscc.gov.uk.
The review meeting will include discussions and activities around the following four areas. The Headteacher and
Chair of Governors will also be able to highlight specific items they wish to discuss under each heading:
Example Review Agenda
Achievement and Attainment:
• Data analysis based on evidence provided by the school of in house progress and published available data;
• Samples of work from key year groups;
• Pupil premium and specific group data and provision discussion around the provision in place.
Leadership and Management:
• Identification of key areas of development/priorities for the year;
• Discussion related to the governing body skill capacity and effectiveness;
• The sustainability and effectiveness of the senior team
Behaviour:
• Learning walk to include discussions with pupils/students;
• Behaviour logs and explanation of school policy.
Teaching and Learning:
• Analysis of current standards of teaching and learning;
• Evidence of monitoring file and performance management;
• Current staff capacity/requirements;
• Discussions in relation to tackling underperformance.

Review Outcome
The Review Officer will produce a report for the school which highlights the strengths and needs in each area. The
report will detail a bespoke plan for the school that draws on a range of consultants and expertise available.
Schools and Academies can choose from the plan which support, if any they would like to buy.
In addition to the free visit, all schools will be able to access the following statutory support free
of charge throughout the year.
• Support at Headteacher Interview – There will be a Lead Officer present to support the Governing Body
during the recruitment process;
• Welcome event and mentor matching for all new Headteachers (one event each term);
• 1:1 support from Trust Officers – email and telephone;
• Brokering of leadership support – This would be in the form of secondments, school to school support /
Headteacher Mentor Coaching;
• School Improvement Officer support for Section 5 Ofsted Inspections and DFE monitoring visits – this
includes support for post inspection Statement of Action;
• Assessment – EYFSP moderation, KS1 (Year 2) moderation visits of reading, writing and maths, KS2 (Year
6) moderation visits of writing, district moderation of writing for all schools not receiving a KS moderation visit
as well as annually updated advice regarding changes in national assessment;
• Supporting the development of collaborations;
• Headteacher performance management for those schools which require improvement or which are in
category.
Free of Charge Support for Governing Bodies
A number of Governor Services are offered to LA Maintained Schools free of charge. For information about these
services please email govhelp@learningtrust.net or view the Governor Services offer in the wider BLT traded
services brochure.
What Happens Next?
A member of our School Improvement Business Support Team will be in contact in the second half of the Summer
Term 2014 to arrange the free of charge Review visit at a mutually convenient time.

Support for Category Schools
In addition to the core support previously outlined, additional support is available free of charge to those schools in
an Ofsted category.
Category 4 Schools
The Statement of Action for Category 4 Schools identifies funded support required to move the school towards
good. This is controlled and reviewed by the Monitoring Officer for the school.
The support is provided from the month the school goes into Category 4 until the support booked is completed or
the end of the term that the school leaves the category (whichever is sooner).
Category 3 Schools
Category 3 schools are entitled to up to an additional 6 days of funded support on top of any support purchased
from the Trust.

the end of the term that the school leaves the category (whichever is sooner).
Schools at Risk of Dropping into an Ofsted Category
These schools will be identified during the review process in the Autumn or Spring Terms 2014 – 2015.
These schools will be entitled to up to an additional 3 days of funded support on top of any recommended
purchased support.
Support is provided from the month the school is deemed to be at risk of dropping into a category until the support
booked is completed or the end of the term that the school is deemed to no longer be at risk (whichever is sooner).

The School Improvement Offer – A Chargeable Service
We believe that schools should have the option to choose when and what support they purchase according to their
individual needs without being tied into long term packages.
The aim of the offer is to provide schools with a high quality service to support their continued improvement and to
enable schools to achieve their ambitious priorities. We are offering a range of opportunities that build on the work
previously provided by Buckinghamshire County Council which are now refined and extended to help schools meet
existing and future challenges.
As a School Improvement Service (SIS) the team operates on a ‘not for profit’ basis and will:
• Provide value for money;
• Ensure that schools have a high quality package of support to suit their needs that will help them lead
improvement and increase their capacity to sustain that improvement;
• Build on the successful partnership working that already exists between the schools and the BLT;
• Provide access to the best practice, advice and guidance from a range of sources including other schools,
external providers, Teaching Schools and consultant partners.
We will ensure that those working in our schools are of the highest quality. Any support will be monitored and
quality assured by a Senior Officer of the School Improvement Service. We will request feedback and evaluations
from schools on a regular basis and schools will also be able to contact us directly with any causes of concern and
we will endeavour to find a solution with the school that suits both parties.
The BLT will ensure that support is available to all schools based around the priorities identified by the individual
school and the consultation groups that we meet with on a half-termly basis. The Primary Strategy Group and
BASH will identify common themes that all schools wish to develop.

How to Book and Pay for Support
While working in partnership with Buckinghamshire County Council, Buckinghamshire Learning Trust is a separate
legal entity and as such requires its own purchasing system for Services for Schools and CPD.
You will therefore not be able to order any BLT services via the BCC online ordering system for the 2014 - 2015
Academic Year.
We are in the process of implementing our own one stop shop ordering system where schools will be able to order
their School Improvement Support and hope to have this in place later in the Summer Term 2014.
We will keep in regular contact with schools to ensure a smooth transfer to the new system for all customers.
Should you wish to purchase your School Improvement Service support ahead of the system go-live please email us
via enquiries@learningtrust.net with your request for support.
A member of the School Improvement Business Support Team will then be in contact to schedule your support.
Schools will be invoiced for work at the point of delivery and on a pay as you go basis. The prices stated throughout
