YOUTH, Indigenisation and Economic<br />
Empowerment minister Francis Nhema<br />
has said the government is mulling the<br />
introduction of an indigenisation levy to<br />
support the drive to economically empower<br />
blacks.<br />
This comes a few days after Transport<br />
minister Obert Mpofu announced that<br />
government had doubled tollgate fees.<br />
Speaking at a Sapes Trust-organised indigenisation<br />
forum in Harare on Thursday,<br />
Nhema said the money realised from the<br />
levy would, among other things, be channelled<br />
to vocational training centres to<br />
help train people manage their businesses.<br />
“I think what I am going to say here<br />
might cause you discomfort, but I am<br />
thinking of introducing an empowerment<br />
levy so that we can empower our people<br />
to create their own wealth,” he said.<br />
“We cannot continue distributing what<br />
we have already distributed. We need to<br />
create new wealth.”<br />
Zimbabwe is currently experiencing<br />
an economic meltdown with critics saying<br />
the government’s empowerment laws<br />
were scaring away foreign investors.<br />
According to the country’s indigenisation<br />
laws, foreign-owned companies<br />
should cede 51 % of their shares to indigenous<br />
Zimbabweans.<br />
However, Nhema later tried to tone<br />
down after being pressed to elaborate on<br />
the proposed indigenisation levy, saying<br />
he had made the statement jokingly as<br />
he has not yet tabled the proposal before<br />
Cabinet.<br />

1 dead, 17 injured<br />
in kombi crash<br />

A KOMBI, whose driver was suspected<br />
to be drunk, was yesterday<br />
involved in an accident which<br />
killed one person and left 17 others<br />
injured at Snake Park along the<br />
Harare-Bulawayo Highway.<br />
The kombi belonging to CC<br />
Tours had 21 passengers and was<br />
travelling from Norton to Harare.<br />
According to witnesses, the<br />
driver of the kombi, who allegedly<br />
had a bottle of brandy on<br />
the dashboard, lost control of the<br />
vehicle when it started swerving.<br />
The kombi then overturned before<br />
sliding for over 100 metres and<br />
then landed in a ditch.<br />
The 17 injured passengers were<br />
ferried to hospital in ambulances<br />
and private vehicles. A NewsDay<br />
crew saw police officers who attended<br />
to the scene, retrieving a<br />
half-full bottle of Viceroy Brandy<br />
from the kombi’s dashboard.<br />
The police officers were also<br />
busy trying to establish the identity<br />
of the deceased woman, while<br />
the 17 injured passengers, including<br />
the driver and the conductor<br />
had been rushed to hospital.<br />
Agnes Segweni (50), from Katanga<br />
suburb in Norton said the<br />
driver was speeding. “The driver<br />
was speeding and lost control. The<br />
kombi started swerving before<br />
landing by the side and it glided for<br />
over 100 metres,” Segweni said.<br />
Two other passengers concurred<br />
with Segweni that the<br />
kombi was speeding.<br />
“Most passengers were seriously<br />
injured, especially on the<br />
side the kombi glided on,” said<br />
one of the passengers who refused<br />
to identify himself.<br />
Another passenger said initially<br />
the Kombi had 22 passengers, but<br />
one had disembarked earlier protesting<br />
against the speed at which<br />
the vehicle was being driven.<br />

Tigere Chigome was not<br />
answering his phone yesterday.<br />
The accident comes a few<br />
weeks after 10 people perished<br />
along the Chitungwiza road when<br />
an inexperienced Kombi driver<br />
rammed into a tree close to Chinhamo<br />
service station.<br />

National hero Shamuyarira to be buried today<br />

VETERAN nationalist, Zanu PF politburo<br />
member and former Cabinet<br />
minister Nathan Shamuyarira,<br />
who died at Westend Clinic in Harare<br />
on Wednesday after a long illness,<br />
has been declared a national<br />
hero.<br />
According to national broadcaster<br />
ZBC, Shamuyarira, who was<br />
85, will be buried today at the National<br />
Heroes’ Acre.<br />
Zanu PF spokesperson Rugare<br />
Gumbo was not picking calls yesterday,<br />
while party secretary for<br />
administration Didymus Mutasa’s<br />
mobile phone was not reachable.<br />
A veteran journalist, Shamuyarira<br />
had a strong liberation history.<br />
He previously worked as a<br />
primary school teacher in Zimbabwe<br />
and lecturer at the University<br />
of Dar-es-salaam, Tanzania.<br />
In 1956, he became the first<br />
black African editor of the whiteowned<br />
Daily News. He was also<br />
the editor-in-chief of African<br />
Newspapers Limited from 1959 to<br />
1962.<br />
He joined active politics 8in<br />
the 1960s where he was initially<br />
a member of Zapu. He joined<br />
Zanu before joining a breakaway<br />
party, Frolizi, that was led<br />
by the late James Chikerema. He<br />

rejoined Zanu where he played<br />

Minister Munyaradzi Paul Mangwana<br />

He said this on Thursday while<br />
addressing delegates at a conference<br />
on constitutionalism that<br />
was organised by Crisis Coalition<br />
of Zimbabwe in Harare.<br />
Mangwana, who is former Copac<br />
co-chairperson, now runs a<br />
non-governmental<br />
organisation<br />
called Zimbabwe Property Own-<br />
ers Trust.<br />
He said the new Constitution<br />
adequately dealt with the area of<br />
human rights, but there was no<br />
enforcement to the extent that<br />
in independent Zimbabwe<br />
owners of houses in high<br />
density areas still did not<br />
have title deeds.<br />
Mangwana said it was<br />
embarrassing that after independence<br />
the country still<br />
discriminated its own citi-<br />
zens by denying them title deeds.<br />
According to Mangwana, the<br />
former Ministry of Constitutional<br />
Affairs should have been allowed<br />
to continue to exist to ensure that<br />
the rights of people as enshrined<br />
in the constitution — including<br />
the rights to shelter — were<br />
implemented.<br />
“On human rights, it is surprising<br />
that since 1980<br />

have no<br />

and live<br />
in<br />
rented houses– and how do we<br />
talk of empowerment when there<br />
is discrimination of our people,”<br />

that have title deeds, and that<br />
kind of discrimination is not acceptable<br />
in a country which has<br />
been independent for 30 years.”<br />
Mangwana said some high<br />
density dwellers had stayed in<br />
their houses for more than 60<br />
years without title deeds.<br />
“That is why I ended up joining<br />
civic society to ensure people<br />
know their rights to property.<br />
Today I am speaking to you as a<br />
common citizen and<br />

civic<br />
society,”<br />
he said.<br />

Participants urged the minister<br />
to come up with an all-encompassing<br />
and integrated indigenisation<br />
legal framework.<br />
“We are doing away with a<br />
one-size-fits-all indigenisation,”<br />
he said. “We have to be consistent<br />
so that the investor will come<br />
knowing what to expect and not<br />
get surprises. We are not here to<br />
shut down companies or victimise<br />
anyone; it is not in our interest.<br />
We want to engage, but in the<br />
process of achieving our goals,<br />
there are people who might not<br />
understand them and we have<br />
misunderstandings.”<br />
On Wednesday, a Zanu PF politburo<br />
meeting is said to have<br />
ordered Nhema to align the indigenisation<br />
regulations to make<br />
them investor-friendly.<br />
The introduction of the empowerment<br />
levy is set to erode the<br />
already burdened workers’ disposable<br />
income.<br />

HARARE residents are up in arms<br />
with the municipality over inflated<br />
water bills despite previous<br />
assurances that the billing system<br />
was being put in order.<br />
Scores of people have been receiving<br />
shocking bills as high as<br />
$400 per month due to a shambolic<br />
billing system fraught with<br />
errors.<br />
A few weeks ago council employees<br />
went about switching off<br />
water for defaulters. But residents<br />
are maintaining that the incorrect<br />
billing and erratic water supplies<br />
was discouraging them from<br />
meeting their obligations.<br />
“How am I supposed to pay for<br />
water that I have not used? My<br />
current bill is $435. I have no arrears,<br />
but the charges started going<br />
up in February,” said Malvin<br />
Chigaira from Dzivarasekwa who<br />
claims that his small family is incapable<br />
of using that much water.<br />
Council has over the years<br />
failed to rectify its billing system<br />
along with the provision of clean<br />
water on a regular basis.<br />
“We are being charged exorbitant<br />
amounts for this filthy water<br />
that I cannot even use for washing<br />
plates,” said Sekai Gutuza from<br />
Westgate area D.<br />
Although Harare City spokesperson<br />
Leslie Gwindi could not<br />
be reached for comment, another<br />
official said residents should<br />
clarify their bills with the Rowan<br />
Martin staff.<br />
A recent Environmental Management<br />
Agency survey revealed<br />
that municipalities countrywide<br />
were leading in compromising the<br />
quality of drinking water.<br />
Harare City Council was topping<br />
the list and was said to discharge<br />
3 885 megalitres of raw<br />
sewage into water sources per day.<br />
Meanwhile in a question and<br />
answer session recently, Harare<br />
Water director Christopher Zvobgo<br />
said efforts were being taken to<br />
address water pollution and improve<br />
water supply.<br />
“Council has always been<br />
aware of the water pollution challenges<br />
in the catchment. Council<br />
has a trade waste inspectorate<br />
which monitors industrial discharges<br />
into sewers and the environment,”<br />
he said.<br />
“The legal framework needs to<br />
be tightened to allow for prosecution<br />
of offenders and should be<br />
uniformly applied across all local<br />
authorities in Zimbabwe.”<br />
Zvobgo said council had engaged<br />
the business community<br />
with regards to construction of<br />
pre-treatment facilities at their<br />
premises before the effluent is<br />
discharged into sewers or the<br />
environment.<br />
Speaking on water supply,<br />
Zvobgo said the main treatment<br />
plant, Morton Jaffray, was operating<br />
on average at 70 % capacity<br />
due to some treatment and<br />
pumping units that have been<br />
decommissioned. This will allow<br />
for installation of new equipment<br />
under the two facilities currently<br />
running.<br />
“Water supply improvements<br />
are expected in August <strong>2014</strong> when<br />
the first consignment of pumps is<br />
expected under the Zimfund facility,”<br />
he said.<br />

SA crash pilot<br />
jailed 7 years<br />

A SOUTH African millionaire who<br />
recently crashed his helicopter in<br />
Gwanda was yesterday slapped<br />
with a seven-year jail term for<br />
violating the country’s airspace<br />
and tampering with the nation’s<br />
security systems.<br />
Fredrick Wilhelm August Lutzkie<br />
will, however, serve an effective<br />
three-and-a-half-year jail<br />
term after Harare provincial magistrate<br />
Vakai Douglas Chikwekwe<br />
suspended half of the sentence on<br />
condition of good behaviour.<br />
Chikwekwe said he had been<br />
fair enough and exercised mercy<br />
in passing sentence in view of the<br />
fact that Lutzkie was a danger to<br />
Zimbabwe’s security.<br />
The magistrate further said despite<br />
the fact that Lutzkie (52) was<br />
a rich man, he would not be allowed<br />
to use his cash in tampering<br />
with the country’s sovereignty.<br />
“There is nothing that can stop<br />
the court from presuming that<br />
the accused could have smuggled<br />
gems and even weapons in<br />
and out of this country during the<br />
time that he illegally entered this<br />
country via airspace,” Chikwekwe<br />
said.<br />
“He is a danger, not only to<br />
himself, but to us all. The court<br />
cannot rule out money laundering<br />
by the accused and smuggling<br />
of contraband. He has not been<br />
denied a chance to invest in this<br />
country by following proper procedures.<br />
One who can smuggle<br />
the money into the country cannot<br />
fail to do the same and smuggle<br />
it out in the same manner. We<br />
cannot allow our own security to<br />
be undermined.”<br />
The magistrate further said the<br />
helicopter that crashed in Zimbabwe’s<br />
land was going to be forfeited<br />
to the State.<br />
Prior to sentencing, Lutzkie,<br />
through his lawyer Vonai Majoko,<br />
pleaded with the court to consider<br />
the option of a fine saying he had<br />
handed himself over to the Zimbabwean<br />
authorities after he had<br />
informed them of the crashed<br />
plane.<br />
Lutzkie said he had some business<br />
investment in Zimbabwe and<br />
had paid more than R23 million<br />
in his joint venture with Gwanda<br />
Rural District Council.<br />
Lutzkie, who was arrested on<br />
Monday this week, pleaded guilty<br />
to 14 counts of contravening sections<br />
of the Civil Aviation Act and<br />
the Immigration Act.<br />
Prosecutor Michael Reza said<br />
during the period extending from<br />
February 1 to 28, Lutzkie flew his<br />
helicopter from South Africa and<br />
landed at Doddiebun Range in<br />
Gwanda where he runs a game<br />
farm. The court heard that during<br />
the material times, he was flying<br />
without permission from the Civil<br />
Aviation Authority of Zimbabwe<br />
in accordance with the terms<br />
and conditions specified by the<br />
authority.<br />
But on the day in question Lutzkie,<br />
who is an engineer by profession,<br />
said the helicopter developed<br />
a mechanical fault and<br />
crash-landed prompting him to<br />
dig a trench and bury it for fear of<br />
an explosion.<br />
This, he said, was done in order<br />
to cut oxygen supply to the plane<br />
since it had more than 500 litres<br />
of Jet A1 fuel. He told the court<br />
he had previously flown into the<br />
country undetected on two other<br />
occasions.<br />

‘Donor-funded drugs pose security risk’<br />

THERE is need for government<br />
to urgently come up with a solution<br />
to buy its own drugs as it is<br />
a security risk to have more than<br />
90% of the drugs in the country<br />
being donor-funded, an official<br />
has said.<br />
Speaking after touring the<br />
government-owned National<br />
Pharmaceutical company of Zimbabwe<br />
(NatPharm) on Thursday,<br />
Health and Child Care minister<br />
David Parirenyatwa said although<br />
the government drug warehouse<br />
was full, the medicines were secured<br />
through donor funds.<br />
“The warehouse if full. We can<br />
say 92% of our drugs are donorfunded<br />
and that is always a security<br />
risk for a country like Zimbabwe,”<br />
Parirenyatwa said.<br />
“So for a country like ours to<br />
have 92% of your drugs donor<br />
funded calls out for the government<br />
to do something urgent<br />
about it, to be able to purchase<br />
our own drugs as a matter of<br />
priority.<br />
If the donors are giving us<br />
something to cover like ARVs and<br />
others then we should have money<br />
to also go for those pertinent<br />
areas that are missing.”<br />
Tenant bites landlord’s lip in brawl<br />

A 34-YEAR-OLD Chitungwiza<br />
woman was on Wednesday sentenced<br />
to four months in prison<br />
for biting her landlord, causing a<br />
deep cut in his mouth.<br />
Tutsirai Chipaumire, who resides<br />
in Zengeza and is a municipal<br />
police officer at Chitungwiza<br />
Town Council, had her whole<br />
sentence suspended by magistrate<br />
Marehwanazvo Gofa on condition<br />
that she would not commit the<br />
Health minister David Parirenyatwa<br />
same crime in the next five years.<br />
Prosecutor Wilson Matsika<br />
told the court that on Sunday at<br />
around 1200 hours, the accused<br />
started packing up her belongings<br />
as she sought to vacate her current<br />
lodgings.<br />
Chipaumire was asked by her<br />
landlord Emmanuel Shonhiwa<br />
(46) why she had not repaired a<br />
window pane she had broken.<br />
Shonhiwa asked the accused to<br />
leave her table as surety, but she<br />
refused.<br />
He said treasury had managed<br />
to give NatPharm $150 000 and<br />
was hopeful such funding would<br />
come on a monthly or quarterly<br />
basis.<br />
“I am glad that $150 000 has<br />
come to Natpharm and I hope<br />
some more will come every<br />
month so that we boost that,”<br />
Parirenyatwa said.<br />
“I can say the system is not going<br />
down it is picking up, if they<br />
start giving this money then next<br />
month and that will see us pick up<br />
as a country.”<br />
He said Natpharm was s one of<br />
the key institutions in the ministry<br />
and should get funding so that<br />
essential drugs and medical accessories<br />
for the country are purchased<br />
in bulk.<br />
The Ministry of Health owes<br />
NatPharm over $12 million.<br />
Meanwhile, Parirenyatwa also<br />
launched the Ministry of Health<br />
and Child Care website at a local<br />
hotel on Thursday.<br />
The website contains the ministry’s<br />
electronic health records<br />
databases, national health profiles<br />
and health based strategic information<br />
reports collected from<br />
routine programme data collection<br />
and surveys.<br />
The court heard that the accused<br />
had a male companion with<br />
her who identified himself as a<br />
police officer and told Chipaumire<br />
to continue packing her things.<br />
This did not go down well with<br />
the complainant and he started<br />
arguing with the companion.<br />
Chipaumire then ran to the<br />
complainant and bit him on his<br />
mouth, leaving a deep cut and she<br />
jumped the security wall and ran<br />
away. Shonhiwa made a police report<br />
leading to her arrest.<br />
Mutare woman sentenced for concealing 8-month-old baby<br />

MUTARE — A 26-YEAR-OLD<br />
woman was lucky to escape<br />
jail after she was sentenced to a<br />
wholly-suspended six months<br />
in prison for concealing birth of<br />
an eight-month-old baby.<br />
Betty Mukombero appeared<br />
before Mutare magistrate Sekai<br />
Chiundura on Thursday and was<br />
sentenced to six months in jail.<br />
The sentence was, however,<br />
suspended on condition that<br />
she would not be convicted of a<br />
similar offence in the next five<br />
years.<br />
Charges against Mukombero<br />
were that on <strong>June</strong> 4 in Dangamvura,<br />
she felt labour pains as she<br />
was eight months pregnant.<br />
She did not seek any assistance<br />
or alerted anyone as she<br />
chose to remain silent and conceal<br />
the birth.<br />
It was the State’s case that she<br />
gave birth to a live baby in her<br />
room.<br />
She then took the baby and<br />
placed it in a plastic paper and<br />
hid it underneath her bed.<br />
She did not tell anyone about<br />
the birth and the child later died.<br />
Thereafter, she went to take<br />
a bath.<br />
The matter came to light after<br />
another tenant went to take a<br />
bath and suspected that the accused<br />
might have given birth.<br />
Upon interrogation by other<br />
people, Mukombero admitted<br />
that she had given birth and<br />
narrated all that had happened.<br />
The matter was then reported<br />
to police leading to her arrest.<br />
The State said she had no right<br />
to act in the manner that she did.<br />

Leaders are responsible<br />
for those whom they<br />
lead. The lives of the<br />
people are entrusted to<br />
them. The leaders must<br />
create conditions which allow<br />
people to make a living and stay<br />
alive. Of old, chiefs provided food<br />
for the people in times of need<br />
from a granary (zunde raMambo)<br />
for that purpose.<br />
In our day land, manpower,<br />
skills and expertise, as well as investment<br />
capital must be organised<br />
in such a way that the people<br />
use the land productively.<br />
Indigenisation and greater equity<br />
in the distribution of land and<br />
the means of production may be<br />
an excellent long-term goal. But<br />
if it does not provide work for the<br />
workless and give them food, at<br />
least in the short term, then the<br />
welfare of the people may demand<br />
a different strategy.<br />
The people and their welfare,<br />
their sheer survival, come first.<br />
They must not be sacrificed to an<br />
ideology, splendid in itself, but of<br />
little practical value in saving the<br />
people from economic ruin and<br />
starvation.<br />
Leaders with political responsibility<br />
must study these problems<br />
intensively and be engaged with<br />
industrialists, agricultural economists,<br />
trade unions and employers<br />
at all times.<br />
Alas, politicians care little about<br />
the real problems of the country.<br />
With a few laudable exceptions,<br />
most of the time they are busy<br />
fighting each other for top posts.<br />
The struggle for power and the acquisition<br />
of wealth occupy them<br />
much more than the worries of<br />
the people whom they represent.<br />
A true leader must care about<br />
the little people, the ordinary citizens<br />
in town and country. True<br />
leaders must be unselfish. They<br />
must make the worries of ordinary<br />
workers, and even more so of all<br />
who have no work, their very own.<br />
A leader is not one who “has<br />
made it”, at long last free from all<br />

tells me that he has never seen<br />
Zimbabwean leaders seeing for<br />
themselves what happens to their<br />
own people stuck between their<br />
own country that has abandoned<br />
them, and their host country that<br />
does not want them.<br />
Surely our leaders know that it<br />
is two main causes the world over<br />
that drive people into exile: war<br />
and violence, and poverty and<br />
unemployment. Charity, though<br />
welcome in the midst of acute<br />
hunger and misery, cannot solve<br />
the problem. Our economy must<br />
be revived and factory gates must<br />
be reopened, workers must take<br />
up the tools once more and restart<br />
production. Ideological obstacles<br />
must be removed.<br />
The shouting of slogans in support<br />
of one’s own party at the<br />
forthcoming election must stop.<br />
The survival, not just of one’s own<br />
friends and clients, is at stake,<br />
but of the people as a whole, regardless<br />
of their political sympathies.<br />
For such magnanimity and<br />
humanity we need statesmen,<br />
not just party agents, mothers of<br />
the nation, not just female party<br />
propagandists.<br />
It seems our government does<br />
not bother about migrants; “good<br />
riddance” seems to be the feeling<br />
in the corridors of power, though<br />
combined with hoping that eventually<br />
the migrants will send remittances<br />
back to Zimbabwe.<br />
South Africa does not see distressed<br />
neighbours in them, not<br />
even potentially useful workers,<br />
but only troublesome vagrants.<br />
Should not the two countries<br />
come together and negotiate a<br />
solution? Would it not be in the<br />
long-term interest of both countries<br />
to relieve the suffering of<br />
their people, African brothers and<br />
sisters? Is this not the humanism<br />
a people proud of their heritage of<br />
unhu/ubuntu should have?<br />
Is this not the job of Sadc to<br />
bring the two together and assist<br />
them in rebuilding the Zimbabwean<br />
economy, the root cause of<br />
this migration?<br />
It must be in the interest also of<br />
South Africa to restore economic<br />
sanity north of the Limpopo (ignoring<br />
the current economic advantage<br />
for South African business<br />
which sells Zimbabwe what<br />
it cannot produce itself at the<br />
moment).<br />

the economy must serve them.
Cossa gives helping hand<br />
to Chegutu orphans<br />

AFRICAN culture has always regarded any<br />
child as everyone’s child, resulting in people<br />
taking responsibility over extended<br />
families, or even taking an interest in the<br />
lives of other people in their communities.<br />
Although some people are now reneging<br />
from this cultural practice and adopting<br />
foreign cultures where a person only takes<br />
responsibility for their family, a Chegutu<br />
family has instead decided to take responsibility<br />
of many orphans in their locality by<br />
forming a community-based organisation,<br />
Youth4Children.org, to feed and help orphaned<br />
children with different skills.<br />
The organisation was formed in 2013 by a<br />
Zimbabwean female based in South Africa,<br />
Sarah Cossa.<br />
She said it started as a family initiative<br />
when they took in four orphans, but later<br />
grew into a fully registered communitybased<br />
organisation in Pfupajena Township<br />
in Chegutu.<br />
Cossa, a professional counsellor and<br />
founding director of Youth4Children.org,<br />
said she was motivated to form the organisation<br />
many years ago before she moved to<br />
South Africa due to the suffering of many<br />
children which she witnessed in Chegutu.<br />
In 2013, she finally decided to form a<br />
fully-fledged community-based organisation<br />
and got Youth4children.org registered.<br />
“At that time, I never envisaged that I<br />
would end up forming a community-based<br />
organisation to feed more than 400 children<br />
since I did not even have the resources to do<br />
so,” Cossa said.<br />
“Our aim as a family was just to help<br />
children in our neighbourhood who did<br />
not have food, shelter and clothing, but<br />
we later discovered that there were many<br />
more children in Chegutu who needed help<br />
and we formed Youth4Children.org to feed<br />
them and train them in different life skills<br />
such as soccer.”<br />
As a Zimbabwean expatriate now working<br />
in South Africa, Cossa said the remaining<br />
members of her family were involved in<br />
ensuring the organisation moved on.<br />
Apart from members of her family getting<br />
a deep interest in the activities of<br />
Youth4Children.org, she said she managed<br />
to get some volunteers who are also helping<br />
in the feeding scheme for the children<br />
and in teaching the children to do different<br />
activities.<br />
“Our children now number above 400<br />
and our boys have done well in soccer to<br />
the extent that they are now affiliated to the<br />
Under-13 soccer league,” she said.<br />
“The children were also able to participate<br />
in the <strong>2014</strong> Independence Day celebrations<br />
in Chegutu.<br />
“The girls are also involved in activities<br />
such as drummies and traditional dance.”<br />
Cossa said her organisation had been<br />
sustained by well-wishers who donated<br />
food and clothing for the children who did<br />
not have boarding facilities, but attended<br />
to be fed and to get involved in activities<br />
spearheaded by the organisation.<br />
“We continue looking for support from<br />
well wishers and we have managed to secure<br />
a place at a government school where<br />
our children do different activities like<br />
sports every Saturday.<br />
“Recently, the Municipality of Chegutu<br />
also allocated land to us for establishment<br />
of a community garden. We also receive<br />
weekly donations of bread from Koshen<br />
Bakery to feed our children,” she said.<br />
She said some of the items that were<br />
needed for the children included sanitary<br />
pads for girls, soccer kits for the boys and<br />
netball kits.<br />
“We have also approached our local<br />
[Chegutu West] MP Dexter Nduna [Zanu<br />
PF] to assist with the drilling of a borehole<br />
at the garden that we were offered by the<br />
municipality and to help us with the erection<br />
of a fence and a security guard at the<br />
garden,” she said.<br />
The legislator, Nduna, said the Youth-<br />
4Children.org project was a good community<br />
initiative because it kept the children<br />
off the streets.<br />
“One should watch these children doing<br />
different activities and you will understand<br />
that it is necessary to have projects for underprivileged<br />
children so that they do not<br />
resort to criminal activities,” Nduna said.<br />
“I hope a lot of wellwishers will come<br />
up to support the project in Chegutu in cash<br />
and in kind.”<br />

child abusers<br />
YesterdAY we carried a story under the title:<br />
Grade 6 pupil falls pregnant, in which we reported<br />
that a 12-year-old Mt Pleasant pupil had dropped<br />
out of school after sexual abuse that resulted in<br />
her falling pregnant.<br />
Hardly a day passes without reports about sexual abuse<br />
where children, especially girls, fall prey to child molesters.<br />
Recently, we have also witnessed a growing trend where<br />
young boys are sodomised by some sexual perverts.<br />
Judging from reports, the adult perverts range from young<br />
men of 18 to octogenarians who should know better. This<br />
means children need protection from paedophiles of all ages<br />
across all sections of society.<br />
The continued sexual abuse of children shows that the current<br />
punitive measures are not deterrent enough.<br />
Children are abused under different guises and these include<br />
the “need” to follow religious and traditional practices.<br />
We have many known religious cults in the country that are<br />
specialists in child abuse.<br />
Despite the fact that such sects are known, nothing is done<br />
about them. They even have the audacity to marry off underage<br />
girls in broad daylight.<br />
Children, because of their age and limited knowledge of the<br />
world, cannot successfully mobilise and lobby against abuse.<br />
Although the responsibility to protect these young souls lies<br />
squarely on the shoulders of every adult in society, the government<br />
should take a leading role.<br />
It is high time we had legislation specifically to deal with<br />
child abuse.<br />
This type of legislation should be in the mould of the Domestic<br />
Violence Act that women organisations pushed for. It<br />
is equally important that we have a specific law that protects<br />
children as children.<br />
It is not enough to have laws that protect children from<br />
abuse couched in laws that have to do with adults. Legislation<br />
targeting child abusers should have serious punitive measures<br />
that include life imprisonment.<br />
We need specific legislation that targets paedophiles. This<br />
may make those who want to abuse young children think<br />
twice.<br />
What is also worrisome is that the majority of child abusers<br />
are either relatives or people who are known to the children.<br />
This shows premeditation on the part of the abusers.<br />
It is notable that most of the abusers who appeared in the<br />
courts of law hardly showed any remorse for their actions.<br />
Most have given flimsy excuses for their deeds. They seemed<br />
not to care a hoot about the subsequent trauma their victims<br />
would suffer for life.<br />
Hence it is important that new legislation be crafted to severely<br />
punish paedophiles or to lock them away for life.<br />

his picture dressed in a police uniform<br />
that was posted on various<br />
social networks.<br />
The picture appears with different<br />
captions ranging from<br />
commissioner-general Madzibaba,<br />
conqueror of the police force<br />
and many others.<br />
This is, however, a continuation<br />
of the humour that has been<br />
coined or created by various people<br />
ever since the day policemen<br />
were sent onto their heels by<br />
angry members of the Johanne<br />
Masowe sect in Budiriro that was<br />
being accused of violating women<br />
and girls rights.<br />
Bishop Johannes Ndanga, president<br />
of the Apostolic Christian<br />
Council of Zimbabwe that governs<br />
operations of apostolic churches,<br />
had gone there in the company of<br />
police details and members of the<br />
media to announce a ban on church<br />
activities on that piece of land.<br />
The Vapostori members led by<br />
a Madzibaba Ishmael who is still<br />
at large, reacted violently and descended<br />
on the entourage resulting<br />
in serious injuries to a Zimbabwe<br />
Broadcasting Corporation<br />
(ZBC) cameraman who fell down<br />
and received a thorough beating<br />
from the marauding men in white<br />
garments.<br />
The camera person sustained<br />
serious fractures in both hands.<br />
However, these events have<br />
created a humorous platform by<br />
people from different walks of life<br />
stemming from this incident.<br />
It all started when Augustine<br />
Chihuri, the Zimbabwe Republic<br />
Police Commissioner-General,<br />
passed out at a pass-out parade<br />
where President Robert Mugabe<br />
was officiating. He was later to<br />
apologise to the President for this<br />
embarrassing episode which sent<br />
Zimbabweans into a frenzy of humorous<br />
articles and caricatures.<br />
Chihuri said he had mistakenly<br />
worn two different size boots, a<br />
size six and a size nine and hence<br />
the reason why he collapsed.<br />
But someone on social networks<br />
had this to say: “He should<br />
sue Zesa for load-shedding that<br />
resulted in him picking the ‘banana’<br />
pair in the dark . . .”<br />
“Banana pair” refers to shoes<br />
that are always worn by little children<br />
on the wrong sides giving the<br />
shoes a banana shape.<br />
“I can’t believe that a police<br />
general wears his shoes (the banana<br />
way) like a two-year-old<br />
baby. . . ” screamed another one.<br />
Just as readers were getting<br />
over the drama on Chihuri did this<br />
one of the Vapostori sect get into<br />
travelling drive gear.<br />
There is one that I thoroughly<br />
enjoyed that went like this . . . “I<br />
was stopped by a team of cops at a<br />
roadblock along Seke Road when<br />
one of them noticed that I had a<br />
shepherd’s staff on the dashboard<br />
of my car. The cops bolted in all directions,<br />
leaving their ticket book<br />
and other items on the tarmac . . .”<br />
The shepherd staffs were the<br />
weapons used to clobber the policemen<br />
that fled the shrine in<br />
Budiriro, and these were captured<br />
so well by the news media.<br />
The impressions created by<br />
members of the public were that<br />
these Vapostori were a stronger<br />
force than the ZRP which is legally<br />
in place to protect everyone from<br />
harm.<br />

The arrested bearded man is<br />
apparently a tailor who was stitching<br />
that uniform which he put on<br />
and had a photograph taken and<br />
posted on social networks with a<br />
caption that read as commissioner<br />
general Madzibaba . . .<br />
This inferred that Vapostori<br />
can make a better police force using<br />
the shepherd staffs’ than the<br />
present one under Chihuri’s authority<br />
that carry guns. This was<br />
so amusing, but something, however,<br />
caught my attention.<br />
How did this fella get the uniform<br />
which he was apparently<br />
stitching at his business concern?<br />
Is it not true that these uniforms<br />
are property of the State<br />
which can only be tailored by<br />
contracted firms identified by the<br />
ZRP? I found this rather strange.<br />
These humorous articles keep<br />
the nation in laughter especially<br />
these days when everyone seems<br />
to be weighed down with effects<br />
of a melting economy.<br />
This has brought out so much<br />
creativity which I think should<br />
be tapped for television or street<br />
theatre purposes.<br />
Not a day passes without seeing<br />
one of two caricatures or jokes<br />
about the Budiriro fracas.<br />
But it would seem as though<br />
authorities are not tolerant to such<br />
creativity as this is deemed as provoking<br />
the status quo.<br />
Recently, Freshlyground, a<br />
South African funk musical band<br />
that was billed to perform at closure<br />
of this year’s edition of the<br />
Harare International Festival of the<br />
Arts (Hifa), was deported because<br />
authorities perceived the group as<br />
having mocked Mugabe in one of<br />
their productions titled Chicken to<br />
Change. The satirical musical cartoon<br />
strip created by famous cartoonist<br />
Zapiro is very funny and<br />
speaking from an artist’s point<br />
of view; this video clip I think is<br />
just comical and not aimed at demeaning<br />
the President.<br />
Zimbabwe is generally intolerant<br />
to artists that express themselves<br />
through visuals and other<br />
forms of art resulting in a handful<br />
of artists getting arrested for expressing<br />
political issues through<br />
art and music.<br />
Some songs by local artistes<br />
have also been banned on local<br />
airwaves and yet these satirical<br />
messages just give us time to reflect<br />
and also admire the creativity<br />
involved in such productions. It is<br />
also an outlet to release the steamy<br />
tensions and stressful situations<br />
that the majorities are facing.<br />
Zimbabwe has so much talent<br />
in the form of humour and<br />
all those that have smart phones<br />
can agree with me that this talent<br />
needs to be tapped and marketed.<br />
We are too serious a people that<br />
are at loss given the serious economic<br />
problems Zimbabwe is faced<br />
with . . . and yet humour is an outlet<br />
that is calming and therapeutic. I<br />
have laughed so much over the past<br />
week over these funnies.<br />
I am sure we are all familiar<br />
with phrase that “laughter is the<br />
best medicine”.<br />
Humour and the sound of roaring<br />
laughter is far more contagious<br />
than any cough, sniffle, or sneeze.<br />
Yes, laughter also triggers healthy<br />
physical changes in the body.<br />
Research has proved that humour<br />
and laughter strengthens the<br />
immune system, boosts energy,<br />
diminishes pain, and protects us<br />
from the damaging effects of stress.<br />
We are a happy people, aren’t<br />
we? And best of all, laughter and<br />
humour is free.<br />

too big<br />
I AM one of the many people who<br />
viciously spoke against a brimming<br />
Parliament during the Constitutional<br />
Parliamentary Committee<br />
(COPAC)’s outreach process<br />
of constitution-making.<br />
I felt vindicated when I read in<br />
State media that Members of Parliament<br />
(MPs) were borrowing to<br />
attend Parliament sittings. What<br />
I highlighted then as the consequences<br />
of an overstaffed parliament<br />
are exactly what is unfolding.<br />
Our Parliament is just too big<br />
considering our population and<br />
the ailing economy. It’s shocking<br />
that the countries which have better<br />
economies and bigger populations<br />
have lean parliaments. A<br />
close scrutiny of the sizes of parliaments<br />
cited in the State media in<br />
proportion to the population represented<br />
can illustrate how bloated<br />
our Parliament is.<br />
Each MP in South Africa represents<br />
130 000 people while the<br />
Zimbabwean MP stands for just<br />

to pay their legislators and give<br />
them resources needed for their<br />

allowances. Already, Parliament<br />

sitting allowances. These<br />
arrears will pile up to the $4 million<br />
outstanding allowances from<br />
the last Parliament.<br />
While our Parliament has been<br />
expanding since 1980, on the contrary,<br />
the economy has been taking<br />
a nosedive. It would be economically<br />
prudent if the number<br />
of legislators commensurates with<br />
economic growth. There is nothing<br />
that the 350 MPs can do that<br />
a good size of 100 MPs cannot do,<br />
especially in urban areas where<br />
their work overlaps with that of<br />
the councillors.<br />
The chief argument behind the<br />
rejection of devolution is the small<br />
size of this country. It defeats that<br />
argument when, on the other<br />
hand, we have an enlarged Parliament,<br />
more so when they are now<br />
salaried.<br />
While it is already too late to<br />
downsize Parliament, such meas-<br />
what he has done in independent<br />
Zimbabwe. Let the king be! His talent<br />
and class on and off the pitch is<br />
unquestionable.<br />

Honestly, there is no need for<br />
non-constituency MPs and those<br />
many MPs in cities in an economy<br />

This group of MPs does not<br />
need to be accommodated in hotels,<br />
neither should they be given<br />
accommodation allowances, at<br />
least until our economy is back<br />
on its feet. The Honourable MPs<br />
who are ministers and deputy<br />
ministers should not be given<br />
vehicle loans. This group of MPs<br />
has already received ministerial<br />
vehicles which they can also use<br />
for their constituency duties. The<br />
vehicle loans that are set to be advanced<br />
to the MPs will come from<br />
the same Treasury that purchased<br />
ministerial vehicles for the same<br />
individuals.<br />

In response to What to do with the<br />
‘worryus’, Zifa and it’s technical<br />
team: My real concern dwells on<br />
the technical team and the players.<br />
However, I’m going to touch a bit<br />
on local football governing body<br />
Zifa.<br />
First, it does not suffice to evaluate<br />
individual performances after<br />
the game in what Wellington Toni<br />
called the “verdict” and conclude<br />
the reason for our loss. Modern<br />
football follows a corporate<br />
business-like model. Unless we<br />
model it into a holistic approch,<br />
we’ll continue crying about our<br />
“worryus”.<br />
We might have had glitches<br />
with the players here and there,<br />
but the technical team was at fault<br />
for not being intelligent enough.<br />
Second, here are some tips for<br />
the technical team:<br />
l Being tactically intelligent<br />
means being able to pick a situational<br />
strategy in line with our<br />
game’s objective on the day and<br />
that was to have a two-goal margin.<br />
This meant our mode was<br />
to attack aggressively and score<br />
goals. How? By having a reputable<br />
playmaker in midfield, a floating<br />
striker-cum-midfielder and a<br />
false striker. We needed someone<br />
like Khama Billiat to collaborate<br />
with Ovidy Karuru. The defensive<br />
midfield was OK, Edward Sadomba<br />
was OK and the wing-backs<br />
were not that bad too.<br />
l The coach should have realised<br />
that a football match is like<br />
a business run in 90 minutes and<br />
supposed to realise commercial<br />
success soon after that duration.<br />
Hence, the coach should have<br />
been intelligent enough to estimate<br />
any danger coming by having<br />
a strong contingency plan. He<br />
should not have overestimated or<br />
underestimated a situation. Warriors<br />
coach Ian Gorowa tried to<br />
pump in strikers later in the game,<br />
but the damage had already been<br />
done.<br />
l SWOT analysis: Strength —<br />
We had a good squad except the<br />
perfect diamond midfield. Weakness<br />
— The team’s mental stability<br />
was compromised, ie, they<br />
were under pressure in the home<br />
ground to please the crowd, hence<br />
they tried to be perfect, frustrations<br />
coming from Zifa, playing<br />
to defy history and poor remuneration<br />
all compromised the<br />
psychological welfare of players.<br />
Opportunity — The 12th man was<br />
there 100% and the Taifa Stars<br />
were away. Threats — The constant<br />
thought: “What if we lose? What<br />
about our fans?”<br />
l Zifa should be known by everybody<br />
as a heavy political front.<br />
Our emotions should know how<br />
to handle it well. The only disappointing<br />
thing is it kills the morale<br />
of the players.<br />
It’s imperative that the technical<br />
team should write it in their<br />
hearts that football is about the<br />
teamwork of 11 players.<br />
No player should duplicate<br />
another player’s style or broadband<br />
roles or even use the tactic of<br />
absenteeism.<br />
Players should be called up to<br />
the national squad on merit as well<br />
as relevance to the desired task, of<br />
which that was not observed with<br />
the team that played last weekend.<br />
With these factors, Gorowa<br />

known as DJ Dadi Fresh by<br />
those in his industry, suffers from<br />
a left side femoral neck fracture<br />
which occurred in April. His medical<br />
records indicate that because of<br />
this femoral neck fracture, blood<br />
flow is reduced thereby posing a<br />
great risk of not healing hence, the<br />
need for a partial hip replacement.<br />
The father of three who makes a<br />
living as a hired disc jockey on<br />
private events says he has failed to<br />
raise money required for the partial<br />
hip replacement.<br />
Braced with his low-cost and<br />
not so comfortable hand-carved<br />
crutches, Douglas explained to<br />
NewsDay how he cannot walk<br />
without experiencing terrible pain<br />
in his left leg.<br />
“I can not visit the bathroom<br />
without assistance from someone<br />
and at times I don’t have a choice,<br />
but to call one of my children to<br />
help me dress up in the event that<br />
their mother is away,” Douglas<br />
said.<br />

BRIDGET Mandimutsira, aged five, is<br />
seeking over $25 000 to settle a medical<br />
bill with a South African hospital<br />
where a tumour was removed from<br />
her brain.<br />
Bridget first appeared in NewsDay<br />
in 2010 when she had growths on the<br />
mouth, tongue, nostril and forehead<br />
which were successfully removed at a<br />
hospital in Rhondebosch, Cape Town,<br />
South Africa.<br />
She was only two years old then.<br />
“Following the publication $12 000<br />
was raised last year by various wellwishers<br />
resulting in an operation to<br />
remove another growth from her chin<br />
and tongue.<br />
“What we now need is over<br />
$25 000 to settle the balance for the<br />
procedures so far done, although there<br />
also will be a need for yet another operation<br />
to remove growth on her right<br />
cheek,” Bridget’s mother Benedict<br />
Makumbe who lives in Tafara said.<br />
The young girl, who is supposed to<br />
have started Grade Zero this year, was<br />
not able to because her eyes are badly<br />
affected by the skin condition known<br />
as Xeroderma Pigmentosm according<br />
to a letter from the Red Cross War Memorial<br />
Children’s Hospital in SA.<br />
Xeroderma Pigmentosm is a genetic<br />
skin condition that predisposes her to<br />
multiple skin disorders. According to<br />
the letter from the hospital, Bridget<br />
needs excessive treatment and has an<br />
open arrangement with the hospital<br />
to be treated any time because these<br />
services can only be rendered at this<br />
medical institution.<br />
Bridget’s mother says she has no<br />
means of raising such a huge amount<br />
for these procedures and hence she is<br />
again seeking help from well-wishers<br />

“I am yet to get a quotation for<br />
surgery to remove a growth from her<br />
right cheek and the $25 000 does not<br />

avoid sunrays and her eyesight is badly<br />
impaired. It is painful to watch your<br />

to see your child not growing up<br />

Since creation, humanity has<br />
been working to improve<br />
the quality of life on planet<br />
earth. Much research has<br />
been going on to find ways<br />
of making life better and more enjoyable.<br />
There have even been efforts to<br />
harness other planets to contribute to<br />
the wellbeing of life on earth. Studies<br />
are being carried out to find lasting<br />
solutions to the ills of life. Think<br />
tanks and official bodies have been<br />
established to bring development to<br />
mankind. Mankind is working hard to<br />
live a stress free life. Generation after<br />
generation has come and gone but<br />
the world is still not that perfect. It is<br />
God’s desire for each generation to<br />
better the previous and it is your duty<br />
as an individual to positively change<br />
and transform lives.<br />
While every effort is being put to<br />
better our lives and all possible avenues<br />
explored, it has to be understood<br />
that there will always be forces working<br />
against mankind’s advancement.<br />
Whatever format these negative forces<br />
may take, the root cause remains<br />
the devil, Satan, whose sole mission<br />
is to steal, kill and destroy. A closer<br />
look at life will show that development<br />
has not been that smooth. From<br />
the Stone Age to the current age, the<br />
baton has not always been passed<br />
on successively positively. There are<br />
generations that reduced the speed.<br />
Others destroyed what was accomplished<br />
by previous generations. So<br />
instead of doing what they are supposed<br />
to do to advance, they spend<br />
time rebuilding and restoring. Because<br />
of this, we are not at the stage where<br />
we are supposed to be. We are probably<br />
many generations behind.<br />
Man and woman were created with<br />
assignment in a geographical location.<br />
There are certain geographical<br />
locations that have done fairly well,<br />
but they cannot advance so much<br />
way ahead of others because we are<br />
a global village. Although the first and<br />
second worlds appear so much advanced,<br />
they could have been better if<br />
they carried along the third world and<br />
moved on en masse. It is even worse<br />
for an individual country to seek to<br />
advance outside the collective participation<br />
of its continent. This is better<br />
understood if as an individual you<br />
want to succeed and flourish ignoring<br />
your parents and siblings. You need to<br />
equip and empower them so that your<br />
effect will be multiplied.<br />
As you desire to accomplish everything,<br />
always remember that there<br />
are things you will leave untouched in<br />
your generation. King David wanted to<br />
build a temple for God, but God told<br />
him it was going to be his son instead<br />
who would do that and King Solomon<br />
built the temple after he assumed the<br />
throne. There are things that will never<br />
be accomplished by certain generations.<br />
God works through generations.<br />
He introduced His Son, Jesus in perspective<br />
of generations. Matthew 1:17<br />
supports and says, “So all the generations<br />
from Abraham to David are<br />
fourteen generations; and from David<br />
until the carrying away into Babylon<br />
are fourteen generations; and from the<br />
carrying away into Babylon unto Christ<br />
are fourteen generations.” Discover<br />
what you have to do in your generation<br />
so that you won’t be irrelevant.<br />
Refuse to be a generation of destroyers.<br />
The generations before you<br />
built the Great Zimbabwe monuments.<br />
What have you built? They were<br />
thrown in the reserves and built the<br />
huts were you grew up. Now you have<br />
a farm, what have you contributed?<br />
I always get disturbed when we fail<br />
to resettle a few people at Chingwizi<br />
holding camp that were affected by<br />
Tokwe Mukosi floods. God gave the<br />
children of Israel time to advance<br />
stage by stage. He did not drive out<br />
the former inhabitants of the Promised<br />
Land at once. Exodus 23:29-30<br />
reads, “[29] I will not drive them out<br />
from before thee in one year; lest the<br />
land become desolate, and the beast<br />
of the field multiply against thee. [30]<br />
By little and little I will drive them out<br />
from before thee, until thou be increased,<br />
and inherit the land.” God<br />
is so faithful to give each generation<br />
work to do.<br />
There are things that certain generations<br />
will be denied because they<br />
are wasteful, they squander opportunities.<br />
My advice is that at least<br />
maintain what you inherited then you<br />
can develop it or offer more advanced<br />
options. Receive and pass on the baton<br />
with maturity and responsibility.<br />
God’s first commandment to humanity<br />
calls for productivity. Genesis 1:28<br />
says, “[28] And God blessed them,<br />
and God said unto them, Be fruitful,<br />
and multiply, and replenish the earth,<br />
and subdue it: and have dominion<br />
over the fish of the sea, and over the<br />
fowl of the air, and over every living<br />
thing that moveth upon the earth.”<br />
Contribute positively to your generation.<br />
Don’t destroy the good that was<br />
bequeathed to you. Pass on a good<br />
heritage.<br />

Prison, a blessing in disguise for others<br />

IMAGINING incarceration in<br />
Zimbabwe prisons always<br />
invokes sad feelings from<br />
members of the public.<br />
One would always think<br />
about the lice-infested blankets,<br />
sodomy, food shortage, sickness<br />
and death.<br />
But for Privilege Ramos (37)<br />
from Mutasa District in Manicaland<br />
province, who is serving a<br />
32-month jail-term for attempted<br />
murder, incarceration has come<br />
as a blessing in disguise.<br />
After 17 months behind bars,<br />
Ramos has acquired a life skill of<br />
welding, something that he had<br />
never imagined in his life.<br />
Upon completion of his jail<br />
term, he hopes to start a welding<br />
business of his own and move on<br />
with life.<br />
His story is one of many shared<br />
by other inmates who are receiving<br />
training in various self-sustaining<br />
disciplines offered by the<br />
Zimbabwe Prisons and Correctional<br />
Services (ZPCS).<br />
Apart from equipping inmates<br />
with life skills, the ZPCS is currently<br />
doing construction work<br />
of different forms in schools and<br />
other institutions in Mutare at a<br />
charge to enable it to generate<br />
revenue so that it sustains itself.<br />
ZPCS superintendent Elton<br />
Gumindega said: “The whole idea<br />
is to turn prisons into a viable<br />
business entity so that we don’t<br />
continuously milk from the fiscus<br />
and that in the long term we<br />
achieve self-sustenance.”<br />
He added: “In the short term<br />
we want to cover running costs<br />
such as repair of our vehicles, fuel<br />
for the courts, stationery and daily<br />
administrative issues.”<br />
Gumindega sad part of the<br />
money will be used to cater for<br />
transport for inmates upon release<br />
in the form of bus fares while the<br />
other will be used to buy small<br />
things such as toiletries, salt or<br />
cooking oil.<br />
The organisation has carried<br />
out renovation and repair work<br />
at Mutare Boys High where the<br />
infrastructure was constructed<br />
as far back as 1950s. It renovated<br />
classroom blocks, ablution facilities<br />
and the canteen as well as repairing<br />
the plumbing system and<br />
fixing burglar bars.<br />

Mathew Tondoya said the ZPCS<br />
had done a splendid work at the<br />
school.<br />
He said the school wasted a<br />
lot of money on some contractors<br />
“bent on making money without<br />
doing proper construction”.<br />
“For other contractors the<br />
work they do will not last for even<br />
two terms and we will be wasting<br />
money in engaging them. This is<br />
quite durable and we are happy<br />
with the work they are doing,” he<br />
said.<br />
ZPSC has also embarked on an<br />
ambitious project at their Prison<br />
Farm to construct a school which<br />
will cater for the children of the<br />
officers and the local community.<br />

Zondai Cleopas Nyatsanza said the<br />
Mutare Farm Prison Junior School<br />
will go a long way in helping both<br />
the local community and prison<br />
officers.<br />
Nyatsanza, who is the Chief<br />
Staff Officer responsible for administration<br />
in Manicaland province,<br />
said it was cheaper for them<br />
as labour was readily available in<br />
the form of highly skilled prison<br />
officers and the inmates.<br />
The inmates manufacture window<br />
frames and doorframes at the<br />
prison.<br />
“We discovered that there are<br />
a number of children within Mutare<br />
Prison Farm who are going<br />
to schools in town because we<br />
have no school here. Equally the<br />
same, the surrounding community<br />
has no school and this one<br />
will be handy to everyone,” said<br />
Nyatsanza.<br />
The school has already been<br />
registered and four teachers were<br />
employed to teach 50 pupils enrolled<br />
in ECD and grade 1.<br />
Besides construction, the ZPCS<br />
is also involved in the rehabilitation<br />
of its female inmates and former<br />
inmates through partnership<br />
with a local organisation called<br />
Gogo Olive.<br />
The initiative, started by Julie<br />
Hagan, is open to vulnerable<br />
women as well as prison inmates<br />
and former inmates.<br />
Hagan said the initiative was<br />
meant to ensure that struggling<br />
women get something out of<br />
working on their own.<br />
For the inmates, they will receive<br />
training during incarceration<br />
and afterwards they will join<br />
others to knit doles which are<br />
marketable in part countries in<br />
the world.<br />
The doles are exported and<br />
on average, the women receive<br />
$180 a month from the sale of the<br />
doles.<br />

Chakwawa. “I am managing to<br />
pay for my rent, pay fees for my<br />
children as well as buy food. I<br />
urge all the prison inmates to<br />
take the training they get seriously<br />
as it will be a stepping<br />
stone afterwards.”<br />
Blood clots linked to air pollution<br />
In 2013, air pollution was identified as<br />
a leading environmental cause of lung<br />
cancer and a major contributing factor<br />
in an array of other heart and lung diseases.<br />
New research this week at the<br />
London School of Hygiene & Tropical<br />
Medicine validated these findings and<br />
linked irregular heartbeats and blood<br />
clots in the lungs to air pollution.<br />
Air pollution can occur anywhere<br />
and occurs when any chemical, physical<br />
or biological agent contaminates<br />
the environment. According to the<br />
World Health Organisation (WHO),<br />
stoves in the home, motor vehicles,<br />
industrial facilities and forest fires are<br />
common sources of air pollution.<br />
“Pollutants of major public health<br />
concern include particulate matter,<br />
carbon monoxide, ozone, nitrogen<br />
dioxide and sulphur dioxide. Both<br />
ambient (outdoor) and household<br />
(indoor) air pollution cause respiratory<br />
and other diseases, which can be<br />
fatal.<br />
“The evidence shows that environmental<br />
risk factors play a role in more<br />
than 80% of the diseases regularly<br />
reported by the WHO. Globally, nearly<br />
one quarter of all deaths and of the<br />
total disease burden can be attributed<br />
to the environment.”<br />
In March, WHO reported that<br />
around 7 million people died in 2012 -<br />
one in eight of total global deaths – as<br />
a result of air pollution exposure. In<br />
2013, they even classified the hazards<br />
of air pollution to be in the same category<br />
as tobacco smoke, UV radiation<br />
and plutonium.<br />
“The new estimates are not only<br />
based on more knowledge about<br />
the diseases caused by air pollution,<br />
but also upon better assessment<br />
of human exposure to air pollutants<br />
through the use of improved measurements<br />
and technology,” explains<br />
WHO.<br />
“Cleaning up the air we breathe<br />
prevents noncommunicable diseases<br />
as well as reduces disease<br />
risks among women and vulnerable<br />
groups, including children and the elderly,”<br />
says Dr Flavia Bustreo, WHO<br />
Assistant Director-General Family,<br />
Women and Children’s Health.<br />
“Poor women and children pay a<br />
heavy price from indoor air pollution<br />
since they spend more time at home<br />
breathing in smoke and soot from<br />
leaky coal and wood cook stoves.”<br />
Blood clots and irregular heart<br />
beats aside, children also experience<br />
more generalised illnesses, such<br />
as bronchitis, asthma and earaches<br />
when exposed to the chemical onslaught<br />
of environmental pollution.<br />
More than 50% of premature<br />
deaths of children under-five are due<br />
to pneumonia that is caused by soot<br />
inhaled from household air pollution.<br />
However, the absolute cause and effect<br />
of pollutants on health is often<br />
impossible to obtain. This is due to individual<br />
differences such as genetics,<br />
one’s overall health, history of exposure<br />
and a pollutants reaction time.<br />
For example, elderly individuals<br />
have often breathed in more pollution<br />
and have a decreased ability to filter<br />
out and dispose of its toxic components.<br />
This is one of the reasons that<br />
the strongest link to blood clots and<br />
irregular heartbeats was seen in the<br />
over-75s and in women.<br />
“Few risks have a greater impact on<br />
global health today than air pollution;<br />
the evidence signals the need for concerted<br />
action to clean up the air we all<br />
breathe,” explained Dr Maria Neira, Director<br />
of WHO’s Department for Public<br />
Health, Environmental and Social Determinants<br />
of Health.<br />
Concerted action from groups, organisations,<br />
schools and businesses<br />
can address the global environmental<br />
issues. Now in its 22nd year, Clean<br />
Up the World, held in conjunction<br />
with the United Nations Environment<br />
Programme (UNEP), mobilises an estimated<br />
35 million volunteers from 130<br />
countries annually, making it one of<br />
the largest community-based environmental<br />

like Madonna and Victoria Beckham<br />
chose to be wives and mothers on<br />
their own terms. Women keep the<br />

Her choreography and costumes<br />
show a woman who has embraced<br />
her femininity, and sexuality and is<br />
not bound by the norms of a conservative<br />
society, a woman who<br />
“owns her body” [Janet Mock]. Her<br />
lyrics have changed with her marital<br />
status. This also determines her target<br />
audience — the mature audience.<br />
When men dance bare-chested,<br />
hug their crotches, pose provocatively<br />
in their boxer shorts it<br />
is “sexy”, when the opposite sex<br />
does the same there is an uproar<br />
the world-over. When Demi Moore<br />
posed in the nude celebrating oncoming<br />
motherhood, she was attacked<br />
by all and sundry, but when<br />
David Beckham modelled his underwear<br />
and posed provocatively<br />
in each and every short praises<br />
were showered upon him. He also<br />
stripped for his perfume advert, but<br />
Bev and the Sexy Angels performing on stage<br />
all people saw was Beckham the<br />
muscular, well-endowed superstar<br />
and loving father. What was the impact<br />
on the impressionable minds of<br />
his young fans? I wonder!<br />
All this is hypocrisy coming from<br />
a society that claims to be democratic,<br />
a society that frolics naked<br />
on beaches and celebrates nudity as<br />
proven by the growing number of<br />
nudists or naturalists in their midst,<br />
a society that crowned Rihanna,<br />
who turned up pretty naked at the<br />
annual Council of Fashion Designers<br />
of America gala in a Swarovski crystal-embellished<br />
see-through gown,<br />
a fashion icon.<br />
As parents, we should educate<br />
our children on the influence of media<br />
on their impressionable minds<br />
and not let the media take the parenting<br />
role.<br />
From time immemorial women’s<br />
bodies were revered and their<br />
beauty celebrated. In Africa women<br />
were the embodiment of spirituality,<br />
fertility and sexuality. That to me is<br />
wielding power and not exploitation.<br />
Society, in Africa, celebrated all this<br />
through dance, which colonialists<br />
viewed as savage and women as too<br />
sexualised. We, as Africans only became<br />
ashamed of our bodies, music,<br />
dance and dressing after colonisation.<br />
We were stripped of our identity.<br />
Women became more oppressed<br />
as the “civilised and Christian” society<br />
assimilated Western ways.<br />
In modern day society female<br />
artistes who are fighting for recognition,<br />
financial freedom and have<br />
embraced their sexuality and are<br />
not afraid to express themselves find<br />
themselves at the centre of criticism<br />
from both men and women.<br />
Locally, innovative artistes like<br />
Sandra Ndebele came under attack<br />
for her seemingly unconventional<br />
costumes and her vigorous dance<br />
moves. Ndebele had found an untapped<br />
market and exploited it and<br />
that is innovation. If we go back in<br />
history her beaded and revealing<br />
costumes came from her roots — the<br />
Ndebele culture. Some Ndebele people<br />
in South Africa still adorn the<br />
same costumes during traditional<br />
marriage rites and weddings. They<br />
are not ashamed of their culture, but<br />
still identify with it, which is liberating.<br />
Sandy is still an internationally<br />
recognised artiste and a self-made<br />
businesswoman.<br />
Zoey and Beverly “Bev” Sibanda<br />
also carved their niche in the entertainment<br />
world — adult entertainment.<br />
The ladies can dance, that we<br />
cannot take away from them. They<br />
have been given all sorts of names<br />
and some pastors also tried to convert<br />
them, free them from their<br />
“lives of sin”. What sin? They are<br />
working women and responsible<br />
employers who do not want handouts,<br />
but seek to earn a decent living<br />

They are not different from yesteryear<br />
Jerusarema/Mbende performers.<br />
We take pride in Jerusarema,<br />
but what was the context of the<br />
dance? It was a fertility dance rich<br />
with sexual connotations. Young<br />
men and women expended their<br />
pent-up desires through that dance.<br />
We appreciate one sexual move and<br />
choose to despise another. If the<br />
defence against attacks on sexually<br />
explicit dances such as Jerusarema<br />
is that they are traditional, then we<br />
can equally argue that we are our<br />
great, great grandchildren’s ancestors<br />
and we should not be stuck in<br />
time, but make our own history.<br />
Since dance evolves, the Zoeys<br />
and Bevs of this world help people<br />
vent those frustrations. They are<br />
not immoral, but are moving<br />
and evolving with time.<br />
No one should be trying<br />
to extricate them from the<br />
shackles of art by labelling<br />
them “sinners”.<br />
They should set targets for<br />
themselves and their crew and<br />
achieve them, polish their act,<br />
go to business school and learn<br />
how they can earn more from<br />
their talent.<br />
When the police harass and<br />
arrest these women, it is victimisation<br />
of all womankind.<br />
Why aren’t the patrons of those<br />
night clubs arrested together with<br />
these artistes? If Beverly breaches<br />
her contract and allows a patron to<br />
touch her, both Bev and the said patron<br />
are guilty of the same offence<br />
and should both be arrested.<br />
We are so bent on being righteous<br />
that we fail to enjoy art and life as it<br />
comes. As women and feminists,<br />
let us positively compete with each<br />
other and the male species. Let’s<br />
not pull each other down, but see<br />
the positive in what each and every<br />
one of us is trying to achieve or has<br />
achieved. And where are the righteous<br />
feminist groups in all this? Are<br />
they also, like the male chauvinists<br />
who arrest Bev, silently<br />
pontificating?<br />

on the banks of a nearby lake.<br />

throat. If you could please pull<br />
it out of my throat with your<br />
long beak, I shall pay you suitably<br />
for your help and remain<br />

The crane saw his pitiable<br />
condition and agreed to help<br />
him. He put him long beak,<br />
and in the process, half of his<br />
neck also, deep into the throat<br />
of the wolf and pulled the<br />
bone out. The wolf was very<br />
happy to have the bone pulled<br />
out of his throat.<br />

WOMEN’S Affairs, Gender and<br />
Community Development Minister<br />
Oppah Muchinguri yesterday<br />
said 33% of females and nine<br />
percent males were experiencing<br />
sexual violence prior to the age of<br />
18 years.<br />
In a speech which was read on<br />
her behalf yesterday by gender<br />
director in the ministry Caroline<br />
Matizha during a march against<br />
child sexual abuse in Harare,<br />
Muchinguri said what was most<br />
appalling about the sexual abuse<br />
cases was that the majority of the<br />
acts were perpetrated by relatives.<br />
The march, which was organised<br />
by the National Council for<br />
the Welfare of Children, saw hundreds<br />
of schoolchildren, women<br />
and men carry placards in the<br />
streets of Harare and sing songs to<br />
denounce the rape of children.<br />
“A number of factors, among<br />
them religion and culture, have<br />
been attributed to the increase in<br />
the number of minor girls that are<br />
raped, and a number of perpetrators<br />
have often come up with<br />

lame excuses whenever they are caught on the<br />
wrong side of the law,” said Muchinguri.<br />
“Increasingly, the Internet and mobile<br />
phones also put children at risk of sexual violence<br />
as some adults look to the internet to<br />
pursue sexual relationships with children,”<br />
she said.<br />
Muchinguri said social network platforms<br />
were so abused to the extent children themselves<br />
were also sending each other sexualised<br />
messages or images on their mobile phones<br />
(sexting) which put them at risk of other abuse.<br />
National director of National Council for<br />
the Welfare of Children Taylor Nyanhete said<br />
according to Zimbabwe Republic Police statistics<br />
at least 240 children were sexually abused<br />
monthly, of which 27% of the cases were perpetrated<br />
by neighbours and 41% of the cases<br />
perpetrated by relatives.<br />
An organisation dealing with children,<br />
Childline, also said they attended to 100 cases<br />
of child sexual abuse every month.<br />
“Some abuses happen in the name of religion,<br />
rituals to make people rich or even beliefs<br />
that raping a child can cure infections<br />
such as HIV/Aids. What is needed are support<br />
systems to ensure children are not scared to<br />
report cases of abuse,” said Nyanhete.<br />
Tag a Life director Nyaradzo Mashayamombe<br />
said the country’s laws should be<br />
amended to ensure the age of consent was 18<br />
years.<br />
Child Representative Ellen Kaziweni from<br />
Mabelreign Girls High School handed a petition<br />
to the ministry which called for strengthening<br />
of the protocol on the multi-sectoral<br />
approach to cases of child sexual abuse and<br />
violence.<br />
“The National Prosecuting Authority should<br />
attend to the ever increasing reports of alleged<br />
and unnecessary delays in dealing with child<br />
sexual abuse cases in order to complement<br />
efforts by the ZRP Victim Friendly Unit,” the<br />
petition read.<br />

Getting away….to Meikles!<br />

FOR the past few weeks,<br />
I’ve been telling readers<br />
about a recent trip to the<br />
Western Cape, courtesy<br />
of KWV wines and spirits<br />
of Paarl, but last week, KWV<br />
came to Harare and their superb<br />
wines were featured in a pairing<br />
session at La Fontaine for the<br />
Meikles Grapevine Club.<br />
Coincidentally I was also invited<br />
to overnight at Meikles in<br />
one of their exclusive and fantastic<br />
Presidential Suites, so travellers to<br />
Harare can learn about what the<br />
capital city can offer.<br />
I was totally stunned by my top<br />
(12th) floor suite and having paced<br />
it out and found it measured a jawdropping<br />
198 sq metres containing<br />
two ginormous bedrooms, two<br />
gleaming bathrooms and separate<br />
toilets, a sitting/meeting/conference<br />
room which could accommodate<br />
major peace talks and a<br />
separate fully equipped glittering<br />
self-contained kitchen, could<br />
hardly wait to gushingly contact<br />
my daughter in the UK.<br />
My luxury suite with magnificent<br />
vistas over Africa Unity<br />
Square from sun-kissed verandahs<br />
was more than double the<br />
size of her lovely little family home<br />
in rural Oxfordshire; possibly the<br />
whole of my Eastlea cottage could<br />
be dropped in the Hollywood style<br />
master bedroom!<br />
Meikles’ friendly staff jokingly<br />
called me “President Miller” as I<br />
swiftly booked in to the US$2 000<br />
a night suite and sure enough I am<br />
president (apparently for life) of<br />
Greendale Good Food & Wine Appreciation<br />
Society and had just left<br />
one of their functions. As we had<br />
a veritable Bacchanalian banquet<br />
slated for the evening,I was glad<br />
Greendale had comprised a light<br />
Chinese meal.<br />
Welcoming drinks in the Can-<br />
Can cocktail bar were elegant<br />
flutes of “bubbly” : Laborie’s<br />
Method Cap Classique blanc-deblanc<br />
(2010), a complex, indulgent<br />
wine showing clarity of fruit on<br />
the nose; hints of lime are accompanied<br />
by aromas of toasted bread<br />
and hazelnut. The palate is creamy,<br />
round and textured with explosive<br />
acidity and lasting finish.<br />
A month earlier I stayed at Laborie<br />
Manor House (vineyard<br />
owned and run by KWV) and,<br />
candidly, I preferred their MCC<br />
Brut, also 2010: more to my particular<br />
palate.<br />
First course was a tiny demitasse<br />
of a wonderful chicken consommé<br />
with ballontine and pastry<br />
fleuron, paired with KWV Cape<br />
Dry, which is what the South Africans<br />
now call Sherry (the real<br />
McCoy can only come from Jerez,<br />
Spain.)<br />
Seared mackerel was a surprisingly<br />
blue-collar fish course<br />
for Meikles, but its smoky rich<br />
oiliness went well with a pickled<br />
cucumber and beetroot dressing<br />
and chilled KWV Cathedral Cellars<br />
sauvignon-blanc (2013), from<br />
which aromas again included<br />
limes and green apples with hints<br />
of spice and tropical fruits.<br />

melt-in-the mouth tender<br />

carrot puree and the splendidly<br />
robust red wine pairing was KWV<br />
Cathedral Cellars Triptych 2011. As<br />
the name implies, three varietals:<br />
cabernet-sauvignon, petit verdot<br />
and Shiraz went into this blend<br />
and it was the traditionally peppery<br />
Shiraz which stood out most<br />
to me. Nowadays I don’t drink a<br />
lot of red, but when I do it’s usually<br />
Shiraz with roasts, stews, games<br />
and particularly meaty curries.<br />
Pudding was described as<br />
chocolate mousseline with blueberries,<br />
but, at our table, alleged<br />
blueberries were definitely delicious<br />
young raspberries (no train<br />
smash!) and with this came a<br />
KWV Classic Cape Ruby (NV), a<br />
drink which used to be called Port<br />
and was beloved, especially in<br />
the bitter winters of British West<br />
Yorkshire, by my paternal grandmother<br />
as a warming drink and<br />
universal panacea.<br />
We finished with excellent<br />
Zimbabwean filter coffee and<br />
“raisin financiers”, a term unknown<br />
by any of the foodies at<br />
our table. Quite delicious, light,<br />
fruity and still warm-to-hot, they<br />
reminded me of mini individual<br />
“spotted dick” steam puds without<br />
the custard!<br />
After much convivial conversation<br />
and congratulating souschef<br />
Kenneth Chikeya, who was<br />
in charge of the grub in the absence<br />
of development chef Rory<br />
Lumsden, and George Thomson,<br />
Lounge/sitting/meeting conference room in the suites<br />
Luscious smoked salmon on the breakfast buffet; I had Scotch kippers<br />
steamed to order with poached eggs and toast<br />
of Cape Wines Ltd in Msasa (Zim<br />
agents for KWV and Bols) who<br />
provided the booze, it was back to<br />
the 12th floor to a comfortable bed<br />
the size of a snooker table, where<br />
I slept as soundly as a security<br />
guard.<br />
One of the great advantages<br />
of booking into a Club Room or<br />
suite at Meikles is that it allows<br />
you unfettered use of the exclusive<br />
Club Restaurant on the 11th<br />
Floor, where standards and levels<br />
of food and service offered often<br />
make competitors’ attempts look<br />
like troopies’ messes!<br />
I always look forward to<br />
steamed or grilled Scottish kippers<br />
there for breakfast and Saturday<br />
morning was no exception,<br />
with lightly poached eggs on toast<br />
after some superb fresh fruit and<br />
before well-made freshly brewed<br />
strong coffee, perusing NewsDay<br />
overlooking much of Harare from<br />
way above the tree canopy.<br />
If you can’t afford to go to the<br />
Cape (and my ticket from KWV<br />
cost them R8 250 when that<br />
was US$825: I could have flown<br />
to London for US$10 more and<br />
Phuket, Thailand* for US$90 less<br />
. . . Southern African airfares are<br />
totally outrageous!) think about a<br />
long weekend, night or even just a<br />
memorably lovely meal at Meikles<br />
Hotel!<br />
I didn’t want to go to Phuket.<br />
I don’t even know how to pronounce<br />
it without making the<br />

has released a compilation project<br />
tiled From Bots to Zim that<br />
features Tsviriyo hit maker, Jah<br />
Prayzah and sensational dancehall<br />
chanter Shinsoman.<br />
The 12-track album is a collaborative<br />
effort that features artistes<br />
from across Southern Africa that<br />
could take Mingo, a gifted lyricist<br />
in his own right, to another level<br />
musically and perhaps help him<br />
build a fan base in Zimbabwe.<br />
Mingo, who at the moment has<br />
five albums under his belt, teamed<br />
up with Prayzah on the track Keya<br />
Gorata, a love song that fuses the<br />
fast pace Kwasa beat with contemporary<br />
sungura.<br />
The song tells a story about the<br />
need to embrace love as it comes<br />
and making your loved ones feel<br />
special all the times. The song was<br />
sung in both Shona and Setwana.<br />
The Tshaba tsotsi hit maker also<br />
worked with dancehall crooner<br />
Shinsoman on the track titled<br />
Basheanyana that was produced<br />
by Hesh Mfesh.<br />
The song fuses the jazzy touch<br />
and dancehall flavour that relatively<br />
brings out a unique musical<br />
feel complemented by the duo’s<br />
lyrical and vocal prowess.<br />
The song reflects back on the<br />
duo’s career and their abrupt rise<br />
to stardom, events that gave rise<br />
to their careers and the entire<br />
spotlight.<br />

says the artiste will share<br />
the stage with international acts<br />
from the United States and France.<br />
“The Zim Hip-Hop award magnet,<br />
real name Gerald Mugwenhi,<br />
will be sharing the stage with<br />
international acts such as Akua<br />
Aminoni ‘Mingo’ Mojokeri<br />
my album. I have no doubt that<br />
people will like it.<br />
“We have always worked together<br />
since I first met him in<br />
Botswana and I always dreamt<br />
of penning a hit song with him,<br />
hoping that this song gets all the<br />
support and love from Zimbabweans,”<br />

According to Sharaunga, the<br />
festival is one of the biggest hiphop<br />
showcase in Africa.<br />

Hip-Hop showcase with 14 countries<br />

festival includes art-forms such<br />
as rap, graffiti, break-dance, poetry<br />
slams, concerts and DJ, ” he<br />

launched his debut 10-track album<br />

at Congo Records in GlenView<br />
and produced by Tripple Star is<br />
composed of tracks that include<br />
Gogogoi, Zvirimumoyo, Zvinondishamisa,<br />

The competition is run as a<br />
tripartite partnership among title<br />
sponsors Delta Beverages and<br />
technical partners National Arts<br />
Council and the Zimbabwe Traditional<br />
Dance Association.<br />
Over the years, Chibuku Neshamwari<br />
finals have been characterised<br />
by pomp and fanfare.<br />
The event has also proved to be<br />
one of the country’s biggest and<br />
most successful talent identification<br />

RIO DE JANEIRO — After a spectacular<br />
haul of trophies with Barcelona,<br />
Lionel Messi has a chance<br />
to lead Argentina to glory on the<br />
World Cup football finals stage and<br />
build on his reputation as one of<br />
the all-time greats.<br />
The four-times World Player of<br />
the Year has won a glittering array<br />
of club silverware and has established<br />
himself as one of the finest<br />
footballers to grace the game,<br />
but some believe he must win the<br />
World Cup before he can be hailed<br />
as a true great.<br />
Many others believe, at the<br />
age of 26 — he turns 27 during the<br />
tournament on <strong>June</strong> 24 — he already<br />
has.<br />
Messi is inevitably compared<br />
with Diego Maradona, who inspired<br />
the nation to victory at the<br />
1986 World Cup in Mexico, and<br />
will travel to Brazil with considerable<br />
expectation on his shoulders.<br />
A lot will depend on how well<br />
he copes with the pressure and<br />
whether he shrugs off an out-ofcharacter<br />
indifferent spell towards<br />
the end of the Spanish season.<br />
At Barcelona, he was a carefree<br />
youngster who came through<br />
the youth ranks earning plenty<br />
of praise, but it never went to his<br />
head.<br />
He enjoyed playing football,<br />
that was his outlet to express himself<br />
and his confidence on the<br />
pitch was in marked contrast to his<br />
generally shy personality.<br />
Is Rooney the lead?<br />
RIO DE JANEIRO — More than a decade<br />
after he made his England debut as a<br />
fearless and prodigiously-talented<br />
teenaged tear-away, it is still hard to<br />
find a consensus on Wayne Rooney’s<br />
value to his country.<br />
Is he the world-class talisman<br />
upon whom several England managers<br />
— as well as thousands of travelling<br />
fans — have invested their hopes<br />
of overdue success?<br />
Is he merely a good player whose<br />
intermittent brilliance exposes the<br />
mediocrity of many of his international<br />
teammates?<br />
Or is he the English enigma — perhaps<br />
even underachiever — who has<br />
caused so much frustration at major<br />
tournaments?<br />
What is clear is that at the age of<br />
28 and with 90 caps and 38 goals behind<br />
him, Rooney owes England a big<br />
World Cup in Brazil.<br />
The Liverpool-born striker might<br />
have won Premier League and Champions<br />
League titles since joining Manchester<br />
United from Everton in 2004,<br />
but his England career has no obvious<br />
mark of distinction.<br />
He is even waiting for his first goal<br />
at a World Cup.<br />
In Germany in 2006, Rooney had<br />
only just overcome a foot injury and<br />
was evidently lacking in match fitness<br />
when his temper boiled over and he<br />

Whether there were millions<br />
watching around the world, it<br />
didn’t seem to matter to him as he<br />
was self-absorbed in outwitting<br />
the opposition with his trickery.<br />
Now in his mid-twenties and a<br />
father to an infant son, he carries<br />
the responsibility of being the talisman<br />
for Barcelona and he is at a<br />
club where the fans worship him<br />
for what he has already delivered.<br />
It is different story for the Albiceleste.<br />
During a fruitful qualifying<br />
campaign, when he netted<br />
Carvalho as England went out on penalties<br />
to Portugal in the quarter-finals.<br />
“Don’t kill him,” Sven-Goran<br />
Eriksson told the media afterwards,<br />
as expectation and disappointment<br />
collided.<br />
In South Africa in 2010, the frustration<br />
of life with England — and another<br />
pre-tournament injury — again got to<br />
the forward. At the end of England’s<br />
stultifying 0-0 group-stage draw with<br />
Algeria, Rooney said into a TV camera<br />
as he walked off: “Nice to see your<br />

for maintaining strong and professional<br />
administration and believes<br />
it’s the reason why the country<br />
has continued to produce world<br />
class golfers who continue to lift<br />
the country’s flag high at international<br />
events.<br />
Speaking at the inaugural Zimbabwe<br />
Golf Association’s inaugural<br />
Awards Banquet held at Chapman<br />
Golf Club on Thursday, Sport,<br />
Arts and Culture deputy minister<br />
Tabitha Kanengoni-Malinga said:<br />
“In Zimbabwe, golf is a sport that<br />
has maintained strong and professional<br />
administration as evidenced<br />
by the fact that it has had<br />
little government interference,<br />
thus enabling the sport to be<br />
self-regulating.<br />
“My ministry is proud of various<br />
grassroots national sport development<br />
strategies which starts<br />
with humble young golf talent<br />
identification programmes.<br />
“These programmes include<br />
Zimbabwe Junior Golf Association,<br />
the Mabikacheche Rural Golf<br />
Development, The Special Olympics<br />
golf development, The Hatcliffe<br />
Girls Development Trust —<br />
which specialises on the girl child<br />
— and ultimately, the recentlylaunched<br />
University of Zimbabwe<br />
Golf Scholarship.”<br />
Also speaking at the event<br />
were the former Mayor of Harare,<br />
Muchadeyi Masunda, who highlighted<br />
the fact that Harare was<br />
endowed with some of the best<br />
golf courses on the continent.<br />
He highlighted that within<br />
25km radius of Harare there are<br />
over 14 golf courses, of which four<br />
are Championship courses capable<br />
of hosting internationally recognised<br />
events.<br />
He urged sport to be run by<br />
people of integrity for the sector<br />
to get the necessary sponsorships.<br />
Speaking at the same function,<br />
the African Golf Confederation<br />
vice-president Obed Dube<br />
praised the local golf community<br />
of achieving so much with very<br />
little resources.<br />
He, however, encouraged local<br />
golf administrators to learn from<br />
other successful golf nations such<br />

The awards, which were held<br />
under the theme Celebrating Golf<br />
Excellence, were preceded by a<br />
fundraising golf tournament that<br />

same venue as part of an initiative<br />

have completed the signing of little-known<br />
Democratic Republic<br />
of Congo striker Fabrice Mbimba<br />
on a one-year contract after a<br />
successful two-week trial with<br />
the Harare giants.<br />

yesterday that the player, who is<br />
joining from Zambian club Zanaco<br />
where he played in the Caf<br />
Champions League last season,<br />
would be registered with the PSL<br />
on July 1 when the transfer window<br />
opens.<br />
There is very little information<br />
on Mbimba on the Internet<br />
besides that he is Congolese and<br />
played for Zanaco last season.<br />
However, Chikengezha said<br />
the ginger-haired player, who<br />
was used as a winger at Zanaco,<br />
impressed the Dynamos technical<br />
team during the two weeks he<br />
had been at the club.<br />
“He signed a one-year contract<br />
with an option for renewal,”<br />
said Chikengezha yesterday.<br />
“He has been training with us<br />
for the past two weeks and the<br />
coaches have been impressed.<br />
He will be leaving the country on<br />
Sunday to start applying for work<br />
permits and we are hoping that<br />
his papers will be in order before<br />
July 1,” he added.<br />
Mbimba was part of the Dynamos<br />
squad that beat the Warriors<br />
3-1 a friendly match at<br />
the National Sports Stadium on<br />
Wednesday last week where he<br />
was introduced as a second half<br />
substitute.<br />
He also played in another<br />
friendly match against Northern<br />
Region Division One side DStv<br />
Rangers on Wednesday and reportedly<br />
produced a star performance<br />
that convinced coach Kalisto<br />
Pasuwa and his bench to sign<br />
him.<br />
Chikengezha also said Dynamos<br />
had resigned to wait for the<br />
July 1 date to register Rodreck<br />
Mutuma who they signed two<br />
months ago. They had hoped to<br />
use the lanky striker who was<br />
offloaded by South African premiership<br />
side Bloemfontein<br />
Celtic, but complications with his<br />
clearance letters means that he<br />
will wait a little longer.<br />
Dynamos host Triangle at<br />
the National Sports Stadium in a<br />
league game tomorrow, and in a<br />
bid to lure their supporters to the<br />
match, Chikengezha said they<br />
have slashed gate charges to $2<br />
for the cheapest ticket, from the<br />
usual $3. A ticket to Bays 15 and<br />
18 is $5 while the VIP has been<br />
pegged at $10.<br />
The home side will be without<br />
hardman Stephen Alimenda<br />
through suspension while Anesu<br />
Gondo’s return to the fold has<br />
been further delayed after the<br />
striker contracted chicken pox<br />
this week.<br />
Dynamos physiotherapist<br />
Knowledge Zambo said Gondo<br />
had been quarantined and would<br />
rejoin his teammates on Monday,<br />
in the event that his condition<br />
had improved.<br />
Zambo also gave an update on<br />
the other injured players Tawanda<br />
Muparati, Sydney Linyama and<br />
Devon Chafa who he said have<br />
all started light training, but were<br />
not fit for tomorrow’s match.<br />
Dynamos has been struggling<br />
for consistency this season, but<br />
victories in their last two matches<br />
before the international break<br />
should give them confidence.<br />
The league champions edged<br />
Chiredzi 1-0 and before that, they<br />
beat FC Platinum by the same<br />
scoreline.<br />
In contrast, Triangle has<br />
been very poor of late, picking<br />
just three points from their last<br />
five league matches to drop into<br />
the relegation zone. The Biggie<br />
Zuze-coached side were fretting<br />
over the fitness of David Sengu,<br />
Charles Rukwanhi and Blessing<br />
Chimwamuchere, who have<br />
knocks and would have to pass<br />
late fitness tests for the match.<br />
But there is no doubt that the<br />
biggest match this weekend is the<br />
clash between log leaders Highlanders,<br />
who welcome ninthplaced<br />
FC Platinum at Barbourfields<br />
tomorrow.<br />
Bosso, who are on 19 points<br />
and a point clear of secondplaced<br />
Hwange, welcomed back<br />
striker Gabriel Nyoni, who had<br />
been sidelined due to an ankle<br />
injury.<br />
History favours the hosts in<br />
this match, as Bosso is yet to lose<br />
a league match against FC Platinum<br />
at Barbourfields since 2011.<br />
But the Lloyd Mutasa-coached<br />
side will go into the match knowing<br />
that it is very much possible<br />
to collect all the three points after<br />
beating Highlanders on penalty<br />
shoot-out at the same venue in<br />
