Resulted in Admissi<strong>on</strong> to Secure Accommodati<strong>on</strong><br />

Jane<br />

Background<br />

Jane is a 16 year old female known to social services in <strong>the</strong> Belfast HSC Trust<br />

since childhood. Jane has a moderate learning disability <strong>and</strong> her case reopened<br />

during adolescence, following <strong>the</strong> death <strong>of</strong> her parents. Her<br />

behaviour pattern included sexual activity, absc<strong>on</strong>ding, alcohol <strong>and</strong> drug use.<br />

Jane has also been <strong>the</strong> victim <strong>of</strong> rape.<br />

Pathway to Secure Accommodati<strong>on</strong><br />

Jane was admitted to residential care <strong>and</strong> presented to <strong>the</strong> restricti<strong>on</strong> <strong>of</strong> liberty<br />

panel two weeks after her admissi<strong>on</strong> to <strong>the</strong> children's home. She was<br />

prioritised for a place in secure accommodati<strong>on</strong> <strong>and</strong> was admitted two weeks<br />

later.<br />

Best interests <strong>and</strong> <strong>the</strong> decisi<strong>on</strong> to admit to residential <strong>Care</strong><br />

Jane had received <strong>on</strong>going social work support <strong>and</strong> counselling. The strategy<br />

to support Jane relied <strong>on</strong> intensive support from her social worker. However,<br />

an increase in caseload meant that <strong>the</strong> social worker could not intervene with<br />

<strong>the</strong> intensity that was intended in this case.<br />

The interventi<strong>on</strong> plan for Jane also lacked an explicit <strong>and</strong> structured strategy<br />

to manage her behaviour during <strong>the</strong> evening <strong>and</strong> weekends when a lot <strong>of</strong> her<br />

high risk taking behaviours occurred. Her pers<strong>on</strong>al vulnerability <strong>and</strong> high risk<br />

behaviours when outside <strong>of</strong> her home triggered <strong>on</strong>going involvement with <strong>the</strong><br />

police. The trust held a risk strategy meeting, but not a child protecti<strong>on</strong> case<br />

c<strong>on</strong>ference, during this period. During interview her social worker stated that<br />

in retrospect, it was her opini<strong>on</strong> that a case c<strong>on</strong>ference should have been held<br />

given <strong>the</strong> level <strong>of</strong> risk identified.<br />

Jane engaged positively with a counselling service <strong>and</strong> some diversi<strong>on</strong>ary<br />

activities, however, <strong>the</strong>se interventi<strong>on</strong>s were <strong>of</strong> limited durati<strong>on</strong> <strong>and</strong> did not<br />

provide <strong>the</strong> c<strong>on</strong>tinuity necessary to meet her identified needs. Jane's<br />

absc<strong>on</strong>ding behaviour increased significantly <strong>and</strong> culminated with a period <strong>of</strong><br />

sleeping rough <strong>on</strong> <strong>the</strong> streets. She was subsequently admitted to residential<br />

care.<br />
