1.4 Reports used in Formulating the Assessment Framework<br />

The recommendations made in the following reports were used to provide<br />

the focus <strong>of</strong> the self assessment framework.<br />

A Vision <strong>of</strong> a Comprehensive <strong>Child</strong> <strong>and</strong> <strong>Adolescent</strong> <strong>Mental</strong> <strong>Health</strong><br />

Service The Bamford <strong>Review</strong> <strong>of</strong> <strong>Mental</strong> <strong>Health</strong> <strong>and</strong> Learning Disability<br />

(NI) 2006<br />

The first review <strong>of</strong> <strong>Mental</strong> <strong>Health</strong> <strong>and</strong> Learning Disability (MHLD) in Northern<br />

Irel<strong>and</strong>, produced a sub-report, A Vision <strong>of</strong> a Comprehensive <strong>Child</strong> <strong>and</strong><br />

<strong>Adolescent</strong> <strong>Mental</strong> <strong>Health</strong> Service in 2006. This report sets out a strategic<br />

vision for the development <strong>of</strong> a service for children <strong>and</strong> young people with<br />

mental health problems. It was based on wider principles such as the<br />

promotion <strong>of</strong> good mental health, the prevention <strong>of</strong> mental ill health <strong>and</strong> the<br />

provision <strong>of</strong> accessible <strong>and</strong> effective treatments. The report contained 51<br />

recommendations, <strong>and</strong> provided a framework for the future provision <strong>of</strong><br />

robust <strong>and</strong> high quality mental health services for children <strong>and</strong> young people.<br />

The Bamford review suggests that a <strong>Child</strong> <strong>and</strong> <strong>Adolescent</strong> <strong>Mental</strong> <strong>Health</strong><br />

Service (CAMHS) has responsibilities to children who experience, or are at<br />

risk <strong>of</strong> experiencing mental ill health. <strong>RQIA</strong> recognise that the<br />

recommendations <strong>of</strong> the Bamford sub group on CAMHS were based on a<br />

longer term vision <strong>and</strong> investment plan. This review provides a baseline<br />

assessment <strong>of</strong> progress against that vision.<br />

The findings <strong>and</strong> recommendations were aimed at targeting:<br />

• variation in the range <strong>of</strong> service provision between regions <strong>and</strong> local<br />

areas, leading to inequalities in the level <strong>and</strong> type <strong>of</strong> support <strong>of</strong>fered to<br />

children <strong>and</strong> young people with similar needs<br />

• identifiable gaps in service provision for specific vulnerable groups<br />

• need for improvement <strong>of</strong> interfaces <strong>and</strong>, transitional arrangements<br />

CAMHS <strong>and</strong> adult mental health services, Youth Justice Agency,<br />

voluntary service providers <strong>and</strong> the four tiers <strong>of</strong> CAMHS provision<br />

• need to develop effective governance <strong>and</strong> quality mechanisms in<br />

CAMHS<br />

McCartan Report (2007)<br />

The McCartan Report <strong>and</strong> its associated recommendations are the result <strong>of</strong> a<br />

complaint by Mr <strong>and</strong> Mrs McCartan regarding the death <strong>of</strong> their son, Danny<br />

McCartan in April 2005.<br />

The investigation panel was asked to examine the treatment <strong>and</strong> care <strong>of</strong>fered<br />

to Danny McCartan <strong>and</strong> his family by the health <strong>and</strong> social care system <strong>and</strong><br />

to review the management <strong>and</strong> subsequent issues leading to his death.<br />
