• Contact to be made with the <strong>McDermott</strong> family with regard to a<br />

possible voluntary admission <strong>of</strong> the two brothers to a hospital in<br />

Northern Ireland for treatment.<br />

• Visits by social services to the <strong>McDermott</strong> family home to take<br />

place on a daily basis.<br />

• Social services to liaise with the <strong>McDermott</strong> family in relation to<br />

support required and to <strong>of</strong>fer carers' assessments.<br />

• <strong>The</strong> WHSCT to establish a community support plan to provide<br />

support and advice to the local population, and signpost onward<br />

referral to appropriate specialist services.<br />

• Initiation <strong>of</strong> vulnerable adult procedures in relation to the two<br />

brothers.<br />

• Preparation <strong>of</strong> an information leaflet for the community in relation<br />

to the protection <strong>of</strong> children and young people, and giving contact<br />

details <strong>of</strong> support services for those who had been victims <strong>of</strong><br />

abuse.<br />

• Issue <strong>of</strong> a press release to advise the community <strong>of</strong> referral<br />

pathways to a range <strong>of</strong> services provided via the WHSCT.<br />

6.3.4 On 29 June 2010, the supervising <strong>of</strong>ficer discussed the possibility <strong>of</strong><br />

hospital admission for treatment <strong>of</strong> the brothers with family members.<br />

<strong>The</strong>y agreed to consider this option, but expressed concern about the<br />

possibility <strong>of</strong> the brothers not subsequently being released from<br />

hospital.<br />

6.3.5 On 29 June 2010, WHSCT provided a report to the HSC Board setting<br />

out the management arrangements emanating from the recent court<br />

order and enclosing the agreed action plan from the meeting held<br />

earlier that day.<br />

6.3.6 On 29 June 2010, the WHSCT Director <strong>of</strong> Adult Mental Health and<br />

Learning Disability Services received a message to contact a local<br />

councillor who had telephoned when he was at a meeting. He returned<br />

the call later that day but the councillor was not then available. <strong>The</strong><br />

councillor returned his call on 1 July 2010 and the WHSCT director<br />

then briefed the councillor on the work being undertaken by the<br />

WHSCT at that time in relation to the case. <strong>The</strong> councillor invited<br />

WHSCT representatives to a meeting with the Donagh Community<br />

Forum on 5 July 2010 and the director agreed that the WHSCT would<br />

attend.<br />

6.3.7 On 1 July 2010, a solicitor wrote on behalf <strong>of</strong> the WHSCT to the<br />

solicitors acting for the <strong>McDermott</strong> brothers advising that it was the<br />

view <strong>of</strong> the WHSCT that the welfare and treatment <strong>of</strong> the brothers<br />

would be best served at that point in time, by their accommodation in<br />

the safe environment <strong>of</strong> a learning disability unit. <strong>The</strong> WHSCT's view<br />

was that the brothers would be accommodated on a voluntary basis<br />

and it confirmed that there was no intention to seek the detention <strong>of</strong> the<br />

brothers under the Mental Health (NI) Order 1986. <strong>The</strong> letter<br />

requested a response by the following day.<br />
