Reporting Responsibility<br />
Detective Services is responsible <strong>for</strong> ga<strong>the</strong>ring <strong>the</strong> relevant in<strong>for</strong>mation pertaining to charges<br />
to court, detection rate and conviction rate <strong>for</strong> contact crimes, property-related crimes and<br />
crimes heavily dependent on police action <strong>for</strong> detection. The in<strong>for</strong>mation must be obtained<br />
from <strong>the</strong> Crime Management In<strong>for</strong>mation System at <strong>the</strong> Detective Services Division. The<br />
Per<strong>for</strong>mance Chart calculates <strong>the</strong> in<strong>for</strong>mation automatically and Detective Services are<br />
<strong>the</strong>re<strong>for</strong>e urged to utilize <strong>the</strong> Per<strong>for</strong>mance Chart.<br />

Percentage of commercial crime charges to court<br />
Commercial crime refers tofraud,<br />
<strong>for</strong>gery and uttering;<br />
•<br />
• <strong>the</strong>ft such as <strong>the</strong>ft of trust money or funds that have been manipulated to such an<br />
extent that <strong>the</strong> services of a charted accountant are required; and<br />
• <strong>the</strong> en<strong>for</strong>cement of fifty-four (54) Acts of Parliament, including <strong>the</strong> Companies Act,<br />
1973, <strong>the</strong> Close Corporation Act, 1984 and <strong>the</strong> Banks Act. 1990.<br />
The number of commercial related charges taken to court, divided by cases reported and<br />
carried <strong>for</strong>ward, expressed as a percentage must be determined. An average target of 24<br />
% <strong>for</strong> commercial crime charges taken to court has been determined.<br />

Detection rate of commercial crime<br />
The detection rate is <strong>the</strong> ability to solve cases and is determined by calculating <strong>the</strong><br />
total number of commercial related charges that were disposed of as referred to court,<br />
withdrawn and unfounded, divided by cases reported and carried <strong>for</strong>ward, expressed as<br />
a percentage. An average target of 36% <strong>for</strong> <strong>the</strong> detection rate <strong>for</strong> commercial crimes has<br />
been determined.<br />
Conviction rate of commercial crime<br />
The conviction rate <strong>for</strong> commercial related crimes is measured by adding up <strong>the</strong> number of<br />
charges resulting in a guilty verdict and charges concluded by o<strong>the</strong>r means and divides it by<br />
<strong>the</strong> number of charges that were referred to court and <strong>the</strong> charges previously outstanding in<br />
court. The target <strong>for</strong> <strong>the</strong> conviction rate <strong>for</strong> commercial related crimes will be benchmarked<br />
in 2008 / 2009.<br />
