October figures reflect some swings and roundabouts. Again Cape Town
is busy in the long form area but slightly down on the commercial side.
Johannesburg, meanwhile, is busy on both fronts with a marked increase in
both long form and commercial work. Both film laboratories are, however,
down on commercial work compared to a similar period last year. It should
be noted that the figures shown are for processing through the bath –
which means that a single production may have been through the bath
over a number of days. The commercials submitted by Media Host have
remained flat, showing a marginal increase on last month. It is surprising,
however, to note how consistent the numbers of commercials are.
We would like to thank the laboratories and Media Host for the
information they have supplied to us. We make no attempt to identify the
title of the production, or the production house or any other information
as this is often confidential information – we supply simply the numbers.
We rely on the co-operation of broadcasters, suppliers of commercial
material to broadcasters and local film laboratories for information but
at the moment local broadcasters are not forthcoming in providing these
SCREENAFRICA – Nov/Dec 2008

CONTINUED FROM PAGE 1
DTT is here – partly
Live wildlife coverage
testing phase was critical to ensure a smooth transition to digital for
the public. “We will be testing the STBs in conjunction with the South
African Bureau of Standards (SABS) to choose the right technical
quality and performance of the units so that we don’t land up with
cheap, unreliable junk in the market place. If the units have the SABS
stamp or the SABC, M-Net or e.tv logos, they will be acceptable.”
Dave Hagen, Head of M-Net Broadcast Services, explained that the
digital (as opposed to analogue) signal can be compressed to allow
for more channels to be broadcast. “We can transmit a minimum of
eight new video channels in the same frequency as a single analogue
channel. I must emphasise though that this is not high definition
(HD) as that requires four times as much bandwidth than the
standard definition (SD) signal we are now seeing. With digital, one
might have to look at adjusting or re-positioning aerials to pick up
the signal. Digital has the characteristic of dropping off sharply so,
unlike analogue, one will not receive a snowy picture and bad audio.
Instead no picture will be visible. All this will be determined in our
tests.”
SABC Acting Group CEO Gab Mampone commented on the
historic nature of the media briefing. “This is the first time that all
the broadcasters have come together in the same room to launch a
project.”
As per a decision taken by cabinet, the scheduled date for the
switch-off of the analogue signal is 1 November 2011. Until then
South Africa will have dual illumination, where both the digital and
analogue signals will be broadcast. Whether this deadline can be met
remains to be seen. As it is, government only published its Digital
Migration Policy a mere two months before the scheduled switch-on
date. There is also the question of educating audiences as to the
benefits and implications of DTT (ie. why it is necessary to buy a
decoder that costs around R700). This has been tasked to the Digital
Dzonga, the Digital Migration Office set up by government last year.
The Department of Communications (DoC) held a ceremony to mark
South Africa’s digital switch-on during the World Telecommunication
Standardisation Assembly (WTSA-08) on 30 October in Kempton Park,
which was attended by all the member-countries of the International
Telecommunications Union (ITU).
At the event ITU Director Dr Hamadoun Toure noted that South
Africa was one of the few African countries pioneering digital
broadcasting. “Kenya has committed to switching on the digital
signal by 2012, while other African countries are in the process
of establishing migration schedules. As per a resolution passed at
the 2006 ITU World Radio Conference, the final deadline for the
switch-on of Africa’s digital signal is 2015.”
Minister of Communications Ivy Matsepe-Casaburri revealed that
the freed up frequency will be used for three regional services, as well
as other channels. “We want digital migration to move ahead rapidly
so that we can use wireless broadband for marginalised areas.”
Councillor Robert Nkuna of the Independent Communications
Authority of South Africa (ICASA) reported that in the week prior to
the switch-on, ICASA issued two DTT test project licences – one to
SABC and the other to M-Net / Orbicom. “The draft Frequency Plan
for DTT has been released for public comment.”
Brand changes at SABC
virtually nil. To meet the internal demands Air Time has had to subcontract
Dimension TV Facilities to cover the extra events SABC is
now producing.
Cosmas Tshabalala, Acting GM of Air Time says; “The change is
to be expected. We have already started the process of changing our
fleet to the SABC logo. This move will give us the proper identity in
the industry and put us on a par with M-Net OB units which have the
pay-TV channel’s brand on their vehicles. All we have to do now is
get rid of the old business cards.”
Marius Janse van Rensburg, GM: SABC Henley TV Facilities, is
excited about the change; “I feel this is the right move, as our
studios are 110% full, with soapies, news and sport productions
for SABC taking up a large slice of the cake. With digital terrestrial
television (DTT) coming soon, the demands will increase, so we do
not have any excess capacity to offer outside clients. Education,
Sport and News are gearing up to having their own channels, so
we will be hard pressed to facilitate our own corporation, let alone
outside clients. The change will not affect Henley operations at
all.”
HUNTING FOR A SHOT – The rigged up 4 x 4
turnkey solutions to the
broadcast industry in South
Africa. In order to transmit the
pictures live to viewers for the
seven days, Inala designed and
built a fly-away system to cope
Major rental cos merge
of remote heads. Fisher and
Chapman supply Panavision’s
dollies and jib arms, and the
company offers a plethora of
various tripods, heads and
specialist grip rigs.
Specialist equipment available
includes Hydroflex underwater
housings, Ikonoskop A-Cam,
Optex Excellence Borescope/
Periscope lens systems, Skater
Scope, T-Rex, and many other
unique items.
Tony Eddy, formerly of
One8Six and now MD of Panavision
South Africa® comments on
the background to the merger:
“One8Six was completely owned
by AFM Lighting until the AFM
Group was bought out by Panavision.
AFM Lighting then became
Panalux and One8Six operated
as a Panavision-owned company
while retaining its own brand.
One8Six was not able to work
with Panavision camera equipment
in South Africa as the sole
agency was held by Panacam Africa,
Robert Russell’s privately
owned company. As Panavision
with the harsh conditions of the
Kruger National Park.
The system was constructed
so that it could be easily
deployed to provide the mobile
high definition (HD) video link
wanted a single entity for all the
companies, it initiated merger
negotiations about a year ago.”
One8Six started as a specialist
equipment company but, as per
demand in Cape Town, grew
into satisfying a wide range
of general camera and grips
equipment requirements. The
merger with Panacam will see
One8Six move aggressively into
high definition (HD), an area
that Panacam has always been
strong on.
Says Eddy: “Internationally
One8Six has become known for
developing its own specialist
rigs by working with various
suppliers. In South Africa we’ve
always been strong on rigs and
camera mounts and we adapt
equipment to suit South African
conditions.”
Russell notes that the
synergies between the two
companies will prove extremely
advantageous to the industry.
“Panacam has mostly serviced
long form productions, such
as Blood Diamond and Lord of
and back-haul HD video link
(supplied by Global Microwave
Systems) necessary to get the
live pictures from the game
drive vehicle back to the flyaway
final control centre. From
here, the feed was captured
on an Omneon HD server used
for capturing live content for
highlights and later playback.
The final playout centre
consisted of a Miranda HD final
control switcher, multi-viewer
and all the necessary fibre
converters, frame stores, audio
embedders together with a
Tektronix HD waveform monitor,
TV Logic multi-format LCD
monitors, TSL audio monitoring
and Alpermann+Velte time code
generators.
The highlight editing
was achieved with the tight
integration of the Omneon
server with Apple Final Cut Pro
(FCP).
The system was integrated
by Inala Broadcast project
engineers together with BSI and
Case Connection who provided
the system cabling and flight
cases respectively.
Caught on Safari: Live! was
produced for National Geographic
Channels International
by South African company, Aquavision
TV Productions. Peter
Lamberti was Executive Producer
for Aquavision TV Productions
and Sydney Suissa for
NGCI, Executive Vice President
of Content.
War, while the bulk of One8Six’s
work has been in commercials.
Both companies are strong on
the high speed camera side, with
Panacam holding the Phantom
HD agency and One8Six the
Photosonics agency for 16mm
and 35mm. From Panacam’s
side, apart from holding the
Technocrane agency, we’ve
never really got into grips
equipment, which is One8Six’s
speciality.
“Business for One8Six and
Panacam clients will be as per
usual, just with an emphasis
on having everything under
one roof. As we’re associated
with Panalux and its state of
the art lighting equipment,
Panavision South Africa® can
really offer turnkey solutions to
the industry.”
Russell, whose new designation
is Marketing Executive, will
shortly be moving the Panacam
operation into Panavision South
Africa’s® custom-designed offices
at Cape Island Studios
in Cape Town and Gold Island
Studios in Johannesburg.
