October figures reflect some swings and roundabouts. Again Cape Town<br />
is busy in the long form area but slightly down on the commercial side.<br />
Johannesburg, meanwhile, is busy on both fronts with a marked increase in<br />
both long form and commercial work. Both film laboratories are, however,<br />
down on commercial work compared to a similar period last year. It should<br />
be noted that the figures shown are for processing through the bath –<br />
which means that a single production may have been through the bath<br />
over a number of days. The commercials submitted by Media Host have<br />
remained flat, showing a marginal increase on last month. It is surprising,<br />
however, to note how consistent the numbers of commercials are.<br />

title of the production, or the production house or any other information<br />
as this is often confidential information – we supply simply the numbers.<br />

testing phase was critical to ensure a smooth transition to digital for<br />
the public. “We will be testing the STBs in conjunction with the South<br />
<strong>Africa</strong>n Bureau of Standards (SABS) to choose the right technical<br />
quality and performance of the units so that we don’t land up with<br />
cheap, unreliable junk in the market place. If the units have the SABS<br />
stamp or the <strong>SABC</strong>, M-Net or e.tv logos, they will be acceptable.”<br />
Dave Hagen, Head of M-Net Broadcast Services, explained that the<br />
digital (as opposed to analogue) signal can be compressed to allow<br />
for more channels to be broadcast. “We can transmit a minimum of<br />
eight new video channels in the same frequency as a single analogue<br />
channel. I must emphasise though that this is not high definition<br />
(HD) as that requires four times as much bandwidth than the<br />
standard definition (SD) signal we are now seeing. With digital, one<br />
might have to look at adjusting or re-positioning aerials to pick up<br />
the signal. Digital has the characteristic of dropping off sharply so,<br />
unlike analogue, one will not receive a snowy picture and bad audio.<br />
Instead no picture will be visible. All this will be determined in our<br />
tests.”<br />
<strong>SABC</strong> Acting Group CEO Gab Mampone commented on the<br />
historic nature of the media briefing. “This is the first time that all<br />
the broadcasters have come together in the same room to launch a<br />
project.”<br />
As per a decision taken by cabinet, the scheduled date for the<br />
switch-off of the analogue signal is 1 November 2011. Until then<br />
South <strong>Africa</strong> will have dual illumination, where both the digital and<br />
analogue signals will be broadcast. Whether this deadline can be met<br />
remains to be seen. As it is, government only published its Digital<br />
Migration Policy a mere two months before the scheduled switch-on<br />
date. There is also the question of educating audiences as to the<br />
benefits and implications of DTT (ie. why it is necessary to buy a<br />
decoder that costs around R700). This has been tasked to the Digital<br />
Dzonga, the Digital Migration Office set up by government last year.<br />
The Department of Communications (DoC) held a ceremony to mark<br />
South <strong>Africa</strong>’s digital switch-on during the World Telecommunication<br />
Standardisation Assembly (WTSA-08) on 30 October in Kempton Park,<br />
which was attended by all the member-countries of the International<br />
Telecommunications Union (ITU).<br />
At the event ITU Director Dr Hamadoun Toure noted that South<br />
<strong>Africa</strong> was one of the few <strong>Africa</strong>n countries pioneering digital<br />
broadcasting. “Kenya has committed to switching on the digital<br />
signal by 2012, while other <strong>Africa</strong>n countries are in the process<br />
of establishing migration schedules. As per a resolution passed at<br />
the 2006 ITU World Radio Conference, the final deadline for the<br />
switch-on of <strong>Africa</strong>’s digital signal is 2015.”<br />
Minister of Communications Ivy Matsepe-Casaburri revealed that<br />
the freed up frequency will be used for three regional services, as well<br />
as other channels. “We want digital migration to move ahead rapidly<br />
so that we can use wireless broadband for marginalised areas.”<br />
Councillor Robert Nkuna of the Independent Communications<br />
Authority of South <strong>Africa</strong> (ICASA) reported that in the week prior to<br />
the switch-on, ICASA issued two DTT test project licences – one to<br />
<strong>SABC</strong> and the other to M-Net / Orbicom. “The draft Frequency Plan<br />
for DTT has been released for public comment.”<br />
Brand changes at <strong>SABC</strong><br />
virtually nil. To meet the internal demands Air Time has had to subcontract<br />
Dimension TV Facilities to cover the extra events <strong>SABC</strong> is<br />
now producing.<br />
Cosmas Tshabalala, Acting GM of Air Time says; “The change is<br />
to be expected. We have already started the process of changing our<br />
fleet to the <strong>SABC</strong> logo. This move will give us the proper identity in<br />
the industry and put us on a par with M-Net OB units which have the<br />
pay-TV channel’s brand on their vehicles. All we have to do now is<br />
get rid of the old business cards.”<br />
Marius Janse van Rensburg, GM: <strong>SABC</strong> Henley TV Facilities, is<br />
excited about the change; “I feel this is the right move, as our<br />
studios are 110% full, with soapies, news and sport productions<br />
for <strong>SABC</strong> taking up a large slice of the cake. With digital terrestrial<br />
television (DTT) coming soon, the demands will increase, so we do<br />
not have any excess capacity to offer outside clients. Education,<br />
Sport and News are gearing up to having their own channels, so<br />
we will be hard pressed to facilitate our own corporation, let alone<br />
outside clients. The change will not affect Henley operations at<br />
all.”<br />
HUNTING FOR A SHOT – The rigged up 4 x 4<br />

the background to the merger:<br />
“One8Six was completely owned<br />
by AFM Lighting until the AFM<br />
Group was bought out by Panavision.<br />
AFM Lighting then became<br />
Panalux and One8Six operated<br />
as a Panavision-owned company<br />
while retaining its own brand.<br />
One8Six was not able to work<br />
with Panavision camera equipment<br />
in South <strong>Africa</strong> as the sole<br />
agency was held by Panacam <strong>Africa</strong>,<br />
Robert Russell’s privately<br />
owned company. As Panavision<br />
with the harsh conditions of the<br />
Kruger National Park.<br />
The system was constructed<br />
so that it could be easily<br />
deployed to provide the mobile<br />
high definition (HD) video link<br />
wanted a single entity for all the<br />
companies, it initiated merger<br />
negotiations about a year ago.”<br />
One8Six started as a specialist<br />
equipment company but, as per<br />
demand in Cape Town, grew<br />
into satisfying a wide range<br />
of general camera and grips<br />
equipment requirements. The<br />
merger with Panacam will see<br />
One8Six move aggressively into<br />
high definition (HD), an area<br />
that Panacam has always been<br />
strong on.<br />
Says Eddy: “Internationally<br />
One8Six has become known for<br />
developing its own specialist<br />
rigs by working with various<br />
suppliers. In South <strong>Africa</strong> we’ve<br />
always been strong on rigs and<br />
camera mounts and we adapt<br />
equipment to suit South <strong>Africa</strong>n<br />
conditions.”<br />
Russell notes that the<br />
synergies between the two<br />
companies will prove extremely<br />
advantageous to the industry.<br />
“Panacam has mostly serviced<br />
long form productions, such<br />
as Blood Diamond and Lord of<br />
and back-haul HD video link<br />
(supplied by Global Microwave<br />
Systems) necessary to get the<br />
live pictures from the game<br />
drive vehicle back to the flyaway<br />
final control centre. From<br />
here, the feed was captured<br />
on an Omneon HD server used<br />
for capturing live content for<br />
highlights and later playback.<br />
The final playout centre<br />
consisted of a Miranda HD final<br />
control switcher, multi-viewer<br />
and all the necessary fibre<br />
converters, frame stores, audio<br />
embedders together with a<br />
Tektronix HD waveform monitor,<br />
TV Logic multi-format LCD<br />
monitors, TSL audio monitoring<br />
and Alpermann+Velte time code<br />
generators.<br />
The highlight editing<br />
was achieved with the tight<br />
integration of the Omneon<br />
server with Apple Final Cut Pro<br />
(FCP).<br />
The system was integrated<br />
by Inala Broadcast project<br />
engineers together with BSI and<br />
Case Connection who provided<br />
the system cabling and flight<br />
cases respectively.<br />

the art lighting equipment,<br />

Russell, whose new designation<br />
is Marketing Executive, will<br />
shortly be moving the Panacam<br />
operation into Panavision South<br />
<strong>Africa</strong>’s® custom-designed offices<br />
