The directors have pleasure in presenting their report and the financial<br />
statements of the company for the year ended 31 March 2005.<br />
PRINCIPAL ACTIVITES<br />
SCREEN SOUTH - COMPANY LIMITED BY GUARANTEE<br />
Profit and Loss Account<br />
Year Ended 31 March 2005<br />
<strong>Screen</strong> <strong>South</strong> is the strategic agency for film in the <strong>South</strong> East of England<br />
covering Berkshire, Buckinghamshire, Hampshire, the Isle of Wight, Kent,<br />
Oxfordshire, Surrey and Sussex. The principle activity of the company is<br />
to support a dynamic, competitive, sustainable film and media industry<br />
alongside supporting the opportunities to appreciate and participate in a<br />
film and media culture in the region.<br />
<strong>Screen</strong> <strong>South</strong> delivers the UK Film Council priorities for the <strong>South</strong> East, and<br />
forms part of the cultural consortium ‘Culture <strong>South</strong> East’ and represents the<br />
region in Europe through Cine Regio the association of European regional<br />
film funders.<br />
The company is limited by guarantee and has no share capital. It is exempt<br />
from having to use the word “Limited” in its <strong>title</strong>.<br />
Review of activities in the year to 31 March 2005<br />
The UK Film Council’s RIFE grant in aid and lottery programme has enabled<br />
the direct provision of services as well as supporting focused initiatives some<br />
of which are described below.<br />
The highlights of our year are:<br />
• to have had the privilege of supporting Andrea Arnold through her<br />
Oscar ® campaign Leading to success with the short film WASP.<br />
• to have supported the <strong>first</strong> British ‘Dogma’ film Gypo directed by Jan<br />
Dunn.<br />
• to have seen the investment of £55,245 from the UK Film Council’s<br />
Exhibition & Distribution fund into 13 small venues around<br />
the region to provide digital <strong>project</strong>ion equipment for local<br />
communities.<br />
• Summer <strong>Screen</strong> the young peoples film festival expanding to deliver<br />
to Oxford and Kent.<br />
• Good Foundations development programme supported 15 feature<br />
films of which 5 are either in production or on the brink of<br />
production.<br />
• Working with the UK Film Council’s New Cinema Fund to complete<br />
12 exciting short films from new directors across the region.<br />
<strong>Screen</strong> <strong>South</strong> and our Film Commission based in Pinewood Studios<br />
worked in collaboration with SEEDA in a joint initiative to form the<br />
Studio Group, which led to the formation of ‘London Plus’ a joint<br />
international marketing brand for the industry in the <strong>South</strong> East,<br />
London and the East regions.<br />
<strong>Screen</strong> <strong>South</strong> collaborated with UK Trade & Investment <strong>South</strong> East<br />
to lead three successful trade missions, one to Los Angeles, one to<br />
Romania and one from Los Angeles to the <strong>South</strong> East and London<br />
in partnership with Pinewood Studios in March 2005. In addition 12<br />
regional companies have joined the UKTI Passport to Export scheme.<br />
The <strong>Screen</strong> <strong>South</strong> Film Commission has assisted over 100 film and<br />
television productions resulting in £90 million pounds of inward<br />
investment or spend in the <strong>South</strong> East.<br />
On the ground support for emerging filmmakers and access by<br />
community groups has been provided by our regional delivery<br />
partners, Oxford Film and Video Makers, Lighthouse in Brighton, Kent<br />
Hothouse, City Eye in <strong>South</strong>ampton. They have responded to over<br />
11,000 enquires in this period.<br />
<strong>Screen</strong> <strong>South</strong> responded directly to over 50,000 web based information<br />
requests and delivered six region wide ‘Information Days’ and four<br />
focused workshop sessions which provided open access surgeries for<br />
over 400 people.<br />
Access to our film heritage has been provided by our two regional<br />
audio visual archives <strong>South</strong> East Film and Video Makers and Wessex<br />
Sound and Film Archive.<br />
In line with the Nolan Principles <strong>Screen</strong> <strong>South</strong> recruited five new board<br />
members and are very grateful for the dedication and commitment<br />
of those who retired from the board. Financially, <strong>Screen</strong> <strong>South</strong><br />
strengthened its finance and audit committee with the addition of<br />
three new board members. It reviewed its position with regard to the<br />
impact on the agency of any possible future loss in overall financial<br />
support for the agency and it was decided to establish a reserves<br />
policy at an appropriate level to be determined from time to time.<br />
<strong>Screen</strong> <strong>South</strong> joined Cine Regio to develop relationships with other<br />
regional film funding agencies across Europe including those from the<br />
new accession countries.<br />

DIRECTORS’ RESPONSIBILITIES<br />
Company law requires the directors to prepare financial statements for each<br />
financial year which give a true and fair view of the state of affairs of the company<br />
at the end of the year and of the surplus or deficit for the year then ended.<br />
In preparing those financial statements, the directors are required to select<br />
suitable accounting policies, as described on page 9, and then apply them on<br />
a consistent basis, making judgements and estimates that are prudent and<br />
reasonable. The directors must also prepare the financial statements on the<br />
going concern basis unless it is inappropriate to presume that the company will<br />
continue in business.<br />
The directors are responsible for keeping proper accounting records which<br />
disclose with reasonable accuracy at any time the financial position of the<br />
company and to enable them to ensure that the financial statements comply with<br />
the Companies Act 1985. The directors are also responsible for safeguarding the<br />
assets of the company and hence for taking reasonable steps for the prevention<br />
and detection of fraud and other irregularities.<br />
In addition the Accounting Officer for the UK Film Council has designated the<br />
Chief Executive Officer as Accounting Officer for <strong>Screen</strong> <strong>South</strong>. The relevant<br />
responsibilities as Accounting Officer including the responsibility for the propriety<br />
and regularity of the finances for which the Chief Executive Officer is answerable<br />
and for keeping of proper records are set out in the framework agreement with<br />
the UK Film Council, copies of which are held at the UK Film Council and <strong>Screen</strong><br />
<strong>South</strong>’s head office.<br />
AUDITORS<br />
During the year the auditors, Reeves & Neylan resigned as auditors and AGN<br />
Shipleys were appointed in their stead. A resolution to re-appoint AGN Shipleys<br />
as auditors for the ensuing year will be proposed at the annual general meeting<br />
in accordance with section 385 of the Companies Act 1985.<br />

Year Ended 31 March 2005<br />
We have audited the financial statements of <strong>Screen</strong> <strong>South</strong> for the year ended<br />
31 March 2005 on pages 7 to 11 which have been prepared under the<br />
historical cost convention and the accounting policies set out on page 9.<br />
This report is made solely to the company’s members, as a body, in<br />
accordance with Section 235 of the Companies Act 1985. Our audit work<br />
has been undertaken so that we might state to the company’s members<br />
those matters we are required to state to them in an auditors’ report and<br />
for no other purpose. To the fullest extent permitted by law, we do not<br />
accept or assume responsibility to anyone other than the company and the<br />
company’s members as a body, for our audit work, for this report, or for the<br />
opinions we have formed.<br />
RESPECTIVE RESPONSIBILITES OF DIRECTORS AND AUDITORS<br />
As described in the Statement of Directors’ Responsibilities the company’s<br />
directors are responsible for the preparation of the financial statements in<br />
accordance with applicable law and United Kingdom Accounting Standards.<br />
Our responsibility is to audit the financial statements in accordance with relevant<br />
legal and regulatory requirements and United Kingdom Auditing Standards.<br />
We report to you our opinion as to whether the financial statements give<br />
a true and fair view and are properly prepared in accordance with the<br />
Companies Act 1985. We also report to you if, in our opinion, the Directors’<br />
Report is not consistent with the financial statements, if the company<br />
has not kept proper accounting records, if we have not received all the<br />
information and explanations we require for our audit, or if information<br />
specified by law regarding directors’ remuneration and transactions with<br />
the company is not disclosed.<br />
We read the Directors’ Report and consider the implications for our report<br />
if we become aware of any apparent misstatements within it.<br />
BASIS OF AUDIT OPINION<br />
We conducted our audit in accordance with United Kingdom Auditing<br />
Standards issued by the Auditing Practices Board. An audit includes<br />
examination, on a test basis, of evidence relevant to the amounts and<br />
disclosures in the financial statements. It also includes an assessment of<br />
the significant estimates and judgements made by the directors in the<br />
preparation of the financial statements, and of whether the accounting<br />
policies are appropriate to the company’s circumstances, consistently<br />
applied and adequately disclosed.<br />
We planned and performed our audit so as to obtain all the information<br />
and explanations which we considered necessary in order to provide us with<br />
sufficient evidence to give reasonable assurance that the financial statements<br />
are free from material misstatement, whether caused by fraud or other<br />
irregularity or error. In forming our opinion we also evaluated the overall<br />
adequacy of the presentation of information in the financial statements.<br />
OPINION<br />
In our opinion the financial statements give a true and fair view of the<br />
state of the company’s affairs as at 31 March 2005 and of its results for<br />
