<strong>CALTRAN</strong> <strong>is</strong> a specialized firm in traffic <strong>an</strong>d highway <strong>an</strong>alys<strong>is</strong>, traffic data collection,<br />

inventories, traffic design services, roadway design, traffic calming providing similar services<br />

to those required by the City of North Miami Beach studies, GIS, parking studies, signal<br />

traffic warr<strong>an</strong>ts, traffic operations, tr<strong>an</strong>sportation pl<strong>an</strong>ning <strong>an</strong>d tr<strong>an</strong>sportation special studies.<br />

The primary focus of <strong>CALTRAN</strong> <strong>is</strong> to provide a comprehensive <strong>an</strong>d practical approach to<br />

solving current <strong>an</strong>d future tr<strong>an</strong>sportation challenges.<br />

<strong>CALTRAN</strong> <strong>is</strong> a certified DBE firm by the Florida Department of Tr<strong>an</strong>sportation; a certified<br />

<strong>CALTRAN</strong> underst<strong>an</strong>ds that the City of North Miami Beach requires the consult<strong>an</strong>t to be able to provide<br />

<strong>an</strong> as on-needed bas<strong>is</strong> services that include but not limited to traffic studies; traffic calming studies;<br />

parking studies; signing <strong>an</strong>d pavement markings; traffic data collection; traffic <strong>an</strong>d tr<strong>an</strong>sportation<br />

<strong>engineering</strong>; data <strong>an</strong>alys<strong>is</strong>; roadway design, intersection re-design; preparation of conceptual<br />

improvement pl<strong>an</strong>s; present reports <strong>an</strong>d recommendation through final traffic <strong>engineering</strong> reports that will<br />

Coordination <strong>an</strong>d Communication: <strong>CALTRAN</strong>’s project m<strong>an</strong>ager Mr. Calderon will be available to<br />

meet the project-stakeholders at their request without over-extending the budget. He will insure that each<br />

request must be evaluated accordingly to the methods adopted by FDOT. We also developed <strong>an</strong><br />

admin<strong>is</strong>trative pl<strong>an</strong> to provide the city with clear lines of communication. <strong>CALTRAN</strong> considers that <strong>an</strong><br />

essential element <strong>is</strong> to maintain direct lines of communication that will allow sharing of ideas, experience,<br />

<strong>an</strong>d use of technology, as well as, providing high quality services to the City of North Miami Beach. Mr.<br />

Calderon will to develop schedules, org<strong>an</strong>ize subgroups for additional tasks, <strong>an</strong>d track all progress in<br />

various work orders that will enh<strong>an</strong>ce the efficiency in fund allocations. Mr. Calderon’s conflict<br />

resolution process pushes our Team to examine goals in close detail, help to underst<strong>an</strong>d critical<br />

components, sharpen focus, <strong>an</strong>d enh<strong>an</strong>ce effectiveness.<br />

Scheduling: <strong>CALTRAN</strong> <strong>is</strong> committed to provide the City of North Miami Beach with a high quality<br />

project by meeting the City of North Miami Beach’s schedule <strong>an</strong>d budget requirements, as well as, assign<br />

the most qualified <strong>an</strong>d dependable staff to carry out the work required under th<strong>is</strong> project. <strong>CALTRAN</strong>’s<br />

staff underst<strong>an</strong>ds that a schedule <strong>is</strong> intended not only for the consult<strong>an</strong>t, but also for the City to coordinate<br />

their resources for reviewing submittals <strong>an</strong>d for reporting to other City members. <strong>CALTRAN</strong> values the<br />

import<strong>an</strong>ce of meeting milestone dates, review dates, <strong>an</strong>d final submittal dates.<br />

As <strong>an</strong> example below <strong>is</strong> a proposed schedule prepared based on previous experience for a corridor master<br />

pl<strong>an</strong> reflect time frame for data collected, v<strong>is</strong>ion developing, strategy development. Each phase will be<br />

assessed considering the timeframes that the City requires being flexible <strong>an</strong>d adaptable to provide the cost<br />

effective solutions.<br />

Cost Control: It <strong>is</strong> <strong>CALTRAN</strong>’s policy to provide the most of value <strong>engineering</strong> concepts through costeffectiveness<br />

for the conditions given. <strong>CALTRAN</strong> has demonstrated these capabilities on previous<br />

projects of th<strong>is</strong> type. Internal cost control <strong>is</strong> also provided through a custom accounting system software,<br />

which tracks project costs <strong>an</strong>d provides project perform<strong>an</strong>ce <strong>an</strong>d billing information.<br />

Safety: In South Florida there <strong>is</strong> a const<strong>an</strong>t increase in vehicular traffic,<br />

therefore our staff has been trained to become intimately familiar with<br />

<strong>CALTRAN</strong> acknowledges that the City of North Miami Beach requires a consult<strong>an</strong>t with capacity <strong>an</strong>d<br />

knowledge to quickly respond <strong>an</strong>d to solve problems related to tr<strong>an</strong>sportation <strong>an</strong>d traffic <strong>engineering</strong>.<br />

<strong>CALTRAN</strong>’s staff on work previously done for similar contracts will efficiently convey ideas, perform<br />

assessments, as well as, produce reports, memor<strong>an</strong>dums <strong>an</strong>d <strong>an</strong>alyses for the City of North Miami Beach<br />

that could encompass the following services:<br />

Traffic Engineering Studies: <strong>CALTRAN</strong> has performed multiple traffic impact studies, capacity<br />

<strong>an</strong>alys<strong>is</strong>, intersection <strong>an</strong>d corridor <strong>an</strong>alys<strong>is</strong> following the latest ITE’s practices, <strong>an</strong>d m<strong>an</strong>uals for parking<br />

generation, Trip Generation, MUTCD, HCM, <strong>an</strong>d procedures use for the purpose to establ<strong>is</strong>h solutions to<br />

the traffic <strong>an</strong>d tr<strong>an</strong>sit mobility as well as the improvement of safety particularly of non-motorized road<br />

South Florida. He performed Roadway Character<strong>is</strong>tics Inventory (RCI) to collect physical roadway<br />

numeral “3.” What <strong>is</strong> the intended content of numerals 1-2, which appear to have been have been omitted from the<br />

subject document?<br />

In regarding to the above referenced RFQ; we acknowledge text in Section 1.5 Preparation of bids that states that<br />

<strong>an</strong>d firm experience which are required in Part I of the SF 330. Would you like to see th<strong>is</strong> information duplicated<br />

in the Executive Summary section for RFQ evaluation purposes?<br />

The Contract <strong>is</strong> for Professional Engineering <strong>an</strong>d Architectural Services, however, the contract provided has<br />

m<strong>an</strong>y references to bidders <strong>an</strong>d the documentation typically required by construction contractors. Is there <strong>an</strong><br />

alternate contract specific to professional services or will the non applicable sections be stricken before signature?<br />

Every reference to a bid or request for proposal shall be <strong>an</strong>d me<strong>an</strong> the same as request for qualifications. Every<br />

replace RFQ 2007-04.<br />

We’re a Construction M<strong>an</strong>ager <strong>an</strong>d would like to submit in response to th<strong>is</strong> RFQ. Does NMB <strong>an</strong>ticipate selecting one<br />

or more Construction M<strong>an</strong>agers, for a continuing services contract, to ass<strong>is</strong>t NMB in executing/cost estimating for<br />

constructing some of the projects l<strong>is</strong>ted in Exhibit A that fall under the dollar value threshold for continuing services?<br />

LETTER TO <strong>CALTRAN</strong> EMPLOYEES<br />

The illegal use of drugs <strong>an</strong>d the abuse of alcohol are problems that invade the workplace, end<strong>an</strong>gering the<br />

health <strong>an</strong>d safety of the abusers <strong>an</strong>d those who work around them. <strong>CALTRAN</strong> <strong>is</strong> committed to creating<br />

<strong>an</strong>d maintaining a workplace free of subst<strong>an</strong>ce abuse without jeopardizing valued employees’ job<br />

security. To address th<strong>is</strong> problem, <strong>CALTRAN</strong> has developed a policy regarding the illegal use of drugs<br />

<strong>an</strong>d the abuse of alcohol that we believe best serves the interests of all employees. Our policy formally<br />

<strong>an</strong>d clearly states that the illegal use of drugs or abuse of alcohol or prescription drugs will not be<br />

tolerated. As a me<strong>an</strong>s of maintaining our policy, we have implemented pre-employment <strong>an</strong>d active<br />

3. It <strong>is</strong> a violation of the comp<strong>an</strong>y policy for <strong>an</strong>yone to use prescription drugs illegally. (However,<br />

nothing in th<strong>is</strong> policy precludes the appropriate use of legally prescribed medications.)<br />

4. Violations of th<strong>is</strong> policy are subject to d<strong>is</strong>ciplinary action up to <strong>an</strong>d including termination. It <strong>is</strong><br />

the responsibility of the comp<strong>an</strong>y's superv<strong>is</strong>ors to counsel employees whenever they see ch<strong>an</strong>ges<br />

in perform<strong>an</strong>ce or behavior that suggest <strong>an</strong> employee has a drug problem. Although it <strong>is</strong> not the<br />

superv<strong>is</strong>or's job to diagnose personal problems, the superv<strong>is</strong>or should encourage such employees<br />

to seek help <strong>an</strong>d adv<strong>is</strong>e them about available resources for getting help <strong>an</strong>d should encourage<br />

<strong>an</strong>yone who has a subst<strong>an</strong>ce abuse problem to seek help. The goal of th<strong>is</strong> policy <strong>is</strong> to bal<strong>an</strong>ce our<br />

respect for individuals with the need to maintain a safe, productive <strong>an</strong>d drug-free environment.<br />

The intent of th<strong>is</strong> policy <strong>is</strong> to offer a helping h<strong>an</strong>d to those who need it, while sending a clear<br />

message that the illegal use of drugs <strong>an</strong>d the abuse of alcohol are incompatible with employment<br />

at <strong>CALTRAN</strong>.<br />

The Florida Law which gives the Employer the Authority to Require Drug Testing. That<br />

Law <strong>is</strong> found in Section 440.102, of the Florida Statutes ( a copy of Section 440.102 c<strong>an</strong> be<br />

provided by calling the Customer Services Center at (850) 413-1601)


<strong>CALTRAN</strong> <strong>is</strong> required to conduct the following types of Drug Tests under the Florida<br />

Workers' Compensation Drug-Free Workplace Program:<br />

1. Job Applic<strong>an</strong>t Testing. All final c<strong>an</strong>didates for jobs (persons to whom you have offered<br />

employment) must be tested, although they may begin work pending the results of the<br />

drug test. Limited testing of applic<strong>an</strong>ts, based on a reasonable job classification bas<strong>is</strong>, <strong>is</strong><br />

perm<strong>is</strong>sible.<br />

2. Reasonable Suspicion Testing. Drug tests must be conducted following <strong>an</strong>y observed<br />

behavior creating "reasonable suspicion." These behaviors must be clearly defined in the<br />

policy. Some examples of reasonable suspicion include:<br />

*Direct observation of drug/alcohol use, or the symptoms of being under the influence of<br />

a drug or alcohol.<br />

*Abnormal behavior while at work or a signific<strong>an</strong>t deterioration in work perform<strong>an</strong>ce. Be<br />

certain that these behaviors are properly documented to avoid <strong>an</strong>y m<strong>is</strong>underst<strong>an</strong>dings that<br />

may ar<strong>is</strong>e if th<strong>is</strong> situation <strong>is</strong> contested by the employee.<br />

*A report of drug use, provided by a reliable <strong>an</strong>d credible source.<br />

*Evidence that <strong>an</strong> individual has tampered with a drug test while working for you.<br />

*Information that <strong>an</strong> employee has caused, contributed to, or been involved in, <strong>an</strong><br />

accident while at work.<br />

*Evidence that <strong>an</strong> employee has used, possessed, sold, or solicited drugs while working<br />

or while on the employer's prem<strong>is</strong>es or while operating the employer's vehicle, machinery<br />

or equipment. If the testing <strong>is</strong> conducted on a "reasonable suspicion" bas<strong>is</strong>, the employer<br />

must promptly record the circumst<strong>an</strong>ces which formed the bas<strong>is</strong> of the determination that<br />

reasonable suspicion ex<strong>is</strong>ted to warr<strong>an</strong>t the testing. A copy of th<strong>is</strong> documentation must be<br />

provided to the employee on request, <strong>an</strong>d the original documentation must be kept<br />

confidential by the employer.<br />

3. Follow-up Testing. If <strong>an</strong> employer requires <strong>an</strong> employee to enter <strong>an</strong> employee ass<strong>is</strong>t<strong>an</strong>ce<br />

program, or a drug rehabilitation program, as a condition of continued employment after<br />

a confirmed, positive drug test, the employer must require the employee to submit to a<br />

r<strong>an</strong>dom drug test, at least once per year for a two year period after completion of the<br />

program. Adv<strong>an</strong>ce notice of the testing date must not be given to the employee being<br />

tested. If the employee voluntarily enters the program, the employer has the option to not<br />

require follow-up testing.<br />

4. Routine Fitness-For-Duty Testing. If you ordinarily require <strong>an</strong>nual physical fitness for<br />

duty examinations, these examinations must include drug testing.<br />

*An employer may conduct "r<strong>an</strong>dom testing" or <strong>an</strong>y other legal types of testing of<br />

their employees.<br />

CONFIDENTIALITY<br />

All information, interviews, reports, statements, memor<strong>an</strong>da, <strong>an</strong>d drug test results received by<br />

the employer through a drug-testing program are to be considered confidential information. An<br />

assur<strong>an</strong>ce must be provided regarding the confidentiality of test results, as well as information<br />

about prescription drugs provided by the employee or job applic<strong>an</strong>t.<br />

All information produced as a result of testing remains confidential unless the employee<br />

authorizes the release by written consent.<br />

The only exceptions to th<strong>is</strong> are:<br />

1) when such a release <strong>is</strong> compelled by a hearing officer or a court of competent jur<strong>is</strong>diction, <strong>an</strong>d<br />

2) for determining qualification for unemployment compensation benefits.<br />

Information on drug testing shall not be released or used in <strong>an</strong>y criminal proceeding(s) against<br />

the employee or job applic<strong>an</strong>t. The employer, agent of the employer, or laboratory may have<br />

access to employee drug testing information when consulting with legal counsel in connection<br />

with actions relating to defense of a civil action.


An Employee or Job Applic<strong>an</strong>t who <strong>is</strong> Notified by the MRO of a Positive Confirmed Test Result<br />

may Contest the Result to the MRO within 5 Working Days after Receiving notification of the<br />

Test Result.<br />

If expl<strong>an</strong>ation or challenge <strong>is</strong> unsat<strong>is</strong>factory to the MRO, the MRO may report a positive test<br />

result back to <strong>CALTRAN</strong>.<br />

Types of Drugs for which Employees will be tested<br />

59A-24.004 Drugs to be Tested/Body Specimens.<br />

(1) Notwithst<strong>an</strong>ding the definition of drug in Section 112.0455(5)(a), F.S., the only hallucinogen to<br />

be tested for <strong>is</strong> phencyclidine (PCP), the only synthetic narcotics to be tested for are methadone <strong>an</strong>d<br />

propoxyphene, <strong>an</strong>d there will be no designer drugs tested for until st<strong>an</strong>dard testing procedures are<br />

developed for such drugs.<br />

(2) Body Specimens.<br />

(a) Urine. Urine will be used for the initial test for all drugs except alcohol <strong>an</strong>d for the confirmation<br />

for all drugs except alcohol.<br />

(b) Blood. Blood will be used as the initial <strong>an</strong>d confirmation specimen for alcohol.<br />
