Intensive and commercial access to angling waters Purpose 1. The attached paper from the Scottish Anglers National Association (SANA) raises a number of issues and questions regarding intensive and commercial access to inland waters used for angling. Action 2. Members are invited to consider this paper and comment on the questions for discussion which are highlighted on page 3. Background 3. This paper has arisen from correspondence between SANA and the forum Secretary, which has been briefly reported at previous forum meetings (this is available from the Secretary if required). This included two earlier papers prepared by SANA, which raised a range of issues which were difficult to fully address by this approach, and the Convenor and Secretary have therefore invited SANA to present a summarised version of these papers for discussion at the forum. 4. The forum cannot of course reach a view about the detail of individual issues at particular locations, as this role rests with relevant access authorities and local access forums. This discussion does, however, provide an opportunity to consider broad approaches which would help to integrate angling and commercial access. The paper emphasises that the underlying concern relates to irresponsible users, rather than river users in general, and it will be important to consider the paper in this context. 5. This discussion is clearly relevant to the ongoing development of guidance on managing issues linked to commercial access, which the forum is developing in conjunction with the Scottish Outdoor Access Network (SOAN). This is currently out to consultation through the forum’s contact network, and the outcome of the present discussion can help, in due course, to inform the next draft of this guidance. 6.
